Hallo,

you you could install snap. Pay attention, the package to install is 
called snapd, not just snap. Just snap is something different.


and then do

snap install gimp

That should give you version 2.10.18.

You could file a wishlist bug for getting 2.10.18 packaged there at
https://bugs.launchpad.net/~otto-kesselgulasch
