I downgraded from 3 to 2.6 and that seems to have resolved things for now
you were right, Windows can only manage one gnuCash instance at a time, 
installing 2.6 removed 3.0

No, I don’t think it is. One could of course set one to install somewhere 
besides C:\Program Files (x86), but there’s no registry differentiation and I 
think Windows cares about that.
