Coming as it does so soon after the lavish praise showered on Mr. Parrikar
by that loudmouth of the BJP Mr. Venkaih Naidu, does this notice speak of
things to come. It is evident that if we are to go by the BJP Secretary's
statement that Parrikar is a model CM then it would also imply that such
actions only expose the FACISTS tendencies that the BJP seems to display in
a most erratic fashion. Will imitation of such "MODEL CM's" not lead to a
situation that would be akin to the dark days of the EMERGENCY or will these
statements and notices to newspapers be denied a few days later as a
misinterpretation by the press.

I dont't think there are cassettes etc on this age old singing practice 'verso'

The place where i am coming from (salcette), this chanting of 'Vers' at the time of 
'Roso' nearly stopped about 15 years ago.

Brides/bridesgroom now a days put a condition No Ross, No Undok Navoup (bathing) No 
Follie-jevon  etc.

You are right, only older people used to sing (usually ladies, there were very few of 
them).

This practice is slowly dying (or died already?).

Perhaps, TE PODER MELLE TE UNDE KOBAR ZALE 
Generation gap is to be blammed too.

It won't me surprise me if singing of popular 'mandos' also die say in next 15 years.

Your  'volunteer' stuff is not just simple : it is simply too much!

I can already imagine you designing your own ID [the 'Id' that comes/goes
with the 'Ego' ?] and footer[to boot!], not to miss the 'Expressions' on
your face and 'body text'.

I have objection to your use of the word *consistently*. I have invested
quite a lot of effort to get you to recommence posting on goanet. Your
postings are now EDI[ Equal daily Instalments] due to me at my goanet
account...returns on investment,so to saydefault and you will have to
pay penal interest.

Cool it, man. No judgement seat for you. Just volunteer to scour the net and
send the needful to the rest of us on goanet via the Admin Team.

We have not  moved too far from the experience of my posting 'The Brits are
coming' to Fred's posting on 'Campaigns by NGOs", have we?

Fred's original posting [COPIED BELOW]is about the work that ARZ[a NGO] is
doing for the
child prostitutes in the squalid ghettoes of
Baina,Vaso da Gama,Goa.

The postings have gone to USA for a 'prayer' and 'pluralism';to Toronto for
'torture'; to Moira and Saligao for a Bible linkage,to Panaji/Aldona for
comic relief to Canada for 'realism'prostitution is going places. Can we
come back to the prostitutes at Baina and ARZ and find out if we can do
something to improve the lot of the child prostitutes?


We can talk about the adult prostitutes,and their welfare next. Prostitutes
are like living corpses. As Eddie Verdes from Saudi Arabia reminds us, "-
moddea'che kens kaplear, vozonn unnem zaina. "{one cannot lighten the burden
of the corpse by cutting its hair} We have to find economic solutions to
that in their home states to reduce the creation of new prostitutes.Part of
this matter [concerning the demolition of some 250 cubicles/sex joints in
Government/public property in Baina] is now before the Panaji Bench of the

Chandrababu Naidu,the AP CM, has just suvived a
blast of claymore land mines. May be he will change the destiny of the
Hydrabadi prostitutes now in Baina,while the Goa Govt will be forced to deal

We cannot sit in our armchairs and solve the problem. Eddie has rightly
reminded us of another Konkani saying, "Tigur dhortole zaler, kalsaum bizonk
zai"[If one wants to catch marsh fish,one has to get the pants wet.] The
Sancoale nuns are doing it, ARZ is doing itwe are home and dry!

Sub: Notice for initiating action on the basis of defamatory
 press reports published in 'The Navhind Times', 'Tarun
 Bharat' (Goa), 'O Herald', 'Gomantak' dated 24th September 2003

My client Shri Manohar Prrikar Honourable Chief Minister Government of Goa 
has placed in my hands the file containing the papers, records as well as 
newspaper reports, and upon perusal of which, on the instructions of my 
client I hearby address you this legal notice.

By a separate legal notice dated 26/09/2003; my client has called upon 
Shri Luizinho Faleiro; to tender an unconditional apology and have also 
issued legal notice to serve him for Rs 10 Crores. The said notice on 
behalf of my client has been directly issued to Shri. Faleiro.

By this present notice I on behalf of my clients do hereby call upon you 
as under:-

1. Mr Faleiro has committed gross and civil wrongs of the highest order; 
for which criminal acts of defamation notice is also given to him. I also 
serve upon you this notice for publishing false and defamatory paragraphs 
in your newspapers. Such publication does harm and attempt to injure the 
rights of my client. Such false acts made by a person and published by 
another make also the Editor; publisher and news reporter of such 
defamatory articles responsible for such publication, which generally 
amounts to defamation, as well as an offence under the Penal Code of the 
Country.

2. In the circumstances, I hereby call upon you Nos 1 to 9 to refrain from 
in any way publishing any further or other defamatory pieces of statements 
made by any persons including Mr Faleiro against my client failing which 
my client shall proceed to file an appropriate complaint as well as a suit 
against you Nos. 1 to 9 for injunction as well as for recovery of damages 
solely at your cost and consequences as to the risk involved in the same. 
My client does reiterate that being a public figure, it is necessary for 
him to accept criticism even if it be fair or uncalled for. However, under 
no circumstances, can a persons reputation, character, integrity be made 
the issue for judgement through newspaper publication by making false 
statements and publishing them. Hence you Nos 1 to 9 are hereby called 
upon to refrain from in any way publishing any articles of statements 
which may be made by Mr Faleiro or any one else for that matter failing 
which the consequences as stated hereinabove would ensue.

Hi,

I'm thinking of going to Goa on my own in November, for 2 weeks. I'm 
going to be using air miles to get to Delhi and then somehow getting 
from Delhi to Goa (train or plane, I suppose), so I won't actually be 
travelling with any tour operator. I've never really been outside of 
Western Europe before apart from a very short trip to the USA, so it'll 
be the first time I've visited a country like India.

I'm just wondering if anybody could tell me what it would be like for 
somebody to visit on their own (single, male, 24), because all the 
reports that I've read so far have been from couples who've stayed 
there. Is it primarily a honeymoon destination? One website I read 
warned against travelling to India alone, but another said that the 
people of Goa are the friendliest you could hope to meet and violent 
incidents are very rare.

I'm also wondering about what's the best accommodation to go for - I 
don't mind if it's really basic, as long it's fairly clean and 
vermin-free. Has anybody ever stayed in one of these beach huts that 
I've read about?

Any advice about Goa at all would be really appreciated, especially the 
best places to go if I want to avoid most of the tourists.

If you're travelling alone and have never been to India before you might
want to just jump on a plane straight to Goa, where it IS very friendly and
virtually crime free. You'd probably be OK elsewhere too, but Goa is a kind
of gentle introduction, especially if you've never been out of Europe. If
you enjoy it, then maybe travel back to Delhi on the train, but it's a long
trip and you'd want to go 1st class. There are 'stories' about thieves
slitting bags while you sleep and single travellers being drugged with the
offer of a swig of drink etc.. but it depends how streetwise you are if the
situation occurs.
There are all sorts of people in Goa, mainly couples, but quite a few single
people too (i met a few elderly Brits who'd been there since the 60's hippie
boom). It's very relaxed and you wouldn't feel out of place being on your
own after a few days.
North (from the airport) is more smaller charismatic villages, more people,
with smaller hotels.  South is emptier, longer better beaches, bigger posher
resorts.
My advice would be to book a decentish hotel for the first 2 nights in
somewhere North like Candolim/Calangute (just in case you get the runs or
need something!), find your feet, walk about, then look for cheap digs for
the rest of the holiday. I borrowed a scooter for £1.50 and spent a day
riding up the coast looking at all the little places, the further you go,
the less people you see. There's plenty of digs for about £8 per night or
less, with toilets and water.  You could go for a hut but there's really no
point.

Fausto V. Da Costa has come out with a Konkani CD "Goan Wedding Songs" . 
The CD contains all the traditional songs 'Vers, Ovi, Zoti, Mando etc' sung 
during the wedding ceremony and before at the time of Ross. These 
traditional songs are hardly heard in  modern day weddings. I myself heard 
them for the first time on this CD.  It also has one mando specially  sung 
at the Engagement time, besides one when the bride leaves the house for the 
nuptials.

"Goa Wedding Songs' is a beautiful CD and can be termed as a collectors item.

You can pick it up at 'Manfa Music' Fatima Chambers, Margao or any of the 
other Music shops in Goa or mumbai.

[Goanet]Usenet newsgroups... what's that?

FOR MANY of us who came in late, the Net is all about websites. Mailing 
lists and their power, too, are mostly overlooked. (Initiatives like 
the much older INDNET initiative or the almost-a-decade-old Goanet are an 
exception, and the like, focussing largely on an e-mail based exception.)

Many might have not heard about Usenet newsgroups. For long, I hadn't 
either. It was only when http://groups.google.com made it easy to to read 
Usenet online (it's just like visiting a website) that one learnt about 
Usenet's potential. You can also post very easily to a Usenet newsgroup, 
simply by sending an email to an address as cyptic as
[EMAIL PROTECTED] (that's 
assuming you're posting a message *today* to the soc.culture.indian 
group).

So, what is a newsgroup really?

It's not synomymous with a mailing-list, though some use the term thus, 
erroneously. 

To give a simple -- and simplistic -- explanation, a Usenet newsgroup is a 
mix between a website and a mailing list. Anyone can post to it, but you 
can read it without necessarily having to download posts into your 
mailbox. This means you can avoid mail-clutter, but you probably need good 
connect speeds.

Usenet is actually old technology. It's heyday was perhaps in the 
'seventies and 'eighties. Early Goanetters like Marlon Menezes and Uly 
Menezes have been posting from and to newsgroups long back in the past.

Like any other technology, it has its own advantages, pros and cons. There 
are 25,000+ Usenet newsgroups replicated across servers worldwide. Not 
sure what the exact number is. It is not difficult to find a specialist 
group, dealing with just about any technology or subject, if you search 
for it. For instance, if you're into Free Software, you might find 
comp.os.linux.announce (cola for short) to be useful. There are groups in 
the alt (alternate), soc (society), comp (computers), rec (recreation, see 
rec.travel.asia with its occasional posts on Goa), sci (science) and 
related hierarchies. Like other areas of the Net, there is spam and porn 
also clogging some networks.

Earlier this year, after a campaign of many months, and with support from 
people like Tariq Siddiqi, Archana Nagvenkar, Craig Rodrigues, George 
Pinto, Herman Carneiro and others, we set up the first Goa-related Usenet 
newsgroup -- soc.culture.indian.goa, or scig for short. This still needs 
more participation, and interest in it is still to reach its optimum. But 
one's own dream is to have this network as a supplement to existing 
mailing-lists and websites, to complement their efforts, rather than 
replicate them. To post to this group, simply mail it to 
[EMAIL PROTECTED] -- news from every source is particularly welcome.

To check out more about the power of Usenet newsgroups, just go to 
http://groups.google.com and search for any keyword you're interested in. 
It could be just something like Goa (you'll learn about Gun Owners of 
America too!) or some technical subject. Don't be surprised to hear voices 
which you never knew existed on the web! FN

[Goanet]Tiatr Review

Tiatr Review:

Maim…… Tuzo Put Hanv !  good  performance & impressive settings.

If the house-full performances of his latest venture ‘Maim…Tuzo Put Hanv’ 
are any indication then one can say without any hesitation that Rose Fern’s 
foray into the Tiatr segment has paid him rich dividends.  Well known for 
his century stand non-stop shows,  Rose Ferns has taken a jump onto the 
tiatr bandwagon just on the eve of the new tiatr season in Goa. ‘Maim…. 
Tuzo Put Hanv’ a tiatr is dedicated to the memory of his troupe member the 
late comedian Vitorino Mascarenhas.

The story begins with a scene showing the sinking of a cruise liner and 
sinking with it are the hopes and aspirations of a family back home. Gracy 
(Antonette de Calangute) widowed after the death of her seaman husband on 
board the ill-fated ship, with three growing up children, Roy, Chris and 
Anouska  finds it extremely difficult to face life and make both ends meet. 
Adding to her misery is the heart ailment of her son Roy. Unable to see the 
poverty back home, one of her son, Chris is tempted to steal money from a 
wealthy Landlord by assaulting him.  The only reason behind his action 
being the condition of his ailing brother who needs urgent medical 
attention. But, young Chris is chased by the Police and is finally taken 
into custody in the presence of his mother. The mother being strict for 
discipline desires that her son  be taken into custody for the wrong doing. 
This action on the part of the mother, considering her son is a little brat 
under ten,  seems a little hard to digest.

Chris escapes from the custody of the Police and as a grown up young man 
finds a lucrative job with a rich businessman   Mr. Pinheiro ( Jaju)  who 
is also the local MLA. Cut off from his mother and family and having been 
brought up without parental love and concern, Chris ( Ulhas Tari)  turns 
out to be a goon and does all types of unlawful things, on the advice of 
his boss.  He is led into all sorts of notorious deeds by his employer 
Pinheiro, who also happens  to be a smuggler and drug peddler. However, in 
the nick of time Chris encounters an old infirm man (Rose Ferns) who turns 
out to be a good samaritan for him and on his advise Chris tries to change 
his evil ways and slowly this old man helps Chris to distance himself from 
Mr. Punheiro.  Roy (Jr. Nelson) on the other hand is also  employed with 
Pinheiro as the Manager and dreams of marrying the latter’s daughter, which 
his  mother is not too happy about. Pinheiro who in the meantime is 
elevated to the rank of a Minister for Civil Supplies goes about his 
clandestine activities. Roy and Chris do not know that they are blood 
relations, till their paths cross at a later stage, rather tragically.

Gracy’s daughter Anouska, played by Sharon,  marries one Glen who is never 
shown in the story for a considerable time and is understood to be working 
in the States of America. But, at a later stage Glen returns not from USA, 
but from the captivity of Mr. Pinheiro. Why was he in custody of Pinheiro? 
who actually helps him to escape? etc are best seen on stage.  The play has 
the usual twists and turns of the trademark Rose Ferns thriller, keeping 
the viewer alert to grasp the next scene. Then at a point of time Chris a 
role played excellently by Ulhas Tari, learns that Anouska and Roy are his 
blood siblings, his emotions, and portrayal of a brother longing to embrace 
his kin are well enacted. Chris longs to be united with his family and in 
the course of this does two good turns to safe guard his brother and 
brother-in-law from the evil designs of Mr. Pinheiro without their 
knowledge.  But, does his mother accepts him as her long lost son?

Then there is the mystery of the old man (Rose Ferns) at no point of time 
till the end of the play does he really show his real identity, but, yet he 
shows an extraordinary concern for Chris and his well being. Why? What is 
his link to Chris? They both come very near to disclosing their respective 
identities, but yet there is a thin dividing line somewhere from the actual 
truth. But, at every opportunity both cast serious aspersions on the sea 
and hold it responsible for their present fate. It appears that the 
director has ingeniously left the conclusion of their relationship to the 
better judgement of the viewer. And one ponders on this point long after 
the play has ended on a rather sad note. The director Rose Ferns has 
confined himself to a small but defining role, and he plays the infirm old 
man very naturally.

A far as the acting goes, kudos to all the artists who given their 
very best in their respective roles. While Jaju as MLA & Minister 
Pinheiro   is convincing, so is veteran Antonette emoting well with her 
role which requires her to depict both sad and happy moments. The two child 
artists too do a fairly good contribution by their roles.  Peter is very 
natural in the role of the landlord and does well in the other mino

Molho is a portuguese word. Molho, Balchao, Para are all pickles.
But with these names they are more specified as per their preparations.
Molho da Camarao - is - Prawns pickles
Molho da pixe - is - fish pickle etc.

Dear Daisy,

You seem to be quite an expert on Goan cooking. I don't ever venture into 
the kitchen. A small query though. Recently my wife and her sisters got 
together and made some Mol (pickled Kingfish slices - I think. Pronounced 
'moul'). It turned out incredibly good. But my mother, who also is an 
established cook, claims that the preparation cannot really be called Mol, 
and is Pickled Fish at most. She claims that Onions and Sugar have been 
added (which is true, I now learn!) and Mol cannot contain these. Also to 
make Mol the fish has to be sundried after light frying and before masala 
is added. Where as in this preparation there was no sundrying. It was hot 
and sour and sweet.

So what did I eat? Pickled Fish or Mol? What is the vital difference?

Please give a satisfactory reply before this erupts into a major family 
dispute.

The Panjim bench of the Bombay High Court has prohibited the Kadamba
Transport Corporation (KTC) from allowing any further structure, be it a shop,
stall or kiosk to be put up at the bus terminus at Panjim.
The division bench comprising Justice F I Rebello and Justice P V Hardas
has taken into consideration the large number of shops, fruit and vegetable
stalls already existing at the KTC, the objective of which is to provide a
healthy environment for over one lakh commuters every day.
"..the Kadamba Transport Corporation is directed not to allow any further
structure to be put up, whether in the form of kiosk or otherwise, either by
themselves or any scheme of the government on the areas leased to them
by the State Government", observed the Court.
The Court clarified that this direction would not apply to any revenue
generating scheme of the KTC put up in the form of permanent construction
and where the premises are let out by public auction to the highest bidder
and do not affect the commuters.
These explicit directions have come in the wake of a petition filed by
Yeshwant Palekar of Cortalim, highlighting the dismal state of the KTC
bus terminus at Panjim. The State has been directed to carry out and
complete the plans for cleaning, beautification and re-laying of the KTC
bus terminus preferably by December 31, 2003, but not later by June 30,
2004, which should primarily benefit the commuters, together with steps
to protect the mangrove areas from garbage and other waste.
The Managing Director of the KTC has been directed to take steps,
including under the Public Premises Act, to cancel the licence granted
if stalls illegally functioning as eating houses without necessary licenses
do not stop illegal activity within two months, and if they have no licence,
to take action under the requisite acts. A compliance report is to be filed
within six months.
The KTC has been directed to enter into a lease deed with existing kiosk
owners under their usual terms, who may be allowed to continue as leases
if already operational and allotted and fall under the Deen Dayal Swayam
Rojgar Yojana.
The Court took into consideration the huge losses incurred by the KTC
disclosed in its affidavit and directed that the fees whether as lessee or
licensee to be fixed will be equivalent to lease rentals presently charged
by KTC.
The KTC has been directed to issue notices to all lessees/licensees within
ninety days not to carry out any business in the premises without requisite
permission under the Goa Public Health Act and Rules, Prevention of Food
Adulteration Act, 1954 and Rules and the Goa Municipalities Act 1968.
The High Court has also directed that an adequate number of toilets be
provided as the present number is insufficient. In addition, the KTC has to
provide garbage bins at suitable points, with directions to all licensees to
dispose of their garbage in special bins for biodegradable and non-degradable
garbage, to be removed every day.
The bench also expressed a need for a general direction for the entire State
of Goa as establishments everywhere "are carrying on business in total
non-compliance of law, which governs them".
The State has been directed to immediately issue directions to all authorities
concerned to provide that all establishments covered by the Goa Public Health
Act including kiosks/hand carts display predominantly outside the structure
in bold letters the number of the licence obtained under the Goa 
Municipalities
Act 1968 or the Village Panchayat Act, the Prevention of Food Adulteration Act
1954 and the Goa Public Health Act 1985, as well as the date of issue and
expiration, and the name of the person to whom the licence has been granted.

In this regard the Chief Secretary has been directed to take necessary steps
and if required to frame rules within six months of passing the order and file
the compliance report.
The Court has also directed the authorities to ensure that every person who 
has
been granted a licence to operate an establishment under the Public Health Act
be directed to keep a waste-bin for garbage occasioned by the activities, 
which
will be cleared at the end of the day. If the garbage is not cleared then 
their
licenses are to be terminated.

Aldona MLA Dayanand Narvekar has stated that the government
has selected a site at the Colvale plateau in North Goa admeasuring
about 2 lakh square metres for the setting up of a garbage treatment
project.
"The garbage problem being presently faced by all village panchayats
and municipalities in North Goa will be solved within the next six months,"
informed Narvekar.
He was speaking at the first meeting of the garbage waste
management committee constituted under the provisions of the
Goa Non-Bio degradable (Control) Act 1996 at the Socorro panchayat
office.
Narvekar admitted that residents of Socorro are facing garbage
disposal problems for years. He suggested that the panchayat
distribute medium-sized plastic bags to households, primarily in
wards 8 and 9 to cultivate among them the habit of putting garbage
in those bags.
It was decided in the meeting for form two management zones each
in wards 5,8 and 9, and one management zone each in the remaining
six wards. It was also decided to form managing committees in each
ward, with the involvement of the respective ward members, besides
distribution of leaflets to all households regarding the disposal of garbage
and maintaining clean environment in the village.
Sarpanch Sarvesh D Naik assured the committee members that he
would strive to introduce the garbage disposal system in Socorro village
by November.

Francisco de Xavier was Spanish by birth and universal in his belief. He was
born in Xavier castle at the foot of the Spanish Pyrenees mountain range.
The present day Basque movement ETA [it does not accept that the Basques are
Spanish]would do well to learn a few things from his life. May be we can a
few of their leaders to the exposition in December,2004,in Goa.

The anti-suppression  vehicle has become a 4x4 [four wheel drive] model:
four newspapers and four groups [politicians,academicians/NGOs ,journalists
and the readers]. Manohar is no longer the nut behind the steering wheel of
this vehicle on the Goan roads. As the whole thing moves at a dangerous
speed even the pedestrians need to be careful. There is no telling where
this avalanche of words will lead usto greater freedom of the press, we
hope.

While it is happening, enjoy what is happening. Road race or road rageor

Response: When the Portuguese First came to Goa, Francis Xavier was a
priest.
The patron saint of Goa I have been told was at that time St. Cathrine.

Is this true?

Each age gifts us with legendary songs and there are some legendary songs which
are ageless. Jim Reeves' songs belong to the latter class, and so does Minguel
Rod's. Their songs touch the core of human existence any day, any time,
anywhere. Both died young, through tragic circumstances, and both became
immortal outside the skies of their birth.

The first time I heard either of their songs was when I was 9 years old. To this
day, the evocative effect of their songs remain undiminished in the nucleus of
my own being. There's obviously a difference between those whom we popularly
seek to sing and entertain us, and those whom God (or Immortality) secretly
seeks to sing through.

If my perception is to have any bearing, I sincerely think and feel that in the
galaxy of Konkani songs, Minguel Rod was and still is the most luminous star.
Unashamedly, I still grieve his untimely passing.

Excellent article on this Great Goan talent.

Unfortunately Minguel Rod is not the exception. Most Goan talent that is great
happens not because of Goan patronage and support but inspite of lack of
sponsorship or encouragement. It is because Goan talent is self-made that when
they bloom they are exceptional. Of course many do not have the stamina and the
will-power to pull oneself through with their own boot straps. And this may
specially apply to our youth today. Goan community leaders unfortunately are so
caught up in their own little personal world, that they do not take the time to
look at the big picture and the future of their community.

Under pressure in Goa, journalists find themselves hit by a cleansing truth

PANAJI (Goa), Oct 4: Should journalists play politics? Does the media need
to turn the criticism onto itself too? Is the iron fist of censorship or the
velvet glove of behind-the-scenes manipulation actually more dangerous when
it comes to blocking the Fourth Estate from having its say?

These issues came up during a well-attended morning's meeting, held Friday,
in the state-capital of Panaji, among journalists from India's smallest
state who are concerned by the growing pressures on the Press here and feel
a need, among some media-persons, to clean up their own act.

Sitaram Tengse, editor of the Marathi daily 'Rashtramat' published from
Margao, explained why he felt the need for journalists to keep their
distance from the Establishment and voice the commonperson's interest.

Incidentally, the Rashtramat has recently launched a widely-debated column,
which holds up the media itself to scrutiny. Not all in the Fourth Estate
are happy with this column though. 

Tengse said the chief minister had sent him a notice, seeking a front-page
apology for what was written in his media column, or else warned him of a Rs
50 million defamation suite. 

Speaking at a T.B.Cunha Hall fairly full mostly with journalists, Tengse
argued that just as the BJP's credibility at the all-India level had been
largely due to its association with Jayaprakash Narayan, in Goa its
credibility came in significant part from its alliance with the local
regional Maharashtrawadi Gomantak Party (MGP).

He surprised some by publicly stating that he was "one of those" responsible
for building the alliance between the MGP and BJP, in the nineties. He
added: "But now I feel very sorry for that I have done. The alliance talks
caused confusion in the rank and file of the MGP, and destroyed it. So I
feel bad."

Referring to the Goa chief minister Manohar Parrikar's recent clash with the
Press -- where BJP's Goa strong-man and local party pivot Parrikar sent
pre-emptive defamation warnings to four major newspapers, warning them
against publishing Opposition leaders' statements alleging nepotism against
him -- Tengse said: "We can't call him (Parrikar) a democrat, at least now."

He explained his role in the earlier MGP-BJP alliance, saying: "My
commitment is only to the society at large, for the good of Goans. Congress
was degenerating to such an extent, and there was no other alternative here
(at that time)."

But later, other younger journos challenged this position, asking whether it
was the job of scribes match-make among parties. Another question thrown up
was if such work was being undertaken, should it not be made public, so that
a 'disclosure of interest' could be made up-front? "Otherwise, readers of an
editorial wouldn't have a clue of this double-role," argued journalist
Ashley Rosario.

Tengse strongly advocated journalists keep away from politicians in power.
"We can't be on both sides. We can't take a stand that if we get a (legal)
notice (served on us) we will protest, but otherwise we'll be friendly (with
ruling politicians)," he said. Tengse stressed he had nothing personal
against the chief minister though.

STAYING FAR: Tengse advocated a policy of 'staying far' from a party once it
came to power. "Once in power, they don't need us. So why should we give
them our support," he argued.

The Rashtramat editor reminded younger journos that people believed
newspapers far more than they did any section of the government's powerful
machinery. 

Indian Express Goa correspondent Raju Nayak said that politicians like the
controversial Churchill Alemao and chief minister Manohar Parrikar, who's
favoured status among the Press now seems to be facing a reversal, were both
to large extent a "creation of favourable" media reporting and hype. 

POLITICAL INTERFERENCE: Herald editor Rajan Narayan, in the news for
publicly taking on his management after alleging political interference
against his action initiated to block his wife's column in the newspaper
without intimating him as editor, narrated his experiences with censorship
during the 1975-77 Emergency days in Mumbai.

Narayan, who has announced plans to launch his own weekly and is also taking
the lead in the campaign against the chief minister's pre-emptive blanket
defamation threats, said: "At various stages and at all times, Manohar
Parrikar has tried to put pressure on the Herald."

He criticised managements for seeking business favours from politicians, and
made specific allegations about wanting contracts. He said politicians also
put pressure on newspaper owners by asking 'why is that man of yours writing
so vehemently against us?'

Self-depreciatingly labelling his writings as 'idiot-orials', Narayan said
the chief minister seemed keen to read "every word, and every line" even
before the newspaper reached most parts of the state.

Pune, October 2: GOA is a special place - even 
its villages look like beautiful small 
towns,** says Dr. R Gracias. While he may not  
live in Goa, this 92-year-old always has the   
Poona Goan Institute (PGI) in Pune cantonment  
to go to. A slice of Goa in the city, this 
institute is now all set to celebrate its  
centenary year with exciting events lined up.  

In 1904, a few Goans got together under the
leadership of BJ Francis to set up *The
Friends* Union* (later to become PGI) where
members of their community could meet. The 
quaint main building of the Institute with its 
tiled roof and porch goes back to a time when  
the rules of the club included doffing one*s   
hat when entering and a monthly subscription   
fee of Re. 1.  

The membership of the club has grown from 21   
members who were present at its first meeting  
to the present 560. **The PGI has been 
nurturing the community*s talent in fields as  
diverse as academics, music and sports through 
scholarships,** says president Eloy Silvera. A 
library, sports facilities for games like  
badminton, snooker and bridge and cultural 
events draw members. **The Goan presence in
goes back a couple of centuries. Through  
activities like the carnival and food   
festival in which women participate
whole-heartedly, the institute has helped the  
community to keep its own distinct culture 
alive,** says general secretry Savio   
Mascarenhas.   
   
 
The centenary year will be launched with an
enthronement mass on October 16. Events one
can look forward to include a general  
knowledge quiz competition and a Konkani skit  
competition. A special week-long carnival will 
be held in February when a Goan food festival, 
a Goan bazaar and dances will be held. There   
willl also be a centenary year baby
competition, as well as fellowship evenings
for doctors and lawyers. Members are busy  
putting together a centenary brochure as well. 
Among their plans is Goa Sadan, a residential  
facility for students from Goa who are 
studying in Pune.  
   
 
The colonial architecture of the institute 
takes one back in time. Now, the facade of the 
building is also expected to get a facelift.   
And deserving of these celebrations is the 
community that has grown multi-fold since the  
PGI was first set up. **In the early years 
sometimes Goans who came to Pune had to
struggle. From those days, the community has   
indeed progressed rapidly where today Goans
have among them professionals like engineers,  
doctors and lawyers,**says a proud Lawrence

the demand that riot-affected victims from the
worst–affected areas like Naroda Patia, Chamanpura,

Five months after presiding over a state–directed,
statewide genocide in his state, chief minister
Narendra Modi continues to rule Gujarat in abject
defiance of judicial directives and Constitutional
principles. Refugees or internally displaced persons
within Ahmedabad city and all over the state have been
forcibly evicted out of camps where they had sought
shelter, despite the assurance given by government to
the Gujarat High Court on June 4, that camps will not
be coerced into closing without adequate
rehabilitation. The court was hearing a public
interest petition (PIL) filed by the Mumbai-based
Citizens for Justice and Peace (CJP) and Communalism
Combat.

As a result, nearly 25,000 of the over 66,000
(official figure) people who had sought refuge within
Ahmedabad city and a majority of the 21,000–odd
(official figure) refugees from the rest of the state
of Gujarat have been coerced into leaving the camps,
their dignity compromised and with no guarantee of
security. (CC’s independent investigation in March had
shown that there were over 1,20,000 people living in
the camps in Gujarat). In over 70 per cent of the
cases, basic rehabilitation costs have also been
denied, with cheques of meagre amounts being
disbursed.

In fact, it was only after six relief camps (with the
encouragement of the CJP and CC) filed a petition in
the Gujarat High Court in mid-March, that over a dozen
camps in Ahmedabad city were registered and its
occupants started receiving adequate water, grain and
medical facilities from the state.

Hindutva's hit list

We have documented no less than seven widely
publicised statements made by the VHP and BJP, in
tandem since December 2002, that are indirect threats
to demolish mosques and churches in different parts of
the country, in the guise of ‘liberating 30,000 Hindu
temples’. These statements are particularly ominous in
view of the as yet "incomplete" yet extraordinarily
long list of shrines targeted by Hindutva that we have
so far obtained and are reproducing below (first
instalment), as a warning to defenders of the Indian
Constitution and law to deliberate over and to plan
local and national resistance to the sangh parivar’s
impending agenda.

The temples ‘liberation’ statements have been widely
reported in the national media. In Varanasi, on
December 29, 2002, the BJP MP Vinay Katiyar who built
his political career through the Bajrang Dal, demanded
that Muslims hand over the Kashi and Mathura mosques
to the VHP-Bajrang Dal. Thereafter, on March 1, 2003,
in Bhadohi, UP and again on March 10, Praveen Togadia
repeated the threats with more potent venom. The RSS,
too, through its spokesman, MS Vaidya declared it’s
full support to the VHP plan to ‘free’ the
Kashi/Mathura shrines.

There are good chances that the ruling BJP with little
to show in it’s progress chart before the run-up to
the polls next year, may find the violent and
diversionary politics of the VHP-RSS useful to romp
back to victory on the strength of a communally
divided electorate. Once again, as we record and
document the ominous portents, can we hope for
pre-emptive secular resistance? For the past 18 years,
the discourse of this country has been entirely
dominated by ‘Build Temple, Bring Hindu rashtra’
slogans that apart from anything else directly subvert
and rubbish the Indian Constitution. However, our
institutions of democracy, be it the Parliament or the
political class, the judiciary or the law and order
machinery (the executive is for the moment in hostile
hands) have failed, singularly, to rise to this threat
to our Constitution and Indian democracy.

Are there other ways that citizens, groups, mass
organisations can begin to think of impacting on this
political process, so that the issues that go to the
polls next year are substantive ones, issues of bread
and butter, jobs and livelihood, development and
progress, not the diversionary ones of hatred, blood
and gore?

We give below, state-wise and district-wise, the
particulars of Muslim monuments which stand
on the sites and/or have been built with the materials
of Hindu temples, and which we wish to recall as
witnesses to the role of Islam as a religion and the
character of Muslim rule in medieval India. The list
is the result of a preliminary survey. Many more
Muslim monuments await examination. Local traditions,
which have so far been ignored or neglected, have to
be tapped on a large scale.

We have tried our best to be exact in respect of
locations, names and dates of the monuments mentioned.
Even so, some mistakes and confusions may have
remained. Often different sources provide different
dates and names for the same monument. Many Muslim
saints are known by several names, which creates
confusion in identifying their mazars or dargahs. Some
districts have been renamed or newly, created and a
place, which was earlier under one district, may have
been included in another. We shall be grateful to
readers who point out these mistakes so that they can
be corrected in our major study. This is only a brief
summary.

A Statewide agitation against the persistent current
practice of the Goa Government in granting extensions
of service to officers attaining the age of retirement
and contract appointments will be launched with a
public meeting at Institute Menezes Braganza Hall,
Panaji on Sunday 5TH October at 9.30 am. 


Announcing this former student leader Adv. Aires
Rodrigues stated that a broad based Citizens Action
Group has been formed with prominent social worker
from South Goa Mr. Premanand A. Lotlikar as its
Convenor. 


Adv. Rodrigues stated that the front besides
spearheading the agitation against extensions and
contract appointments would act as a watchdog and take
up any issue that violates transparency and integrity
in government functioning.


Adv. Rodrigues further stated that a panel of
advocates would assist the Group in moving the Panaji
Bench of the Bombay high Court for redressal in issues
concerning public interest.


Adv. Aires Rodrigues further stated all extensions
granted and contract appointments was a gross abuse of
power as  there are standing Government orders that no
extensions should be granted beyond the age of
retirement.


Adv. Rodrigues stated that the Indian Constitution
provided for an independent Civil service but lamented
that this principle was violated by contract
appointments to key positions, as appointees were
handpicked by politicians in power who in turn
expected these appointees to dance to their tunes.


Adv. Rodrigues further stated that the granting of
extensions defeats the very principle of lowering the
retirement age from 60 to 58 which was designed to
offer promotional avenues to the younger generation
and that contract appointments violates rights of
those desiring to apply for the vacancy.


Demanding that there should be openness and
transparency in appointments made by the Goa Public
Service Commission, Adv. Rodrigues lamented that all
tests and interviews conducted by the Goa Public
Service commission are a mere farce and that the
candidate to be appointed is finalized much before the
recruitment procedure begins.

'GOA TOMORROW' INAUGURATED: 'Goa Tomorrow', an organisation formed to uphold
the interest of common man was inaugurated on October 2, in Ribandar at the
hands of Rajan Narayan, Editor of Herald. Speaking at the inaugural function
Mr Narayan said that no organisation so far taken up serious issues such as
the public health emergency in Panjim resulted from contamination of the
water pipelines with the hepatitis A and E virus. Mr Narayan also urged Mr
Martins to take up on priority basis the cause of thousands of Goans
investors in non-banking companies who had lost their life savings. Mr
Martins told media persons that the launching of 'Goa Tomorrow, was the
realisation of the old dream he had natured for more than three decades. Mr
Martins pointed out that the need for such an organisation is felt because
of the impotence of the opposition and the Chief Minister's attempts to
muffle the freedom of media in Goa. Citizens and citizens groups can

PARRIKAR MUST APOLOGISE TO THE PRESS: Speakers on the panel discussion held
on October 2 on 'Experiments with Truth', strongly expressed the view that
the notice of defamation issued to the media by Chief Minister Manohar
Parrikar was not only a fight of the press but a fight of the people of Goa.

HARD WORK IS A REAL TRIBUTE TO GANDHIJI: The Chief Minister, Mr Manohar
Parrikar led the people of Goa in paying glowing tributes to the memory of
the Father of the Nation, Mahatma Gandhi on his 133rd jayanti at a function
held in Old Goa yesterday. Speaking on the occasion, the Chief Minister said
the Mahatma believed in action and therefore commitment by every citizen to
work more for the society would be a real tribute to the Father of the
Nation. Later, the Chief Minister visited the Old Goa panchayat and paid
floral tributes to the memory of Lal Bahadur Shastri on his Jayanti. (NT)

LIGHTNING STRIKES BUS SHED: A sudden bolt of lightning injured three
persons, one to them seriously, on October 2 at Madditolop near Mashem in
Canacona, at about 4.45 pm. The three persons-Anthony Pereira (29) of
Loliem, Sanjay Kamat (28) of Tarir and Clement Pereira (45) of
Kinlebag-Canacona-were taking shelter at a bus shed at Madditolop due to a
sudden shower. A bolt of lightning struck the shed whereby Anthony was flung
to the ground and sustained serious head and burn injuries. (H)

MLAS' VIEWS INVITED: The state government has finally formed the MLA Local
Area Development Scheme on the lines of the MPs scheme and each legislator
will get Rs.20 lakh for developmental work every year. The government has
sent a draft to the MLAs eliciting their views and suggestions by 10

EFFORTS IN ERADICATING DISEASES: Importance of public health is not
appreciated today because efforts of the persons involved in eradicating the
diseases are not recognised by the society, stated Dr Anant Kamati Wagh, the
former director and founder member of The Tuberculosis Association of Goa.
He said that various calamities and diseases are constantly avoided and
prevented by countless dedicated people, but they often go unnoticed by the

THE FERNANDES' ARE SARPANCH & DEPUTY: Francis Fernandes and his sister Maria
Fernandes were elected sarpanch and deputy sarpanch respectively of the

TRAFFIC NORM VIOLATION UNDER CONTROL: The traffic cell, Vasco, booked 23,332
cases under the Motor Vehicles Act and collected total fine amounting to Rs
25,03,350 during the last nine months. The cell, during the corresponding
period last year, had booked 6,336 cases and collected a total amount of Rs
6,69,200 as a fine. The police inspector (traffic cell), Vasco, Mr G B P
Mhapne who took over the charge on January 4, 2003 stated that "the
violation rate of Motor Vehicles Act has come down drastically, as the
traffic cell, Vasco has maintained strict vigil. (NT)

BENAULIM CALLS FOR RECOVERY OF HOUSE TAX: House tax arrears to the tune of
Rs 18-odd lakh is certainly huge, if not mindboggling. No one realised this
better than the gram sabha members of the Benaulim village panchayat on
Thursday, when they were informed that the panchayat's house tax arrears has
crossed Rs 18 lakh. While expressing concern over the increasing arrears,
the gram sabha called for a drive to recover the taxes by issuing demand
