Don't think of elections till 2007, Mahajan assures instability-prone Goa From Frederick Noronha PANJIM (Goa), Aug 5: Goa's government will last for its full term till May 2007, and there will be no mid-term assembly elections, BJP's national general secretary Pramod Mahajan said here today. Mahajan was speaking after the induction of two ministers from the BJP's ally-parties into the BJP. The duo who entered the party were transport, revenue and river navigation minister Pandurang Madkaikar (Maharashtrawadi Gomantak Party) and town country planning and environment minister Atanasio Monserrate (United Goans Democratic Party). There will be no assembly elections in Goa till May 2007, Mahajan told a news conference Tuesday morning, asked about the possibility of a mid-term poll amidst speculation that the ruling party, which lacks a majority in the 40-seat assembly, was gearing up for the same, amidst announcements of various sops. There is no need for any such elections. The (BJP) government is stable and able We don't want to trouble the people of Goa to vote again and again. Elections only helps me to make speeches, and you (journalists) to get some news, he said. Mahajan said the talk of 'synchronising' parliamentary and assembly elections in India was more a part of a national debate, and even if it did come about would take time and a lot of legal changes to come about. By admitting the two coalition ministers into the BJP, Mahajan said the BJP's numbers in the 40-seat assembly had risen to a technical strength of 19 and a practical strength of 20. BJP won 17 seats, and one Independent backed it the May 2002 elections. Mahajan said by the ministers crossing over both friends have now become relatives of the BJP. But, he sought to argue, this was not an act of defection, because both the politicians had gained nothing new out of changing parties, since they were already ministers in the BJP-lead coalition government earlier. Facing journalists' queries on whether this amounted to a 'breach of trust' of the 'coalition dharma' (rules of coalition politics), the BJP leader pointed out that the two coalition parties had not complained, and that they still continue to support the BJP-led coalition in Goa. Mahajan continued the BJP's style of winning friends, breaking up allies and influencing politics in Goa when he presided over the admission of two more ministers from the BJP's coalition partners (UGDP and MGP) into the BJP. But Mahajan argued that this was not a defection, because not only was it within the laws of the land, but also within its spirit. He sought to argue that the duo switching over although they had gained nothing. If you know then individually, there cannot be the slightest element of coercion, said the BJP national general secretary, alluding to the more than controversial character of the duo, Town Country Planning Minister Atanasio Monserrate and Transport Minister Pandurang Madkaikar. But the BJP's plan to get a clear majority in the 40-seat Goa assembly came a cropper, when another maverick, sports minister Mickky Pacheco changed his mind and did not join the BJP after breaking away from his United Goans Democratic Party along with the minister Monserrate late July. Pacheco changed his mind at the eleventh hour, causing embarassment to the BJP, amidst reports of pressures from his workers, the one-member strong Nationalist Congress Party locally headed by Dr Wilfred de Souza and others. But, while speaking informally to some in the Fourth Estate, he dropped hints that he could be joining the BJP in a month or two. With Tuesday's defections, the BJP has 19 party MLAs and one Independent in the 40-seat assembly. Since Independent water resources minister Filipe Neri Rodrigues was not elected on a party ticket, he cannot be counted as a BJP MLA, and the Goa government still stays a coalition government. But the BJP has so far managed well to keep the Opposition divided, with its carrot-and-stick policy of sharing spoils with some Congressmen and other politicians, while using the state machinery to proceed with criminal cases against others, including the BJP's former allies. It can depend on support from politicians like former Congress stalwart and three-time chief minister Dr Wilfred de Souza, while a number of Congress leaders -- ex-CM Pratapsing Rane, Luizinho Faleiro and Churchill Alemao -- have faced charges of being soft on the Parrikar-led BJP in Goa at one time or another. Indeed, the policy seems to collect fines from the motorcyclists for not having a PUC even when their vehicles are obviously not unduly polluting, trucks,busses and even police vehicles bellow smoke .visible for seconds after they have passed the spot. Police Sumo and Trax vehicles routinely overtake on the Mandovi bridge. The transport vehicle drivers pay a 'hafta',two wheeler riders pay 'fines'. Although both are money transactions, the 'fines' become the official statistics and give the two wheelers a bad name. When it is the question of one's own life, one need to control one's own speed while driving , he added. Most accidents during overtaking take place because of the 'smoke factories' infront making it impossible for the rear drivers to breath. Hence the desperate overtaking to avoid being fumigated. Every Saturday afternoon, a group of Saligao citizens pull out their pick-axes, crowbars and other digging implements to go up the hill where they dig trenches or put up check-damns on the slopes to allow the rain water to seep into the ground. ''The idea is to prevent any water from running off the slopes into the storm drains and eventually into the sea. We want a maximum quantity of water to seep into the ground and swell the water table,'' says Mr Ambrose Vaz. Though a banker, Mr Vaz is now helping his co-villagers save water besides money. They all hope a properly recharged water table will provide better relief in summer when pipelines of the public works department and also their wells run dry. The Saligao effort at rainwater harvesting, purely an initiative of the villagers, began in late May. The group assembles at 4.30 p.m. every Saturday on the Saligao hill behind the department of science, technology and environment. We dig trenches at open places on the slopes where the water run-off is high. Each trench is about one foot deep and one metre long, explains Mr Mario Mascarenhas, another member of the group. We also divert the running water into naturally-occurring depressions, says Mr Mascarenhas. Besides, the group also puts up check-dams of mud-and-stone to slow down the water. No paid labourers are hired; the digging is done totally by the village volunteers, otherwise unaccustomed to such grit and grime. The effort is broad-based including members of the Saligao parish council, the Saligao Civic and Consumer forum and other villagers. The work is done on land belonging to, and with the approval of, the Saligao Communidade, whose president, Brigadier (retd) Ian da Costa also participates whenever possible. Age and gender are no bar to participate in rainwater harvesting in Saligao. So while Mr Mascarenhas takes his two small children to help, one of the most active members of the group is octogenarian, Mr Seby D'Cruz. Along with Ambrose Vaz, uncle Seby is in the forefront of this initiative. He is a hard worker and does top quality work, says Mr Mascarenhas. A number of Saligao women also lend a helping hand. But the amateur effort is backed by solid know-how from qualified personnel of the Goa State Council for Science and Technology, luckily located on the Saligao hill. Dr Sachin Tendulkar, an agriculturist who is working on the council's watershed project at Morpilla, South Goa, under Dr N P S Varde, is guiding the initiative. Also chipping in are Mr Satej Kamat, another agriculturist and Dr Mohan Girap, a geologist. Dr Tendulkar is all praise for the effort. They took the initiative at rainwater harvesting and it's a good beginning. We have advised them to dig trenches on slopes where there is an active surface flow of water. He also feels recharging the groundwater from a height is definitely more effective than doing it at a lower level. Due to construction activity and other factors, the recharging ability at lower levels is much less. Though it is felt that the hills are made up of hard rock, the rocks have fractures, which allow the water to percolate to the groundwater aquifers that feed the springs around these hills, says Dr Tendulkar. The department of science, technology and environment, on the Saligao plateau, has also been following the technique for some years now. Trenches along the periphery of the department building canalise the rainwater into a small stone quarry behind the building. Initially, we felt that the quarry would overflow after a heavy downpour because of the rocky surface. The quarry does fill up, but even if there is a brief lull in the rain, the water level falls quickly. The hill absorbs all the water, said Dr Tendulkar. Sorry for such a misbehaviour from another mortal like you. I do remember the times when I was at Britto's and your sister Fatima Braganza was teacher there. If I am not mistaken you were at Britto's as student then? I was amused by your successful linking Goan chirputtam with the German lady and Russian vodka. It is strange how at times fragmented pieces of info can fit in so well in different times and at such distances! I have been following at least from time to time your efforts at creating awareness about Goa´s botanical wealth. You deserve the praise of all Goans who love their identity. Flora is a significant part of it. Thank you and several others on goanet and through private e-mails for satisfying my curiosity about our chirputtam. I would still want to know about the derivation of that Goan name for physalis peruviana. My next query would be about Garcia da Orta's reference to a plant in Goa for cure against snake venom. Recently a German descendant of a Goan mother from Candolim mentioned to me that he saw his mother and sister collecting those plants in that village.
