GOACOM DAILY NEWS CLIPPINGS June 12, 2003 HEAVY SHOWERS BRING RESPITE: The eagerly-awaited monsoon, which advanced over the state with heavy showers accompanied by thunder and lightning, brought much relief in its wake. Light drizzle to a heavy downpour was experienced in most parts of the State. (GT) TIVIM RESIDENT BEATEN TO DEATH: A 60-year-old man from Bodiem-Tivim was brutally beaten to death by four persons on Monday night. Mapusa police said the incident took place shortly before midnight, when four persons barged into the residence of Fidelis Lobo and began assaulting him. They then carried him and placed him into the dicky of a Maruti Esteem car, belonging to one of the accused, and took him to a nearby sluice gate. Lobo fell unconscious and the four assailants fled from the scene. On Tuesday morning, locals noticed Lobo unconscious and alerted the Police Control Room van. Lobo was moved to the Asilo hospital, where he succumbed to injuries in the afternoon. Police later arrested Dhiraj Chari of Cansa and Seby DSouza of Sirsaim, while Llyod Sequeira and Jerome DSouza, both from Bodiem, are absconding. (H) TRAWLER BREAKS: Even as various government agencies passed the buck around, a fishing vessel, which was stuck in shallow waters of Miramar beach, split up yesterday morning. (GT) SCIENCE ADMISSION PERCENTAGE SOARS: Denial of admission to many a student intending to pursue science despite the best of percentage might seem strange for many. But, not for quite a number of students who have realised the bitter truth that passing out with a distinction does not automatically guarantee an admission to pursue science. Otherwise just consider this: the cut-off percentage for admission to science stream today stands at 84 per cent in Margaos much sought after Shree Damodar Higher Secondary School of Science. The S P Chowgule Higher Secondary School of Science does not lag much behind. The school has fixed 78 per cent as its cut-off limit a slab which has turned the dreams of many a student sour. (H) SUICIDE CASES ON THE RISE: Two women attempted to poison themselves at Curca and Agassaim yesterday. 25-year-old Sandhya Vernekar swallowed kerosene in an attempt to kill herself. Rosalina Fernandes took an over dose of tablets. Meanwhile, two women committed suicide at Porvorim on Tuesday. Both leapt to their death into the Mandovi river. (GT) TO BOOST PHYSICAL EDUCATION: Physical Education at the middle school level is all set for a major boost with a specially designed syllabus prepared by the Department of Sports and approved by the State government for implementation from this academic year 2003-04. Physical education which has for several years followed a haphazard pattern and absence of syllabus is being given a new direction with much focus on the teaching of skills, techniques and rules of games and sports at Std V, VI and VII standard during the year. The syllabus prescribes almost all track and field events to achieve general proficiency in all the events. (H) GANG-RAPE ACCUSED BAIL PLEA ADJOURNED: The Sessions Court has adjourned the matter of the bail application filed by five of the boys accused of gang raping the Fine Arts college girl until Friday. When the matter came up today, it was adjourned until Friday. Meanwhile, the bail application of the sixth accused, Vishal Mehta is presently pending in the Panjim Bench of the Bombay High Court, where it is scheduled to come up before the single bench on Thursday. All the accused are presently in judicial custody, their earlier bail applications having been rejected by the Additional sessions Court. (H) CYCLIST SUCCUMBS: A cyclist, Amar Bahadur, who was knocked down by a motorcyclist at Benaulim on June 4 succumbed to his injuries today at the GMC. Police disclosed that the motorcycle rider, one Joseph Thomas DSilva from Benaulim has been booked for rash and negligent driving and causing death. (H) PLEA DISMISSED: The Panjim Bench of the Bombay High Court dismissed the petition filed by Vaman Fallary Sons challenging the seizure of khaini from their shop, observing that the notification issued by the government under the Prevention of the Food Adulteration Act 1954 and its amendment was clear in its intention to ban any substance containing tobacco or its extract such as Khaini. (H) SERAULIM SARPANCH VOTED OUT: The Sarpanch of Seraulim Village Panchayat, Gaspar Jose Inacio Vaz, was on Wednesday voted out of office in a no trust motion. The ouster comes just a day before the resignation tendered by the Sarpanch was to take effect on Thursday. Gaspar had tendered his resignation to the Director of Panchayats, P M Borkar on June 2, the day when four panchayat members moved a notice of no trust motion against him. If executed, this great suggestion will not only puncture the ongoing rhetorics on the emancipation of Indian women but will also expose the hypocritic manipulations by political leaders paying lip service to this India's chronic problem of dowry and dowry related harrassments and deaths. This problem can only be solved by encouraging the girls to dump the boys who demand dowry. And the greatest encouragement would be to honour these two valient ladies and the grooms who will marry them. The chain reaction will see the end of dowry ills in India. I would like to call it The DOWRY VACCINE If India shirks away from making this suggestion a reality, it will go a long way to show that India does not possess the will to save itself from destruction. Their achievement simultaneously cancelling their marriage and filing police complaints against the prospective groom their families for making extreme materialistic demands as dowry. Their boldness has definitely stirred the conscience of many fellow citizens both in India and abroad especially their peer groups, young marriageable girls. Yet women organisations. the promoters of women periodicals, the politicians craving for 33% reservation for women in Parliament and Legislative Assembly, the audio and visual media, paid mere lip sympathy to these honourable valiant girls. Could it be true that women are enemies of their own gender? Ours is an ancient civilisation and every Indian is proud of it. Yet the feminine gender silently suffers the evils of child marriage, dowry deaths, rapes, ban on widow remarriage, overwork underpaid harrasment and cruelty, or are even forced into prostitution by deceit or coercion. No doubt there are many girls who even though highly educated, have a archaic mind set. They easily conform to the male dominated societal customs and succumb to the avarice of their prospective husbands in silence when it comes to dowry and will not raise a finger until they are on the pyre . Given this scenario, surely these girls deserve to be rewarded for their heroic deeds and moreover to set the trend for others to follow suit. His Excellency, your Vision 2020 for India is a perfect road map for the future generation of this country yet this road map carefully laid down may remain a document in the library of the Rashtrapati Bhavan and other educational and literary centres if such heroic acts as shown by these two girls go unrewarded. It is therefore my humble appeal that the Government of India should institute a special bravery award named RANI JHANSI AWARD after that valiant lady the Rani of Jhansi, who took on the mighty British Empire in the 1857 mutiny. This awards with a citation and cash amounting to Rs.1,00,000 (Rupees one lakh only )initially should be awarded to these young girls Nisha and Vidya. It would also be appropriate if the State Governments should similarly honour, those who marry these valiant girls, by awarding them honorary titles of Shree Delhi and Shree Maharashtra and treated them as life time honoured state guests. Some days back I ambled into Dr. Colaço's site and read Dr. Helekar's excellent paper on scientific temper and inquiry.I was also impressed by the cutting-edge work the good doctor is into. I am a little curious about dream activity in sleep. I tend to dream a lot. I cannot remember a time when I did not dream in my sleep. But I have come across some friends who tell me they do not dream at all or dream very rarely. I know that recalling one's dreams depends on whether they occur in the REM (rapid-eye-movement) or non-REM phases of sleep. But is it really possible to sleep without any dreaming whatsoever ? Criminal State A year after the state-sponsored genocide in Gujarat, justice for the victims remains a distant goal BY TEESTA SETALVAD If the 'author' and 'architect' of a state-sponsored genocide, Gujarat's chief minister Narendra Modi, continues to hold the reigns of power, is it any surprise that the primary job of law enforcement agencies - ensuring justice - is deliberately subverted? If, moreover, the politico-ideological mentors and protectors of Modi dominate the government at the Centre, is it any wonder that efforts to get justice from the courts, too, are met with narrow and technical responses? On December 15 last year, many of Gujarat's state cabinet ministers and MLAs accused of direct involvement in the mass crimes that claimed over 2,000 lives, and economically and culturally decimated the Muslim community in Gujarat were re-elected with a massive mandate. Dr. Maya Kotdani, former MLA, accused in the Naroda massacre, was re-elected by a big margin. Ashok Bhatt, former cabinet minister, accused of manipulating the police and ensuring their inaction during the carnage (between February 28 and March 5, 2002) too, has been re-elected and re-inducted into the new cabinet as minister of law and judiciary. Similarly, IK Jadeja, another former minister also accused of planting himself in the police control room at Gandhinagar to ensure police inaction also finds a place in the new cabinet, as minister for health and family welfare. Prabhatsinh Chauhan, former minister, charged with leading some of the carnages in Panchmahal district has also retained a cabinet rank and is how minister for cow protection. Perpetrators of mass crimes with a post-genocide electoral mandate exercise an insidious influence on the crime investigation machinery. Given this political writ, crucial investigations into the Godhra mass arson and the post-Godhra carnages are marked with a clear motive to subvert their course. The attempt is not merely to ensure that the guilty go unpunished, but even to obliterate their names from the crime investigation records itself. Investigations into the Godhra mass arson are similarly motivated. The evidence of the railway police, affidavits of co-travellers on the ill-fated Sabarmati Express filed before the ongoing KG Shah commission of inquiry, the conclusion of officials from the government's own Ahmedabad-based Forensic Science Laboratory, that a fire of such intensity could not have been started from outside, remain to be investigated further while selective arrests, including those under POTA, continue indiscriminately. The most recent example was the arrest of Maulana Hussain Umerji, a respected cleric and social worker of Godhra. He was arrested on the basis of a confessional statement before the police made by a 'history-sheeter', Sabeer Bin Yameen Behra, under section 120 b and 394 of the IPC, and accused of hatching a conspiracy, recruiting youth and executing the Godhra train burning incident. (Two weeks later, he, along with other Godhra accused, was booked under POTA). Independent investigation and media reports show that Umerji had been involved in relief and was also the author of several memoranda to the NHRC, the President of India and independent rights groups on the plight of victims during and after the genocide. He was also involved actively in post-earthquake (2001) relief work. A 75-year-old man, Umerji is unweli, ailing with many diseases. His indiscriminate arrest resulted in over a week-long bandh protest by Godhra residents. The ghastly massacre of former MP, Ahsan Jafri and at least 70 others at the Gulberg society, Chamanpura on February 28, 2002 shook the conscience of the nation. Two FIRs were filed by the Inspector Erda of the Meghaninagar police station in this case. Today, a year later, the trial in this case has not yet begun; the 'charge' is yet to be framed. Moreover, 18 eyewitnesses to the crime have petitioned the trial court hearing the case in a special application and, accompanied by affidavits sworn on oath, detailing the blatant attempts to subvert the investigations. Ø Investigations were undertaken without the preliminary and necessary legal practice of recording statements of eyewitnesses. Ø The charge-sheets filed by the Gujarat police in November 2002 excluded the names of key accused named in the FIR - Ramesh Pandey, Choti, Rajesh Dayaram Jinger, Bharat, Kali, Dilip, Gabbar, Kapil Munnabhai, Bharat Kali Mansingh, Prabhudas Jain. Witnesses petitioned the commissioner of police, Ahmedabad, Kaushik, on November 25, 2002, pointing out this discrepancy, to no avail. This amounts to the investigating agency protecting the accused. Naroda Gaon and Naroda Patiya will be remembered for the planned and bloody killing of over 110 innocents in cold blood, by mobs led by elected representatives. The charges relating to these mass crimes have not yet been framed. Instead of honest and fair investigations, trumped-up charges on an FIR (No 101/2002)

Here is the tiny concrete hovel where Beeraka, the tea seller, died of AIDS last Saturday, leaving behind an 8-year-old son and a wife who almost certainly is infected with the disease. Three doors down, on the opposite side, is Budavarthi, 40, a mother with HIV who lost her truck-driver husband to AIDS three years ago. Around the corner is Rekha, 28, who was infected by her late husband and transmitted the virus to her son, now 6 years old. And coming up an alley in the arms of her aunt is Devi, a solemn 3-year-old in a patterned cotton shift. She lost both her parents to AIDS -- her mother died in April -- and is infected with the virus. Her aunt says the disease has prevented Devi from learning to walk. So many people are sick in any neighborhood, said the tour guide, Bhavani Senapathi, 25, who works as a nurse in a nearby support center for AIDS victims. Her husband is bedridden with the disease, and she has HIV. We have people dying every day. Such scenes are increasingly common in parts of India, signaling the start of the long-awaited breakout of the disease from traditional high-risk groups such as prostitutes and drug users into the general population. Infection rates still pale compared to those of sub-Saharan Africa. But AIDS experts say that is changing. Blood-test data from pregnancy clinics, considered a reliable cross-section of society, show infection rates as high as 5 to 8 percent in some localities in southern India, according to state AIDS control agencies and independent researchers. A September 2002 report by the CIA's National Intelligence Council predicted 20 million to 25 million AIDS cases in India by 2010, more than any other country. In some parts of India, particularly the states that are reporting the higher prevalence, the tipping point is long past, Richard Feachem, executive director of the Global Fund to Fight AIDS, Tuberculosis and Malaria, said in a telephone interview from Geneva. I think there is absolutely no doubt that the virus is moving into the general population. Despite efforts by private charities and some government health agencies, particularly at the state level, the national response to the disease has been spotty at best, according to AIDS specialists from international donors as well as Indian and foreign nonprofit groups. They cite, among other things, resource constraints, cultural barriers to AIDS-prevention campaigns -- including resistance to discussing condom use -- and bureaucratic obstacles such as a federal budget rule that caps the amount foreign donors can contribute to fighting AIDS. There is a fairly widespread view among educated people and opinion leaders in India that HIV-AIDS is primarily an African problem and that Hindu and Muslim culture will protect India from the most serious consequences of the virus, Feachem said. As in other countries, there has been a resort to the mythology of cultural immunity -- it can't happen to us because we're different, added Feachem, who toured the country this year on behalf of the fund, a quasi-U.N. agency that acts as a conduit for public and private funds. I found on my visit a persistent tendency to minimize the current scale of the epidemic and the potential future growth. Officials from India's Health Ministry and the National AIDS Control Organization, which coordinates federal and state prevention efforts, did not respond to repeated telephone messages and faxes seeking comment for this article. By most reckonings, the AIDS epidemic in India is still at a relatively early stage, with an overall infection rate among adults estimated at 0.9 to 1.4 percent; the adult infection rate in the southern African nation of Botswana, by comparison, is about 35 percent. The memorandum alleged that the business of the local book shop owners and stationary merchants has been seriously affected by this 'venture' undertaken by the local schools. The memorandum also included the list of some educational institutions which are indulging in this activity. When contacted the director of the directorate of education, Mr Ashok N P Dessai expressed ignorance about presentation of such a dmemorandum and said the directorate ha not received any related instructions from the Chief Minister, who is also the Education Minister. The directorate had, however, sent a circular to all the schools in the state, dated May 22, 2001 and signed by the deputy director of Education (academics), Mr D M D'Costa which said, A number of instances have come to the notice of this directorate that some of the schools are selling textbooks, exercise books, stationary items and even sometimes, cloth for school uniform. The heads of the school management are advised to curb all such commercial activities in their schools with immediate effect. The vice-president of the Goa Book Sellers' Association, Mr Subhash Singal said The circular had some effect last year, but the activity has resumed this year. And this has forced the book sellers to urge the government for probing the matter. Mr Singbal further noted that on an average, a school student has to pay Rs 510 for exercise books, including school diary, if the student buys them from the school. However, in any local stationary shop, the same is available for around Rs 225, he informed. It is learnt that the Chief Minister on receiving the memorandum, has issued instructions to the officials of the directorate of education to send a fresh circular to the schools banning the same. This second circular, however, unlike the first one has the backing of law. In a strange coincidence, a division bench of the Bombay High Court comprising the Chief Justice Mr C K Thakker and Mr Justice D Chandrachud, gave a landmark judgment dated April 10, 2003, directing the deputy director of education to stop schools from compelling parents to buy stationary or uniforms from the school office or a particular seller. The order was passed after two public interest litigations filed in this regard were heard. Mr Singbal observed that the court judgment would go a long way in curbing the practice of sale of textbooks and exercise books, stationary items as well as uniform cloth by the schools to its students, on compulsory basis. The law will provide 'freedom of individual choice' to the parents to buy all the above items. Or else the schools would be charged with the contempt of court, he said. A large number of book stalls, stationary stores and cloth shops will not only help parents to buy items from the seller of their choice, but also save quite a sizable amount in the process. The officials of various schools in the city, on the other hand, refused to comment on the issue, when contacted for their opinion. ALBERT COLACO IN KUWAIT. As a young foot-baller I travelled many parts of India and among all the States in India I found soccer mad people only in Goa, Calcutta and Kerala. These soccer crazy states not only produced great foot-ballers, they have also simultaneously produced great soccer administrators. In Goa during the Portuguese regime though Goa ruled by the colonialists with great stalwarts from Portugal in every field yet in soccer administration the genuine Goan controlled and ruled the affairs of Goan soccer administration. He was none other than Dr. Gustavo Monteiro from Candolim Bardez who held the presidency of Goa Foot-ball Association for many years. He was very much responsible soon after December 19th 1961 to carry on the transisiton of the administration of GFA from Portuguese time administration to India time administration. He had great distinction of challenging the brute might of Mr. Handoo who was the secretary to General Candeth the Millitary Administrator of Goa immediately after Bharat annexed Goa to it. Mr. Handoo being very close to Jawaharlal Nehru was imposed on Goa to assist in the administration of Goa. When Dr. Gustavo Monteiro along with his delegation went to meet with Mr. Handoo to enquire about the prospects of restarting of the soccer activities in Goa, Handoo was surprised to know that Dr. Monteiro is a true and genuine Goan holding the presidency of GFA. In fact according to Dr. Monteiro, Handoo could not believe Goans could reach to such a top position in Goa during those colonialist days. Yes, Goans are great and great Goans are not easily visible with naked eyes. They are impact creators and they are not challengable by anone, they are unique and they are few. Even after Goa came into the hands of India some of those days great Indian soccer rulers were just afraid to talk in front of Dr. Monteiro and one of them was Mr. Ziadduin the then General Secretary of All India Foot-ball Federation, Ziauddin was from Bombay having strong pull over Indian soccer. Because of his great ability in soccer knowledge and excellence in soccer administration Dr. Gustavo Monteiro was especially taken to Portugal in late fifties and honoured by the Portuguese Government of Dr. Antonio Oliveira Salazar. The late J.P. DMello was from Porvorim Bardez Goa but based in Bombay. He had great distinction of being the first Goan to officiate an international soccer match. He was just called a genius in technical aspects of soccer. Once Mr. Ziauddin told him thus Mr. J.P.! You give me your brain and I will rule not only Asian soccer but even World soccer. As a technical man in soccer rules he was many times appointed by FIFA as its representatives while he was in Kuwait working for about 10-15 years. Mr. J. P. was a renowned FIFA Referee and a member of Asian Foot-ball Confederation Referees Committee. Besides he was Hon. Secretary and member of Bombay Refereees Association. While in Kuwait he was instrumental in conceiving the idea of establishment of Kuwait Indian Foot-ball Federation. He was the founder President of Kuwait Indian Foot-ball Referees Association. Because of his prowess in soccer administration he was highly admired and respected by the Kuwait Foot-ball governing body. From Bombay he made the name of Goa and Goans known to other parts of India, Asia and even other continents. In him we had a great soccer personality where we could boast of great Goan human resources. Unfortunately, he was adored more by non-Goans who acknowledged his real worth. He was the pride of Goa in this area. Before his leaving Kuwait for good he told me I have acquired laulerls for Goa being the first Goan to reach to the zenith but what Goan community has done for me? Referring to me, he said Veronica, you are the only Goan who occasioanally highlight in the media my achievement in soccer field. With regret he left Kuwait and with regret he died for not getting due recognition from Goan community when infact he deserved it. Alberto Colaco is yet another Goan celebrity in the field of Soccer administration in India. Currently he is the General Secretary of All India Foot-ball Federation and a member of Technical Committee Asian Soccer Confederation. He is the first Goan to reach to such a top position in India when there is such a stiff competition for such top positions in Indian Soccer Administration. He started his career first as General Secretary of Goa Foot-ball Association and gradually reached to Indian ladder and even now reached to Asian Confederation. Because of his indepth knowledge of technical aspects of Soccer he is admired not only in India but also in Asia. Goa and Goans should be proud of such a man because he keeps the flag of Goa flying higher and higher. It is our luck that such a man is a member of Goan community.
