To get a nice clean cut-out you need to use the path tool. One of those things that takes a bit of describing when a demo might be better. a bit about it here https://docs.gimp.org/2.9/en/gimp-using-paths.html This 2 minute video, should get you started. https://youtu.be/w8YtWg1PtUo Other things to consider, This sort of shape often used on top of another image. The image will need transparency, an alpha-channel. Export as a png image to keep transparency.
