GNOME policy for IEC binary prefixes?

does GNOME have an official policy for whether applications should use 
KiB, MiB etc. instead of kB, MB etc. when refering to 1024 bytes, 
1024*1024 bytes etc? Ie. should bug reports be filed if an application 
uses 'kB' to mean 1024 bytes?

There are bugreports about it.

Your view seems to differ from mine.
