It seems to have been a SourceForge glitch. John Ralls fixed it on 1/19.

version I can see is 4.6. Was 4.13 removed for a good reason or just a
mistake? Which version should I download (and do I need only the setup file

You asked that yesterday and I responded that I'd originally had a problem but 
that it seemed to have resolved itself. I tried again just now and the download 
link on the website worked as expected.

In case it's still not working for you, the direct download link is 
https://sourceforge.net/projects/gnucash/files/gnucash%20%28stable%29/4.13/gnucash-4.13.setup.exe/download

gnucash-4.13.setup.exe is an MSWindows installer. The other files in the 
directory are Gnucash-Intel-4.13-2.dmg, which is for macOS, and source tarballs 
for people who want to build GnuCash themselves. You only need 
gnucash-4.13-setup.exe to install GnuCash on MSWindows.

It seems to have been a SourceForge glitch. I was able to reproduce it earlier 
this morning but in preparing to fix the URI on the website I tried again just 
now and it worked correctly.

dmg is the ending suffix of a Mac 'Disk Image' file.

It is used to package software and other items for transfer between 
MacOS systems.


In this case, GnuCash is distributed as a '.dmg' file.

When you open it on a Mac, a Finder window opens showing the contents of 
the 'disk'.


You can then copy items out of the image file to your computer.

Mac apps can be distributed and installed this way, even after Apple 
introduced the App Store.


The actual app is contained in a bundle (special type of folder) with an 
".app" extension, and this is usually what you need to copy over to your 
Applications folder to 'install' it. (another method of installation 
involves ".pkg" or package files, roughly analogous to Windows 
installers, but GnuCash does not use this method)


While some apps can be run directly from a .dmg, GnuCash needs to be 
'installed' first.

You must have downloaded the wrong file. Mine says 4.13.

Be sure to get it from gnucash.org which takes you to SourceForge. (you 
can also download from the official GitHub repo also linked from 
gnucash.org)
