This sounded like excellent advice so I gave it a try but unfortunately I
ran into trouble.
The delete-account dialog must filter the list of accounts to move
transactions to because the one I wanted wouldn't show up.
I couldn't type it manually either because when I tabbed off the field it
just reset it.

I know I'm not supposed to do it but I edited the gnucash file directly to
move the transactions.
Then I deleted the old VISA account.

I then imported the OFX for the new VISA and it prompted me as desired -
yay!
But then I imported the OFX for the old VISA and it now goes to the new
VISA without prompting.

Very frustrating.
I may create a bug to see if I can get some feedback from devs.

Anyway, the old VISA is going to be retired soon so now that the
transactions are going to the new VISA account it'll be tolerable to enter
transactions manually for a while.

I have one possible workaround that I have used (albeit with version
2.6) to change the OFX-to-gnucash-account mapping in situation like
that: First, create a backup of your gnucash file, just in case.  Then
create a temporary account, call it "placeholder".  Give it properties
just like the old VISA account that is unfortunately getting all your
new transactions.  Then on the VISA account, click to Delete Account.
Gnucash will then ask you if you want to move the transactions into
some other account instead of losing them.  Go ahead and move them to
the "placeholder" account and allow it to delete the (empty) visa
account.  Now rename "placeholder" to be "VISA".

After all those gymnastics, you are pretty much back where you
started, i.e. should still have your old VISA data just as it was
before.  But next time you import OFX transactions, they won't go to
VISA: instead gnucash will ask the (one time) questions about where
they should go, and it sets up a new mapping accordingly.

Agreed
And if you find that  is the same, make yourself a new one,
change the new file and see what happens.
Of course you will have to do this every time you import for the new
credit card.

It may also be that your bank is supplying an underlying accountid that is
the same for both your old and new credit card accounts even though the card
number is different.  You can open the OFX files with a text editor and
search for the  tags in the file to check. My bank uses the card
numbers as the ACCTID for credit cards and only supplies data for one
account in a file.

This is because the OFX standard format is used both in files downloaded
from your bank and then imported into GNuCash and downloaded directly online
using the AQbanking connections from your bank without ever being stored
explicitly on your hard drive ( maybe as a tmp file which is deleted
automatically after processing). GnuCash only has one assignment of Account
Ids to GnuCash accounts and that is handled in the Aqbanking setup. AFAIK at
present there is no way to edit the accountid-gnucash assignments outside of
that setup. When my credit card number changed after a fraud attempt I coped
with it by creating a new account, and importing data for the new card. In
Australia banks do not usually provide direct online access to customers

At my bank the  card number was used as the account ID in the OFX download
so the new account was then associated with the new card in the downloads. I
placed both the old account and the new one under a Credit card placeholder
account so that both. When the old card was deactivated the existing 
balance was simply transferred to my new card by the bank so I created a
transaction which did that and all is fine. The old account will appear in
reports or you can filter it out if you no longer need to see it. 

There were some complications around fraudulent transactions while these
were investigated and resolved by the bank which required some adjustments
to the balance as they were resolved. As my bank had acknowledged that the
fraudulent use of the account was not my fault,  I expected the fraudulent
amounts to be fully refunded so I created a temporary clearing account and
transferred the full balance excluding the fraudulent transactions (these
were shown in downloads for my old card account) to the new account. I
created  transactions to the clearing account for the fraudulent
transactions instead of to an expense account and then reversing
transactions to the old account as the bank notified me of their resolution
(appropriately annotated).

Here's a bit more information in case it may be helpful.
I was previously running 2.6.19 on ubuntu.
I had a VISA and a Mastercard that I downloaded OFX files for and I
successfully was able to import them (File -> Import -> Import OFX/QFX...)

I've just switched to running GnuCash 3.6+(2019-06-29) on a mac.
At the same time, I got another VISA credit card.
I'm still downloading the OFX files for the two VISAs and for the
Mastercard.
The import works for the old VISA and Mastercard but I'm getting the
problems when I import the OFX for the new credit card.

I can certainly try the new VISA OFX on the 2.6.19 version on ubuntu.
But, in the end I have to switch to the mac as the ubuntu machine is going
away soon.

It sounds to me like Kevin has an issue with OFX imports in the current
release of GnuCash.

I am still using release 2.6.19 successfully to import three accounts
simultaneously in one OFX file from my bank, so I know that old release
works fine.

I don't use GnuCash to connect to the credit card site.
I download the OFX files manually and then import them which is why I'm
confused as to why aqbanking is involved at all.

When you login to your credit card website, you do as as a "user".  That is
the same user that you tell the aqbanking wizard.

Also, when replying do a "reply to all", so that the list is copied.

I've never used aqbanking and when I went into it just now there are no
account mappings at all.
If I look to create one then I'm not really sure what to use.
I'm guessing the backend is aqnone but then I don't know what an IBAN is or
what the Owner Name is.

Is aqbanking the right way of solving this?

In addition to the 2 VISAs I also have a Mastercard and imports works
just fine so I'm at a loss as to why my new second VISA isn't working.
