I see no reason to ban foreigners in league games -
most European players that play in league games accept
foreigners in their teams.  It not only adds a certain
flavour to the game, it can also go to improve the
performace of the other players too, in trying to
emulate the prowess of the foreign player.

RESPONSE: Please don't make this into Christian trust outcome. The
fact of the matter is that the voters in Goa do not trust the
Christian candidates. The past several years have shown the amount of
graft that has taken place, tacitly carried out by Christian MLA's.

The outcome was simply, that Goans preferred to choose the lesser of
the two evils - believe me both parties are corrupt to the core. The
Christian Goans were rightly concerned about being marginalised. If
ever Parrikar and his ilk would like to come back they should take
note of the concerns of the minorities. Will they? Never in a million
years.

Panaji, June 06: Pratapsinh Rane has been elected leader of the
Congress Legislature Party and will be the new Chief Minister of Goa,
AICC General Secretary Margaret Alva said here today.

Notably, Congress, which came under attack during the political
turmoil in Goa three months ago, has stormed back to power in the
state.

Winning three of the five byelections on its own and with its ally NCP
bagging one seat, the Congress-led United Legislature Party raised its
tally to 21 in a House of 39 in Goa which came under President`s rule
in March after two controversial confidence votes that unseated BJP
and placed Congress in power.

BJP won the fifth seat and raised its tally to 17. It also has the
support of UGDP MLA.

Rane and Goa PCC Chief Ravi Naik are expected to meet Governor S C
Jamir in the evening and stake claim to form the government.

Congress allies NCP and MGP would be part of the new government, Alva
said adding that they had already received letters of support from NCP
and that from MGP (Maharastrawadi Gomantak Party) was expected by
evening.

Comment: The Congress Wallahs, surely are lacking in talent. Isn't
this man the same person who hobnobbed with the BJP?

Pratapsing Rane 'unanimously' elected Goa CM for seventh term

Panaji, Goa, June 6: Sixty-six year old Pratapsing Rane will be the next
Congress chief minister, the party announced after a two-hour meeting Monday
afternoon, a day after the Congress won four of five bye-election assembly
seats here.

On Sunday, the impasse in the Goa assembly was lifted, when the Congress and
its NCP allies won four out of five seats that went to vote. President's
Rule is expected to be shortly lifted in Goa, and the assembly removed from
a state of 'suspended animation'.

Rane was "unanimously elected", party general secretary in charge of Goa
affairs Ms Margaret Alva announced in state-capital Panaji. In Congress
style, his name was proposed by Luizinho Faleiro -- another contender for
the post -- and Dayanand Narvekar.

Together with Rane and Faleiro, the name of 'Bahujan Samaj' (intermediary
caste) leader and ex-CM Ravi Naik was also being suggested as another
possible chief ministerial candidate.

Some have been promoting the argument that the Congress needed a Hindu chief
minister to take on the BJP's growth in Goa, while Catholic-background
politicians have also been controversial, mainly for reasons to do with
corruption or unacceptability among a wider group of politicians.

Congress said nothing about when its Cabinet would be announced, or who
would be the deputy chief minister or ministers. But the party will meet
Governor S C Jamir, incidentally appointed by the Congress itself, and stake
their claim.

Mr Rane, taking up his record seventh term in office in an instability prone
state, said he would review the past decisions of the BJP government, retain
the good ones and review those that needed review. There would be no
witch-hunt he said.

Incidentally, some of Rane's partymen had only months earlier accused him of
taking a soft stance towards the BJP, and his family being a beneficiary of
the saffron's party munificience in office. But Rane came out more strongly
against that party when its members and allies started deserting it since
earlier this year.

Rane told journalists here that there was no major problem in cabinet
formation.

Letters of support from two Nationalist Congress Party MLAs and one of the
MGP (Maharashtrawadi Gomantak Party) to the Congress are expected.

Earlier, it was expected that Ms Alva would be authorised to ake a decision
in Delhi, but the two-hour meeting decising on Pratapsing Rane came as a
small surprise in a party where many leaders are known for their
over-ambition.

Rane ruled Goa for the entire decade of the 'eighties, giving the state a
fairly positive direction then. But, when he returned in the 'nineties, he
got caught up in some controversies, in part due to the activities of son
Vishwajeet.

Hailing from a Rajput family that had settled in Goa from a region around
Rajasthan in Northern India a few centuries earlier, the Ranes are located 
mainly around a region of north east Goa around Sattari, where they have been 
both respected and feared local feudatories of rulers across the centuries.


Some of the Rane ancestors went down in local lore for alternatively battling 
the Portuguese rulers, and also entering into peace-pacts with them, while 
building a reputation as stern rulers and warriors in the region. ENDS

Whichever party succeeds to form the Government its immaterial to Goa, but 
its time the voters learn from past bad experiences. Its time the voters 
question the elected leaders if they  continue changing sides and pulling 
down governments. Its time voters seek apology from elected leaders should 
they continue misbehaving. The elected leaders should not be allowed to do 
what they feel like doing , when they seek votes they approach like rats, 
but once elected no respect  and importance given to the each and every 
vote. Once they reach the secretariat the voter is forgotten and if only the 
Goan voter could now be more cautious, wise, vigilant, and above all bold to 
speak out against the wrong doings of the elected leaders.


Why i chose the subject as VIVA CONGRESS, is because i support and prayed to 
the lord almighty that congress comes back to power.I have never benefitted 
from Congress or BJP as i am a business men, but the only difference, BJP 
are purely communal anti catholic, imposing fear in the minds of people, you

Address hijacking. 

Some crooks have recently sent me a barrage of emails
in German with very similar headings from addresses
purporting to be from UK (*.co.uk), India (*.com.in)
etc.  In fact, my old work email address was hijacked
in one of these, as I received "undelivered" mail to
addresses I have never sent.  

A couple of years ago, I was astonished to have
received an automated warning from a Govt organisation
stating that I had sent a virus in a message to an
address I didn't know existed.  

A few months ago I received a very irate message from
an antagonist in this forum stating that I had sent
him a virus - I hadn't. 

Anybody know if there is a "cure" for this?

Your testimony to the many Goans who have helped you succeed in business by
referring clients to you without expecting any form of remuneration brouight
tears to my eyes. We so  often hear the generalization that Goans are like crabs
in that they don't like to see another Goan succeed nor do they help other Goans
in need and it is easy to let oneself believe a lie or a generalization because
of a personal experience. Yet, here you have provided us with examples to the
contrary of selfless acts by Goans worldwide.

I am convinced that stories like these inspire others to be selfless. Thanks for
that wonderful post and for the many times you have had me in tears (laughing)
at the office. Your posts are one of the reasons I am still subscribed to
Goanet.

Portuguese-era Mapusa market in dire straits

Mapusa town, the commercial hub of North Goa, has always
been considered as one of the best shopping centres in the State.
The almost-50-year-old market complex designed and planned
during the erstwhile Portuguese era clearly spells out the broad
and long term planning on the part of the then city fathers.

However, even though the market has been expanded by the
civic authorities over the years, the market continues to be
chaotic on account of haphazard and short term planning.
Roads and public passages in the market area are seen flooded
with hawkers and roadside vendors hindering the smooth
movement of people and vehicles.

Footpaths are also transgressed upon with shopkeepers
displaying their goods and other stuff in places meant for public
movement. Though the High Court ruling on footpath
encroachments came as a major relief to the public, the
situation seems not to have improved, thanks to the
negligent and lethargic attitude on the part of the civic
authorities in enforcing the High Court guidelines.

The Mapusa fish market which was constructed amidst
much fanfare to streamline sale of fish in a more systematic
manner also continues to be in a sorry state of affairs. Despite
providing platforms for sale of fish, one finds fisher folks
conducting their business on passages thereby causing
inconvenience to the public.

The municipal officials have posted market inspectors to
supervise and ensure smooth functioning of the market.
However, the market inspectors claim that there is little that
they can do to imbibe discipline amongst traders on account
of limited powers and shortage of manpower at their disposal.

The market complex also lacks certain basic public amenities
like drinking water facility and proper public toilets. The only
public drinking water facility which was installed near the
Shakuntala statue is non-functional.

Similarly, the public toilets within the market complex are either
ill maintained or non-operational. The congestion in the market
often provides a better opportunity for pick pocketers to smoothly
conduct their criminal activities.

Though there has been a demand from merchants to have a
police outpost established in the market area, nothing seems
to have been done in this regard despite written memorandums
being submitted by the merchants to senior police officials.

The sewerage system in the market is far from desirable.
The open gutters abutting the fish market emanate stench
and foul smell which pollute the place. The problem is further
aggravated with dumping of garbage in the nearby fields.

Regular flooding of market during monsoons is an annual
phenomena which the city fathers have been neglecting.
The merchants association which has been monitoring the
development of the market claim that the municipality is
responsible for the mess prevailing in the Mapusa market.

Mapusa PSI dismissed for misconduct
---
Another police sub-inspector (PSI) recruited during the BJP
regime, was dismissed from service for unsatisfactory conduct.
PSI D K Sawant, who was attached to the Mapusa police station,
is the second PSI to be dismissed from service following the
earlier dismissal of Ponda PSI Ramkrishna Mangueshkar,
who was held responsible for the disappearance of diesel from
17 barrels that were seized in a raid.

PSI Sawant, who had been suspended following an inquiry into
complaints received against him by the Mapusa Merchants
Association for his misconduct and threats of extortion, was
issued his termination letter by the department late in the evening
on June 2.

It may be recalled that PSI Sawant had accompanied a delegation
of officials from the science and technology department to verify
the gauge of the polythene bags being used by the Mapusa traders
in the bazaar.

A trader who had a stock of bags beyond the prescribed limit of
20 microns, got into a verbal argument with the PSI, alleging that
the police were seeking to extort more money from him and began
abusing the police.

This infuriated PSI Sawant, who publicly assaulted the trader
(who was bleeding with a cut on his eye) and later had him admitted
in the GMC, Bambolim as well as the ENT hospital, Mapusa for
medical treatment, claiming him to be an accused in a case.

The trader, then, complained to the Mapusa Merchants
Association as well as to then North Goa SP Sharad Aggarwal,
who conducted an inquiry into the matter and forced the PSI to
tender his written apology.

"But there had been other complaints against the probationary
officer, PSI Sawant including reporting drunk for duty that led to

past Claudine Schaul of Luxembourg in the first round of the DFC Classic  
International Women's Tennis tournament in Birmingham on Monday.


The Indian teen sensation, who is ranked 75 in the world, beat Schaul 6-2,  
6-0.


The 21-year-old Schaul, ranked 166, failed to put up any resistance and  
went down in just 56 minutes.


In the second round, Sania will take on Serbia and Montegremo's Jelena  
Jankovic, who had a bye into the second round.


Some of the top players competing in the tier-II tournament are: Wimbledon  
champion Russia's Maria Sharapova, Australian world no. 8 Alicia Molik,

India prevailed over hosts Malaysia 2-1 with a 76th min golden goal to  
finish fifth at the Azlan Shah Cup hockey tournament at the Bukit Jalil  
stadium in Kuala Lumpur on Sunday.


Prabhjot Singh scored the match winner after the two teams were locked 1-1  
at the break and full time.


Malaysia with an earlier comprehensive tournament win against India topped  
up with Friday's triumph over Pakistan, took the field all fired up.


They took the lead in the third minute when striker Hairul Nizam Ab Rani,  
set up by skipper Kuhan, when into the clear past Len Aiyappa and Bimal  
Lakra to beat Indian goalkeeper Devesh Chauhan.


India controlled the opening session's play as their forwards propelled  
onslaughts from both flanks. Rajpal Singh and Prabhjot had the nip and  
stick work to constantly disturb the Malaysian defence.


The scores could have been level in the 10th minute but Prabhjot inside  
the circle misses an excellent Ignace Tirkey cross. Shortly after, Arjun  
Halappa pushed wide a Deepak Thakur pass.


India, however, got the equaliser from their first penalty corner in the  
20th minute when Aiyappa's forceful dragflick had no answer to make it 1-1.


India forced two more penalty corners in the first half but were unable to  
make the crossover with the lead.


It was again India who held sway in the second period, even though  
Malaysia put up a good resistance.


Malaysia frittered away two good chances also when Robert Alacantara and  
Mohd Fairuz Ramli missed the mark with only Chauhan to beat.


India had a goal disallowed from a penalty corner two minutes from the  
end. The indirect from Aiyappa was deflected in by Thakur but the  
Malaysians hotly disputed the verdict.


The Pakistan umpire Rana Muhammad Liaqat reversed his decision leading to  
frayed tempers amongst the players.


Eventually, Thakur and Jiwa Mohan were shown the Red card as the game went  
to the extra time.


Fortunately, India did not have to wait long to get the golden goal, even  
though they wasted two penalty corner chances.


Prabhjot Singh found the all-important goal after the initial spadework of  
Rajpal and Halappa.

Imagine all the above lullabyes related with our Goan birds and with mother
nature. I am happy to tell you that the last song always pacified my
children and grandchildren as well and put them immediately to sleep.

 Just a stray thought, to quote our Raj Narayan, my daughter went down to
Goa with her husband  (paclo) and small baby, and they were caught in the
confusion of the invasion of Kuwait by Saddam and so had to travel by bus
from Goa to Bombay and Bombay airport was a mess, their flight to London
delayed, etc. etc., having missed the connecting flight to Lisbon. The baby,
just a year old, usually peaceful and cheerful, decided that it had had
enough of all this and started howling, wanting to bring down the Heathrow
Airport. As related to me by my daughter, her husband took him from her arms
and started "lulling" him and singing "gonni, gonni." and the baby
immediately quietened down and went to sleep. To date we do not know what
words he used because she herself does not know the words except for the
first line which is pronounced by her with a very Portuguese accent".

Given the piquant situation for the Indian National
Congress,   though with 18 seats in its kitty ,
following yesterday's results it is in reality the
Nationalist Congress Party with   2 seats and
Maharashtrawadi Gomantak Party with 1 seat that will
dictate terms for the functioning of this non BJP
Government for the remaining period of the term until
May end 2007 (or before in case the BJP decides to
fuel in an unprecedented  mid term poll as their
numbers recede from 17 + 1  to 15 + 1, notwithstanding
the assurances of ex CM Mr Manohar Parrikar last
evening that they accept the verdict and will warm the
Opposition benches for the rest of the term.

Obviously therefore the several Chief Ministerial
aspirants have to reckon with this ground reality. 

Hence it was the choice of Dr Wilfred Anthony De
Souza's NCP MLA from Saligaoand that of Mr
Ramkrishna (Sudin ) Dhavalikar the MGP MLA from Madkai
 to agree to only Mr Pratapsing Raoji Rane MLA Poriem
to be the Chief Minister of Goa and there were other
pro Rane MLAs within the INC which agreed to his
candidature while others had to give a pretence of
support.

The swearing in ceremony is slated for 10 a.m
tommorrow 7th June 2005.  Alongwith Mr Rane, Dr
Wilfred De Souza will also be sworn in as the Deputy
Chief Minister and Mr R Dhavlikar will be sworn in as
a Minister.  

Portfolios will obviously follow later as Mr Rane may
be required to test his majority on the floor of the
Assembly if the Governor so redeems.

There is no cause for heart burning among the others
Chief Ministerial aspirants among the INC MLAs as
given the numbers the NCP MGP hold the key to the
survival of the Government.

Earlier in the day rumours were doing the rounds that
Mr Digamber Kamat would not relent without a Deputy
Chief Minister post if not the Chief Minister; but
this is obviously wishful thinking; following the
dismal performance of Mr Kamat a three times elected
MLA (he polled a mere 1377 votes mainly from non Goans
Moslems and Catholics from the underdeveloped
unhygienic surrounding suburbs of central Margao)
against a fresher a 29 youth of the BJP (young enough
to be called his son) and with the amended Anti
Defection law there is no alternative for Mr Kamat or
the others MLA's to bargain for portfolios as the only
option would be to resign re-contest or defect with
2/3 members from the INC which is a difficult
proposition as of now unless the younger members
headed by Mr Atnasio (Babush) Monseratte could stage a
midnight coup of sorts given his potential financially
and a never say die personality. But as of now Mr
Monserate will definitely not prefer to  do any thing
that would rock the boat because this bye - election
was indeed a nerve wrecking victory despite his
efforts and drive.

There were several MLAs who discreetly spat venom at
the thought of Mr Luisinho Faleiro being made the CM
but this even was stalled by a sensitive High Command
who ratified the decision to elect Mr Rane as the
Congress Legislative Party (CLP ) leader this morning.

The same goes with the others INC MLAs, who will have
to reluctantly accept the portfolios given by Mr Rane
, as the moment the INC MLAs play truant NCP and MGP
MLA's may withdraw support to the 18 member INC and
the Assembly will have to be dissolved.

This none of the INC members will dread at this
juncture.

In any case all bodes well for the state which has
seen an unfortunate break down of development activity
from January 27th, 2005 until today, Unfortunately
with the monsoons are expected to lash Goa in the next
48 hours which means all developmental activity will
cease until September end.

Clearly the first half of the financial year will turn
out to  be a waste for the State.

As the curtain comes down on the three month old
Presidents rule 4/3/2005 to 6/6/2005, this writer
interacted with a number of citizens in both the North
and South Goa Districts to ascertain their views on
era of Presidents Rule in the State.

The impressions are collated here below


a) The Governor of Goa is seen as a man of impecccable
credentials.  His honesty integrity and his keeness to
gudnerstand the nitty gritty of the State socio
economic scenario and solve the problems of the down
trodden is significant.

b) The bureaucracy under the regime did not measure up
to the expectations of the CM (read common man).
Despite the absence of the legislative assembly
members (under suspended animation) who the
bureaucrats often blame for interference they bungled
in the matters of CET exams and were not sensitive to
the aspirations of the concerned students

c) The general impression was that either the
bureaucracy were not responsive to the administration
or hoodwinked the office of the Governor.  A case in
point is the River Princess issue which resulted in
the suspension of the Director of Tourism, and the non
disclosure of forensic report by the DGP.

d) The attempts of the Governor to meet the people
were not taken to kindly i) the top heavy security
almost  a heavily regimented and garrison scenario ii)
the general cases pertaining to land matters did not
get the deserved attention -- no doubt there may have
been exceptions -- but one swallow does not an autumn
make;

e) Whether it was the Police the general
administration there was no fear among the government
staff --- late coming early going and a sabattical
were resorted to;

f) the Governors visit to a mine in North India ---
stage managed by a scion of an Industrial House who
eventually joined the INC placed the visit in bad
light
reflecting a pro-INC attitude of the Governor;

g) the Governors lunch (after the meet the people
programme at the Collectorate )at the residence of an
ex Attorney General of Goa in Margao reportedly close
to the ruling INC came in for a measured criticism

h) the visit to Hospicio Margao did not remedy
situation as it did when the then Governor J F R Jacob
indulged in spring cleaning which earned the
appreciation of the masses.

i) an impression was gaining that the bureaucracy
knowing the short term tenure of Presidents Rule was
not responsive to the Governors queries -- adopting a
wait and watch attitude

j) transfers of Police and then reversing some gave an
impression that fair play was not the criteria;

k) there was no down fall in the crime rate --- and a
free for all situation prevailed -- unlike in earlier
periods of Presidents Rule.

l) the Governors messages conveyed at every given
opportunity to the bureacracy to be sensitive to the
aspirations of the people was viewed merely as a
sermon from the pulpits in Churches as this advise
never percolated into the mindset of the over bloated
bureaucracy who continue to this date as obstructors
instead of being facilators to resolve peoples
problems

m) in conclusion while it is true that no new
enactments etc could be put into force during the
tenure -- atleast if the officers in the
administration were directed to clear up all the
pending matters affecting the public in a given time
frame  and the same logically implemented with
desired results --- there would be reason for
appreciating the role of the Governor

n) The bureacracy continued to maintain its lethargic
care to hoot attitude and accountability was lacking
as before.

The people however hope that with  a new Government on
the anvil with secular credentials the Governor would
continue to inculcate in them the spirit to serve the
people rather than themselves (nothwithstanding the
fact that the politicians will have to "make up" for
lost years (over 51 months) they were out of power.

One plea made by a senior citizen a retired Government
officer is that the Governor should pull up the
administration - those involved  for
dereliction of duties  based on complaints
recieved in his office --- and news and views
appearing on the print and visual media  and
pursue them to their logical conclusion.

RESPONSE: I am sure the people of Goa are not expecting a witch hunt.
The people of Goa, though, would like to have accountability of what

If this is to be the modus operandi, then Goa will go to the dogs, as

You would be very popular any Goan dance here in
Toronto. Organizers just love, and actively court,
those who do what you describe above. 

Before you pack your bags let me tell you why you
would be so welcome here. The entrance fee to any Goan
dance allows the organizers only to recoup the costs
of hiring the hall and band. The profits of any
function, depend on bar sales (minimum $4.00 for a
beer.)

don't dance, they give me one of the following
replies:
1) The Goddess of Liberty/Mother of my children has

I too received a lot of junk mails in German around the same time at my yahoo 
address...
and also an accusation from some Goan person asking me to clean my 
message() which
supposedly had been infected.
I replied enquiring what email he was talking about and he apologized saying the

There has definitely been an upsurge in the number of junk mails this year. I 
didnt think
much of it, just kept deleting it...Guess that the more people who have your 
email id,
the more probablity of you receiving viruses and spam...as some viruses 
propagate through
the address books.

(And I use Norton Antivirus-2005, a firewall and an antispyware software on my 
laptop & computer)

Goa Board of Secondary and Higher Secondary Exams today announced the results 
of HSSC exams conducted in March/April 2005 at 13 centres in the state.

Of the 11169 candidates appeared for the exams in the whole category, 8287

The answer to this question is quite simple really. The woman in question 
tried to impress me about her "impressive qualifications" when she had no 
clue about what I knew/did professionally. Sadly, her qualifications were 
not in the least bit impressive by my yardstick. This is because the highly 
competitive relevant Kenya teaching qualification, required success in the 
Cambridge School Certificate Examination for entry purposes plus interview 
etc. It was also of two-years' duration of full-time study. In contrast, the 
pertinent one as in the Zanzibar case did not meet the entry criterion 
above. Also, it was of a shorter duration. Thus for purposes of recognition, 
one was not comparing like with like. The woman in question, of course, had 
known this fact but it was nevertheless painful for her to be told so and to 
be 'found out' re her fantasy world.

Indeed, many students from the former Tanganyika and Zanzibar who had the 
requisite qualifications for entry, travelled, mainly to Nairobi (where 
boarding facilities were available at Highridge) for their teaching 
certificate course.

The Kenya two year course, as above, was the equivalent of the UK two-year 
teacher training course. Consequently, many Asian serving certificated 
teachers from Kenya, seeing the political writing on the wall, got their 
qualifications recognised by the UK Department of Education, quite early on, 
to allow them to teach in the UK. This worked well for only a short while 
however. Firstly, there was a requirement that individuals with such DES 
recognition would soon start work in the UK and complete a probationary 
period. Secondly, it ceased to be acceptable when the UK two-year 
certificate course became a three-year one. Thus, many who felt secure with 
their pieces of paper saying their qualifications from Kenya were 
recognised, found that while they waited in Kenya to make it to the UK, the 
change here, effectively made worthless the recognition obtained earlier. 
This difficulty was accentuated further when the three-year certificate 
course ceased to exist, as such, and was replaced by a three or four year 
(classified) honours degree level course. The only way therefore that, our 
trained people from Kenya  could teach in the UK  was to undertake further 
study at their own expense if they were  not resident here for three years 
prior to the commencement of study. This included studying, for a one year 
diploma or(with exemption), for  two years, on a shortened teacher training 
programme and thus obtaining a  degree, or by undertaking a specific subject 
three-year degree course and further study for one more year for the 
professional teaching qualification. Understably, this challenge was enough 
to put most excellent experienced teachers from Kenya to turn their work 
orientations elsewhere. As I was in the UK well before many of the later 
arrivals, I knew exactly what was happening at this juncture. Many contacted 
me to see if there was any way out of the dilemma that they then faced. 
Unfortunately, there was little that could be done to alleviate the problem.

There are certain social and religious customs and beliefs among the Goan 
Christians, whose origins can be traced to their Hindu forefathers. 
Curiously enough, these customs and beliefs are no longer held by the Goan 
Hindus themselves, due to the change and sophistication that has come in 
the modes of their religious worship and in the pattern of their social 
life. The following song is an interesting example of this. This song is an 
invocation to a rain bringing nymph, Kalinguin, which literally means 
"Water-melon Nymph". The additional names of Christian saints and the 
Mother of Jesus must have been added to give this song a Christian colour. 
This is sung in Goa by young Christian children when the rains fail. They 
carry heavy stones on their heads as a penance, and go in a procession from 
one end of the village to the other, singing this invocation to the 
Water-melon Nymph in chorus -

What a beautiful, heart-tugging  story The Vow is.. So much depth and
lucidity in expressing the old man's anguish and longing for his son,
ad also the reaching out and response of the Padre to those emotions
of Camil. In fact you yourself feel like reaching out and hugging
Camil to comfort him.
 
One read through the story half expecting that the Padre would in fact
turn out to be Jose, but the ending of the story is unexpected and
novel, leaving one happy that Camil's faith was not betrayed. Lovely.

So the by-elections are over and the results are also out. No doubt, much 
newsprint will be utilised to analyse the results and much public time will be 
spent in discussing the outcome. The main political parties will also be 
anxiously going through the booth-wise results to find out trends and patterns 
of voting behaviour. Government-formation will also be high on the cards. A 
pretty busy and hectic schedule for BJP, Congress and NCP, without of course 
forgetting MGP and UGDP.

The moment President’s Rule is lifted and the Goa Assembly is revived from its 
suspended animation, the High Court’s doors will also be knocked in respect of 
Filipe Neri Rodrigues’ signature, Mathany Saldanha’s political party’s whip, 
and the voting rights of Rajendra Arlekar and Dayanand Mandrekar. We may also 
have some more election petitions by the losing candidates of the 5 by-
elections. The Supreme Court would also be looking into questions of “office 
of profit” and “corrupt practices” with stay applications appended. A pretty 
heavy and hectic judicial calendar it will be.

And the common citizens of Goa will also be very busy with their own heavy and 
hectic schedules of waking up in the morning, brushing their teeth, having 
breakfast, catching buses, toiling the whole day and returning home dead tired 
in the evening to have dinner, watch a little TV and go off to bed: only to 
get up the next day, brush the teeth, have breakfast, catch the bus……

There will of course be the daily newspaper, with its banner-headlines, to 
give some comic relief in an otherwise drab routine, and also the cinema with 
its 3-hour Hindi song-and-dance-and-drama to act as a soothing balm. There 
will also be the usual claims that Goa is now the No. 1 state in the whole 
world!

There will also be some people fretting about why things do not change. And 
there be a few activists with placards in hand to protest against injustice. 
And, above all, there will be articles in the press and sound-bytes on TV 
analyzing everything and telling the common citizen that he has only himself 
to blame for his sorry plight and that the next time elections come, he should 
think before acting.

And there may be a few more by-elections, if not in Vasco and Siolim, then in 
some other constituency where the current legislator perceives the grass to be 
greener on the other side of the fence. And perhaps, we can expect more 
forgeries of signatures, more pandemonium at Porvorim and more parades at Dona 
Paula. And trust the pundits to blame it all on the Common Man!

It is futile to expect the Common Man to revolt unless the objectives and the 
path of the revolt are spelt out first, at least with a minimal clarity. “The 
fault lies in the stars”. If the star had not shined above Bethlehem, the 
Three Wise Men, despite all their wisdom, would have had nowhere to go. Even 
God could not have pushed Man out of his lethargy, if He had not put up a 
shining star on the blue banner of the sky.

The “politicians”, it is said, make hay while the sun shines. The five by-
elections have showed us how low they can stoop to put up an artificial sun in 
the sky, so that they can make hay even in the night! It is high time that all 
the democratic-minded persons in Goa come forward to pool their meagre 
resources, in order to put up at least one artificial star on the horizon, if 
only to remind the Common Man that there were also shepherds on the meadows of 
Bethlehem.

RESPONSE: Using the same logic you probably believe that Indian soldiers never

Moira residents join hands to protect environment

Even as Goa and the world at large celebrated World Environment Day
yesterday, citizens of Moira stopped a Forest Department truck illegally
dumping debris on the roadside in land belonging to the Communidade
of Bastora on the National Highway-17 junction near Taricodde, Mapusa.

The citizens could be taking a cue from the Governor, Mr S C Jamir's
World Environment Day message, which was published yesterday
and said: Conservation of environment purity is not the concern of
the government alone, but of all conscientious citizens.

Members of the Moira Civic and Consumer Forum, led by Mr Karl
Pinto de Souza, who actually saw and stopped the garbage dumping,
immediately summoned Mapusa police to the site and later gave a
written complaint. Besides Mr de Souza, the complaint has been
signed by 8 other persons including the Moira Sarpanch,
Ms Vizilia de Sa, Mr Mathew Pereira, Colvale-based environmental
activist and others.

According to Mr de Souza, he was driving home around 2 p.m. when
he saw the truck belonging to the Forest Department, Government
of Goa bearing registration number GA-01 G-7577 disgorging "tiles,
mud, stones and rubble" and also remnants of a demolished toilet
along the roadside. Mr de Souza immediately stopped the truck driver,
Mr Vithu Kaluji from Dhargal, summoned the police and citizens
from both Moira and Bastora.

The Mapusa police arrested the truck driver and charged him with
Section 34 of the Police Act, which pertains to causing public nuisance.
The truck was also seized. However, the driver later secured bail
and the truck was also released.

"Garbage and other debris is regularly being dumped along the
roadside on the Moira-Bastora stretch. This is the first time we
actually caught the culprits. It is a sorry state of affairs that the
very people who are entrusted to protect the environment, are
actually destroying it," said Mr de Souza. He said an official from
the Social Forestry, Mr Prabhu arrived at the site and apologised
to the assembled citizens.

The citizens forced the labourers on the truck to re-load the debris
onto the truck. Mr de Souza said that citizens also elicited a
promise from Mr Prabhu to provide them with 1000 saplings, which
will be planted along the periphery of the garbage segregation site
on the Moira hill.

When contacted, Mr Prabhu said the debris was of a demolished
toilet in the Mapusa Municipal garden. He said the daily wages
driver was clearly instructed to dump the debris in the department's
Pirna plantation. The driver had noticed another dump near the
Tarricode junction and thought he could also dump the debris there.

1. If memory serves me, the original plan at Defence controlled HAL in
Bangalore a dozen years ago was to have only short haul flights when the new
airport was ready. Something like the Wright Amendment(s).

2. However, nowadays there is no mention of short haul flights at HAL
airport when BIAL is coming up in 3 years. Perhaps Defence had a change of
heart in the interim. Or the BIAL operator got tough for the sake of its
viability.

3. Remember that during this time, CIAL came up in Kochi as a private-public
partnership and moved out completely from the Navy airfield that was on an
island. There may have been no other option in this case as the island
topography did not permit the required expansion to accommodate wide bodied
civilian aircraft. The high cost, big delay green field option may have come
into being to bypass Defence constraints in Indian cvil aviation. This has
become the de facto standard in our airport planning. Wrongly so, in my
opinion.

4. In the case of Dabolim/Mopa, the options may be some sort of Wright-type
rules for Dabolim and/or Mopa; or an effective joint-use agreement  at
Dabolim while Mopa evolves gradually into a viable civilian airport. The
latter may be the best bet.

MUMBAI-BASED GOAN ADRIAN D'SOUZA who has been showing
great promise under the bar, is the new golden boy of
Indian hockey. The 20-year-old goalie raises the bar for
Indian hockey, and has also been appointed the Indian
captain for the Junior Hockey World Cup. Said his
school coach Joseph Monteiro: "He is one of the most
talented boys I have trained and would definitely make
it big." He was a prolific scorer for his St Anne's 
Bombay school, writes ZENA COSTA, Margao in Gomantak Times.

IT'S LEFT TO CITIZENS TO TAKE ACTION? It may have been the
World Environment Day, but it meant little for a driver of
a forest department truck, who was arrested on charges of
dumping a truck-load of garbage on the national highway
on the Mapusa-Bastora-Moira junction. Karl Pinto De Souza,
driving home on Sunday afternoon, noticed the dumping of
tiles, mud and stones and rubble in progress. Other members
of the Moira Civic and Consumer Forum and comunidade also
gathered at the site and stopped the dumping. It is learnt
the range officer tried to work out a compromise by offering
to clean up a whole stretch of garbage at Moira, if the
complaint was withdrawn. But the residents of Moira were
determined to punish the guilty, as they felt this would
set an example to others to protect the environment and
save the landscape. (Herald)

Hold it right there Cecil! I believe I am a bigger
sinner than you, Kevin and Santosh and therefore
request that I be given priority in Salus' prayer
allotment. Given the number of character
assassinations, email hijackings, server hackings,
mail bombings and identity impersonations I have been
involved in, I think I am pretty much right up there
in my cyber mortal sin count. I confess I am also
guilty of arson thanks to the numerous flame wars I
have started, not to mention mention the numerous
drownings thanks to the flood of email spam I have
sent various of my unfortunate victims.

Salus, can you provide me with details on the type and
number of prayers you plan to perform for me?  I would
like to have it for my records. If I get sent "down
there", I can use this as evidence to strengthen my
case to god that you brayed for me. Do not let me down
or should I say, do not let me go down - or else.
