This feature is not in a Meson release yet. After it’s released (in
two weeks, I’ve been informed) and GNOME modules start depending on
it, we can start asking maintainers to move to a help/LINGUAS file. It
will take a while, I’m afraid.

I don't see any GNOME help module having a LINGUAS file for now.
