stop qmail-send

# cd /var/qmail/queue
# find info mess remote -type f -exec rm -f -- {} \;

start qmail-send.

emerge net-mail/qmhandle

That will allow you to delete everything from the queue. You should not 
need to recreate it if you use qmhandle.


I believe the syntax is qmhandle -D or something similar, but it's been 
about three years since I played with it.
