The GPL allows selling of GIMP provided the source code is also offered. This particular listing also packages value added clip art, etc. It should be determined beforehand that the GPL has been violated in order to report a listing. It is legal and acceptable to recoup the cost of packaging and GIMP is included with other items, clip art and a "900-page PDF manual (in English).
