It must be Microsoft's way of rewarding their most loyal customers, by allowing them to pay for the privilege of receiving early and thus more likely buggy software versions before the rest of the world gets later less buggy versions for free. So in short you are paying MS for the chance to QC their software for them. Once complete everyone else in the world will get the "stable" version for free.
