Galeon its latest code change commits in May 2010, Beagle in February
2011. So what are your criteria for "not under active development"?

Beagle, stable release 0.3.9 (no further development at the moment)

The authority of these citations is questionable, but it is an
indicator.

That is a judgement call. My personal criteria is "not packed in mayor
distributions". Maybe they are and the packages are there for good
reason (like, "no free software ever really dies"), but for translators
it is difficult to distinguish between "new and hot" and "slowly dying"
in extras section.

The galeon commits are by the Debian maintainer for galeon, Fabio Bonelli,

Galeon active development stopped in 2008 and the galeon Debian maintainer
