Hi,
some months ago Justin (cc'ed) donated a direct reader in GeoTools:

https://github.com/geotools/geotools/tree/master/modules/unsupported/postgis-raster

I never used it and the module is not officially supported, but you might
want to build it from sources
and give it a go, would be interesting to hear how it works for you
