I have filed a bug regarding this.
You must add a text saying something like this:

"This is an unofficial translation of the GNU General Public License
into Swedish. It was not published by the Free Software Foundation, and
does not legally state the distribution terms for software that uses the
GNU GPL ? only the original English text of the GNU GPL does that.
However, we hope that this translation will help Swedish speakers to
better understand the GNU GPL."

and then a translation of the text above..

Regards,
Daniel

Sure it's allowed, but one would have to indicate that they're not
approved ("legally binding") translations.

There's a bug for xml2po about that:

It's OK, as far as you respect what is stated here:

Such translations ought to be unofficial, "for your convinience." I'm
not sure how are they used and if such a disclaimer is presented.

Is it OK to translate GPL, LGPL and other licenses? As far as I know,
the only FSF-approved licenses are the English ones.

I've added these and some more missing stuff. As soon as the pages
are refreshed, they should be online.

I can't find the documentation for gnome-utils, gnome-system-tools,
gnome-panel or the release notes, too. Correction: I'm talking about
documents from http://kvota.net/doc-l10n/, not
http://l10n-status.gnome.org, naturally.
