the easiest way to do that is :
1 - Enter a transactions to your Credit Card with "NO AMOUNT"
2 - Right click to it and make a Schedule
3 - In the Frequency Tab, make it create transaction every months at 1st or
2nd.
4 - In the Overview Tab, choose a Create in advance = 19 days (from 12 to
1st = ~19 days)
That it, so every month, about 12, it will create a payment to your credit
card with "no amount", you can access to your account and enter the amount
you want.
I know that it still requires you manually enter your amount, but with this
tips, i think it's easiest and best.

Another option is to set up an SX with a variable which would represent the 
ending balance of the last statement.

GnuCash can’t read this amount automatically as Derek noted, but when the SX 
fires, it will prompt you for the value of the variable.

This approach is probably more useful if you are doing one or more splits all 
based on some proportion of the original variable, but you could also do it 
with a multiple of one (“1”).

So you might set a formula like:

last_balance*1

in each of the two split lines (if there are only two) one a debit to the card 
account and the other a credit to the checking/cash account as needed.

If you always wanted to pay more or less than the balance consistently, then 
just make the formula more complicated as needed.

This is also a good trick for allocating funds to savings sub-accounts each 
payday.

Not disagreeing with Derek's options, but adding another one:

I have a scheduled transaction, once a month with no stopping date.
Everything is the same every month, except the amount. When I get my
credit-card statement, which IO dated the 15th of the month, I edit the
transaction to put in the amount that will be taken from my checking
account on the 12th of the following month.

I do a similar thing with recurring bills, like cable and cell phone.
But with those, often a given month's amount is the same as the previous
month, so I don't need to do any editing at all.

One possible caveat: I don't use the reconciliation feature, so I don't
know if this technique would cause problems for people who do reconcile.

Your best option is to enter a post-dated transaction.  I.e., on the
12th you manually enter the payment for the 1st or 2nd.  There is no way
to do this in an "Automatic" way because the SX system does not have the
ability to look at the account balance as of a particular date.

Another thing to keep in mind is that there may be a delay in processing
a transaction.  Sometimes a CC transaction doesn't hit my CC account for
a day or two, so transactions close to the ending date may end up on
either side, which I wont know until I see the statement.

Also note that when you Reconcile the CC, it will (unless you turn it
off) pop up a transfer dialog to enter a payment transaction, and the
amount of that transaction is the closing balance of the reconcile.  So
this is another way to do it.

I have one credit card which has billing cycle of 12th of every month.
Payment is to be done on 1st of every month or 2nd if that is holiday. 
Payment is automatically deducted on 1st or 2nd (if 1st is holiday)

Can I schedule transaction of CC bill Payment every month. Like it picks up
last balance of 12th of every month and Automatically schedules it for
payment from savings account on next 1st of every month.

My Chart of accounts is:

ASSETS
--Current Assests
Savings account

Expenses
---x
---y
---z

Liabilities
---Accounts Payable
---Credit Card
