Digikam and KPhotoAlbum both have options to export to Flickr. I don't
use Flickr, but I'll give F-Spot a try. I run KDE but don't limit myself
to KDE programs.

If you prefer web2.0, I suggest then to use flickr or zommr, combined
with jUploadr.

Although I also use KDE, I find that the best photo-managment app is
F-Spot for gnome.
