Thanks JC for your feedback. As your (and my) posts point out, we can
accomplish a lot if individuals are open to ideas and willing to
undertake their small share of effort. The ideas are there. It's the
question of exploring and working them with an open mind and a willing
heart, even if it benefits others! It would be nice to discern
(quantify) the overall success (jobs) from the "Jobs for Goans" effort
in Goa and in the Diasporas.

Back to jobs after graduation!  We now have a program in our high
schools where high school students spend / shadow for 1-2 days in each
of 3-4 different departments of the hospital (student's choice). They
then write an essay of what they learnt and their thoughts about their
visit. They then receive a Grade on their essay as part of their English
language training.  Thus it's a great program in more ways than one -
everything to gain and nothing to loose! 

Goa could do it! In the Goan Diasporas if the local schools don't do it,
the community can coordinate the activity. Regards, GL

How true! About 5 years ago, one of my colleagues & friend (a
Radiologist) was despondent about the lack of good candidates to fill a
vacant Radiology position in her organization. I promised to look in Goa
for her.

I sent a message on TGF. Later that year, we were pleased to welcome a
fine Goan radiologist, Dr. Nitin Singh. Nitin's arrival paved the way
for 5 other superb Goan physicians. We now are quite a group. What is
also interesting is that Ema and I know the parents of 3 of these
physicians. Their parents in Goa know that we are there - should they
ever need guidance and assistance.

In short, a pebble thrown across the Sea, a few years ago  brought
such beautiful results for this country, us, my friend the radiologist
and the physicians concerned.

I wonder if Admag and FreeAds have their Goa editions. They are not about
event information, but are about all kinds of classifieds. The revenue model
is very interesting: it does not cost anything to insert a small ad. (bigger
ads cost), but it costs Rs. 8 or 10/- for a copy. These weekly mags are
very popular and are one of the best sources to buy anything second-hand.

Goa’s Chief Minister may think he can take everyone
for a ride. It was amazing to hear Manohar Parrikar
say that in a democracy the press should be free.
Addressing the National press day recently Parrikar
exhorts the need for a free and vigilant press when
everyone knows that thanks to his high-handed shrewd
manipulation and arm twisting most of the local press
in Goa is shackled and has to play to Parrikar’s tunes
or face the music.

In the last four years Manohar Parrikar has
manipulated, muzzled and virtually strangulated most
of the media to his advantage. Journalists loyal to
him have been pampered and some even rewarded by his
government with especially created plumb postings.
Newspapers not towing his line have been crucified and
penalized by cutting their life support in terms of
government advertisements. 

Manohar Parrikar speaks about freedom of press but in
the not so distant past had the audacity to serve
legal notices on the editors and management of all
local dailies warning them not to publish anything
against him.

Given the choice Chief Minister Manohar Parrikar would
have loved to have every journalist working as his
“pimp” but fortunately he has not been able to tempt,
lure and corrupt all the journalists some of whom
still uphold high ethics of journalism.

In a democracy the press has to be allowed to function
independently and act as a mirror of public opinion
and not as a mere bulletin and mouthpiece of
Government’s Information department.  

It is known to all that Chief Minister Parrikar does
not believe in the basic tenets of democracy. Look at
his cabinet. Its jumbo but a one man show. The Chief
Minister has his fingers in it all. If he had the
option he would have been Goa’s Chief Secretary, DGP
and Collector too.  

What is further amazing was Manohar Parrikar urging
the press to keep a watchful eye on the Judiciary.
Chief Minister should refresh his memory to the
unconditional apology he tendered to the Panaji Bench
of the Bombay High court not long ago for certain
remarks he made against the judiciary.

IFFI BUG WORKED WONDERS: Indeed if there is a building that is going to
impress the delegates of the 35th International Film Festival of India, it
would undoubtedly be the old GMC heritage building. Just removed, the
building facing the Mandovi now stands with its architectural magnificence
and aesthetic beauty. All that it took for its renovation and conservation
work was just over two months - a record time. One highlight of the work is
that only lime, sand and jaggery was used and the authorities engaged a
local contractor MV Khandeparkar for the conservation and restoration.

PERMISSION REFUSED: In view of security considerations and public
convenience the State government has refused permission to the Goa Marriott

and we are looking at everything related to cleanliness of all projects -

demanded for a consensus amongst all political parties on the need to allow

Rodrigues has urged Chief Minister Manohar Parrikar to "immediately withdraw
his cabinet's high handed decisions to keep the post of DGP in abeyance and

FILMS, EXHIBITIONS TO INSPIRE PILGRIMS: Paintings, photographs, films and
other art will also help to infuse inspiration in pilgrims during the
forthcoming Exposition of the sacred relics of St Francis Xavier as much as
the normal kissing-and-veneration of the relics. The Director of the
Diocesan Centre for Social Communications Media, Fr Olavo Velho Pereira told
The Navhind Times that the idea to give the pilgrims more than the normal
kissing-and-veneration of the relics, came from the Archbishop, Rev Filipe
Neri Ferrao. The search for inspiration has also been advised by Rev Ferrao

2004 EXPOSITION IS TOURISM DRIVEN: EX-BASILICA DIRECTOR: A Jesuit priest and
former Rector of the Basilica of Bom Jesus, Fr Moreno de Souza, SJ, has come
down heavily on the popular belief that the Exposition of the Relics of St
Francis Xavier is a decennial event, and maintains that the Exposition could
be more tourism-driven than anything else. (GT)

'EXPOSITION IS AIMED AT SPIRITUAL RENEWAL': When contacted by FT Fr Olavo
Velho Pereira, secretary of Diocesan Centre for Social and Media
Communications denied that the Exposition was tourism-driven and emphasized
that the spirituality of the occasion had not been sacrificed. He said, "An
elaborate programme with an objective of inducing the spiritual renewal of
the laity in parishes all over Goa precedes the Exposition of the holy

TRAFFIC ARRANGEMENTS: The police plan to deploy over 300 men exclusively to
handle traffic movement during the Exposition scheduled to be opened on

Whew!!!  I guess Parrikar learned all that chalaki-baaji at IIT and never used 
it in any engineering enterprise.  I'm sure glad I have a place in Miramar and 
only stay in Goa long enough each year to eat and drink myself silly.

Someone on this forum criticised the Indian Government
for declaring 3 days' mourning for Yasser Arafat, repeating the
familiar Israeli/American line dubbing him a "terrorist". It is
said that beauty is in the eye of the beholder. By the same token
one could state that declaring one to be a "terrorist" or a
"national hero" entirely depends on which side of the fence you 
are on!
Not so long ago, Nelson Mandela was declared to be a
"terrorist" by none other than Margaret Thatcher and Ronald Reagan.
Today he is a Nobel Prize Winner and respected throughout the
world as an elder statesman! By President Bush's definition,
George Washington, Benjamin Franklin and all the Founding Fathers of
the American Revolution would be dubbed as "terrorists" or at
least as "isurgents"by their British rulers (as are the Iraqis 
opposing American occupation of their country.)

The Romans also had Christ crucified as a "terrorist",
since he was judged to be a rebel in conflict with Roman law
and Roman rule, then prevailing in Palestine by virtue of their
conquest of the land by force of arms.Two thousand years later,
large tracts of the same Palestine are illegally occupied by
European Jews by force of arms, who have forced millions of 
Palestinian Arabs from their land into refugee camps, where
they have been forced to live in sub-human conditions for over
fifty years! The irony of it is that throughout the centuries
when the Jews were persecuted and subject to pogroms by Christian
Europe cultiminating in massacre of 8 million Jews by the Nazis
in the Holocaust, they were given protection by Muslim Arabs
such as the Caliphs of Baghdad. Today the same Jews are making the
self-same Arabs pay for the crimes committed against them by
Christian Europe!

They say that even a worm turns when attacked. What reaction
can you expect when you see Israeli warplanes and helicopter gunships
fire missiles into densely populated civilian urban areas killing
innocent men, women and children?

We live in a materialistic and commercial age where
everything is judged by its market value and its exchange value,
including human life. We were allways taught to belive that
life is priceless and the value of every human life is the same.
In today's world, however, the exchange rate for every Israeli
life is 20 Palestinian lives and in Iraq it is approx. 15 Iraqi
lives for every American life.

Let us not put a label on people on the basis of our
own pre-conceived notions or, what is worse, on notions conceived
for us by vested interests. Let history be the judge of who
is a hero and who is a terrorist.

I am not on top of current events in Goa, so please don't bite my head off, 
but we do visit Goa once a year, and the locals in Panjim at least, seem to 
give Parrikar the credit for the incredible cleanliness that seems to have 
broken out all over.  I have never seen the streets of Goa so clean as on our 
last visit in February.

What a pity that the Manohar Parrikar government has no feeling respect for
Goa's heritage. After the centuries or decades old trees at Panjim's Campal
(at least some of them) and the old Medical College (except the facade),
also at Campal, now the heritage sites at and near Old Goa go to the ground!
Which place will follow the same destiny? The Idalcao Palace, perhaps?

Such is, alas, the Goa that future generations will inherit!

Can the Indian Heritage Society (attention Percival Noronha) and the Goa
Heritage Action Group (attention Heta Pandit et al.) do nothing to stop such
outrages?!

Reality TV - Surviving Panjim:

Welcome all you contestants to the mother of all Reality TV shows. It's 
great to see you fine young men and women who have progressed through the 
eliminating rounds. One of you is going to be the winner of a million 
rupees. I know that won't even get you a double bedroom flat in St. Inez 
but what can we do. All the houses on the coastal belt have already been 
sold to foreigners and those in the suburbs to non-Goans.

In our first round all contestants have to enter Panjim from either 
Porvorim Ribandar, Merces, St. Cruz or Dona Paula without wearing a helmet. 
Those who can convince the cops that they are not on a National Highway and 
within city limits then proceed to the next round. Be warned that crossing 
by the ferry from Betim will disqualify you from further competition. Also 
the arrogant use of the Konkani phrase "Do you know who I am?" is not 
allowed. Nor is dialing Aires Rodrigues from your mobile.

Round Two will separate the men and women from the mice. Here you have to 
navigate a four wheeler from Miramar Circle to the Kadamba Busstop, via the 
remains of DB Road and the Secretariat, without once cursing the Government 
or the IFFI.  In-car cameras will monitor your every action. Switch from 
lane to lane with nothing to guide you but the car ahead, avoid being 
crushed by huge cranes and shovels that pass within inches of your window, 
figure out why gigantic speedbreakers are referred to as 'Bump ahead' and 
try not to look at the digging and building and cementing going on all 
around you - like you're in an obstacle race at a huge construction site. 
Bonus points will be given if you can smile all the way through - and if 
your car suspension survives. Those who manage this round will then be 
asked to do the same route at night when the route is changed without any 
warning, or police personnel, to show you the night route. As you miss 
being mowed down by an out-of-state trucker, who is equally bewildered by 
this change from night to day, you cannot curse or finally decide you're 
migrating to Canada.

The next round is comparatively simple. Find a parking space for your car 
on 18th June Road between 11 am and 1 pm. As you circle round AB Road and 
MG road you will be timed and your petrol consumption calculated. If you 
get stuck in a slow moving side stream, because some uncivil jerk has 
stopped his car for a few minutes waiting for his nitwit self-important 
boss to pop in and pop out of some office, that isn't really our problem.

In the next round we test your cuisine skills. Try and find a restaurant in 
Panjim that serves only Goan Food - Hindu or Catholic style. Ok forget 
that. Impossible. Just find a restaurant that is not Multi Cuisine. If the 
ubiquitous 'mix-friend rice' does not feature on the menu we consider that 
adequate. Following that try and locate a non-Udipi veg restaurant. Just 
find a simple Goan veg restaurant where one can have a ussal-bhaji-panv and 
some mirchi. For the show producers' insurance criteria naturally the 
restaurant you find has to be absolutely clean and have no jaundice 
connections - past or present. Aha! Now that's a tough round.

Please feel free to drop out now because there's even tougher rounds to come.

A huge tent has been set up at the SAG Grounds in Campal. All you 
contestants will have to spend one whole night there in only your 
undergarments. The tent is designed to protect you from the elements but 
will not protect you from mosquitoes. Next morning you will be taken to GMC 
for a check up and only those showing no trace of malaria will be allowed 
into the next round. Rest assured the only way to survive this round is to 
keep awake all night and make sure that you can swat and kill every 
mosquito that settles on your skin. To keep our viewers entertained you 
will be broken up into groups of four with two males and two females 
sharing one tent. Slapping a tent-mate could help him or her into the next 
round, but it may also have other repercussions. Enjoy!

Next we go to the still remaining part of the old Panjim market. The 
objective is to pick up 2 items each of exactly Rs. 65/-, Rs. 99/- and Rs. 
20/- respectively without stepping into any shop which has these prices 
boldly mentioned at the entrance. As you maneuver your way through the 
crowded passages and get pummeled by purchasers, vendors and merchandise 
you are not allowed to go to the spacious New Market under any 
circumstances. Easy? There's one more caveat. None of the items you 
purchase can be Chinese. All have to

This is good news for us Goans - to know that a nursing college is going to be 
set up soon.  How I wish this dream comes true at the earliest cause i need to 
get my daughter enrolled for nursing.  Presently she is studying in Mumbai.  
Shall appreciate if you could give more details on this -like the approx year 
the nursing college would start operating.etc.

BEIJING, China (AP) -- Laugh all you want, say public hygiene experts at the 
World Toilet Summit, but the importance of having loos you can use is no 
joke.

The three-day event, which began Wednesday in Beijing, is an international 
commode conference with a mission: the globalization of presentable 
latrines.

"People are saying 'We want good toilets!' because toilets are a basic human 
right and that basic human right has been neglected," said Jack Sim, founder 
of the World Toilet Organization, a co-sponsor of the summit. "The world 
deserves better toilets."

Some 150 scholars, toilet designers and environmentalists from 19 countries 
gathered to exchange ideas on topics such as the latest toilet technologies, 
lavatory management tips and the relationship between toilets and tourism 
development.

With a packed schedule of slide shows, lectures and question-and-answer 
sessions, there was very little room for potty humor.

"You can laugh at it for a short time," said Sim, whose group is based in 
the hyper-clean island nation of Singapore.

"But after a few seconds, you should start to pay serious attention to the 
subject because you have been ignoring the toilet subject for too long and 
it's doing something to your body, to your life quality, to your social 
graciousness."

The convention is in its fourth year, with Singapore, Seoul and Taipei as 
previous hosts. Participants this year came from countries as far flung as 
Finland, Japan and the United States.

China, known for its fetid public toilets that often are little more than 
open trenches, is eager to show off its advances in preparing for the 2008 
Beijing Olympics.

Delegates to the conference are to be taken on a tour of new and renovated 
public toilets around the Chinese capital.

Photos of showcase lavatories were also displayed at the conference, from a 
ladybug-shaped one in a public garden to another modeled after a grass hut 
in a wildlife park. Facilities with baby-changing stations, wheelchair ramps 
and gleaming white ceramic urinals were also featured.

"New public toilets are an important symbol to demonstrate the development 
of the city," said Liang Guangsheng, deputy director of Beijing's Municipal 
Administrative Committee.

In the past three years, Beijing has spent 238 million yuan (US$29 million, 
euro 23 million) on building or renovating 747 restrooms at tourist spots, 
according to the city government.

"The toilets are sanitary, convenient and private," Yu Changjiang, director 
general of the city's tourism bureau said. The city also aims to make them 
suitable for users of all ages, for the disabled, and energy and 
water-efficient.

"People settle for good food, good clothes and good living conditions 
without paying enough attention to the toilet," Yu said. "Toilet issues are 
a very important symbol of people's quality of life."

The city has come up with a rating system of one to four stars for its 
public wash rooms, reportedly based on such criteria as granite floors, 
remote-sensor flushes, automatic hand-driers and piped-in music.

The capital now has 88 four-star lavatories, 161 that qualify for three 
stars, 312 for two and 110 for one. Countless others, are perhaps best not 
mentioned.

Maintenance is as important as construction, said Simon Tay, one of the 
speakers at the summit.

"It's something that China needs to think about," said Tay, chairman of 
Singapore's National Environment Agency, a government organization.

"I hate the word luxury toilet because really good toilets should be an 
everyday common thing. It doesn't have to look like the Shangri-La toilet 
... in order for it to be something that we can be proud of."

Folks,
About six  years ago when Aires Rodrigues was in London, he mounted a 
campaign protesting about the ban of Indian nationals travelling by the 
charter services to Goa.India was the only country in the world to 
impose such a ban and it was shameful to accord its own citizens 
second-class status. He failed to get any support from Goans holding Indian 
passports though hordes of them contacted him privately enquiring about the 
progress of the campaign.   Aires was in frequent communication with Delhi 
and they made a lot of promises at the time.  Perhaps we are witnessing the 
fruits of his endeavours.

The UK winters have become quite mild and we have not had any rain for two 
weeks now.  Christmas is an enchanting period to be in the UK.  I know of 
several families who have one generation based in Goa and family reunions 
are being arranged over Xmas in London this time.

As far as traffic goes, Goa is a right picnic!  People in Goa complain if 
they are unable to find a parking space  within five yards of their 
destination.

There have been a number of negative reports abut the new Excel  UK-Goa 
charter service.  Check out the 17 Nov. daily newsletter at 
http://www.goanvoice.org.uk/  We  booked for the Excel One upgrade but it 
seems that it is arbitrarily suspended.

Any news about a NRI Goa Facilitation Centre meet?There was one 
announced for Delhi last month but did it materialise?

Fred,
Granted that your views are not as extreme as the far right, they are 
nevertheless off-centre from where I stand.  Indian students unable to get 
places in educational institutes of their choice are heading to overseas 
institutions and they are getting priority in admission because they bring 
higher fees.  The local students are unhappy that their higher grades are 
not getting them places.

The point I am making here is that there are a great many market forces in 
operation.  When  out-of-state students come to Goa they are fuelling the 
local economy.  Some of them are likely to choose to stay in Goa.

Also, large numbers of Goan students will be found in other parts of India 
and other parts of the world.

With regard to nursing, the students are going to be bringing considerable 
benefits in much needed womanpower.  It is the local population who will 
benefit.

My basic question remains - Why do some Goans, particularly the out of State 
ones, believe in Goa for the Goans?

Eddie, I am not one of the 'Goa for Goans' votaries, nor one of those who 
subscribes to the use of various labels such as 'Goans First' or 'Hit 
Rakhan'. Yet, at the same time, a non-colonial pattern of development 
should also not overlook local requirements  and local requirements.

Unfortunately, this is just what has been happening to Goa, both pre-1961 
and post-1961. In pre-1961 Goa, it was a tiny elite that benefited; the 
masses simply out-migrated. In the later case, it has been due to a set of 
complex reasons, which go beyond that what can be explained by simplistic 
emotional arguments. For instance, corruption among Goa's leadership, the 
lack of a sufficiently strong media or enough whistle-blowing citizens to 
keep this in check, a pattern of 'national' development in India where 
elites of all backgrounds benefit while the commonman gets neglected if 
not impovershed, the deep divisions between different segments of Goans, 
the power of lobbies and vested interests and much more.

The difference between education in the UK and that in India is that the 
latter is (still largely) very highly subsidised. For a rough example, 
pre-primary play school fees (privatised) in Goa cost Rs 250 to 500 per 
month, school education costs Rs 10 to 30 per month (in state-funded 
schools, quite a few of which rate from fair to good standards), while 
college education in  (again state-funded) non-professional colleges could 
cost Rs 1000 per year! In the UK, I guess, each of the foreign student 
pays for his or her tuition. So every addition student is business coming 
in! Engineering education in Goa costs Rs 2-4000 per month. Still there is 
a huge demand for it; even though the number of engineering seats has been 
increased manifold in recent years in Goa itself.

In the case of India, privatised, non-subsidised and fee-based education 
is coming in, in a big way. Yet, even in examples like BITS-Pilani's 
campus in Zuarinagar (which comes from the same business-house as Zuari 
Agro Chemicals, one branch of the Birlas) questions could be asked as to 
what Goa benefits from siting the venture in this state, how many local 
students get admission, etc. India being a federal structure, with 
different groups lobbying for the often-scarce 'benefits of development', 
such issues do come up.

The Porvorim catering example is an extreme one, as it is a Central 
(federal-run) institution situated in Goa. In exchange for such 
institutions, students from Goa get a quota of seats in other professional 
colleges elsewhere in India. These are in colleges like agriculture, 
engineering, etc. But there's a problem here: very few students are 
capable of taking advantage of such seats. In case there is no 
transparency in the process of allocating of such seats, the system could 
get further vitiated. Also, in a state which has such a high degree of 
migration -- both out-migration and in-migration -- not everyone who 
considers himself/herself Goan and deserves a seat is able to confirm to 
domicile laws and claim one.

The issue of 'getting a nurse in Goa' is one related to the supply-side 
the job market. Those involved in this debate are looking at the 
demand-side of education market. Of course, these two sectors are 
connected. But how you see it depends whether you're th

If you thought of Air Deccan providing you some relief to India's costly 
domestic airlines fares, then it's not quite happening. Not yet, at least.

Some of Air Deccan flights to Goa are at odd timings. If you want to get 
to Delhi, for instance, you need to make a long stop-over at Mumbai. 
Tickets also tend to get blocked in advance, since there is a 
significant price difference in the Rs 10,000+ air tickets to Delhi.

Maybe things might improve when Air Deccan (India's attempted answer to 
Ryan Air) enhances its number of aircrafts, as it is reported to be 
doing.

For those who were interested, the 'return charter' flights (Goa-UK-Goa) 
are now open to Indian nationals too and some seems were available a day

PS: Everyone, and their dog, undertakes a mad rush to Goa at this time of 
the year. This time, the Exposition has come bang on with the tourism 
end-year mad-rush. Add to it an IFFI, strategically placed in the middle 
of it all. A friend at Calangute says they're seeing the sun shining 
overhead long before noon; the rooms are already getting booked and 
blocked. Save yourself the agony, and visit Goa in a more relaxed season.

Fred,

Thank you for pointing that out.  However, my dig is
at all those Goans abroad who have their socials and
dances and seem to ignore the conditions of their own
village under which name they hold these social
functions.

At the same time, Catholics world over seem to have
fallen into the mindset of ignoring the needs of the
Parish - they seem to think that the Parish can take
care of itself.  This is specially true here, where a
large number of Catholics seem to think of their
religion only at Christmas, Easter, Christening,
Wedding and Funeral; as for the rest of the time,
"others" can do the tending!

Back to Goa again, there are the confrarias and the
like, within which, I understand, the  ugly spectre of
caste is ever present.  

The confrarias were established, if I am not in error,
to look after the needs of the Church buildings etc,
with the added benefit of being to able to "celebrate"
a feast or two and lead ceremonious processions.  It
appears to me that these groups are only after showing
"who is the greatest" whilst doing precious little
towards looking after the buildings.

You are perfectly right in condemning the Govt for
meddling in religious affairs. 

The Govt's offer appears to me like an "appeasement"
to "curry favour" for the Catholic vote. First it was
Parrikar's offer to do up the Church at Anjediva; then
it was an offer to repair the damage caused by the
fire at Old Goa (which was refused, I understand); now
this. What is he really after?

200 PAGES THAT EVERYONE LOVES TO HATE; A WRITER TELLS WHAT RAKED A STORM

Ramnath G Naik is angry, feels misunderstood and censored. When he published
a 200-page book last year, it created a small storm among those capable of
reading Marathi in Goa -- many can't. Others in the Konkani camp have
greeted him with silence, or blasted him for the language he used. Now, as
he struggles to make his point understood, he's been writing to politicians
and priests, and even to the archbishop.

You could interpret Ramnath Naik in different ways. Label him a Marathiwadi
(supporter of Marathi, which he obviously is) and forget about it. Or, you
could try to read him for a better understanding of the sub-text that makes
up the complex mix of language, caste and religion in today's Goa. 

He best reflects that section of Goa that grew up in post-1961 times, amidst
promises and hopes. In many ways, the end of Portuguese colonial rule
brought in enhanced opportunity. But only upto a point; today many in Goa
might agree that the fruits of change have remained with a few, and large
sections have simply been left out in the cold.

Ramnath Naik feels the same. They've seen things improve in their
generation, but still get stuck by a strong glass ceiling and opportunity
that is denied to them in a Goa that still awaits its own long-delayed
Reformation and Enlightenment.

It was a statement by a prominent Konkani writer which, Naik alleges,
triggered off the strong response in him. Naik claims the statement which
brought home the injustice of it all was: "I'll not allow you to eat a
grain."

>From there, he worked like a man possessed. One thing led to another. 

Naik completed his book which was published in July 2003. When he started
writing, Goa's BJP chief minister Manohar Parrikar had backed the idea of
celebrating 'Goan identity year' in June 2002 to mark the 125th birth
anniversary of the early 20th century Konkani icon Shennoi Goembab (Varde
Valaulikar). One year later, Naik's book was out. Says he: "I took leave
(from the bank where he works) for three months. This was socially
un-bearable. We had been cheated."

Naik says his first edition of a thousand copies "sold like hot
cakes" and was discretely read by people "even though the powers
that be tried to suppress it by all means".  His book is titled
'Govachea Bhashavadamagil Karasthan' (Conspiracy Behind Goa's
Language Controversy).

What's it really about, you must be wondering. 

Let Naik himself explain: "(At that time) I hadn't know more about Shennoi
Goembab or Varde Valaulikar. But when I went and researched, what I
subsequently found had been unknown to Goans, or anybody else, for the last
43 years. Only a handful of Konkani protagonists had knowledge of it and had
been discretely promoting (Goembab's) ideology under the cover of promoting
the people's language."

Naik says Shennoi Goembab (the pen name of Varde Valaulikar) traces his roots
to today's Sindhudurg district, outside the Goa borders. He was born in
Bicholim in 1877 and migrated to Mumbai (then Bombay) at sixteen. He lived

This is the largely-known historical background. Then, he pours in more

Come November 21 and Baina beach is all set for a revival on a high note,
with about 30 musicians and music lovers are getting prepared to set the
ball rolling to restore past glory of Baina beach.


Following a high court order and action taken by the state administration to
clean up Baina Beach, the V3 Entertainment & Event Management comprising
three music lovers from the port town approached the bands and musicians who
have performed on this beach in the 60's till 80's to get together on stage
to perform for a musical evening.

Some of the musicians are coming into the music scene after over 25 to 30
years and the desire to give their bit for the lovely beach which was
neglected sometime back is seen over the fact that they have travelled from
miles away to perform, stated the organisers.

The event titled "Those were the days" would feature bands like The Four
Seasons, Chocolate Highway, Typhoons, Nostalgia and solo performances by
Ashok Sanky, Ashish Bandekar, Muriel Alfonso and Zacarias Lobo. The show is
billed as the biggest ever in recent years in the port town where over 30
renowned musicians would feature for one nostalgic evening .
Musicians from far and wide like Tony and Muriel Alfonso, presently based in
Kuwait and who have roots here in Vasco, ar! e coming especially for the
event.

Tony has been the lead singer for the Band Four Seasons while Muriel an
accomplished piano player is expected to perform solo. Also arriving
especially for the event is Evans Mendonca, a Vascoite but settled in Hong
Kong.
"I have been performing at a hotel with "The Link' but when I was requested
to perform on the Baina beach. I was delighted not only to perform before a
different expected audience but playing for bring back old memories is what
I am looking forward," stated Xisto Pais who plays the drums, percussion and
guitar.
The musicians would entertain the expected large gathering with hit songs of
Beatles, Rolling Stones, Simon Garfunkel, Bob Dylon, Abba, Eagles, Santana,
Creedence Clearwater Revival, Trini Lopez, Calypso music, however t! he
grand high light of the event would be the theme song performed by all the
artists together on stage.

Other musicians scheduled to perform are Walter Almeida, Francis Gurjao,
Assis Lobo (The Four Seasons), Frankie Lopes (Chocolate Highway), Agnelo
DSouza, Ashish Bandekar, Belinda Machado. Linton Barreto (Typhoons),
Anthony Rodrigues, Dilip Arondekar, Henrique Pereira, Adelmo Fernandes,
Nayantara M. Lima Leitao (Nostalgia), Madeline Pereira, Vijay Machado,
Eunice DSilva, Logie D'Silva and Zacarias Lobo.

Another perform for the evening would be Ashok Sanky. He said: "I recollect
the mid to late sixties when my sister and I would come down for our May
holidays and spend a few days with my godfather Froiliano Machado at Mangor.
Many of us also sang with the bands who were very accommodating," he said
I hope the November 21 evening show will inspire the organisers to promote
music and other cultural activities on this beautiful beach and that
families return to unwind after a hard day's work," he added.

Former chairperson of MMC Madeline Pereira, who is also slated to perform
for the event, stated: "Vascoites must appreciate the Government for having
made efforts to restore the Baina beach, which at one time was one of the
most beautiful beaches of Goa, to its past glory."

"The families of Vasco and the neighbouring villages can now peacefully
visit this beach," she said and added that cultural events such as the event

scheduled for November 21 will go long way in gathering people on the beach
once again.
Besides the musicians of yesteryears, Goa's leading band the Lynx are also
schedule to perform during the event, which would also consist of a
spectacular fire work display and games for children.

The musicians have come together to revive old pleasant memories, of this
beautiful Baina beach, hopping that the citizens of Vasco and their families
will continue to visit the beach as before.

The show would be hosted by Advocate Herculan Dourado and Bernard D'Lima who
were quite in demand during the yester years.

It's an added shame, indeed,  when a patrakar from the
Saligao constituency who does not want to irritate his
MLA, states that it is the BJP Government who wishes
to 'paint' the Church clean for its benefit.

Is it not a shame that the Saligao villagers and
parishioners have been sleeping over the sorry
state of the church appearance, although it features
on the touristic map of Goa?

Come visit Goa, and see the sorry state of Goa's
churches and heritage, this patrakar wants to say.

What's the local MLA who is just sitting around in the
vicinity doing about it?

Do not blame the BJP Government for publicity sake for
everything it initiates!
I am unsure if this news is flashed all around in some
North and South Indian newspapers to get the patrakar
some coverage!

Do it yourself and get your MLA moving, rather than
have the old chap (MLA) enjoying the 'dispotto giraiz'
visiting the Goa Vidhan Sabha for a day or two in a
week for so many years. 

Show that you can do better than the Government in
power with full mandate from the Goans !

Keep the 'ifs' and 'buts' when commenting. What has
this got to do with Goa being 'secular'?  

I am unsure even if the Congress leader(s) in Goa,
including the local MLA has seen the church in its
present shape in recent months.
 
If painting a church gets the villagers divided or as
the patrakar stated 'the people', then only Saligao
Church's patron "Mae de Deus" and Goa's patron
(Goencho Saib) can 'save' these villagers  (the
people), who go with such 'foxy' comments from time to
time, the recent being the one as noted in the posting

This patrakar is worried about the 'single seat party'
MLA. It's a open challenge that the MLA resign a la
Poinguinim MLA and show/express his resentment rather
than have some news flashes through some fellow
village patrakar on everything Goa's Chief Minister
does or expresses to do!

When the same village Church was illuminated at the
Government's expense, it is not differentiated whether
some 'BJP' elements also voted for it ?   Why?

Were there no cost involved for this?  As well as for
other churches and temples too?
Didn't the Congress initiate this 'idea'.

The irony is this sort of cheap tricks wont make any
difference. It is imperative that Goa comes out of its
obsessive disorder and its current 'opposition' MLAs 
get the vision which are required by statesmen and
they throw aside the cheap jingoistic rhetoric, and
think for betterment of their own population. 

It's patrakars like this who cause rift between two
communities.

Dotor Willy is getting Old and Frayed??

Any one would take a second good look at me if I were to say the above. The
question that would be silently raging in the listener's mind is  "How dare
you" And, for sure, this would be justified. Nay, more than justified. For,
Dr. Wilfred D'Souza has not only been an accomplished medical surgeon but he
has been considered as the one and only  Goa's 'Political Guru' - a
'SCIENTIST' really, capable of landing the Nobel prize. And many a times,
when some of my close friends who are close to the good Doctor politically
or otherwise, tell me that I don't understand his brains, I have gone on
record to tell them that the only mistake that the great scientist is making
is that he writes his formulae, mostly political in nature, on very small
pieces of paper. In the bargain, half the formulae having remained on the
writing desks, he has not been able  to sit on the coveted chair of the
Chief Minister for long.

But that is altogether another point which is irrelevant to the topic I
decided to write on. Since a few days ago, I was bugged with the news of our
government wanting to paint the Saligao Church at the tax-payer's cost.  And
this decision of the Manohar Parrikar government was considered as a
decision to belittle our good old Saligao fox. Knowing the Doctor well,
along with many prominent Saligaokars, who have pride more than egos, I was
expecting a strong rebuff, a ridicule,  to come forth from them to belittle
Manohar Parrikar for once and cut him short on this one.   Not being able to
digest absolute silence on the topic from our good Saligao friends, I
decided to call up the good Doctor himself to find out if there was a catch
22 in all this acute silence.

The conversation on the phone went on like this:

Doc- Hal'lo

Flo-  Good evening Dotor, kosso assai tum? (how are you?). Florian speaking.

Doc- Yes Florian, I am fine. Sang, kitem zalam? ( tell me, what is the
problem?)

Flo- Dotor, the reason I called you is that I expected you Saligaokars to
refuse to allow Manohar Parrikar to paint (white wash) your Church. I am
worried that nothing is forthcoming from you Saligaokars.

Doc- Why should we refuse? You must understand what this is all about. Let
me explain. You see, the government has illuminated the Saligao Church and
it is plastering its photos in the tourism brochures world-wide. Even the
Russians are asking to see the Church. So why should the government not
paint it?

Flo- If you like to argue that way, let me ask you a question. Why should a
Moidekar pay to paint your Saligao Church?

Doc- If that is your complaint, then ask the government to paint your church
too.

Flo- Dotor, if that is your argument, then all you Saligaokars have your
houses painted by the government too, why only the Church? We Moidekars
sacked the parish priest who wanted to build the extension to our Cemetery
through MPLAD (MP's funds) and have built the same at the cost of Rs. 25
lacs from our own community subscriptions. I still say that you Saligaokars
should refuse to have your church painted by the government.

Doc- You shut up. Shut up. E.  . (the phone goes dead)

PS. I always had the nagging feeling that this scientist was colluding with
Manohar Parrikar to play his own games. He had colluded with him to sit on
the gaddhi once. I had called him a Judas and more when he had taken the
Deputy Chairmanship of the Planning Commission. He had even justified that
move by showing me the letter written to him by Manohar Parrikar and his
reply to the letter. And I had drilled holes in both those letters in the
presence of Alexio Sequeira in Doctor's living room in Saligao. The  good
Doctor sacrificed this very post during the parliamentary elections, trying
to score a point on us gullible goans, to say that he is against Manohar
Parrikar.He made sure he got the North Goa seat somehow. He lost to the BJP
by 50,000 votes plus.  By doing this, did he not help Manohar Parrikar retai
n his hold on Goa? The good doctor said a lot of things during Poinguinim
bye elections. But Isidore Fernandes (BJP) wins by 2500 + votes. How do you
like that?

My above conversation has touched a sore point in the good old doctor. He
has been exposed. If he didn't ask me to shut up, I don't know what else he
could have said. And I for one am a true Moidekar. I shall never call back
to say "Dotor, I am sorry, if I have ruffled your feathers" On the contrary,
I shall let him live with those stern words. And I am sure, that he will be
hearing the echos of those words

It would be nice to follow the LONELY PLANET model. It is a book we
recommend[in our soon to be released Travel tabloid] that the  tourists to
read. Credibility of the LONELY PLANET  comes at a price[ Rs.1000/- plus for
a new edition; nothing less than Rs300/- for a dog-eared copy at Fort-Mumbai
or Janpath-Delhi] that few people in Goa or India are willing to cough up.
How does one finance a publication? Government grants or public donations?
If a local publisher was to print what the LONELY PLANET  has to say about
Goa Police and the Goa Tourism Dept., it would not even get to sell the
copies. Even the DGP Amod Kanth,IPS, knows that such uprightness comes at a
heavy price.

DGPs and Publishers are not elected. At least, publishers have readership,
sales,  circulation or the annual balance sheet as  benchmarks of their
popularity. What benchmark does the DGP have: arrests? Even convictions are
out of his control. ;-(

There are wider issues here -- should a 'secular' state spend money on 
places of worship? Even if the excuse often given is that of 'promoting 
tourism'? Should parishioners accept such offers knowing that there's no 
such thing as a free meal? What is the State's intention, specially when 
the constituency is represented by a single-seat party which has played a 
crucial if vacilating role when it came to supporting/opposing the BJP-led 
coalition government?

If the Congress had to do the same, the BJP would probably have angrily 
protested and called it 'minoritism'. Actually, these are mere tokens 
which don't make a real difference to the lives of the people of the 
state, but just continue in keeping them divided. FN

Floriano has said it right. The PMCC was a bed of corrupt practices...and
was fortunately wound up,saving Goa the money spent on cars,offices,staff,
perks...and bribes paid for favourable judgements like the one Floriano

Mr. Ashok Dessai is still around . In fact, he is the Director of Education.
He belongs to a generation that Gustav Couto would like to deride. He has
suspended Government teachers accused of sexual harrassment. He has recently
asked Dempo HSS to suspend tow of its teachers for conducting illicit
coaching classes. You can see his actions in other Govt.Depts. and
Corporations. They speak of the honesty he practices. It speaks of the
upbringing he has. He may not be able to dance the waltzneither has he
need to dance.  Let Gustav use Mr.Ashok Desai's acts as a benchmark to judge
his life. He better use a disposable pen to write the judgement on his own
life. More likely than not he will have to follow the age old judicial
tradition of breaking the pen after writing a death sentence.

Manish' post is a cry from the heart.
It appears from the post that the current DGP has provided sterling service 
to Goa.
From what I have gleaned from Joel's NewsClips it does not appear to be 
"veiled attempt to get rid of" the DGP but an overt display of power by the 
CM.

Unfortunately, overseas Goans can do little to sway the government.
It is left to the local residents to show their support for the DGP.
The press, in particular, should do their job to educate and alert the 
public of the issues involved.
Just playing the role of sycophant does nobody any service.

occupant. Apparently, the Cabinet has already written to the Home Ministry
to this effect. It should be noted here that Shri Amod Kanth, the present
DGP, is an upright and no-nonsense police officer having impeccable
professional credentials. It would be sad if such a widely respected DGP
becomes a victim of the political machinations of the day. Those who know
his past service record will vouch for the fact that he has served the
police force with distinction. Moreover, he is endowed with human
compassion, a rare quality among many serving police officials. His recent
initiatives pertaining to isssues of women and children ought to be
appreciated by one and all. His long-standing association with PRAYAS, an
NGO working for street children in Delhi, has been the high watermark of
his many accomplishments. His departure is definitely going to be a loss
to Goa. I urge all conscientious citizens of Goa to come forward and
demonstrate their good will for the present DGP so that the prestige and
neutrality of his office does not get sacrificed at the altar of petty
politics.

To Mario and Tim,
I am sorry if there was some seeming lack of clarity in my post on the word
'negro'. I suspect that, like me, Goanet colleagues often read posts very
rapidly because of their sheer numbers and don't always register what has
been said. However, neither I nor any of my work colleagues (including our
proof reader for academic texts) could see any ambiguity, whatsoever, in
what I wrote.
Thus, simply restated, but for greater clarification now, I had said that I
favoured the word 'black' in the UK to describe  non-white people inclusive
of Asians. I also provided the reason for this.
In a different context, i.e. North America (USA and Canada) I  had stated
"What I find more preferrable when in North America, is "visible minorities"
rather than "people of colour" which I find abhorrent but is nevertheless
widely used in the USA.
Clearly, the contexts in the UK, USA and Canada are totally different and
which require sensitivity to different terminological usages. I therefore
did not lay claim to any one universal usage even though only a 'pond'
separates us folks!
I wonder if Aussie Goanetters have a view on the usage of the word 'negro'
in Oz, and which was initially used tentatively on Goanet and began this
discussion?

Obviously, Panjim's streets are well taken care of: it is Parrikar's own 
constituency.
When Parrikar first came to power, people thought he was great. Slowly,
Parrikar's strategies have got revealed to the Goan people. Parrikar believes
in doing things only when he can get something out of it. Thus, Monserrate's
crimes are absolved and he is given a ministerial post so that Parrikar can
keep his power. Those who have independent mind such Kant and Randhwa from
the police department are not wanted. 
Parrikar is power-hungry and very much dictatorial. He will do
anything to further his these two ends. Yes, he throws some crumbs here and
there, when some are left. People say he is personally not corrupt, but his
buddies are making a fortune.

Goa's financial situation has gone worse due to the current regime.

Parrikar is also a very revengeful person, as is evident from the raids on
Datta Naik's and Dr. Francisco Colaco's establishment the moment they formed
Lok Shakti party and started opposing Parrikar.

Parrikar does not believe in empowering people by creating more employment.
Instead he would spend crores on populous measures such as giving free computers
and giving pensions.
Thus, his strategies are quite petty, if you look at them in the overall 
picture.
In other words, he is nowhere close to the statesman he was made out to be;
just another power broker but with an IIT tag.

This might look gross, but I hardly have sympathies for those who drive
on highways in Maruti 800/van.
These cars are so unsafe; you have no chance with a head on collision.
We have discussed this before. (i feel sorry for the kids, who may have
had no say in the decision.)

1.  I am not surprised by what Floriano has written.

Parrikar support.  Some for tactical, some for financial and some for 
Damoclesian reasons.

They forgot that lessons from Disposable Syringes. Use and Discard.

They also forgot the Snake who bit the Sadhu story. The sadhu asked the 
snake: " Why did you bite me - after all it was I who gave you shelter".

To this the Snake replied:  "Arre pishea. Tuum Sadhu zalo puun raulo

3. However I disagree that a significant number of Goans are awoken to
the 
chicannery in progress. Time and again, I am advised How GLORIOUS and 
VIBRANT the democratic process in Goa continues to be.

4.  Fortunately for Goa, life is a cycle.  Salazars will come and
Salazars 
will go.  We Goans will always remain the Honrado people we are -
through 
our Music, Food, Culture and love for the finer things in life.

As far as the politicians and their lackeys are concerned, I'd say Mar

I fully support CAG's stand. This is one more example of

The Ministry of Home Affairs in New Delhi has now received the authority
to consider applications for Overseas Indian Citizenship. Some
administrative modalities still have to be worked out, but the High
Commission hopes that it will shortly be able to start accepting
applications, which must then be sent to the Ministry of Home Affairs,
New Delhi, for consideration.

Note I The Constitution of India does not permit dual citizenship or
dual nationality, unless amended. There is also no provision in the
Indian Passport Act for an Indian Citizen to possess a foreign passport
while retaining his Indian passport, unless amended. The Overseas
Citizenship is not a full citizenship of India and therefore, does not
amount to dual citizenship or dual nationality.

Note II The introduction of Overseas Indian Citizenship does not entitle
people who have acquired, or are planning to acquire, foreign
nationality, to retain their Indian passports. The law continues to
require that Indian citizens who take foreign nationality must
immediately surrender their Indian passports. Those who are eligible can
then apply for registration as Overseas Indian Citizens.

Applicants for OIC need to visit the High Commission in person and have
to sign a declaration in the presence of the Consular Officer in the
Mission. Those who wish to apply would have to ask for appointments,
which the High Commission will start to issue once it is in a position
to accept applications.

Note: : As soon as the High Commission is in a position to start
receiving applications, there will be an announcement on this website,
advising on how to set about getting appointments.

Decisions on applications made to the High Commission would be taken
only by the Ministry of Home Affairs. The High Commission would not
therefore be able to advise applicants on when they might expect
decisions on their cases. We however believe that it may take around
four to five months for a decision to be made. 


Those whose applications are accepted by the Ministry of Home Affairs
would be registered as Overseas Citizens of India and a Registration
Certificate would be issued.

Fees:

Applicants will have to submit along with their applications a sum of
Rs. 1000/-( this will possibly be collected in equivalent US dollar
amount) and US$ 275 out of which Rs 1000/- and US $ 25 is
non-refundable, as processing charge while US $ 250 will refunded in
case the application is not accepted. The fees are to be paid only in US
dollars and no other denomination.

Period of Validity:

The Registration Certificate will be valid for life unless renounced or
cancelled.

Facilities: 

An Overseas citizen of India will enjoy all rights and privileges
available to NRIs including investment in agriculture and plantation
properties, which is not given to PIO cardholders. There is no visa
requirement for travel to India. The person has to carry his existing
foreign passport along with Registration Certificate, no registration
formalities are needed for staying in India, viz. no need for
registering with the FRRO if the stay exceeds six months (which is a
requirement for PIO card holders). All facilities as available to
children of NRIs for obtaining of admission to educational institutions
in India including medical colleges, engineering colleges, institutions
of Technology, institutes of Management etc. under the general category,
facilities under various housing schemes etc. 

However, the Overseas Citizen will not enjoy the following rights:

Right to vote.

Right to hold offices of President, Vice-President, Judge of Supreme
Court and High Court, Member of Lok Sabha, Rajya Sabha, Legislative
Assembly or Council.

Appointment to Public Services (Government Service).

Status of PIO Card:

A person already holding a PIO card can also apply for a Registration
Certificate. Once the Registration Certificate is obtained, the latter
would confer more advantages to the person over his PIO card. The fees
paid in respect of PIO card will not be refunded or adjusted against the
cost for the Registration Certificate i. e. if a person has already
spent US $ 300 in getting a PIO card and he wants to apply for a
Registration Certificate, he has to pay a further US$ 275 (plus Rs 1000)
while applying for the Registration Certificate.

Persons with Dual Passports: 

Persons having the passport of the country concerned (one of the 16
listed countries) and that of a 3rd country can also apply for a
Certificate of Registration. There will be no endorsement carried on any

MUMBAI: The Bible calls it the 'tithe'- the offering of a tenth of a
person's income towards religious activities. But a modern version
introduced by the Catholic Church in Mumbai- unprecedented among Indian
Catholics - has not only raised the revenue stream but eyebrows as well,

 Abraham, in the old testament of the Bible, gave away a tenth of his
properties to the priest Melchizedek. The Catholic Church is now asking for
much less-one hundredth of a person's monthly income towards a community
fund for education and medical treatment for the needy as well as church
maintenance and other related activities.

The present system of collecting church support which involves passing
around a plate at Sunday mass among the city's approximately six lakh
Catholics is largely anonymous. The new system, apart from bolstering the
Church's finances, ensures that Church authorities know how much each
individual contributes.

The community-fund concept was first started by Fr Hugh Fonseca at the IC
Church at Borivali in 1999, and was found to be a successful way of raising
funds for education and medical treatment.

It was later discussed at the Church Synod in 2001. Its scope was broadened
and is now being introduced in all the 116 Catholic parishes in the city.

Tithes, know as 'zakat' in Islam, are already being offered by some of the
smaller Christian sects in the city. The Church is now putting a definite
value on the offerings to ensure that the well-to-do pay more.

MUMBAI: Abraham Mathai, general secretary of the All India Christian
Council, agreed that the tithe tradition, which was prevalent among several
Christian groups, was purely voluntary. "Can you cheat God?" he asked. Fr
Pravin Fernandes, spokesperson for the Archbishop of Mumbai, said there was
no compulsion involved.

However, a priest said rumbles had been heard in some churches, and "some of
the wealthier people are reluctant to pay more".

Catholic Bishop Agnelo Gracias said, "It was the church support system where
people made a voluntary contribution. However, the negative aspect of this
was that someone earning Rs 5,000 a month and someone earning Rs 50,000 gave
the same contribution. Furthermore, since the amount collected was small, it
only sufficed to maintain the parish. There was not much left for community
growth and welfare."
Bishop Gracias, who has studied the scheme, points out that at one of the
suburban parishes in the city last year Rs 25 lakh was collected with only
46 per cent of the parishioners contributing to the community fund. Agnes
Drego, a housewife and a parishioner of St Anthony's Church, Vakola, said
that the fund was getting a good response.

"There is no compulsion and so people feel like offering money. People
resent it when compulsion is used for donations," she said.

Fr Larry Pereira, the parish priest of Mount Carmel Church in Bandra, said
the fund would be introduced in his parish in January. "We expect a good
response. We have already spoken to the people about it," he said. "The
community fund will be managed by a committee and the accounts will have to
be audited annually. The earlier method of asking for funds and not having
any accountability will stop," he said.

Fred,
Do you seriously think that you will hear anything positive about
Mr. Parrikar on Goanet? Over the years, I have mostly read nothing
but disdain for him. Even if anybody does come out with some
positive things that Mr. Parrikar has done, it is the 'messenger'
who will get slammed and not the contents of it. The encouraging
impression I got about his Government during my recent trip of
Goa, was that the corruption had been curbed to a great extent.
I am sure that, should you weigh all the mails that will  come in
on this particular subject, over 95% will be anti-Parrikar.
Many overseas Goans have an inflated ego about themselves and
what they think they know about Goa or how Goa and Goans are,
at this time! Lot of things get distorted.
I think the next elections in Goa will be the true test for the present
Government. I think that the previous governments in Goa have
taken corruption to new heights and nobody is able to do anything
about the wealth accumulated by the likes of Narvenkar, Ravi Naik,
Rane, Luizinho! I wish there was a way of exposing all that. Everybody
talks about how they have accumulated all this wealth but no way to
expose it

Dear Editor,

The Government of Goa's decision to keep the post of the Director General
of Police (DGP)in abeyence is a veiled attempt to get rid of its present
occupant. Apparently, the Cabinet has already written to the Home Ministry
to this effect. It should be noted here that Shri Amod Kanth, the present
DGP, is an upright and no-nonsense police officer having impeccable
professional credentials. It would be sad if such a widely respected DGP
becomes a victim of the political machinations of the day. Those who know
his past service record will vouch for the fact that he has served the
police force with distinction. Moreover, he is endowed with human
compassion, a rare quality among many serving police officials. His recent
initiatives pertaining to isssues of women and children ought to be
appreciated by one and all. His long-standing association with PRAYAS, an
NGO working for street children in Delhi, has been the high watermark of
his many accomplishments. His departure is definitely going to be a loss
to Goa. I urge all conscientious citizens of Goa to come forward and
demonstrate their good will for the present DGP so that the prestige and
neutrality of his office does not get sacrificed at the altar of petty
politics.

The first list of Inter-State Transfers in the Second
Transfer Window of the Indian Football season were
released today by the AIFF. 
21 transfers have been cleared with Fransa FC being
the biggest gainers with six players joining the Goans
- Hardip Singh Saini, Sanjeev Kumar Maria (both Mohun
Bagan AC), Syed Hussein (East Bengal Club), Jules
Alberto Dias (Mahindra United), Anit Kumar Ghosh
(Mohammedan Sporting Club), Narshiman Balaji
(Hindustan Aeronautics Limited) - four former Indian
internationals amongst them. So Fransa are
strengthening their team after a not so good finish in
the Goa Pro league. 
JCT Mills were the biggest losers as IM Vijayan left
for Goans Churchill Brothers SC and Jo Paul Ancheri
left for Mohun Bagan AC. Mohun Bagan also got Niyaz
Rahaman cleared from Fransa FC. Another player joining
the Maidan club T Roopesh also from Fransa FC has not
been cleared yet according to the list, though Roopesh
has been part of the Bagan Durand Cup squad. 
Talented Delhi state goalkeeper Vinay Singh got
transferred from Delhi's Simla Young to Churchill
Brothers SC. 
There were also some non-National League transfers.

 
Climax Lawrence has been named captain. 
East Bengal midfielder Climax Lawrence has been named
captain for the last and inconsequential 2006 World
Cup qualifier against Oman on November 17 in Muscat.
Climax is the fifth INDIA captain in the last few
month's as last stand-in captain Deepak Mondal was
injured in the Durand Cup semifinals earlier this
week. Besides Deepak also out of the final squad of 17
players is RC Prakash also not fully fit. Coming new
into the team are youngsters Rocus Lamare from
Salgaocar SC and East Bengal Club utility man Syed
Rahim Nabi. 
Once more missing are a lot of regulars - captain
Baichung Bhutia, Renedy Singh, Shanmugam Venkatesh,
Deepak Kumar Mondal, Mahesh Gawli and Sandip Nandy, so
chief coach Stephen Constantine has to rely on a young
team. Rajinder Gupta from Himachal Pradesh has been

Eddie, I am not one of the 'Goa for Goans' votaries, nor one of those who 
subscribes to the use of various labels such as 'Goans First' or 'Hit 
Rakhan'. Yet, at the same time, a non-colonial pattern of development 
should also not overlook local requirements  and local requirements.

Unfortunately, this is just what has been happening to Goa, both pre-1961 
and post-1961. In pre-1961 Goa, it was a tiny elite that benefited; the 
masses simply out-migrated. In the later case, it has been due to a set of 
complex reasons, which go beyond that what can be explained by simplistic 
emotional arguments. For instance, corruption among Goa's leadership, the 
lack of a sufficiently strong media or enough whistle-blowing citizens to 
keep this in check, a pattern of 'national' development in India where 
elites of all backgrounds benefit while the commonman gets neglected if 
not impovershed, the deep divisions between different segments of Goans, 
the power of lobbies and vested interests and much more.

The difference between education in the UK and that in India is that the 
latter is (still largely) very highly subsidised. For a rough example, 
pre-primary play school fees (privatised) in Goa cost Rs 250 to 500 per 
month, school education costs Rs 10 to 30 per month (in state-funded 
schools, quite a few of which rate from fair to good standards), while 
college education in  (again state-funded) non-professional colleges could 
cost Rs 1000 per year! In the UK, I guess, each of the foreign student 
pays for his or her tuition. So every addition student is business coming 
in! Engineering education in Goa costs Rs 2-4000 per month. Still there is 
a huge demand for it; even though the number of engineering seats has been 
increased manifold in recent years in Goa itself.

In the case of India, privatised, non-subsidised and fee-based education 
is coming in, in a big way. Yet, even in examples like BITS-Pilani's 
campus in Zuarinagar (which comes from the same business-house as Zuari 
Agro Chemicals, one branch of the Birlas) questions could be asked as to 
what Goa benefits from siting the venture in this state, how many local 
students get admission, etc. India being a federal structure, with 
different groups lobbying for the often-scarce 'benefits of development', 
such issues do come up.

The Porvorim catering example is an extreme one, as it is a Central 
(federal-run) institution situated in Goa. In exchange for such 
institutions, students from Goa get a quota of seats in other professional 
colleges elsewhere in India. These are in colleges like agriculture, 
engineering, etc. But there's a problem here: very few students are 
capable of taking advantage of such seats. In case there is no 
transparency in the process of allocating of such seats, the system could 
get further vitiated. Also, in a state which has such a high degree of 
migration -- both out-migration and in-migration -- not everyone who 
considers himself/herself Goan and deserves a seat is able to confirm to 
domicile laws and claim one.

The issue of 'getting a nurse in Goa' is one related to the supply-side 
the job market. Those involved in this debate are looking at the 
demand-side of education market. Of course, these two sectors are 
connected. But how you see it depends whether you're the parent of a kid 
growing up in Goa, or someone who felt/feels the need for services that 
take care of the elderly. Of course, one could fit in both the categories. 
So far, on the Goanet debate side, we haven't seen evidence of anyone 
falling in both categories ;-) FN

ARE WE READY: Lakhs of tourists will descend on Goa either with religious
fervour in their hearts for the Exposition or to watch the stars during
IFFI. But the big question is "are we ready?" .Already foreigners have
started descending on to Goa. We can see them roaming the streets, half
naked and zooming around the roads without care for the ordinary man. What
are the police doing? Why are they allowing them to ride on the roads sans
helmets? Are they so special that they cannot abide by the law of the land?

RESPONSE: Before riding motor bikes without a helmet foreigners should read 
the fine print of their Insurance Policy. I just saw a T.V. Programme last 
night whereby the Insurance Company refused to pay for the medical expenses 
incurred when a person was riding a motorized quad (Bike) without a helmet. 
The bill ran into several thousands of pounds.

The Citizen’s Action Group (CAG)demands for a
consensus amongst all political parties on the need to
allow the Police Force to function freely and
independently devoid of any political interference and
manipulation whatsoever.   

CAG urges Chief Minister Manohar Parrikar to
immediately withdraw his cabinet’s high handed and
outrageous decisions to keep the post of DGP in
abeyance and to scrap one of the post of one of the
DIG.  

Such a illogical and vindictive decision would
discredit the image and moral of the administration
and it is now public knowledge that these decisions
were taken by the cabinet to drive away DGP Amod Kant
and DIG Randhwa for not bowing down to political
pressures.  

Chief Minister Mr. Parrikar should in good stride
desist from petty squabbling with guardians of the
administration and stop witch hunting officers who do
not toe his line and refuse to comply with illegal and
unjust orders.  

Police should be allow to discharge their fundamental
duties of ensuring good law and order and good public
policing and that the politicians should never use the
police to target political opponents and to silence
voices of dissent.  

If officers of caliber and integrity are sought to be
wrongly harassed and humiliated, Goa may be denied the
services of such officers would would obviously shy
from serving in this State.  
 
CAG expresses the hope that Chief Minister Mr. Manohar
Parrikar would demonstrate statesmanship by working in
conjunction with officers of the administration rather
than forcibly trying to succumb them to his dictates.
