Several weeks ago, a friend, http://http://hyperorg.com/blogger/ David
Weinberger, and I launched a small, non-commercial Web site. We called it
http://www.wordpirates.com ``WordPirates'', the purpose of which was to
remind people how some good words in our language have been hijacked by
corporate and political interests.

Because we aren't the only people with ideas along these lines, we opened
the site to allow anyone to add a word plus an explanation of why it should
be there. As we expected, some folks used the system to make off-point,
irrelevant or puerile postings, often with no explanation. We've had to
prune heavily.

But pure malevolence fills some souls, and the Internet is their toxic
playground. One creep found a security flaw in the software powering the
site and exploited it. This person posted programming code inside a comment
form -- some HTML that took users to an unaffiliated Web page containing
one of the most disgusting photographs I've ever seen.

The site came down temporarily but quickly, thanks to users who alerted us.
The offending post has been removed, thanks to a sharp-eyed programmer who
let us know what had happened. The hole is being permanently repaired,
thanks to the free software's developer, who hadn't foreseen this misuse.

We'd surely seen the downside of the Net. But in the response of people who
helped us find, analyze and fix the problem, we'd also seen the profound
upside.

The Internet has become a grossly commercialized Wild West in so many ways.
But the community spirit on which it was founded is alive and well. The Net
depends on the same spirit that motivates volunteers in the physical world:
a commitment to solve problems and make life better for those who might
otherwise not have the resources or expertise.

Some have counteracted predatory moves by companies and governments -- like
white blood cells swarming to protect the body. Others have simply been
builders of common value. All deserve celebration.

One notable recent case involves the Mountain View company that controls the
database containing the ``.com'' Internet domain names. Abusing its
monopoly, http://weblog.siliconvalley.com/column/dangillmor/archives/http
VeriSign is taking advantage of people's typos in Web browsers' address
boxes. If you type in a non-existent domain, you get taken to VeriSign's own
advertising-laden page offering alternative Web sites. This act has played
havoc with some of the Internet's fundamental underpinnings, according to
experts, but VeriSign has raised a corporate middle finger in response.

Enter the http://www.isc.org Internet Software Consortium, a Redwood City
non-profit that maintains some of the software at the heart of the Net's
basic workings. Asked by many people in the community to find a way to
thwart VeriSign's destabilizing move, Paul Vixie and his colleagues issued
an update to software used by most machines that look up Net domains. This
software ``patch,'' as it's called, helped mitigate the VeriSign damage.

The ISC patch falls into the antibody category. So does the help we
received in fixing the vandalism on our misused-words site.

Builders are more prevalent. One who deserves credit is Brewster Kahle, a
successful entrepreneur who also has done some great community work. The
http://www.archive.org Internet Archive's billions of Web pages, many of
which have long disappeared from the live Internet, are a valuable
resource. Now the San Francisco operation is adding digitized audio and
video files as well, encouraging people to use them in a variety of ways
that could enhance our culture.

Goans have a tendency – or a gifted inclination, if you may – to excel as individuals 
rather than as an entity.  Whether this is perceived as a complimentary trademark or 
trait, it is what it is. 

I have nothing against the Goan Wagon.  But the infrequent times when I have lent my 
shoulder to the wheel, I would end up dislocating it.  And it has nothing to do with 
the wheel or the circumstances in which the wheel got stuck and remains unprogressive. 
 It has to do with my Doidiro luck or timing, wherein, I lamentably find myself 
jumping into a wagon that has no driver or chasing one that took off seconds before I 
could get my foot in.

In any event, I do admire and commend those who are able to achieve in a collective 
format.  When it comes to a noteworthy cause, there is no preferred method or format.  
The realization of the cause is what matters foremost.

Just back from Goa after a brief trip. I attended the Lok Shakti
convention. Definitely, Datta Nayak is a breath of fresh air in
Goan politics; I was happy to meet a whole lot others at the
convention: Roland Martins, Floriano etc.

Lots of problems are plaguing Goa. The recent demolition at
Baina is in bad taste, because it was done without any due diligence
as to what had to demolished and what not.

Another big problem that still persists is that of River Princess.
Apparantely, the govt. does not have the gumption to take on the
Salgaonkars, and those who actually try to do something themselves
get knocked off, like what our man Micky Pacheco has realized.

I think people have to agitate for removal of River Princess and
we cannot let big mining lobbies hijack our beaches. 

Lok Shakti is just born and has a long way to go. However, my
gut feel now is that the people's movement in Goa is crossing
a threshhold and will show results soon. The fact that BJP was
dislodged in South Goa is a good sign. It is important to join
hands for like minded people in the next elections so that neither
the BJP nor the Congress can do what they please. As Rajan
Narayan put it in his last column, even if 5 to 6 seats can be
won, it can put one in a strong negoitating position, as the
others being power hungry would come to make deals with you.

Indeed it is true that Konkani proverbs do not belong to anyone and we
have not been able to find out the original writer of the Konkani Proverbs
which may be over
100 years old.

As I recollect, the topic of Proverbs first came on Goanet in 2002, though
I cant find it in the archives, and ever since then I had been compiling
them as I
always had an interest in them. I remember Cine/Goa times had one column
'Tum
Zannaim' which were mostly these proverbs. I had a collection of the same
but lost
them when I came to Saudi Arabia.

On 28th Aug 03 there was a post from Sonia regarding this proverbs and
Floriana responded with a request for more proverbs from goanetters(Wisdom
in Konkani
Proverbs). I responded first, then Cypriano, Domnic n others followed. There
were also
some suggestions of books available, among them was Fr. Antonio Pereiras
Oparinchem Bhanddar which was not available that time, ( I think Valmiki
had the copy)
a book by Chavan (in Devnagri script) and some others.

I later compiled (sorted alphabetically, rearranged as there were
duplicates)
all the proverbs and sent them to those who had requested with a note of
thanks to Cyprian, Domnic and rest of the Goanetters for contributing to the
proverbs.

At that time there was no mention of any sites where the proverbs are
available, but as I checked the GoaNow archive,  I saw some proverbs column
which was started
in Aug 03 This column has some proverbs from Fr. Antonio's book and some
from the
goanet.

If one googles for konkani Proverbs, there is not much free stuff available
other then the Goanet.

I will continue to compile this list with new proverbs as I come across.If
any Goanetter
needs a copy,  please drop in a line on   [EMAIL PROTECTED]

The heading does not surprise anyone.
 
First it is a shame that in a state which boasts of
highest % of literacy ( National Literacy campaign
definition --meaning ability to sign ones name )second
to discover that in a computer age 30% DSS scheme
beneficiaries found to be fake.
 
Who is to be blamed ? and what action is the
Government proposing on those responsible? Will the
money thus disbursed be recovered either from the
recipient the MLA or the sanctioning authority.
 
The easiest way to implement the scheme suggested
earlier was 
a) ensure that every person who is desirous of
recieving  benefit under the Scheme had ones name
enrolled on the electoral roll and possess a Election
Photo Identity Card (EPIC) 
(this would simulataneously ensure that every eligible
voters has ones name on the electoral roll as well as
an EPIC card  this practice is followed for Goa
Government Mediclaim Scheme )
b) The form for DSS Scheme should have been routed
through the elected ward representative  at the
Village Panchayat/Municipality of the applicant and
the respective MLA of the concerned Assembly
Constituency;  
(this would ensure that the ward representative of
VP/Mun and MLA could vouch for the genuinity of the
claimant;
c) A signed DECLARATION  that the applicant does NOT
recieve  PENSION from any other source by way of one
being repartriate /NRI/ex-employee in an organised
sector/Defence forces/Central or State Government
employment or is NOT an INCOME TAX assessee would have
been useful. Obviously one could not expect an
applicant not to have been in some organised sector
employment as this gets reflected on the annual income
declaration
d) the respective VP Panchayats and Municipalities
could display the list of persons who have been
sanctioned the pension BEFORE  the Directorate or
Social Welfare and the Life Insurance Corporation of
India releases the cheques.  The six monthly -life
certificate- could have been insisted either by the
disbursing Bank of the applicant the LIC or the
Directorate of Social Welfare

This methods with some further modifications for other
schemes is definitely a fool proof method for availing
government schemes. It also ensures that the elected
representatives can ensure that every voter in the
ward/constituency is given the benefit. 

The Chief Minister as a Chief Executive of the State
should use this VOTERS LIST (ofcourse natives first
and domicile of voters need to be considered here too)
check list to ensure that elected representatives of
respective Village Panchayat Municipalities and
Constituencies do not deprive the deserving for their
own vindictive purpose.
 
A mere application of mind by the Goa Government
Civil Services officers in the Senior / Junior cadre (
(even though 99% of  them are either either qualified
only as matriculates SSC( old ) BA/MA /BSc/Bcom 
graduates and only 0.1% LL..Bs and not beyond) but
are having over 15 years service in the Government 
could have detected the above falsified claims.
 
But it was apparent that  
a) there WAS NO POLITICAL WILL to ensure that the
benefit goes to the genuine persons on purely economic
consideration BUT strictly on POLITICAL/economic 
consideration 
 
as the Chief Minister stated in  the Goa Assembly that
it was difficult to provide a list of the
beneficiaries Taluka wise when such demand was made
earlier by the Opposition (but not pressed upon to its
logical conclusion as normally is the stunt when one
is  in the Opposition)
 
even though upon discreet enquiries with the LIC
sometime ago by this writer  it was revealed that this
was not next to impossible as the entire data is
available till date with them on the floppy and only
if  Village Panchayat / Municipality/ Assembly
Constitutency/Taluka wise data was fed all this misuse
could have been avoided.
 
Now perhaps that the Government realised that the
scheme though welcomed by all and infact is a blessing
to the deserving ones - did not fetch the  BJP   
the desired PRECIOUS VOTES  this report has now
surfaced and  is reported now   will be acted upon
 
But if the Government is really sincere they can still
insist upon the beneficiaries an AMNESTY  upto say
31st JULY 2004 to comply with all that is stated above
 and if this is administratively difficult hold the
MLA sanctioning such bogus forms accountable.
 
In any case it is the tax payers of Goa that have lost
due to the negligence of the Goa Government in
administering the scheme in a place as small as the
size of a district in any other state of India
administered by just one IAS District Collector and
not the mammoth

This forum has mostly focused on Goan issues recently, a good thing.  I was a little 
surprized to
read the reference to Ronald Reagan below and Father's day. 

Two things struck me -
1. Do we need to go outside the Goan community as we often do to find our heroes and 
heroines? 
Often to the west and whites?  Is that how we gain validation for our lives and values?

2. I do not like to speak ill of the dead, but is Ronald Reagan the example to be used 
on Father's
Day?  I know his children must be proud but I wonder about the many several thousand 
orphans in
Central America who fathers died fighting Reagan's bogus wars there in 80's.  What do 
those
children think of Reagan on Father's Day?  I immigrated to the USA a week before 
Reagan was
elected President and was old enough to remember the lies he told.

Anju bags bronze in IAAF Grand Prix meet

World number four long jumper Anju Bobby George won the bronze medal in  
the Prefontaine Classic IAAF Grand Prix meet in USA with a career best but  
wind aided leap of 6.83m.

American sprint queen Marion Jones of USA, who suffered a rare defeat in  
the women's 100m finishing fifth, won the gold with a big leap of 6.93m.  
Her compatriot World No. 6 Grace Upshaw clinched the silver touching down  
at 6.88m (wind aided) yesterday at the University of Oregon.

This was Anju's second wind aided 6.8m plus jump after winning the gold in  
the Super Grand Prix meet in Doha where she recorded a distance of 6.82m  
on May 14.

The tail wind recorded yesterday was 2.6 metre/seconds more than the legal  
limit of 2.0 m/s.

On June 8, the 27-year-old Indian had ended fifth in Ostrava Golden Spike  
meet in Ostrava, Czech Republic with an effort of 6.59m.

Her national record still remains at 6.74m, first achieved at  
Thiruvananthapuram and later equalled in New
Delhi in 2002.

Anju, who has been training in USA after competing in the  Ostrava meet,  
will continue with her Olympic preparations in USA before moving to Europe  
to compete in the Madrid Grand Prix on July 17.

As a boy of about 12, I went to see a movie in that house at the Aldona
tinto opposite Dr Carlos's house.  Sat on a bench.  It was in one of the
rooms of the house itself.  Hot and airless enough to make one faint.
Unique experience.  It was a time when we did not have electricity in
village homes.  They probably had a generator - high tech stuff for us!

As usual, Domnic's encyclopaedic memory of recent Goan history never fails
to amaze me. That was a wonderfully informative piece on Movie Theatres in
the Bardez area.
But I think there was an error.
Dominic mentions JANATA Talkies in Aldona. I don't recall any such
theatre but I do know that movies were shown to the public in 'Teacher'
Margaret's house opposite the motorcycle pilot stand near the 'triangle'.

Blair urged to push constitution


Keith Vaz says ministers must speak more about the EU constitution
The government will lose the referendum on the new EU constitution unless
ministers do more to promote it, former Europe Minister Keith Vaz says.
Mr Vaz says he has surveyed ministerial speeches and few Cabinet members
have mentioned the constitution publicly.
Tony Blair will begin the task of persuading the public of its merits in
media interviews later on Sunday.
But Labour Eurosceptics are meeting on Monday to form an anti-treaty
campaign group, Labour Against a Superstate.
One of its founders, Ian Davidson, said most Labour voters do not want the
new constitution and that Mr Blair is riding for a fall.
A separate Vote No campaign has the backing of 20 business leaders who have
written to the prime minister saying the constitution would harm jobs,
living standards and democracy.
Pro-Europeans say the Yes campaign must begin now.
But BBC correspondent Carole Walker says the government seems prepared to
put that off until after the election.
She says Mr Blair believes that once people see the reality of Europe's new
rule book, he will be able to persuade them to vote for it in a referendum.
Poll
Meanwhile, a YouGov poll of nearly 1,300 people for the Sunday Times showed
voters would reject the constitution by 49% to 23%.
But the paper also pointed to misconceptions about the constitution amongst
those surveyed.
It said many wrongly believed the constitution gave Europe immediate power
over UK tax rates, that the British passport would be replaced by a European
one and that Britain would be replaced on the UN Security Council by a
European representative.
However, it said voters said they would back the constitution by 41% to 35%
if concerns on these and other issues were met.
Opposition
The Conservatives on Saturday vowed to fight the government over what they
say is a handover of power to Brussels.
Shadow Foreign Secretary Michael Ancram said the Tories would oppose and
expose the constitution.
But Foreign Secretary Jack Straw said the document was a good package that
would be accepted by the British people.
Although some were uneasy about the EU, few thought Britain should have an
ineffective marginal role, he said.
 They are defending it, not on what they have won, but on what they haven't
lost

Michael Ancram
Liberal Democrat leader Charles Kennedy has given his support for the
treaty, and said it was now time to make the case for it in a referendum.
Mr Ancram questioned how Mr Straw could be claiming a victory.

Every country must now ratify the constitution, which will require a
referendum in Britain.
The government has not yet said when the referendum will be held, although
analysts think it is unlikely to be before the next election. The issue will
first be debated by MPs.

CASE AGAINST CITY LAWYER DISMISSED

The Judicial Magistrate First Class, (JMFC) Panaji has dismissed the case
filed by the Old Goa Police against Adv. Aires Rodrigues regarding an
alleged trespass by him into a flat of a Norwegian national Mr. Ivar Fjeld
at Milroc Complex, Ribandar.

Adv. Rodrigues had stated that he had merely accompanied the police team led
by PI Gurudas Gawade as they had asked him to show them Mr Fjeld's flat. In
his order Judge Shinde has stated that that the conduct of Adv. Rodrigues
shows that he had no criminal intention of breaking the public peace and
committing any offence. The Judge has further stated that there was no
whisper in the complaint or in the statement of the witnesses that Adv.
Rodrigues had given any threat to Mr. Fjeld and that mere entry into Mr.
Fjeld's flat by Adv. Rodrigues does not constitute an offence of house
trespass. The JMFC P.M.Shinde has discharged Adv. Rodrigues of all the
charges framed against him as there was no prima facie evidence to proceed
with the matter and that the charges leveled were with insufficient
materials.

Meanwhile Adv. Aires Rodrigues has regretted that the Old Goa police
succumbed to high-handed political pressures in registering a false and very
fabricated case him. Adv. Rodrigues further stated that he has instructed
his lawyer to file proceedings for damages against the Government of Goa to
the tune of Rs 50 lakhs, and that he would donate all these proceeds to the
NGO's doing the relief work for the displaced people of the Baina
demolition.

A Father's Last Gift - By Douglas W. Phillips

During his eight years in the office of president, Ronald Wilson Reagan left
an indelible mark on this nation and the world. However, the greatest
message of Ronald Reagan's life came not through his letters or public
speeches, but through the testimony of a devoted son he helped to lead to
Jesus Christ. As the California sun waned magnificently in the backdrop of
the Reagan Library before the television cameras of America and the few
select guests present for the closing funeral homage to our fortieth
president, a lone figure rose to the podium to speak. It was the president's
son, Michael. His intensely personal words were stunning for their
simplicity, their eloquence, and their boldness. Here is what he said:

Good evening. I'm Mike Reagan. You knew my father as governor, as
president. But I knew him as dad. I want to tell you a little bit about my
dad. A little bit about Cameron and Ashley's grandfather because not a whole
lot is ever spoken about that side of Ronald Reagan.

Ronald Reagan adopted me into his family 1945. I was a chosen one. I was the
lucky one. And all of his years, he never mentioned that I was adopted
either behind my back or in front of me. I was his son, Michael Edward
Reagan.

When his families grew to be two families, he didn't walk away from the one
to go to the other. But he became a father to both. To Patti and then
Ronnie, but always to Maureen, my sister, and myself.

We looked forward to those Saturday mornings when he would pick us up,
sitting on the curve on Beverly Glen as his car would turn the corner from
Sunset Boulevard and we would get in and ride to his ranch and play games
and he would always make sure it ended up a tie.

We would swim and we would ride horses or we'd just watch him cut firewood.
We would be in awe of our father. As years went by and I became older and
found a woman I would marry, Colleen, he sent me a letter about marriage and
how important it was to be faithful to the woman you love with a P.S.:
You'll never get in trouble if you say I love you at least once a day, and
I'm sure he told Nancy every day ``I love you'' as I tell Colleen.

He also sent letters to his grandchildren. He wasn't able to be the
grandfather that many of you are able to be because of the job that he had.
And so he would write letters. He sent one letter to Cameron, said:
``Cameron, some guy got $10,000 for my signature. Maybe this letter will
help you pay for your college education. He signed it, Grandpa. P.S. Your
grandpa is the 40th president of the United States, Ronald Reagan. He just
signed his sign.''

Those are the kinds of things my father did.

At the early onset of Alzheimer's disease, my father and I would tell each
other we loved each other and we would give each other a hug. As the years
went by and he could no longer verbalize my name, he recognized me as the
man who hugged him. So when I would walk into the house, he would be there
in his chair opening up his arms for that hug, hello, and the hug goodbye.
It was a blessing truly brought on by God.

We had wonderful blessings of that nature. Wonderful, wonderful blessings
that my father gave to me each and every day of my life.

I was so proud to have the Reagan name and to be Ronald Reagan's son. What a
great honor. He gave me a lot of gifts as a child. Gave me a horse. Gave me
a car. Gave me a lot of things. But there's a gift he gave me that I think
is wonderful for every father to give every son.

Last Saturday, when my father opened his eyes for the last time, and
visualized Nancy and gave her such a wonderful, wonderful gift.

When he closed his eyes, that's when I realized the gift that he gave to me,
the gift that he was going to be with his Lord and Savior, Jesus Christ. He
had, back in 1988 on a flight from Washington, D.C. to Point Mugu, told me
about his love of God, his love of Christ as his Savior. I didn't know then
what it all meant. But I certainly, certainly know now.

I can't think of a better gift for a father to give a son. And I hope to
honor my father by giving my son Cameron and my daughter Ashley that very
same gift he gave to me.

Knowing where he is this very moment, this very day, that he is in Heaven,
and I can only promise my father this. Dad, when I go, I will go to Heaven,
too. And you and I and my sister, Maureen, that went before us, we will
dance with the heavenly host of angels before the presence of God. We will
do it melanoma and Alzheimer's free. Thank you for letting me share my
father,

Baina is a problem that festered and was permitted to grow for too many 
years. The cleaning up was inevitable, and necessary.

It's sad that the authorities made good on their job so ham-handedly - a 
metaphor for bad, inept, unthinking governance. But Baina was a tumour that 
needed to be excised.

And yet, throwing the baby out of with the bathwater is not the answer. 
Something needs to be done for the innocents who have lost so much in the 
bargain - and the middle-classes who will benefit from the removal of the 
scum owes it the innocents to rehabilitate them. I hope it happens.

We are a kind people who need to display this kindness now, more perhaps 
than ever before, in a way that pre-empts what self-serving politicians will 
do. And do-gooder journalists shd wipe their crocodile tears and help 
constructively in the process.

RETURNING HOME TO A MASS OF RUBBLE: THE UNTOLD STORY OF BAINA

Panaji, Jun 17: Sitava Harijan stands before the Mormugao Municpal Council,
with her ration card and her election voter ID. The saree she wears and a
few household items is all that her family of six managed to rescue from
their home when authorities lathi charged residents and bulldozed their
illegal shanties in the port town of Vasco da Gama on June 14.
Jitaya Bhind, a security guard at a nearby factory managed to take nothing.
He had left for work at 7 am that day and returned to find his home of 45
years a mass of rubble. All he now has is a plastic bag with his security
uniform.
The sudden and brutal action --- one of the biggest demolitions in the state
--- has become somewhat of an embarrassment for the government. The
government wanted to get rid of the red light district. but why did they
also target families, asks Anil Chavan, who lost his small shop in the 40
year old red light district.
Some of those affected show their notices from the govenrment estate office,
which were still being processed, when the demolition began. Admitting this,
state authorities have promised a rehabilitation and relief measures, but
hardly enough to compensate for their losses, the dishoused people complain.
Most of them are Dalit migrants from neighbouring Karnataka and from North
India, working in the port and surrounding areas in the unorganised sector.
Intially, the 2500 commercial sex workers operating from  Baina, were the
focus of the demolition. But by June 14, when the area was flattened, all
had dispersed and seem to have been the least affected.
Most moved to other states after a police cordon since December 2003 froze
all business coming to the area.
The 250 who stayed on spurned a rehabilitation package offered by the state
appointed Goa Women's Commission, when it became clear it would confine them
to an unused goverbment building under police guard.
Most of the pimps, brothel keepers and gharwalis simply shifted to flats or
alternative accomodation before the demolition began.
Justifying the action, the state government points to a high court order
directing destruction of the 250 cubicles where the sex trade operated from.
But the opposition Congress and NGOs banded under the Forum for Justice in
Baina have sought a national human rights commission intervention for the
brutal manner in which the monsoon demolition was carried out and extended
to other houses not identified by the High Court.
On Wednesday South Goa Congress MP Churchill Alemao intervened to stop
further demolitions of adjoining shanties, that obstruct a highway project.
But on Thursday, middle class residents of the town, long supportive of an
oust-Baina campaign in a state where xenophobic anti-outsider sentiment
simmers beneath the surface --- held a meet congratulating the chief
minister's courageous action.
Moves are afoot to rename the area, one suggesting it be recalled

It is not about doing something or believing something just to be 
different from other people. It is about doing and believing 
something out of conviction. I would also love to add - conviction 
based on evidence - but that is not required according to the 
constitution. 

I feel comfortable in the clothes that I am wearing. I have never 
felt the need to wear a poodvem even in Goa and other parts of India. 
I also feel comfortable in my skin, both literally and figuratively. 
I have never felt the need to undergo plastic surgery or to wear make-
up to make me appear lighter or darker than I am, depending on my 
place of residence. I confess to have professed agnosticism in pious 
company, evolutionism while being surrounded by creationists, 
scientific medicine in the company of quacks, skepticism in spite of 
overwhelming opposition by hostile paranormalists.

What else do you want me to do?
