That means you open the Preferences dialog and navigate to the Debugging page. It looks like the Windows build doesn't have this :( I'm not sure why. Hi 세벌! We were discussing this on IRC right now with Alexandre. The preferences page is not present on Windows because debugging only works when crashing. So the feature is there, but there is nothing to configure so we don't show the preferences page. This is a limitation of the current implementation of the debug for Windows.
