The most likely culprit is the wrong version of intltool Lars might be
using (can I guess at 0.34.0?) -- it would be good if Lars updated to
latest intltool version.

If not, Lars, can you please get in touch with me personally so we can
resolve this (if upgrading intltool doesn't help).

I don't think so. AFAIK Dia _is_ part of GNOME Desktop but as a GNOME Office
Effort module (correct me if I'm wrong). Also AFAIK, Dia and other GNOME
Office modules do not necessarily follow GNOME release cycle and have their
own one.
