Unfortunately the problem certainly doesn't lie with my ISP. I say
unfortunately, because it's relatively easy to change ISP. But my
quoted speeds are 100Mbps/40Mbps, and on some sites I get my 10Mbps
per second. With get_iplayer I have in the past seen speeds up to
perhaps 8 Mb/s, but nowadays it's far lower. Right now I'm getting 1.1
Mb/s, and am poised to cancel the download as soon as I get an
"Unexpected size" error. Which has just occurred, not 2 minutes after
I wrote the previous sentence.

Ditto here. I used to have fairly frequent problems with the "Unexpected
size for file segment" error, and downloads eventually failing, but
since I added 'exclude-supplier bidi' to my options file, I have not had
those errors, and the downloads are noticeably faster.

I'd have thought it's the CDN choice that's being made rather than ISP.
For example, having the line ‘exclude-supplier bidi’ in my
~/.get_iplayer/options fixed a problem for me a few months back.
The OP needs to investigate what CDN/supplier is being used when he's
having problems.

Your only real remedy is to complain, complain and complain again to 
your ISP, or find a better ISP.  Is there anywhere near you with a 
decent 4G signal?  Unlimited 4G is becoming viable.


In my experience the best error recovery is with HVF modes, so choose 
HVF rather than DVF.  If you are having problems, avoid 50fps modes, so 
choose hvfxsd rather than hvfsd.  I am finding Limelight is now the 
fastest and most reliable CDN.  In my case I usually get Limelight for 
TV programmes with a suffix 2, but you need to check.


In summary, try --tvmode=hvfxsd2
