Yes.  There are some slight terminology differences between Gimp 
and
PhotoShop, but Gimp can do it all.

Layer modes? Put one layer directly over another in the stack (L, C &
P dialog) and change the mode of the top one, then merge them (merge
down is enough, IIRC).

I'm reading some very old tutorials on gimp and I'm wondering how to do the
things they do in the new gimp versions,  for example, subtracting and
adding one layer to another.  Here are the relavant tutorials that talk
about 'adding' and 'subtracting' one layer from another:
