Intltool can't catch up the strings from Sawfish which aren't part of an alist or a list. so 80% of the strings will end up #~'ed. I noticed today that there was a missing prefix ([type: gettext:glade]) in POTFILES.in of gnome-media before a GTKBuilder .ui file. I fixed that, hence the new strings. A number of languages are still at 100% because the strings were still in the file (only obsoleted). For other languages, you can try to see in the gnome-2-26 branch of gnome-media where you may find these strings previously translated. Sorry for this late change. I added an automated notice whenever the pot generation method is not standard (in damned-lies structure, when the domain.pot_method field is not empty). In addition to sawfish, several other modules are concerned (damned-lies itself, GIMP help, libgweather po-locations, ...). You can also choose another character encoding and try again.
