(NT) GOA DRIVES UP THE VEHICLE GRAPH: In March 1998, a total of 2,63,006 vehicles were registered in the State while estimates put this year’s figures at approximately 3.75 lakh, an increase of more than 1 lakh vehicles in five years. (NT) UGDP PARTY HEADQUARTERS: The headquarters of the United Goans Democratic Party in Margao received two party functionaries, including a Tourism Minister on Thursday evening. It was Ms Joba Majhi, the UGDP MLA in the Jharkhand Assembly holding portfolios of Tourism and Social Welfare. Accompanying her was the convenor of the party in Jharkhand, Nazam Ansari. Describing the case, Mapusa police said the accused, Dr Vilas Naik, had been treating his patient at her residence since 1998. Police said Dr Naik would inject the victim with some drug, which would make her unconscious and would allegedly have intercourse with the victim. Sometime between December 2002 and mid-January this year, the doctor also allegedly raped the victim's 15-year-old maid from Bijapur-Karnataka on four occasions. The maid claimed she was tortured by the doctor, but remained silent as the doctor had allegedly threatened her with dire consequences, if she were to report the matter. The maid however became unwell due to the torture and on persistent enquiries, reportedly disclosed to her employer about the rape. The employer then got in touch with her brother-in-law and informed him that both of them had been raped by the doctor.The brother-in-law advised them to file police complaints and on Monday night, the employer and the maid lodged separate complaints against the doctor. Acting on the complaints, Mapusa police arrested the doctor at his residence in Bicholim. Both victims were later sent for a medical checkup at Goa Medical College Hospital at Bambolim. The accused has been arrested under Sections 376, 342 and 502 IPC for offences on the maid and under Sections 376, 328 and 506 IPC for offences on the patient. The accused has been remanded to a seven-day police custody. Mapusa Police Inspector Sammy Tavares is investigating case under the supervision of Mapusa SDPO Allen D'Sa. There is panic and fear in the entire village as more landslides may occur in the days to come. The PWD, other than putting a sign warning the residents not to use the road, has done nothing. The villagers decried the inaction on the part of PWD and other government agencies for allowing the large-scale excavation at the foot of the hill sides resulting in the hill slope which was V shaped to now almost concave. When this correspondent visited the site today evening landslides were already occurring and the whole area has become scary.The parish priest of Socorro church said that such landslides had been occurring right from the onset of this monsoon. The civic and consumer forum has in the last six months brought this fact to the notice of the PWD, police and other government authorities, but no action has been taken so far. Even when landslips began occurring with the onset of the monsoon this month, the PWD didn't depute any official to inspect the site. Not that she hasn't dreamt of new friends, new clothes and a whole new lifestyle that college will entail, but then there's the nagging fear 'of ragging.' "I am scared to set foot in college, I feel jittery thinking what seniors would ask me to do," she says.The new college session for the year will begin in the middle of July. And with that will begin the rendezvous between newcomers and their seniors. Says Ms Ruchika Rastogi, now in the second year of her BA- English honours course in Deshbandhu College: "When I entered college, I was asked to give my introduction in chaste Hindi. I obviously kept getting stuck, so I was asked to keep saying everything all over again." Pranks played on 'freshers,' as the new entrants are called, are also a part of ragging. Sometimes, it can be fun. Ms Rebecca Sharon, a former student of Sri Venkateswara College, had an amusing experience; "I had to run around the college with a basket in my hand asking everyone to fill it with grass." There are also cases where freshers sometimes emerge from the first day of college feeling humiliated. A student of a south Delhi college says his seniors did not let him eat his dinner in the hostel because he refused to polish their shoes as part of ragging. The practice is particularly fierce in residential colleges, where seniors feel emboldened to rag juniors late into the night. That could mean washing clothes or writing the assignments of seniors. But it can sometimes snowball into beating, mental harassment, manual work and sexual abuse. In 1998, some senior girls of Mumbai's Medical College sexually molested two girls. Also, three freshers were reportedly asked to strip naked by some senior students of Ramjas College in New Delhi last year. Ragging has been banned by the government, but the practice continues unabated. To avoid ragging from turning ugly police teams are posted at mainly co-educational colleges for the first few days of each session. One of the guidelines issued in this regard says that misbehaviour on the part of students has to be checked within the institution and by teachers. Hindu College of Delhi University has also taken preventive steps to avoid ragging such as placing sealed complaint boxes in all undergraduate colleges, especially those with hostels. Surprise inspection rounds are conducted by authorities to ensure that guests are not allowed in hostels during the initial weeks of the new session. "We will set up control rooms around all colleges to prevent the practice of ragging, we are also making arrangements for security for both the north and south campuses in Delhi," said an official of Students' Welfare Association, Delhi University. For many parents ragging has become a topic of great concern. "I will be accompanying my child to college on the first day," said a worried parent. Several students, especially those who have been through ragging, however, feel it is a way to break the ice and make new friends. "It's a medium through which we get to know about the nature of new students and also get to judge their patience," said Ms Sushmita Bose. College student, Ms Parul Arora agreed. "I think it's a fine practice. After all, when you are entering a completely unfamiliar zone ragging helps make new friends and is also a medium to gain popularity." The last governor general of Goa, Vasal D'Silva was known for his incognito visits to the offices to check attendances. This action did check lethargy and contributed towards efficiency and discipline. For once our own chief surprised and caught PWD staff and nothing more was heard about the outcome or continuation of such moves. Government offices on Friday evenings and for that matter every morning and evening are empty with skeletal attendance. In the West one has to sit in place even when his assignment is completed. Gossiping, chatting with other colleagues is absolutely discouraged. The breaks are at the appointed time. Emergencies are an exception which do not merit accentuation. The government has enforced movement registers in the schools. There is no reason to leave the premises even momemtarily. Those whose duties permit them to attend to exigencies outside the work place must be made accountable and this can be achieved only through such registers in every department of the State government. The talathis are the worst examples of this type of indiscipline, inconveniencing the general public. Good governance must extend these movement registers in all government offices and every department including heads of offices. To concentrate only on schools is to make them scape goats for the ills and malaise at large. COMMENTS: I have said it earlier, and I will say it again that the trend in posting governors (we could absolutely do without them though) in States is only to pay them back for their chamchagiri, a retirement posting, a reward, for being the chamchas. Our last governor, and now the governor of Mumbai was infact an ornament for Goa. The present one is a temple/church sight-seer having been given the carte blanche by the BJP government to do the sight-seeing in Goa at the cost of Goan taxpayers. Visiting the government offices might not even be on his holidaying itinerary. Just a lot of tall talk we call 'high funda', that too in chaste Hindi which Goans hardly understand. And when he is given so much of air time on the Konkani cable net news, I feel it is a waste of time of the viewers. However, I have very high regards for our ex- Lt. Governor (retired) Jacob whose commitment for Goa and Goa's administration will always be greatly admired. Hello! Gov'nor, where are you? II RECEPTION FOR ALBERTO COLACO. To supervise the soccer matches in Kuwait organised by Kuwait Indian Foot-ball Federation there is a special Refereeing Body known as KIFF Referees Body. Mr. Fidelis Fernandes from Colva working for Gulf Bank in Kuwait who was instrumental in having Mr. Alberto Colaco to Kuwait thru his negotiaons with Colaco is the Administrator of this KIFF Refereeing Body. Yesterday 26th of this month at well known Hotel Intercontinental, KIFF Ref. Body organised a special get - together for the visiting AIFF Secretary. This get-together was attended by all the Referees affiliated to KIFF Ref. Body besides few special invitees. The entire proceedings of the get-together was compered by Mr. Faleiro who is also playing a major role in this Ref. Body. Mr. Faleiro was former KIFF president. Mr. Fidelis Fernandes in his speech openly disclosed how he contacted Mr. Colaco during his latest trip to Goa and how he impressed upon him the need of Indian Referees in Kuwait of getting them accredited to AIFF. He further requested Mr. Colaco to use his good offices to make some suitable arrangement to permit Kuwait Indian Referees to supervise matches in Goa and other parts of India. Mr. Vohra the president of KIFF also highlighted some of the difficulties our boys are undergoing due to certain hurddles which he requested Colaco to eradicate. Mr. Anselmo Furtado from CRC Chinchiinnim proposed the Vote of Thanks. In his address Mr. Colaco gave detailed instructions of how to go about to obtain licences for local referees to supervise the matches in India. His detailed instructions were keenly listened by the attendees. While concluding Mr. Colaco assured his total cooperation for anything within his capacity to satisfy the local referees demands and requests. He also showed his total admiration for the physical stature of all the referees gathered there. All the referees who attended the get-together were introduced to Mr. Colaco. They are Gaspar Crasto, Vincy, Peter Santimano, Adolf Desouza, Francis Fernandes, Dilip Pednekar, Inacio Fernandes, Derek Gumendes, Tony Anthony, Julio Cardoso, Anthony Viegas, Ian Desouza, Aguiar, Tony Gonsalves, Joseph Salema, Fazil Salahuddin and Eric Almeida. During the get together on behalf of AIFF Mr. Colaco presented a memento to Fidelis Fernandes who in turn presented a memento to Colaco on behalf of KIFF Refereeing Body. The get together ended with a boufet served for the attendees. Today in the evening Mr. Colaco will attend KIFF League soccer final between Navelim and United Friends. Tomorrow Mr. Colaco in the morning will have a meeting with top officials of Kuwait Foot-ball Association where he promised to put some of the demands and requests of KIFF. As a matter of interest, earlier about 20 years back, the late J.P. D'Mello while he was shining in Kuwait as a representative of FIFA tried with top Kuwaiti soccer officials to get a small benefit of suitable stadium for our boys to play instead of present ground at Sour. But he never succeeded. Mr. Avertano the well known millionaire Goan before the invasion of Kuwait also tried thru his top contacts with top Kuwaitis to get this facility for our boys, but he also failed. During my conversation with Colaco yesterday I indicated this point to him and this in mind I told Colaco to put his request rather forecefully but deligently so that he can come out victorious. DELHI DIARY: Turbulent skies, lacking opportunities, and making news FN THE FIRST thing that strikes you -- yet again, for the nth time -- en route to Dabolim is how poor the transport infrastructure is in Goa. This state lacks regular buses to connect to the airport, often suffers long queues for booking train tickets, and the inter-state bus reservation system isn't centralised and is, in fact, in quite a mess. There isn't even a daily train to Bangalore. Even the old inexpensive steamer service collapsed, after it was taken off route, to service the ill-advised 'peacekeeping' mission to Sri Lanka. It never got decently restored after that. Attempts to ply a hovercraft in the choppy waters between Goa and Mumbai (Bombay) didn't quite work. So much for a touristic state... and one which has a large expat population. On the 0725 Indian-Airlines flight to Mumbai and Delhi, the number of Goan faces seems few and far between. For someone seized with a sense of political and cultural insecurity about their tiny home of 1.35 million, this could be just another indicator of an impending doomsday scenario. One where we all are victims, and need to gang up against it. But is that it? For long, we've been fighting over the cake and living over presumed past glory. Fact is, the cake is simply too small. Unless we work on increasing the opportunity available in Goa, we're simply avoiding the crux of the issue. Perhaps such indicators offer hints that Goa is losing out on opportunity, how our young people are not getting the professional and business avenues that could make a difference, and how we've all got to be simply working harder. Our Goan we-are-better-than-the-rest sense of arrogance also probably makes us unable to compete, specially in a situation where those in the big cities have a head-start. (Later in the day, one was to see a TV program talking about the mayor of Calcutta, sorry Kolkata. He kicked off a row by blaming North Indians for making the city a mess... a la Bal Thackeray of Mumbai. So, if we are all pointing fingers to each other, who's really to blame?) Choppy skies It was an uneventful take-off from Dabolim. Thanks to the Navy's stranglehold on the airport, flights mostly land at unearthly hours in the early morning, or are bunched-up badly in the afternoon. A new airport, while making good sense to politicians and contractors, might not really be the solution It was a Monday, and the skies seemed turbulent. Some passengers, like this diarist, went through an article on that paradise called the Konkan (including Goa) in the in-flight magazine. It also gave a plug for the Konkan Railway Corporation. We had little of a clue that a few kilometres below, on terra firma, the rail tragedy near the Vaibhavwadi tunnel had taken place the previous night. Toll: 51. It drizzled --- Delhi, announced the pilot, was 30 degrees on that day. A pleasant surprise indeed, specially since the heat wave earlier had taken temperatures to the scary forties. It was drizzling in part of the city. But these were only the pre-monsoons; not the monsoons which had drenched Goa and the Konkan, falling all in one stretch, and a lot of it flooding the fields, sparking off landslides, and then promptly rushing off into the Arabian Sea unharvested. In the news --- Goa stays in the news in Delhi in strange ways. After all, a Delhi-centric view of the rest of India only appreciates that a place exists when there is some unusual story there (a mid-air plane collision, the country's much-hyped first SARS case, or even agovernment's collapse). There was an old Bollywood film replayed on one of the hundred or so boringly similar TV channels, focusing the hackneyed story -- the good-hearted Goan drunk. On a more positive note, former TV news-reader Usha Albuquerque's column in the Hindustan Times gave career tips to Delhi students who had just got their results. Perhaps skills of such persons need to be tapped. (For those who came in early, and know some of the pioneers of the Net in Goa, Usha is the sister of Joseph 'Boogie' Viegas, now re-settled in Canada but still very much keeping in touch with Goa through his boogie at vsnl.com address!) With the Konkan Railway accident in the news, and the bodies of the victims being shifted to the Goa Medical College, the TV news focussed on the two-year-old girl survivor who couldn't be identified. Prone to misunderstandings and simplications, the TV news repeated that KRC was a technological marvel and had a good safety record. Is that so? As a consumer you have all the right to protest, --for you pay for this service-- and the best way to voice consumer complaints is via mass media the Newspapers and Internet (e-propagation) can play significant roles, to this end. Kerala asks for legal attaches in Gulf >From Indo-Asian News Service Thiruvananthapuram, June 27 (IANS) The Kerala government has requested the centre to post a legal attaché in each Indian embassy in the Gulf, Minister for Non-Resident Keralites (NRKs) M.M. Hassan told the state assembly Friday. This would help the hundreds of Keralites fighting legal battles in the Middle East, he said. "We cannot take any steps to post a legal person in these embassies without the permission of the union government. "As per information provided by the Indian embassies, in Oman there are 17 Keralites languishing in jail, in Qatar there are 26 jailed for various offences. In Saudi Arabia, there are 349 Indians in jail. Information of Keralites in jails in other Gulf countries is not available," he said. Hassan said if any relative of a prisoner approached the state government for help, the NRK department immediately contacted the relevant Indian embassy. Hassan visited several Gulf countries last April and discovered that the Keralite community had one major complaint -- the legal problems while fighting labour cases. He had met External Affairs Minister Yashwant Sinha and Labour Minister Sahib Singh Verma to seek help in resolving these problems. According to a study by the Centre for Development Studies here in 2001, there are an estimated 1.6 million Keralites in the Middle East. For almost three decades, the mainstay of the state economy has been NRK remittances amounting to Rs. 35 billion a year. The Kerala government tried to express its gratitude to NRKs by a unique insurance scheme launched in April. Now, it has become a universal phenomenon in almost all our educational institutions, varying in degrees, from moderate to brutal and vulgar forms. In this process, several victims have either committed suicide or have been physically crippled for life. In the history of college education, several victims of sexual harrassment and ragging etc. have left the institution in sheer disgust and humiliation. Passions unleashed by the anti-Mandal Commission agitation is still smouldering. It has a dangerous potential underlining the need to control any kind of activity, including rapes, gang-rapes, which might ignite a dangerous conflagration, if criminals and other elements use sexual harassment as means to oust the students from much sought after places of learning. The probing of campus rape or gang-rape is too demeaning, and dangerous for even the sinners to ignore. It shatters the lives of the victims and their families, destroys the reputation of otherwise admirable educational institution, and campus administrators, and the general society as well. Now, alarmed at the growing incidences of sexual harassment of female students, and ragging etc in Goa, it is high time that the government officials should enact the harshest punishment to the offenders from the colleges including the principal and the staff concerned. It would be a salutary message for all concerned, if it were made clear that the students, irrespective of sex, are also subject to the law, to its protection, as well as to the penalties for infringement, since we have the adequate penal provisions to deal with the menace, effectively. The centres of education should have a quite and dignified atmosphere to generate the proper spirit of study and learning. But, in fact, they are ailing today for various reasons, .and one of them is certainly the antisocial activities. One of the worst form of malady in the college campus is ragging. It has assumed a vulgar and barbaric form, in which freshers, both boys and girls are subjected to inhuman and morally depraved treatment, such as sexual molestation,physical torture, etc. In this process, many have lost their lives. We have today so many colleges in Goa, but, not all of them are in the grip of brutal and vulgar activities. Only a few of them are involved, where the campus administrators are weak and supporting or conniving in it. Or else it has the support of the concerned students' unions. Till date, many of the colleges in Goa do not have any rules or regulations against the antisocial activities, and where they do exist they are not enforced firmly. In this case, every campus administration must ensure the safety and security of boys and girls left in their custody. It is the responsibility of the campus administration to provide protective rings around the weak students and students found guilty must be given exemplary punishment. In serious cases,there should be no hesitation to prosecute the offenders criminally,since we have adequate provisions for prosecution of the guilty. Any laxity on the part of the campus authorities encourages the wayward senior students to indulge in criminal activities. All such offences in the college premises should immediately be reported to the police for investigation. Today, the discipline in the colleges in Goa has been declining sharply due to mushrooming of the sub-standard colleges, indiscriminate admissions and sub-standard education and examinations. A growing number of the unteachable professional students who having failed in exams,take upon themselves the role of the student leadership, and politics on the campus, in which the teachers and the students are all involved. The teaching profession is full of people for whom it is a trade, a vantage point from where to operate in different non-educational directions, rather than a vocation. Ethical values and moral behaviour are imbibed by children in the formative years of their life.The laxity in the parental control at home, plus the movies, TV, and widespread circulation of pornographic literature have all contributed to the delinquency of the juveniles, and the close rapport between the parents and their children does not exist at all. By the way, most of the problems at the college level today are of criminal types. Such problems should be tackled jointly by the parents, campus authorities, saner elements among the students, politicians, police, health authorities, government, student unions and lastly the press. But i
