Hi,
there is not such a thing as a DEM format, DEM refers to the nature of the
data,
digital elevation model, not to how it's encoded in a file format (it's
like saying
"I have a satellite image" without saying if it's geotiff, jpeg2000, ecw,
and so on).

Looking at a few a random DEMs in that collection, it seems they are in
ESRI Arc ASCII format:

If that's the case, GeoServer should be able to open them as ASCII ArcGrid,
you can try it out, but I would not recommend using that format for serving
the file, it's a text
format without overviews, so it's bound to be slower than other
alternatives.
If you want to serve it out with good performance, I'd recommend to use
gdal_translate
and gdaladdo to turn it into a geotiff  with overviews instead

Install Geoserver and have a look at the demo layer sf:sfdem which is DEM.
