Floriano, thanks for the posting. I have read a similar article earlier too 
 I think this is indeed relevant to the Art College issue  also other crimes.

What has happened is indeed very shameful  shocking. If 
people/youngsters/or whoever for that matter had a proper upbringing  were 
taught to be God-fearing from young, they would have had some moral  
spiritual values. It's very sad that parents/institutions give importance 
only to the physical  intellectual needs of their children/students. They 
are probably not aware or don't think it is important to give attention to 
the 3rd  most important aspect  that is the spiritual growth of a person. 
It is through this aspect that a person knows to distinguish right from 
wrong, feel the presence of a conscience  learns good values. This basic 
education is given at home  then carried on in schools  colleges.

That reminds me of when I was in college  we had a class called Value 
Education, there were many, who used to bunk this class because they 
thought it was a waste of time  they could do something more worthwhile 
like fooling around in the campus  canteen. This is exactly like said 
above - the interest in learning good values is created at home first.

These crimes are all getting to be one big racket. Instead of the police 
trying to bring justice, they are very silent about the whole issue which 
clearly shows that they are hand-in-glove with the drug traffickers  are 
definitely getting something out of it. This drug trafficking business is 
nothing new in Goa. It has been going on for years now  if the police  
government were really interested, they would have done something by now. 
This is all part of the tourism in Goa. If there are no drugs, there will 
be less tourists, no rave parties  so on  also, how will the police make 
some quick easy money if they let these traffickers go scot free? From the 
coastal areas, drugs have now reached college campuses  don't be surprised 
if they reach schools next.

The newspapers too give contradicting stories about this latest case. They 
too are trying to hide the truth from the public. Will justice ever be done 
to the victim? Where has everyone's values gone?

  something like this happen? Anne Graham gave an extremely
  profound and insightful response. She said I believe that God is
  deeply saddened by this, just as we are, but for years we've been
  telling God to get out of our schools, to get out of our government
  and to get out of our lives. And being the gentleman that He is, I
  believe that He has calmly backed out. How can we expect God to
  give us His blessing and His protection if we demand that He leave

5 per cent of target population in Baina infected by STD: survey

Despite non-funding by the Goa State AIDS Control Society (GSACS),
the Mormugao Medical Foundation (MMF) seems to be actively carrying
out family health awareness campaign in the neighbouring area of the
red-light area at Katem-Baina.
Recently, the MMF an NGO working in the field of public health and
general welfare conducted a survey at Katem-Baina to determine the
number of people suffering from STD, in order to identify and treat those
individuals suffering from the STD.
The survey was conducted by volunteers of MMF and was co-ordinated
by the Urban Health Centre, Vasco.  total of 1,187 individuals were briefed
about the various types of sexually transmitted diseases.The survey indicates
that about 5 per cent of the target population had been infected by STD.
Further, the survey revealed that one of the prime reason was the proximity
to the infamous red-light area. The survey also indicated that most of the
people affected were couples in their early 20s, with generally the males
who contracted the diseases, before spreading on to their spouses.
A medical camp specially to treat STD has been organised next week
at the MMF in co-ordination with the Urban Health Centre.
Also, a street play has been planned by the MMF in Katem-Baina, as part
of the family health awareness campaign.
The MMF programme co-ordinator Srinivasan Kumar pointed out that
despite requests by the MMF to carry out targeted intervention with migrant
labourers in Katem-Baina an area which is highly vulnerable to HIV/AIDS
the proposal was turned down by the GSACS only on account of the NGO
not meeting the criteria for three-years registration.
Further, Kumar pointed out that voluntary HIV tests conducted by the
Directorate of Health Services (DHS) had a lot of people tested for HIV
in the targeted area of Katem-Baina. He said MMF was of the opinion
that it should be given preference to work on the targeted intervention
programme irrespective of the three-year criteria.
Kumar claimed while the three-year criteria was the sole factor for the
rejection of their proposal, in the past the same was waived off in cases
of some NGOs working in the same field.
He also insisted that the MMF was transparent in its functioning and
would take up the project proposal on a challenging base. The MMF
should be encouraged to work in the area, instead of bringing a new
organisation, which would have to do the same work all over again,
thereby wasting its own resources, explained Kumar.

Lemon fresh Joy is an American product. In the U.K. we would use fairy
liquid lemon or colgate palmolive lemon detergent or even persil.

In Goa  I guess it would be Teepol , if you can't get lemon teepol I suggest
adding a few drops of lime juice or lemon juice. Try it out , got nothing to
loose.

I do hope it works. Has to be a whice plate and has to be just a drop of two
of the detergent. donw over fill the plate with water.

brand  should we substitute this with to attain the results.

If this works as reported we definitely would be enjoying better air

Sea and sun, feni and fun, wrapped in a touristy membrane. For the outside
world, which has always believed that ignorance is bliss, that?s Goa. But 16
years ago, someone begged to differ: no sirs, that?s not the full story,
there?s more. What better way to portray this than theatre? Inspired by
Arthur Miller?s /All My Sons/ and driven by the desire to impart a little
cerebral weight to the somewhat laidback denizens of this lovely state,
Maria Isabel de Santa Rita Vas planted a mustard seed.

* Staging our first play was a discovery. We realised that theatre was not
just art but also an instrument of change. So much was waiting to happen. So
much could be done.*

Yes, you read it right. A mustard seed. Something so tiny yet holding
within itself innumerable possibilities for the future, as Isabel explains.

That?s how the Mustard Seed Art Company came into being. It was not your
usual buy-your-ticket-and-enjoy outfit, but was born from the depths of
Goa's emotional

incompleteness, its shifting sands of values. The state's helplessly
dependant on the aesthetics of tourism'had finally got its share of serious
theatre.

Working on social themes, the group initially staged plays by well-known
playwrights. It then started writing its own scripts based on experiential
reality, scripts with a social conscience: /A Harvest of Gold/ (on the
exploitation of farmers), /Who Killed the Ministers?/ (on corruption in
political life), /Unmask the Mask/ (on social responsibility), /Little
Boxes/ (on child labour). Their play /My Name is Goa/ performed entirely in
mime?was particularly incisive, dealing with the history and culture of Goa,
the oft-quoted Goan crab mentality, and the rampant problem of alcoholism.

Mustard Seed?s latest street play is on war and conflict. Isabel is working
on her next script on the rights of prisoners. As a Mustard Seed loyalist
says about the group: They are eternally fighting with the dark ironies of
Goan life. Their theatre is a combat with the theatre of the absurd.

Isabel recalls their first foray into the unknown world of theatre: It
wasn?t an original script, but staging our first play with its universal
theme of individual and social responsibility was a moment of discovery. We
realised that theatre was not just serious art but also a catalytic
instrument of change. So much was waiting to happen. So much could be done.
We never looked back.

Today, Mustard Seed has grown into a luminescent plant. Its roots weave
through local communities and landscapes. It has staged 35 plays, 14 of them
original. Isabel, its president, was awarded the prestigious Goa Sudharop
Fellowship this year, conferred by a non-profit ngo working for the
betterment of Goa. They also got a prize for their play /Who Sits Behind My
Eyes/ (inspired by a Tagore poem). Written by Isabel, it revolves around the
life of a woman in a fishing village, with the message that the modern
generation should not show its back to its own community and traditions.

Isabel is a lecturer in English at the Dhempe College of Arts and Science,
Miramar. Mustard Seed performs only during vacations. It does theatre in
Goa, Bangalore and Mumbai, giving creative opportunities to hundreds of
young people. Apart from theatre, Isabel?s involvement in community work is
exemplary. She is a member of the discussion group Open Minds and has
organised funds for several causes. She is the founding member of Positive
People?the first counselling group in Goa on HIV/AIDS awareness.

Positive People was the dream of late Dominic D'Souza, an aids patient (and
a Mustard Seed member). The discrimination Dominic faced because of his
disease inspired the group to write its first original play in 1992,
/A Leaf in the Wind/. In a state choc-a-bloc with foreign tourists but
oblivious to the consequent threat of AIDS, the play was an eye-opener. Many
became aware of the disease for the first time.

The Minister for Panchayats, Mr Manohar Azgaonkar, has warned
panchayats violating the Goa Panchayati Raj Act that they could be
excluded from government facilities including grants if they fail to hold
gram sabhas in time.
I will ask the director of panchayats to order all the BDOs to report
the factual position of the gram sabha meetings in their respective
panchayats and take neccesary action against those who fail to meet
the provisions of the Act Mr Azgaonkar said while speaking to
The Navhind Times.
Mr Azgaonkar also revealed that if the sarpanchas fails to hold the
gram sabhas, the BDOs are empowered to hold the same in the absence
of sarpanchas and elected representatives. We will amend the Panchayati
Raj Act in the next Assembly session. So that, strict action could be
taken against the sarpanchas and elected representatives violating the
Act, he said.
Mr Azgaonkar also stated that the government has announced salary
to the sarpanchas for the first time. The deputy-director of panchayat,
Mr Gurudas Pilarnekar informed that orders would be given immediately
to all the Block Development Officers insisting the records of the panchayats
and gram sabhas. So that we will be in a position to place before the 
director
of panchayat the actual position of these grassroot level bodies, he said.

As per the Panchayati Raj Act, every panchayat has to have four scheduled
gram sabhas (quarterly) and four special gram-sabhas every year. Records
reveals that most of the panchayats in South Goa, including Salcete, have
failed to hold gram sabhas in time and as a result the villagers are denied
the rights of expressing their views. Mr Pilarnekar said, even after warning
them, they continue violating the Act, we may be forced to take necessary
actions against the sarpanchas.
The records available in the BDO office, Margao, stated that Benaulim 
panchayat
failed to hold ordinary gram sabha for last ten months. As per the records, 
the
last gram sabha held was on October 27, 2002. Similarly, the village panchayat
of Raia held its last gram sabha meet on May 25, after a gap of six months.

CPI FOR REPORT FROM WOMEN'S COMMISSION: The Goa unit of Communist Party of 
India has demanded that the Chief Minister should ask an independent report 
from State Commission for Women on the alleged gang-rape. This request has 
been made by the general secretary of CPI Mr Christopher Fonseca in an open 
letter to the chief minister. He has said that the women's commission 
should be directed to give its report especially as the members of the 
present commission consist of an advocate, a doctor, two teachers cum 
womens' rights' activists, a municipal counselor and a zilla parishad 
member. No sensitivity seems to have been shown while dealing with this 
issue, especially when the recently passed Childrens' Act calls for 
confidentiality considering the age of both the accused and the 
victims, he has pointed out. (H)

NGO FRONT TO PROTEST: Bailancho Saad has formed a joint action front to 
protest crime against women and would get into action on Goa Statehood 
Day, May 30, at 10 am at Azad Maidan by protesting against the alleged gang 
rape reported at Goa College of Art. Dr Seema Salgaonkar enlisted various 
points why reservation should come into effect and how society would 
benefit from contribution of women politicians…Patricia Pinto, Councilor, 
Corporation of City of Panjim said women politicians are more sensitive to 
issue concerning society. Sabina Martins of Bailancho Saad suggested that 
committees be formed in colleges to protect college girls against 
eveteasing and any sort of sexual assault should be more forthcoming in 
helping girls counter any kind of physical and emotional assault. (H)

12-HOUR WATER SUPPLY TO MAPUSA LIKELY: Even as several pockets in the State 
are parched, the Chief Minister, Manohar Parrikar, yesterday announced that 
Mapusa may get 12 hours of water supply within days. The Chief Minister 
spent the day in Mapusa where he first had a meeting with the city fathers 
and then with the task force involved with the development of Mapusa.

   This goodwill shown to travellers leaving India is not reciprocated by 
Indian authorities. I can imagine the 'fight to death' attitude of Indians

most probably amass wealth and live in palaces having been born in mud houses. 
Ha! Nothing but parasites preying on their own kind who would sell their mothers 
and sisters for the proverbial thirty pieces. I even feel that Judas was more 
honourable as he felt guilty and threw the money back at those who bribed him.
 
I know of a handicapped person in my village needing a wheelchair. He 
moves around in a rusty wheelchair and I am sure that he would appreciate a 
better one. I know of hospitals that need beds and equipment. It is true that 
India manufactures these items (some of which lack quality) and has laws to 
protect industry. I know of schools that need books, computers, software and many 
poor Indians who would appreciate clothes. But the problems of sending these 
from abroad are insurmountable. The hawks in the Customs will not allow 
anything to pass their departments unless their hands are heavily greased. India is 
a seething,corrupt and nefarious hinterland where religion, nationalism and 
moral valuesare openly bartered for personal gain.
 
I had sent quite a few books to Goa a few years ago. The Goans here 
had sent medicines, clothes and other things in a container. Hurdles erected by 
greedy customs led Caritas to refuse gifts from outside India. 
 
   Two years ago, I took an old CPU in my baggage which being electronic was 
easily detected and the hawk at the Sahar Airport demanded Rs.8000.00 as a 
bribe to allow me to get through. 
 
   I wish that the Government of India would as a gesture of goodwill to 
the NRI's allow gifts to charitable institutions without custom duties. We 
should not beg for anything only when there is a calamity like an earthquake (as 
in Algeria) or flooding (as in Sri Lanka) or even famine as in Ethiopia. I 
know the reasons for this callous behaviour but disagree with the hardships meted 
out to people who deserve respect and consideration.

Folks,
I know of two Goans who played soccer for Tanganyika.
One is Edward Fernandes who now lives in Toronto and
the other is Michael Fernandes who lives in Calgary.

I am sure Tony Barros has more names here :-)

Very very true  --  get one Keralite into any organisation and fairly soon
there are Keralites everywhere  --  but Keralites of all types  --  Nairs,
Christians, Muslims  --  and they all work hard so that the person who
originally recommended them does not have any regrets or disappointments  --
but with Goans, if I recommend someone, I know quite positively that I will
hear complaints that his work is not up to the mark or that he is too busy
partying, etc

The person who has been helped does not remember that on his performance
others could also benefit  --  but by letting down the person who originally
recommended him, he has ensured that that person will not be able to help
others and also the organisation who originally tried to help Goans will now
decide not to help anyone in future

 canonize Goan Saints!

 3. We hate Portugal and the Portuguese BUT line up at
 the nearest Portuguese Consulate for Portuguese
 passports.

 4. We spew hate about Vasco da Gama BUT want the
 Portuguese Government to sponsor the book on Vasco da
 Gama written by us.

I presume the Lemon Fresh Joy is a UK brand detergent Which Goan
brand  should we substitute this with to attain the results.

If this works as reported we definitely would be enjoying better air
quality inside our homes in Goa let alone the monetary savings by
discontinuing those polluting mosquito killers.

An aspect of the gang rape case which is most baffling is the narcotics
dimension. Even the top echelons of the police and the medical
establishment who have at least privately been very vehement in
disputing the accusation of gang rape acknowledge that the victim
was drugged.
The police have even gone to the extent of labelling the drug as the
magic mushroom presumably on the basis of the complaint of the mother
that the accused had told the victim that the cigarettes given to her
had mushrooms. Magic mushrooms is known to be a mild and
conscious-altering substance not unlike LSD. Like all mind-bending
and altering drugs even minor doses can cause violent mood swings.
The initial impact of most psychotropic drugs is a tremendous sense
of euphoria and well-being unrelated to the actual ground reality.
Elsewhere in the issue we have reproduced several case studies
of what happens when someone is drugged with magic mushrooms
for the benefit of the police and the high-powered committee who may
be too lazy to research the effect of magic mushrooms.
In the jargon used by drug users substances like magic mushrooms
are referred to as uppers. We speak with some authority on the subject
because over 30 years ago we have personally experienced in controlled
conditions what is called an acid trip, which is very similar to symptoms
that those drugged down magic mushrooms display. In fact in the 70s
inspired or provoked by Aldous Huxley's Doors of Perception everyone
who had any intellectual or artistic pretensions experimented with
psychotropic drugs.
From our extensive reading on psychotropic drugs and memories of our
own acid trip we find no inconsistency between the victim's initial euphoria
and sense of elation about what in normal condition would be an extremely
traumatic experience. And it is characteristic with psychotropic drug
experience that when the effect of the drug begins to wear off and
their memory returns anxiety and panic sets in.
All drugs have a down side effect in the cycle and it is clear that the
belated knowledge of the implications of what may have transpired sent
the victim into a state of shock. A shock intensified by fear, anxiety,
hurt outrage and even paranoia.
We published the full unexpurgated version of the mother's complaint
because it had a ring of truth. If the mother's intention was to obscure
the facts, she would not have acknowledged in her complaint that her
daughter had come in an elated mood with five roses. It is also consistent
with drug withdrawal symptoms that anxiety and panic setting when
the victim began to understand what may have happened.
But quite apart from amateur psychoanalysis drugs which are freely
available within the Goa Art College campus, there have been allegations
that the brother of the canteen contractor runs a shack in Vagator and
is connected with the drug trade. Magic mushrooms, if that was the drug
that was used, is fairly scarce and is not available in the friendly
neighbourhood gaddo or across the counter in a pharmacy.
It is also clear from the police statements that the accused knew what
drugs they were administering and what impact it would have on the victim.
It is not at all a coincidence that under the influence of drugs like magic
mushrooms an altered state of consciousness was created and the victim
could not react emotionally or rationally to the unwelcome attention
of her tormentors.
It is also clear that the accused had done whatever they have been
accused of doing with cold blooded premeditation. By no stretch of
imagination can it be dismissed as a rush to the head or blithe spirits
who got carried away. Obviously the assault was planned meticulously
to the last detail. A curious aspect of the whole episode is that there have
been no protests of innocence from the parents of the accused.
The police who should have by now coerced or frightened or tortured
statements out of the accused have also been very silent on what the
accused have to say. This stoic silence on the part of the police about
the views of the accused in contrast to their willingness to offer intimate
details of the forensic report of the victim is itself very suspicious.
All of which leads to only one conclusion.That the drug mafia is probably
involved. That perhaps the parents of the accused are aware of the fact
that their children had been experimenting with drugs. That the accused
students are unwilling to talk not out of fear of the police but out of the 
fear
of possible retribution or retaliation by the drug barons who can be
very ruthless.

It is even possible that the police know the origin and the source of the
drugs but
