New contraceptive pill sparks debate in medical fraternity
--
Introduction of the new emergency contraceptive pill (ECP)
by the government, has created a flutter in a section of the medical
fraternity. With all major objectives of family planning (as outlined
by the government of India) have already been achieved, the very
relevance of this pill has come under scrutiny, with doctors indicating
that ECP was likely to promote pre-marital sex.
As part of the family planning programme, the Goa government,
in keeping with the national programme will soon be introducing the
new ECP which is to be taken within 72 hours of unprotected sex.
Although health officials aver that this is a reflection of the need
of today's society, there is a fear present in their minds that this
would promote pre-marital relations.
"The government is providing safe services, otherwise people will
resort to unsafe methods", says an official at the Secretariat. He
however, concedes that it might lead to pre-marital sex. This pill
prevents a fertilised egg from getting attached to the uterine wall,
and thus stops the progression of pregnancy. It is thus much more
convenient than other post conception techniques.
Governent officials are firm that this pill will not be sold over the counter,
but will be available only on medical supervision. It will be available at
the primary health centres and the rural medical dispensaries, where
there are doctors.
The Goa Medical College has been conducting a pilot study on this pill
for some months now, a source at the GMC complex said.Stocks of this
pill will soon arrive at the Directorate of Health Services. It will be made
available to the public after the medical staff are trained with regards to
its medication.
According to statistics of the Directorate of Health Services, the figures
of those engaging in artificial family planning methods have remained more
or less steady over the last five years. People opting for temporary family
planning measures far outweigh those opting for permanent methods.
In case of sterilisation in women, the number of sterilisations carried out
from 1998-99 to 2002-03 fluctuated between 4347 in 1998 and 5224 in the
year ending 2003. According to the medical practitioners, sterilisation
in men accounts for an additional one per cent. However, these figures
are not available.
According to one doctor, it is the women who opt for sterilisation rather
than have the man undergo the operation."Women given the choice will
prefer to be sterilised. There is a fear in the mind of the woman that the
men will lose their virility, if sterilised", the doctor said.
Statistics show that the number of users of intra uterine devices (IUD)
remain more or less steady over the years, from 2764 in 1998-1999 to
2777 in 2002-2003.
The years 1999 to 2002 saw a jump in the users of condoms, which
peaked in the year 2000-01 to 16,172 in contrast to the 9336 in 1998-99.
However, '02-03 saw a drop to 9364 from 14,921 in the previous year.
This could be compensated by the oral pill suddenly increasing in
popularity. While in '02-03 oral pills had only 3776 users, this figure
shot up to 6213 in 2002-03.

[Goanet] Tearful adieu to noted tiatrist

Tearful adieu to noted tiatrist

NT News Service

Margao, June 16: The mortal remains of the noted
Konkani stage comedian, Luis Dias, were laid to rest
at the Raia cemetery, in the presence of large crowd
of mourning people, who had come to pay their last
tributes to the artiste.

Luis met with death in tragic circumstances on
Saturday at Mumbai, just few hours before he was to
board the flight to Muscat.

The news about his untimely death was received with
utter disbelief at his native village of Arlem, Raia,
as well as by the Konkani tiatr lovers all over Goa.

On reaching Mumbai, Luis Dias (35), who was on his way
to Muscat, had phoned his wife, Pramila, in Goa,
informing her about his safe journey to Mumbai. He
also had told her that he would get in touch with her
just before boarding the flight to Muscat. That proved
to be his last conversation with his wife.

The incident occurred when Luis, who was staying with
his relatives, the place being close to the Santa Cruz
Airport, was asked to join the litany in the
neighbourhood. The balcony in the neighbourhood, where
Luis, who had joined the litany, was standing with
four others, suddenly came crashing down, according to
Mr Santos Dias, brother of Luis.

Luis, who fell down from a height of about 4.5 meters
found himself under the balcony debris, thus getting
severely injured. Three others, including a pregnant
lady, were saved by the skin of the teeth.

Luis used to earn his daily living working in Muscat
for last 8 years and had gone to Mumbai to board the
flight to Muscat, after enjoying a vacation with his
five brothers in Goa for the first time. Luis who was
admitted to the nearby hospital at Santa Cruz was
later declared dead.

“For the first time, we all five brothers had met here
in Goa for a vacation. May be the Almighty had planned
it that way before separating us from him,” sobs Mr
Santos Dias.

“With all this, the plans of Luis have vanished in
thin air. He was thinking of staging a new tiatr in
Muscat,” he adds.

“We have lost a young talented singer and comedian.
The void that has been created would not be easy to be
filled,” said Prince Jacob, who was present at Luis’
house at Arlem.

Jacob also revealed that though Luis was working in
Muscat, he was instrumental in staging many tiatrs
there

[Goanet] News from the Monte de Guirim alumni

2003-06-17 Thread Tony Fernandes
On behalf of the Social Committe I would like to extend my thanks for your
help in our cause towards charity to my Alma Mater, St. Anthony's High
School, by giving us the exposure on the Internet.

The 9th Monte de Guirim Annual Social, Toronto Chapter, held on Sunday, the
9th of June, in Mississauga, was a great success.

We had door prizes, novelty prizes, raffle prizes, prizes for seniors, and
prizes for children. The food menu was Indian style and included authentic
Goan sorpotel. The band "New Illusions" played well. We had a DJs Daryl and
Allen too with music for Young Adults. Our very own and talented singer,
Dahlia, sang a few numbers with the band including one in Konkani "Mollbailo
Dou". Among the other songs she sang including Rose Garden (Loretta Lynn)
and Crazy (Patsy Cline). We started at 12 noon and wound up at 7 pm. Most
people were from the Greater Toronto Area. We had about 260 people in total
in a beautifully decorated hall. Everyone had a very enjoyable day.

Our highlight this year was bookmark mementos which were distributed to our
guests as they entered the hall by young volunteer children. This memento
has a picture of St. Anthony and a prayer. We also had our customary annual
souvenir booklet with prayers, hymns and advertisements from our
well-wishers, donors, sponsors and benefactors. We had a special dance
presentation, performed by a group of our very own and talented Young
Adults, and was choreographed by Dahlia.

The items we had planned for the days programme almost fell in place and on
time. All committee members (ex-students) had different tasks that they
undertook and performed with great enthusiasm and dedication, tact and
ability, with full support from their wives, children and other family
members. Their assignments included various necessary and important chores
like checking tickets at the entrance, showing guests to their tables,
helping and coordinating with various games for seniors, young adults and
children, selling bar and soft drinks coupons, serving at the bar, etc. Our
Photo Album will be uploaded on the net shortly by our very own site
moderator.

Mr. Auggie Pereira, the first President and founding member, was sworn in
for his 2nd tenure as President for the Year 2003-2004 - which is the Tenth
Anniversary of the establishment of Ex-Students Association - St. Anthony's
High School - Monte de Guirim - TORONTO CHAPTER.

We were all kept very busy since 3 months before the show. It called for a
lot of work. The Social Committee, myself, and our families did it
whole-heartedly for our great Alma Mater.

And of course, with your prayers and good wishes we did finally get there.
St. Anthony stood by us and guided us through a very successful and happy
get-together.

Yours sincerely

Tony Fernandes

Ex-Students Association

[Goanet] Thomas Vaz... a profile

2003-06-17 Thread Joaquim
Thomas Vaz

By Joaquim Fernandes

With no formal training at all, Thomas Vaz' artistic photography of Goa
and all things Goan, is so endearingly breath-taking, that he became the
first Goan to be awarded the National Award (1979) and the President's
Award from the Directorate of Audio-Visual Publicity (DAVP) in
appreciation of promoting Goa through viewcards.

Thomas Vaz was born in Mapusa's famous family of Pedro Vicente Vaz or
Mr Baker. ''I was just okay in studies and never neglected our business.
But it was in photography that I came alive,'' recalls Thomas. His output
includes 161 colour postcards of Goa, six black-and-white cards, threes
sets of duplicate slides, three booklets, one holder, one Goa souvenir
''Old Goa, Rome of the East'' and one pictorial book, ''Goa: Images and
Impressions.''

Frank Simoes' preface to the last book sums up Thomas' photographic
prowess very aptly: ''He uses colour with an artist's eye: soft and muted
as in a beach at twilight; bright and ebullient when interpreting the
unbounded high spirits of a Goan festival; accurate and descriptive when
recording an old, aristocratic home.''

One need not be a photography connoisseur to appreciate the ''life'' in
Thomas' stunning pictures; the succulence of a single red cashew apple,
the spirit of Sao Joao revelry, the meditation of hippies in Anjuna, the
piety in the inner sanctum of the Shiroda Kamakshi temple, the heat and
dust of a bullfight. ''I wait for the perfect moment before I capture my
subject,'' says Thomas. And sometimes, he waits for days. Unlike other
pictures of the Saligao church, Thomas' picture has in the foreground a
single woman planting seedlings at the onset of monsoons. ''You see, the
rains had just begun. If I was early, I would not get the greenery, if I
waited too long, the church façade would be dirtied. I chose the perfect
time.''

His romance with the camera began early and secretly. It was only after
some time when his work was ''exposed,'' that his father gifted him a new
camera. ''My father gave me all the encouragement,'' he says. When still
a student in 1958, Thomas won his first award in the all-Goa photography
competition in the landscape category. Then again in 1960, he won the
first prize in the Industrial Photography category organised by the Clube
National of Goa. Some of the celebrities that Thomas' lens captured
include Jawaharlal Nehru, Krishna Menon, Indira Gandhi and his favourite
hero, Raj Kapoor.

GOACOM DAILY NEWS CLIPPINGS
17 June 2003
EDUARDO CRIES FOUL OVER FUNDS FOR MPLADS: Goas Rajya Sabha member, Eduardo
Faleiro, today accused the Manohar Parrikar-led government of indulging in
"corrupt practices" in the release of funds for works executed under the
MP's Local Area Development Scheme (MPLADS). Addressing a news conference
here, Mr Faleiro questioned the logic behind adopting a process that
involves depositing funds in the State treasury as against the earlier
practice of keeping the money in nationalised banks under the rules
governing the scheme. (H)

RECOVERED FROM DEFAULTER: "It is the Bharatiya Janata Party government
which has succeeded in recovering Rs.1.68 crore which was granted to a
Colva-based hotelier by the Congress government between the years 1993-96
despite the hotelier being a serious defaulter," said Chief Minister
Manohar Parrikar yesterday. (GT)

FAKE BENEFICIARIES: The state government has decided to conduct
house-to-house survey against the beneficiaries of the Dayanand Social
Security Scheme (DSSS) to verify manipulations, if any for availing the
benefit of the scheme. Briefing reporters after the cabinet meeting, the
Chief Minister, Mr Manohar Parrikar said that the government found some
manipulations in the information supplied by the beneficiaries and hence it
was decided to conduct the survey to verify the facts. (NT)

BAIL REJECTED: The Panjim bench of the Bombay High Court has rejected the
bail application filed by Vishal Mehta, one of the accused in the alleged
gang rape of the Fine Arts student within the Fine Arts college premises at
Altinho. (H)

RESERVED SSC RESULTS: The Goa Board of Secondary and Higher Secondary
Education on Monday informed the Panjim Bench of the Bombay High Court that
the committee appointed to look into the paper leakage issue would decide
whether or not to declare the results by the coming Saturday. Four students
of Holy Family School, Alto Porvorim, Gaurish Govekar (Maina), Vernon

RELIEF FOR TAXI VEHICLES: The State government has framed a scheme for
replacement and procurement of new yellow/black motor cycles, yellow/black
auto rickshaws and yellow/black taxis. The scheme intends to support small
scale self employed vulnerable section of society and to ensure that old,
unsafe and polluting passenger transport vehicles are removed from the
roads to protect environment and to enhance road safety. (H)

APPROACH ROADS TO UGUEM BRIDGE GIVE WAY: Construction of roads and bridges
in a record time does not always imply quality work and this seems to apply
to the present condition of the Uguem bridge. The bridge was constructed in
a record time of four months and barely 16 days after the inauguration
ceremony, the approach roads from both ends of the bridge gave way early
Monday morning, causing panic among residents in the vicinity of Uguem
village. "Approach roads giving way is a normal thing and this happens in
many cases on account of the flow of monsoon water. There is nothing to
worry about the bridge and the bridge is firm in its footing," explained
the engineer. (H)

MARATHI PREFERRED: The noted educationist and administrator of the Vidya
Bharati, an educational institution managing 82 schools in the state, Prof
Subhash Velingkar, said that there was more demand for opening Marathi
schools in the state, at the primary level, compared to the Konkani
schools. "However, English medium schools are more preferred than the
primary schools imparting education in both the vernacular languages," he
added. Prof Velingkar, who earlier released Ghatak Rajyachyo Kellyo Bhoyo

that the craze and scramble for admissions for the science stream at Std.

Re: [Goanet] British passports and plucking two leaves from the Portuguese

2003-06-17 Thread Bernado Colaco
Dear Tony,

The following is a quote from Paulo Colaço Dias as
regards to Portuguese Nationality:

"On the other hand, if one analyses the Portuguese
Nationality law as I did, one will understand that any
citizen of the Antigo Estado da India born before 1961
retained their Portuguese citizenship unless he or she
officially renounced it. It is very important to
understand this.

If an individual never renounced Portuguese
Citizenship, the individual is today a Portuguese
Citizen and the Portuguese Nationality Law recognizes
him/her as Portuguese because he/she was born
Portuguese in the Antigo Estado da India and never
actually renounced Portuguese Nationality.

That individual was born Portuguese in the Antigo
Estado da India just like the Madeirenses were born
Portuguese in Madeira and the Acoreanos were born
Portuguese in Azores and the Minhotos were born
Portuguese in Minho and the Lisboetas were born
Portuguese in Lisbon."

Thank You

Colaco
