GOA: NEW SPEAKER TAKES OVER, MLAs REGAIN CAMADERIE >From Pamela D'Mello Panaji, Jun 12: The ruling BJP led coalition scored a point when its nominee for the post of Speaker, Vishwas Satarkar, was elected unopposed to the post for the new Goa state assembly. Elections were held on May 30. All the forty new MLAs were sworn in today by pro tem Speaker Dr Wilfred de Souza inside the opulent hexagonal hall of the panoramically located Vidhan Sabha. After the bitterly fought election which gave a hung assembly -- with the BJP at 17, Congress 16, UGDP-3, MGP-2, NCP-1 and Ind-1 -- legislators retained their camaderie and the mood was one of cooperation. The opposition Congress supported the election of the 37 year old Speaker, a lawyer who started his political career as a student leader in the Akhil Bharatiya Vidyarthi Parishad. Opposition Congress MLAs said they had accepted the current situation and would play the role of a constructive opposition in the House and outside. The three day budget session which commenced today, will also see the presentation of the state budget on 14 June -- after a delay of three months. Following the abrupt dissolution of the earlier assembly in February, the budget session had been postponed and the state was run by contingency funds -- a subject matter of a on-going high court challenge for constitutional impropriety. Governor Mohammed Fazl will present his address to the new assembly on 13 June. In a break from convention the office of the deputy speaker, normally given to the opposition, will once again likely be occupied by a ruling party member. Pakistani Christians cheered by papal message KARACHI: Pakistani Catholics are in a buoyant mood following Pope John Paul II's message of encouragement to them at the sidelines of the pontifical missionary societies (PMS) meeting in Rome. The Pope called Pakistani Christians theliving witnesses of the Gospel in an allusion both to the propagation-of-faith programmes conducted in the country and the trials and tribulations endured by the faithful. The words of encouragement were delivered to Fr Mario Rodrigues, the national director for PMS in Pakistan,during his audience with the Pope last month. Before offering his apostolic blessings upon Pakistani Christians the Pope lauded the work of the pontifical missionary societies in Pakistan and other Asian countries. In recent years the Catholic Church has focussed its attention on missionary animation as well as missionary cooperation. At the latest conference the members of the Superior Council of PMS and the national directors swapped ideas for missionary animation in their individual countries. But=20 the party is looking at Goa as a big neon sign pointing the way to victory= =20 in the Gujarat assembly poll later this year, followed by a slew of state=20 elections next year. That the Centre took Goa seriously was clear from the fact that Union=20 minister Pramod Mahajan took personal charge, running a highly scientific=20 operation. Each constituency was profiled in detail and while the cash=20 spent wasn't much by Delhi standards, a lot of human effort went into=20 micro-level strategising. The Sangh parivar tends to believe the election saw a polarisation of votes= =20 as a result of a strident, Gujarat-oriented Congress campaign. Says BJP MP= =20 Vinay Katiyar, "The PM's speech during the party's national executive in=20 Goa in April had a big impact." By repeatedly screening video footage of=20 the PM's speech, the Opposition scared off minorities but united Hindus. One of the party's election managers admits the Congress campaign cost the= =20 BJP the 32 per cent minority vote. "Or else, we would have got 23 seats=20 instead of 17," he says. The polarisation wasn't surprising given the=20 parivar's growing strength in Goa, says a senior RSS pracharak. The number= =20 of shakhas has gone up from 65 to 90 in 10 years. The ABVP has a hold over= =20 41 academic institutions and the RSS runs 15 of its own. Some 16=20 parivar-affiliated organisations, particularly the VHP and Vishwa Bharati,= =20 are active there. "Of course there is a Hindu backlash," declares the VHP's Acharya Giriraj=20 Kishore. "The Congress' pseudo-secularism had its impact. No political=20 party should ignore Hindus." BJP leaders aren't certain yet if the Goa=20 pattern will apply elsewhere but agree the party's gained ground after=20 signalling a return to Hindutva basics. Party president Jana Krishnamurthy feels the tide may have turned. "You'll= =20 see by the assembly polls next year, the party set-up will be in good=20 shape." The text of the address by the Governor, Shri Mohd. Fazal on this afternoon (June 13), to the Tenth Goa State Legislative Assembly of Goa. Mr. Speaker and Hon'ble Members of the Assembly, 1. I extend my heartiest greetings to the Hon'ble Members of this newly constituted House and welcome their presence in the Legislative Assembly. I am pleased that the elections to the State Legislative Assembly were held peacefully with the cooperation of the people of Goa, all the political parties and the State Administration. The mandate for political stability given by the people of Goa would definitely be a forerunner for economic stability and growth. 2. In my recent address to the first session of the Legislative Assembly of the year 2002 held in January, I had occasion to highlight in considerable detail the significant achievements of the Government in different sectors of the economy. At this juncture, it would be only but appropriate if the strategic thrust is continued with renewed vigour and the momentum acquired by the state economy is further stepped up. 3. The Tenth Five Year Plan (2002-2007) for Goa which envisions Goa as a model State of excellence has been finalized by the government and submitted to the Planning Commission for approval. Strengthening of the rural and urban infrastructure, promotion of information technology, promotion of the road transport, improvement in power infrastructure, fiscal reforms and responsive governance comprise some of the key areas, which have been identified for the purpose. 4. The pursuit of all round development and excellence has to be relentless. In the fast paced competitive world of today, it is imperative that decision making is imbued with greater economic rationality if the development process is to be sustainable. I am therefore happy that with a view to enhancing the efficiency of the economic and social infrastructure in the State, some extremely pragmatic initiatives have been undertaken by the Government. 5. Towards reducing the purchase cost of private power the State has renegotiated the power purchase agreement signed with the private producer. During the year 2001-02, the State has earned additional revenue of Rs. 29.20 crore by selling surplus power. The State has levied a duty of 2 paise per unit on all energy consumption from 1st January 2002 towards meeting the expenditure on public lighting and mobilized an amount of Rs. 68.00 lakh up to March 2002. My Government has taken a bold step of passing the benefit of higher revenue collection by reducing the power tariff by an average of 7% from April 2002. Under the Accelerated Power Development Programme of Government of India, the State has prepared a detailed project proposal and the Government of India has released the first instalment of Rs. 9.00 crore to the State. 6. The construction of the Siolim-Chopdem bridge is nearing completion and it is likely to be commissioned in June 2002. This is very noteworthy as the bridge has been under construction for nearly a decade now. The construction of the Amona-Khandola bridge is in progress and 30% of the work has already been completed. The Government has approved the strengthening of Borim bridge, construction of new Khandepar bridge and construction of bridge at Ribander Patto and the work is likely to start shortly. 7. In a major development, the National Highways in Goa will soon have four lanes. The strengthening and improvement of riding quality of NH 4A and NH 17 at various places and construction of Ponda bye-pass has been completed. Construction of Mardol bye-pass, improvement of geometrics of NH4A at Kundai, land acquisitions for Ribander bye-pass of NH4A and Margao bye-pass are in progress. 8. The land development for the jogging park at Altinho, Panaji has been completed. The Government has decided to construct a new Secretariat Complex at Porvorim. The work is in progress and proposed to be completed within 18 months. The preliminary estimates for the construction of Goa Niwas at New Delhi have been prepared. 9. My Government is giving utmost importance to improve the water supply and sewerage system in the State. The augmentation of Opa, Assonora and Sanquelim water supply schemes are in progress and proposed to be completed at the earliest. The precarious water shortage situation in North Goa caused due to deficient rainfall was overcome quickly in an admirable manner. In a span of just 30 days water supply was normalized by augmenting the source of water supply to Assonora Water Treatment Plant through Amthane reservoir by pumping water from Chapora river at Sal to Amthane tank. The Government has decided to upgrade the sewerage system and the sewage treatment plant covering the Panaji city at an estimated cost of Rs. 14.10 crore for which approval of the Government of India through environment upgradation scheme has been obtained. A proposal for improvement to Orem creek and restoration of St. Inez nallah in Panajic city has been submitted to the Government of India for financial assistance. Under the rural sanitation programme, since January 2002, 3611 sulabh toilets have been constructed all over the State. In recognition of Goa's achievements in the area of rural sanitation the Government of India have given an award to the State Public Works Department. 11. Under e-governance programme, the system requirement specifications for 29 Department has been completed. System requirement study of 10 Departments is in progress Software development for 13 Departments is in progress and another 17 Departments are in the pipeline. 12. Under the Dayanand Social Security Scheme of Freedom from Hunger Project 12,171 beneficiaries have been sanctioned pension up to 15th April 2002. 13. In yet another new initiative for the women of Goa a new scheme 'Yashasvini' was launched at the 'Mahila Shakti Mellava' on 10th March 2002 in Panaji. The 'Yashasvini' initiative will give women the choice of becoming self-reliant and economically independent. Also, for the first time in the history of Goa, my Government has instituted awards to honour women who have achieved outstanding success in their fields. Accordingly, 28 women were honoured on the occasion of Women's Day 2002 at the Mahila Shakti Mellava attended by over 3 women. 14. My Government, being committed to democratic decentralization, successfully conducted the general elections for the Panchayats on the 20th January 2002. Also, the election of Sarpanchas and Deputy Sarpanchas were held on the 31st January 2002 and the newly elected members took oath on the 1st February 2002. Special grants have been released towards payment of staff salaries to weak panchayats whose annual income is less than Rs. 10.00 lakhs. 15. In a significant achievement my Government has established the Goa Accident Trauma Emergency Services popularly known as GATES-102. The set up comprises round the clock services of hotline, special trauma ward and ambulances. Seven ambulances are stationed at Pernem, Bicholim, Ponda, Sanvordem fire stations and Balli and Verna police stations and at Goa Medical College, Bambolim. The ambulances are equipped with necessary equipments and trained manpower to deal with the emergencies. 16. The economy of our State has forged important linkages both at the national and the international level. The Tourism industry in the State offers a telling example of this phenomenon. Following the recent worldwide slump in the tourism industry, there was a drop in the number of foreign tourist arrivals in Goa. However, the drop was more then compensated by a higher inflow of domestic tourists. Consequently, the overall annual growth in tourist arrivals was of the order of 8 percent during the previous year, which was in large measure due to focused marketing efforts. 17. In order to more effectively regulate the tourist trade in the State, the Goa Registration of Tourist Trade Act 1982 has been amended. In addition Goa Tourist Places (Protection and Maintenance) Act 2001 has been enacted to protect places of tourist importance. My Government is giving importance for restoration of old structures like chapels, cemetery, temples, forts and development ancient rock carvings towards attracting tourists to the rich heritage and culture of the State. 18. My Government is giving priority for improving the infrastructure and quality of education in Industrial Training Institutes of the State. The Government has laid foundation stone for construction of a new ITI complex at Porvorim at an estimated cost Rs. 5.05 crore. The Government has decided to strengthen Industry-ITI Linkage by forming Institute Management Committees comprising members from both the industry and the Government. 19. CBI accused of delaying Staines' trial, re-examines witness list By Jatindra Dash, Indo-Asian News Service Bhubaneswar, June 13 (IANS) With the defence accusing the Central Bureau of Investigation (CBI) of delaying the case of murder of Australian missionary Graham Stuart Staines and his minor sons in Orissa, the investigating agency has decided to call only key witnesses. The CBI is examining its list of witnesses, its supervising officer said. Staines and his two sons, Philip, 10, and Timothy, 6, were burnt alive on January 22, 1999, while sleeping in a van in Manoharpur village in the northern district of Keonjhar. The CBI charged 18 people with the murders. The main accused is Dara Singh, alleged to be a Hindu fanatic. Currently, the CBI has nearly 106 witnesses. But it has produced only 38 of them, said a defence lawyer. Bana Bihari Mohanty, the lawyer, also said that the CBI produced Gladys Staines, Staines' widow, for cross-examination Wednesday though she was not an eyewitness. She told the court she had no direct knowledge about the incident. "My husband did not return to Baripada (the headquarters of Mayurbhanj, another northern district) from the jungle camp," she said. "On January 23, around 9.30 a.m., I was told my husband and children had been killed." She said Staines was a secretary of the Australian Evangelical Missionary Society providing medical treatment and rehabilitation to leprosy patients in Mayurbhanj and Keonjhar. According to Mohanty, the CBI has not produced or listed two key witnesses who accompanied the Staines to Manoharpur and spent the night there. They are Subhankar Ghose, another Christian priest, and Gilbert Veinz. "We are going to file a petition seeking court intervention," Mohanty said. "The CBI is deliberately delaying the case." The trial began in the capital in March 2001. On several occasions, either the defence lawyers didn't turn up or the prosecution failed to produce its witnesses. The trial was halted last year when Surat Nayak, another accused, didn't appear on the ground that he had tuberculosis, followed by a hunger strike by Dara Singh, protesting against the poor living conditions in the Bhubaneswar jail where he was held. The 'Yashasvini' initiative will give women the choice of becoming self-reliant and economically independent. Also, for the first time in the history of Goa, my Government has instituted awards to honour women who have achieved outstanding success in their fields. Accordingly, 28 women were honoured on the occasion of Women's Day 2002 at the Mahila Shakti Mellava attended by over 3 women. 14. My Government, being committed to democratic decentralization, successfully conducted the general elections for the Panchayats on the 20th January 2002. Also, the election of Sarpanchas and Deputy Sarpanchas were held on the 31st January 2002 and the newly elected members took oath on the 1st February 2002. Special grants have been released towards payment of staff salaries to weak panchayats whose annual income is less than Rs. 10.00 lakhs. 15. In a significant achievement my Government has established the Goa Accident Trauma Emergency Services popularly known as GATES-102. The set up comprises round the clock services of hotline, special trauma ward and ambulances. Seven ambulances are stationed at Pernem, Bicholim, Ponda, Sanvordem fire stations and Balli and Verna police stations and at Goa Medical College, Bambolim. The ambulances are equipped with necessary equipments and trained manpower to deal with the emergencies. 16. The economy of our State has forged important linkages both at the national and the international level. The Tourism industry in the State offers a telling example of this phenomenon. Following the recent worldwide slump in the tourism industry, there was a drop in the number of foreign tourist arrivals in Goa. However, the drop was more then compensated by a higher inflow of domestic tourists. Consequently, the overall annual growth in tourist arrivals was of the order of 8 percent during the previous year, which was in large measure due to focused marketing efforts. 17. In order to more effectively regulate the tourist trade in the State, the Goa Registration of Tourist Trade Act 1982 has been amended. In addition Goa Tourist Places (Protection and Maintenance) Act 2001 has been enacted to protect places of tourist importance. My Government is giving importance for restoration of old structures like chapels, cemetery, temples, forts and development ancient rock carvings towards attracting tourists to the rich heritage and culture of the State. 18. My Government is giving priority for improving the infrastructure and quality of education in Industrial Training Institutes of the State. The Government has laid foundation stone for construction of a new ITI complex at Porvorim at an estimated cost Rs. 5.05 crore. The Government has decided to strengthen Industry-ITI Linkage by forming Institute Management Committees comprising members from both the industry and the Government. 19. A email to me says that the Cecil-Goanet issue has been ended, and that's the good news. I had said in my earlier posts that I have no problems if other mailing lists or discussion groups pop up. But I have one problem with Uly's new list. It's the name that bothers me. Now Uly, you could have chosen any other name for your mailing lists instead of goanet2. For anyone not familiar with goan mailing lists, this could cause confusion. It definitely gives the impression that the new list was created because of the fallout between Uly, Cecil and their other friends and goanet admin team. As one issue is resolved, we now face another one. It could be nice for Uly and others not to create more friction. Though I have mentioned Uly, Cecil and other friends, I am not sure if Cecil and the others are with Uly or Uly has acted only. I believe Uly will continue to be member of goanet since he hasn't yet indicated he is going to leave goanet. Uly must exercise better wisdom and change the name to something else. Maybe he could invite suggestions for a name. If Uly continues with his new game, it would definitely give credence to what Marlon has been saying that there's conspiracy against goanet. Wilmix, speaking of his early years, had to say that at that time, one really had to fight ones way up (he gave the example of Prem Kumar) and to be a tiatrist at that time he stated that the main criterion was one had to be a Singer and only if one could sing then the senior established tiatrists would be willing to help out. But, he pointed out that on the whole most of the senior tiatrists were very selfish and are responsible for the tiatro almost being extinct today. Furthermore, he felt that in all respects the present scenario is much better nowadays than in the past in terms of unity and cited the recent instance of the Konkani stage artistes coming together to raise funds for the ailing Rosario Rodrigues. He further added that he sees a bleak future for the Konkani stage unless some drastic changes were introduced & effected to the same, as most of the dramatists took drama as a business and not as an art, thereby, sacrificing quality of the same and had to say that up-liftment of the stage is more important than monetary benefits. RELEASE OF BSG's BOOK ON SAND DUNE VEGETATION Under the aegis of Botanical Society of Goa, the Chief Secretary of Government of Goa, Shri Baleshwar Rai, I.A.S, will release a book on Sand Dune Vegetation in Goa in the presence of the Director / Joint Secretary of the Department of Science, Technology and Environment, Dr. N.P.S. Varde, on the 17th of June,2002 at the Black Box, Kala Academy at 6.00 pm. This book is compiled after a thorough research and field investigation on the whole coastal belt of Goa by the Dr. (Mrs). Kasturi N. Dessai, Principal Investigator and Dr. A.G. Untawale, Co-investigator. This literary survey on the Coastal Sand Dune Vegetation is supported by various colour photographs and drawings, and suggestions for management of Coastal Dune System with information on nursery and plantation techniques. The publication of this book is part of the project undertaken by the Botanical Society of Goa on Sand Dune Vegetation which is sponsored by the Department of Science, Technology and Environment, Government of Goa. Earlier a workshop on the "Significance of Coastal Sand Dune Vegetation" was organized, where scientists, teachers, architects, various NGOs and Legal Experts addressed the issue of Coastal Sand Dune Ecosystem. The society has also printed posters and stickers to create an awareness on the subject. Centenary of devotions observed in Karachi diocese KARACHI: Euphoric scenes were witnessed in Catholic churches here on Thursday as the diocese of Karachi marked a centenary of devotions and novenas to Mother Mary and the pantheon of Christian saints.Thousands of Catholics attended the day's devotions, which were offered to the Blessed Virgin Mary and St Anthony of Padua,one of the most revered saints in Pakistan. On Thursday Catholic priests described the two personages as powerful mediators who plead on behalf of all humanity. Recognised by Catholic clergymen as symbols of popular piety, the devotions have attracted record numbers of people--even those segments of Christian population that would earlier confuse idolatry with the Catholic tradition of praying before a statue. A hundred or so years ago, the Christian settlers in Karachi, Chittagong, Quetta and Lahore, many of them from South and East India, were introduced to novenas and other forms of devotions. It is likely that some of them, if not all, were already familiar with these forms of devotion but no record is available to suggest that they had begun offering novenas without pastoral ministrations, according to a church worker. Fr Archie deSousa, a one-time vicar-general of the diocese,recalled on Thursday that in spite of the wide acceptance of novenas by the settlers, or English-speaking members of the community, he could not until 15 years ago himself see the same enthusiasm in the indigenous Urdu- and Punjabi-speaking Christians for these devotions. "When a parishioner at the Mauripur church... a woman of Tamil origin...asked for permission to place a statue of St Anthony in the church, I could have hardly guessed the kind of response it evoked in the parish, where nearly every family was Urdu or Punjabi speaking. They came in droves to offer novena prayers at the church and elsewhere, too, I learnt the devotions do pull in the crowds," said Fr deSouza, explaining how the devotions came to be popular in the indigenous communities. In a public discourse on these forms of devotions,Fr deSouza drew attention to the importance of mediators in communication with God. Such intercession is vital for humans, he said. "Both Mother Mary and St Anthony are mediators--as are the saints--but we must remember Christ's words if we are to obtain favours and miracles from God. Jesus tells us to first reconcile with our estranged brother, almost immediately after leaving burnt offerings to the Lord or praying. * T e n Q u e s t i o n s * GOA: THE BIRTH-PANGS ARE THERE, BUT AN ORCHESTRA IS SOON TO BE BORN Goa means delays and difficulties. But determination can see things through. Nigel Dixon, a British musician and son-in-law of Goa, is currently in the process of giving the finishing touches to the Goa State Strings Orchestra. "Originally, we planned to start off in January (2002), straight after 'The Messiah' performance last December. But there were delays," says he. The good news is that his dream-plan is getting going, says Dixon, as he makes an appeal for help from those who believe such a venture should showcase Goa's multifaceted musical talent. Dixon (52) studied music in the University of Durham and is a former choir member of St George's Chapel at Windsor Castle. Excerpts from an interview with FREDERICK NORONHA <[EMAIL PROTECTED]>:~ FN: What stage is you plan at presently? The orchestra is presently rehearsing for its August 14 debut. There has been an excellent response from corporates so far approached and private individuals. Funds already coming in which is very good news seeing that nobody has heard the orchestra as yet!! Concert bookings post Aug 14 are also materialising. FN: What's your view of classical music talent in Goa? As I have said often in the press, there is excellent talent here in Goa. The problem is opportunity and experience. That is what the orchestra is designed to create. FN: What are the 'broken links' in making things happen? No broken links detected so far. This why everything is so encouraging. FN: What are the three strongest points Goan classical music has in its favour? Access to music tuition in certain instruments. The innate musicality that Goans have. Sorry -- cannot think of a third at present!!! FN: What are the three weakest aspects? Susegad attitude -- i.e. lack of commitment. Geographical isolation from major Western classical music centres. The limit of instrumental interest -- i.e. plenty of takers for the violin, piano, guitar and voice but what of all the other instruments? This severely limits the repertoire available for performance. FN: Why did you choose Goa to put your energies in? Came to Goa because of my wife's family links, and, believe it or not, for a less stressful lifestyle!! However, once a performing musician always a performing musician and love the challenge of creating something which is not already available. FN: Can radio help the classical world? How? Classical music on radio is *vital* as it is the only means to introduce the Western music repertoire to local populace. Availability of WCM recordings is virtually zero in Goa and frankly not much better in Mumbai -- particularly of up-to-date performances. This why the (recent reduction of) classical music broadcasts is such a tragedy. Of all music broadcast, WCM is most dependent on high quality FM Stereo broadcasting - 'A' channel just will not do. FN: What will the strings orchestra look like? It will have 13 players, four first-violins, four second-violins, two violas, two cellos and a double-bass. FN: How could expats help out? By giving money! A small amount by foreign standards goes a long way in local currency terms. The whole orchestra can operate on the equivalent of a single person's salary in London or USA. FN: What are the long-term goals? To bring up younger people. To hit the national stage, initially and the international stage eventually. We would like to play a series of concerts in season, at very special and unusual locations. Maybe at a museum or an old Portuguese house, or the ruins of a fort. Musicians here don't realise how good they are... or, should I say, how good they could be.
