Linux is not MS Windows.  Therefore you do not 'install' a modem in the sense 
of the Microsoft CD which alters all your Connection settings to that 
required by your ISP.

Your question is probably more loaded than you realise.  Is this a dial-up 
modem?  Is it a USB modem that requires particular hardware drivers?  Is it a 
cable modem?

Is the router a hardware router (e.g. netgear) or are you asking how you could 
configure your Gentoo to act as a router?

For the modem and router, you're on your own - just connect them as you 
normally would for any other computer. Then, for the setup, use 
/etc/conf.d/net.example as a template for writing /etc/conf.d/net. 
There's a pretty good walkthrough of this process in the Gentoo Handbook:

Basically read /etc/conf.d/net.example and use that to create
/etc/conf.d/net
