This will make all the roads show between 1:180M and 1:360M.
Does not really make sense to me, a world wide map displayed in a little
600x300 image is, according to the scale computation rules provided by
OGC for WMS/SLD, 1:280M:

When setting up the scales use the GeoServer openlayers previous, the scale
denominator displayed there is computed with the same rules so you can
take it as a reference (though due to differences in floating point computation
between java and javascript it will never exactly match the value computed by
GeoServer)
