I probably miss some knowledge of processes, but does the Internet
Assigned Numbers Authority define anything language scripts related?

 That is the Russian language in its traditional, pristine orthography as used 
 until orthography reform of 1918. With Internet coverage and corresponding 
 freedom of expression rising, more and more people use it in their 
 communication. Free software should support it.
 
 Translation team is required as the conversion to pristine orthography from 
 modern isn't trivial and cannot be accomplished by automatic means only.
