The Vice-Chancellor of Goa University Prof. P. S. Zacharias , former 
Chancellor and former Governor of Goa  Mohammad Fazal, the DGM of State Bank 
of India (SBI) Vijaylakshmi Menon, the MD of Multi-Commodity Exchange of India
(MCX) Jignesh Shah, Director of Sesa Goa A.K.Rai and Chairman of  Western 
Ghats Kokum Foundation (WGKF) Dr.Ajit Shirodkar were among the hundred persons 
who planted a seedling or graft of fruit plants at Goa University to mark the 
launch of the multi-agency supported Biodiversity Plantation led by WGKF,
Goa. The costs of the improvements in the first phase will be met through 
generous sponsorships obtained by the WGKF for this project from the State 
Bank of India (SBI) and the Multi-Commodity Exchange of India (MCX).

WGKF, a registered society, and Goa University  have signed a MoU recently by 
which WGKF will undertake greening of the GU campus. Sesa Goa has come forward 
to take up plantation on about ten acres of land.

The Chowgules have agreed to provide heavy machinery required to excavate pits 
in rock. The representatives of both, Sesa Goa and Ramesh Chowgule, have 
already visited the campus for discussions and site survey. Other agencies and 
NGOs have come forward with mutally or socially beneficial projects to be 
conducted in collaboration with the Goa University.

P.G. Kakodkar, in the meanwhile , has launched a blitzkrieg to raise funds for 
development at the Goa University under a simple slogan "Support Goa 
University". He has put in Rs.10,001 as his personal contribution and this was 
immediately supported by  Mohd. Fazal and others with their contributions. 
Demand Drafts / Cheques drawn in favour of "Support Goa University" may be 
sent to  P.G. Kakodkar at 6, Palm Grove, Miramar, Panaji-Goa. The amount will 
be credited to a SBI account and handed over to the Goa University for 
development works when about Rs. 1.00 crore is collected. Not a large sum if 
one tenth of Goa's population contributes just Rs. 100 each.

Should you want to be a part of this worthy exercise, please deposit your 
contribution by cash, cheque or draft in Savings Account 5097 in the SBI,Goa 
University Branch. Money transfers may be done through SWIFT No.SBININBB366 to 
account No. 4311/011 000 05097 that stands in the name of "WGKF A/c SUPPORT 
GOA UNIVERSITY" in the State Bank of India. Please intimate us at  
[EMAIL PROTECTED]  or write to Shri P.G.Kakodkar at 6,Palmgrove, behind

Dear Goanet Administrators,

I have some suggestions regarding moderation of
discussions on Goanet mainly to reduce the burden on
you who are doing a very difficult and thankless job. 


By virtue of the fact that Goanet is a moderated list,
you can formulate and explicitly state some clear-cut,
uniform rules of moderation, and alert everybody that
you would strictly abide by these rules. These rules
could be something along the following lines:

1. No more than 4 posts per day per person. Any extra
posts will be rejected irrespective of the content,
except if it is an emergency alert.

2. Any posts containing serious personal attacks or
accusations against private individuals will be
rejected.

3. Any contentious and heated argument will be
terminated after 5 rounds, at the discretion of the
moderators, after giving one last opportunity to the
contenders to state their closing arguments.

4. No private complaints against any individual or
against the content of any post will be entertained.
All complaints should be posted publicly in the forum.

Please don't regard the above as some haughty piece of
advice from me. I don't like to advise people, and you
folks certainly have more experience in these matters
than I do.

Here's a suggestion to cut down on some of the posts both from Mario and
in response to Mario's posts. In order to do this we must identify the
following types of posts:

1. Comments from Mario.
2. Comments about Mario.
3. Comments about the content of Mario's posts.
4. Debates concerning the content about Mario's posts.

In each case we assign one person to receive, compile and post comments
to goanet@goanet.org *once a day*.

1. In the first case Mario initiates. We'll ask Mario to maintain a
sensible limit on the number of postings initiated by him each day, or
even have him put several of them in a single daily mail.

Total daily posts = 0 or more.

2. This second category contains rants about Mario from people who don't
respond to Mario's arguments but, instead, choose to insult him. Jose
Colaco would make a perfect candidate to receive/compile/post such
comments from other Goanetters and himself. Mario can safely ignore this
daily compilation. This daily digest of insults will reduce the amount
of Goanet postings very significantly.

Total daily posts=1 (or less, if we're being civil)

3. A third category might contain brief responses to the content of
Mario's posts from persons who generally want to make a point without
engaging in debate. George Pinto represents this small-ish category of
posters and will probably do a fine job at compiling a daily digest of
such posts for all of us. Mario can respond to all the issues raised by
writing a single response.

Total posts/day=2 or less.

4. This last category, alas, represents a tiny minority of Goanet
posters (and an even tinier percent of Goanet readers). This group of
posters are open-minded and tackle Mario's arguments, not Mario the
person. They are willing to be informed and are gracious in the way they
inform. Cornel DaCosta will make a good candidate to filter, organise
and forward another daily digest of debate. If he deems content
inappropriate, he can pass it along to George or Jose as each case
merits. Again, one daily posting will generate one response from Mario.

Total posts/day=2 or less.

GRAND TOTALS:

Very true indeed.  I remember an instance when I parked on the road by the side 
of the military establishment near the Collectorate in Panjim.  I was 
approached by a thuggish looking creep armed with  rifle and ordered to move 
away from where I parked.  I was very firm and told him that I was on public 
road, over which they had no hold or authority.  I attempted to report this to 
the Panjim Police station, but was directed to make the complaint to the PMC 
instead.  Disgusted, I just gave up as I felt I was being handballed, and that 
nobody wanted to interfere with the military.

The army has no respect for the people of Goa, and have proved it time and 
again.  Take for example the case of the Merces spring.  This was a lovely 
spring where all of us used to go for a bath on hot days when we were young.  
Today the spring is contaminated and stinks foul.  The army has put up septic 
tanks right over the source of the spring, and no one seems to care.  The 
people of Merces have tried their best, but looks like it has all fallen on 
deaf ears.  I am not sure of the present status as I have been out of touch 
with the subject for some time.  But the fact remains as Gabriel rightly 
pointed out.  The army considers Goa as their spoils of war.

  How many of us would fall in that category , i

  I have known Vivian for nearly as many years as i
have been on this planet , he has and continues to
work for the Goan Community wherever that may be. He
is the past General Secretary of The Dar es Salaam
Institute -(formerly Goan Institute ) having spent
most his daylight hours running the affairs of the
club. 

  I believe that he has eloquently expressed himself
and said what I have been unable to put into words. 

  I am also glad that Victor , Santosh ,  Mario , Seb
, George , Edward and many others who have come out in
support of the Goanet Admin , they have shared with us
their thoughts , its now for the majority of us to
support the Goanet admin in how they run this egroup
and let us move forward. 

  It is a shame that we have just a handful of Goans
and Friends of Goa ( FOG ) who make posts on this
forum and express their thoughts on how this egroup
should be run.We need a consensus - that will
strengthen the hands of the Goanet Admin. on how they
need to run this Goanet organization.

 Mere words will not help us , we need ACTION , as we
have heard from so many of us here and every where in
the  world ...the people are just   TIRED   of
words...and  as Nelson Mandela said - a few days ago
.. ...* We are HUNGRY FOR ACTION ! and so should all

A few suggestions:

1. Do not change the subject line... if you  are replying to a particular
post.
The debate must be on the same subject. This will help in reducing posts
 as you will  be able to reply  to 5-10 netters at one time (with copy n
paste)
 on the same subject instead of making indivivual posts.

2. A poll on the website with suggestions n type of topics one would be
interested to read.
eg Goa related topics or USA/UK/Canada War topics /not related to
Goa/India.

3. Need to be a little strict allowing posts where name calling is involved.

4. Plain text is OK, but  I have read somewhere  that rich text mails are
more prone to virus.
and also increases the size of the mails.

CHUKLELIM PANVLAM – declared A Super Hit Show by the
Audience


24th June 2005 witnessed a new era on the Konkani
Stage in Kuwait.  Under the auspices of Ferns Brothers
Production, Mario de Majorda staged his third  Konkani
Drama, a suspense thriller titled "CHUKLELIM PANVLAM"
(Strayed Footsteps) at the Hawally A/C Auditorium to a
capacity crowd. The show, a  heart-stopper was
declared a Super Hit by the crowd during the interval
itself. It's truly unbelievable, as the reaction from
the huge crowd was tremendous. This Tiatr (drama)
lifted the Konkani stage to a new height with his
unique presentation. The show got underway with a
video projection depicting a funeral, followed by the
titling thus introducing each artists – the
presentation was truly wonderful.  There was no
turning back as each item whether a song, play, comedy
was a treat to watch.  Kudos to Mario de Majorda for a
marvelous script. The suspense of the play got more
intriguing with each scene which left the large
audience glued to their seats.  Each artistes had
taken great pains in performing their part to the best
of their ability. To begin with Cajetan de Sanvordem
as the Grand-father made his presence felt with his
superb acting.  Adrian Gomes as the son was excellent.
 Gracy Morais' role of a wicked daughter-in-law was
enacted with much gusto which proved the Director's
trust in her acting prowess. Teen Artist Master
Jonathan was simply too good in his acting and while
his sad role brought tears to the eyes of many, his
witty dialogues were applauded with resounding claps.
Apparently Mario de Majorda must have put lot of hard
work in grooming  Jonathan for this role as the
results were quite rewarding. Donald Colaco, proved
yet again why he is nick-named the Nana Patekar of the
Konkani Stage.  His villain laced character was a
turning point of the play as Donald did full justice
to his tailor-made role.  The handsome Ulhas Tari and
ravishing Jessica Gomes who were specially flown in
from Goa for the very first time proved with their
superb acting that they are thorough professionals;
thus leaving a lasting impression in the minds of the
Kuwait based Konkani lovers. Laurie Miranda, Joseph
Rodrigues and Clara Rodrigues were very impressive in
their cameo roles.  The back-ground music for the play
& comedy was provided by the upcoming sensation Philip
Gracias who did a wonderful job on the organ. Music
for the play songs was masterminded by Maestro Socorro
DeMelo.The visiting professional comedians Agostinho
and Salvy along with Comedy Queen Querobina, and Rocky
had a point to prove – that they have great respect
for the Konkani lovers in Kuwait and will not take
them for granted with cheap antics. The tedious task
of firing with all barrels open in order to gain the
confidence of Konkani tiatr lovers was always at the
back of their mind.  Thus they came out strong with a
superb blend of comedy to make the audience laugh
their hearts out.  The comedy based on
Chor-Police-Advocate in a family triangle added a
feather in the hat of the director.

The opening Chorus rendered by Anthony Ferns, Master
Jonathan and Mario de Majorda with superb choreography
by Ms. Conchita and Troupe was simply breathtaking and
graceful. The music provided by professionals Socorro,
Shahu, Faustinho, Dennis and Agnelo was quite
memorable and kept the audience stunned, mesmerized
and lost of words. All the 12 songs churned out by
Jose Rod, Kuwait's Trio Kings Cajetan-Marcus-Mario,
Young Trio Jonathan-Clifford-Terence, Michael D'Silva,
Querobina Carvalho, Francis de Verna, Gracy Morais and
Ulhas Tari were undoubtedly the best. However a little
praise should go to Ulhas Tari who had the privilege
to render his first ever solo on the Konkani Stage. 
T-Britton who made his first appearance in Kuwait with
this show will be remembered by the Kuwait Konkani
lovers for his repeat performance of his solo "Alice".
The final video projection depicting a hotel scene was
beautifully and professionally picturized on Gracy,
Donald and Clara. It was note worthy to mention that
till the final curtain was drawn the audiences were
still glued to their seats wanting for more to come,

I cannot say as much for Goans who create FREE yahoo,

still a votary of giving PAID email connection being
given to one student in  every ward with a Cyberage
computer. Other villagers can access their mail 
through this student. It will also reduce the load on
the cybercafes.

I did not realise the value of the service rendered by
our cybercafe  system till I went to Bhutan on an
assignment recently. the charge there is Rs.180/- to
Rs.200/- per hour. Hotels charge even more. One can
access internet for Rs.20/- to Rs.40/- in Goa.


The Rotary Club of Mapuca now has created two
yahoogroups; one for the entire club and the other
exclusively for its Directors. It works 
wonders for communication. Everyone knows what is
happening in their home club. 
The few senior members who are not net savvy are now
asking their children  to printout and give them the
mail. Saves time ,energy and money for the 
club.
also keeps their email IDs from lapsing due to
non-use. We have two yahoogroups lists for the
Botanical Society of Goa, too. This is  something that
every club can do.

Simon D'Souza wants to do tree planting in Vasco on
Saturday 16 July.  Like Philip, he may be politically
motivated. It does not matter to me. If 
he is organising tree plantation in an organised way,
I am with him. So is  the BSG. We will not canvass for
him.We will definitely help him plant 
trees in Vasco or elsewhere in Goa.

Maria and myself - were privileged to have been
invited by Dr. Abhay Vadya and Dr.Simo Fernandes - to
attend the GOMECO - annual gathering  - in Telford ,
UK. 

   At this Goan Doctors gathering , (we were the only
*non-dotors*  -   * Hators *  as some would like to
call us in Konkani )  we were made  very much at
home many of those present spoke in Konkani  which
was indeed a great pleasure to listen to.

 The Doctors included both Hindus and Catholics were
also joined by their families , it was indeed a great
- but a simple occasion - where every one mixed very
freely and every one looked after each other - and us
too : - )  One of the best Goan gatherings I have
attended  ! 

 I was invited to share my thoughts on how - Goan
Doctors could help the people of Goa- in Goa. The
results were very positive - I will share with you the
details of this meet at a later date.. -(  when I have
my Internet connection at home ( 8MB !.from
Bulldogbroadband..I have been waiting for the last two
months) 

But in the meantime , I would like to share  a

I don't really understand why recent postings seem to find some kind of stigma 
attached to migration for economic reasons.
 
I originally migrated from Ireland to Canada for the purposes of doing a 
Masters degree. Some would say this was for higher education but actually my 
motivation for choosing Canada (apart from it being a beautiful country with 
lovely people) was that I was offered a big scholarship. My reason for pursuing 
further education was to enhance my potential earnings in the future so it 
could be said that I was an economic migrant.

One could say he moved to the UK for political and economic reasons since the 
political climate had a detrimental affect on his business.
Six months after he returned to the UK I migrated to the UK for love. I never 
had any desire to live in the UK and at that time it was one of the last places 
in the world I wanted to move to but I couldn't live without the love of my 
life. Incidentally I have grown to love the UK for its tolerance and diversity 
and the opportunities it provides for anyone prepared to work hard.
 
My husband and I have done very well here together and I personally have done a 
lot better than if I had followed my original plan which was to work in India.
 
However having visited Goa several times in the last couple of years we have 
decided that we want to spend as much time there in the future as possible and 
to this end have built a house there. 
 
When we are able to unravel the many ties we have in the UK we might possibly 
try to migrate to Goa. This and hopefully final migration would not be as 
retirees as we are both relatively young but as migrants for pleasure. Part of 
the pleasure though relates to the incredibly low cost of living in Goa so 
perhaps we are ultimately economic migrants once again.

I believe from past news reports, that there is a commitment for an airfield 
at or close to Sea Bird. There was also some news that, the Navy is wanting 
to acquire more land near Sea Bird for expansion in Southern most Goa, 
presumably for the airfield??


With reference to what Edward Verdes, wherein he talks of the Cavelossim 
area: The naval presence here is neither a base nor an airfield; in the 
sense that aircraft neither land or take off from here! It is quite a large 
enclosure with two high towers, rising ugly above the tree top level! It's 
fenced off for 'safety' reasons only, and served by a road from the main 
Cavelossim-Margao road. The areas was acquired for the Naval Air to practice 
straffing and also air /sea rescue missions. Most the year this place is 
very quiet, as far as any real activity is concerned.


Nowadays, they just fly over once in a while, as if to maintain a claim on 
the place, only to irritate local people, since this area is in close 
proximity to a dense residential area. Their aircraft takes off and lands 
back in Dabolim, whilst they fly these sorties, over this 'virgin beach' and 
prime tourism land! This area is part of the 35 kms of the longest unbroken 
beach in Goa' in South Goa!


Contamination of the soil where they have been straffing using dummy shells, 
is high; no amount of complaints can move or hurt the mighty Navy. Is this 
military rule or is the state govt. so lame and without any teeth? Or is it 
that the Govt. being based in Panjim (and or now on Porvorim Plateau) is 
least bothered about what happens to their citizens in South Goa. Is this 
right and tolerable? No.


What are the local Gaunkars and politicians doing about this? Well the 
answer is that when this area was requisitioned by the Navy, in the 70s the 
local Gaunkars and Communidade made lots of money over it, and became very 
rich overnight! Their mouths are effectively sealed? Looks like. Three Bank 
branches came to Cavelossim! Thats Goa politics for you.


Does Goa have any hope for an orderly future and good infrastructure? Yes. 
But not without a fight and concerted campaigning.

Just a bit of correction; Its a genuine error where I put 31 as post 
code for Bombay GPO; it is: 41; similarly for bandra, it is: 400020. 
That is starting with '4', and not '3'.
Also for Goa it should read Panjim GPO: 403001, and not 306001 as I have 
erroneously written earlier.


Having said that can anybody in Goa, produce the post codes for all the 
delivery post offices in Goa; so that people can start using the post codes, 
as and when. U may get the Post Office to publish the same on Goanet. Thank 
you.

14/07/2005 as the Member of the Rajya Sabha for a six
year term.

With this the reign of ex Lok Sabha and Rajya Sabha MP
Mr Eduardo Faleiro will cease to be a Rajya Sabha MP
by July end.

The victory of the INC was expected following the
favourable numbers of the INC NCP MGP combine and the
diminishing strenght of the BJP to a mere 15 MLAs,
notwithstanding the uncertainity of Mr Mathany
Saldanha's vote.

In any case for Mr Saldanha the Speaker Mr Francisco
Sardinha's decision not to permit him to vote will
come as a blessing in disguise to Mr Saldanha for
after the formation of the present INC MGP NCP
government he Mr Saldanha the Cortalim MLA had decided
to be equidistant from both the BJP and the INC which
was unlike his earlier stand to side with the BJP.

Todays vote if cast in the open ballot would have put
Mr Saldanha in a piquant situation for if he had to
side with the INC combine he could have antagonised
the BJP and vice versa.

Though the ruling of the Speaker is devoid of merit
atleast prima facie such legal fictions are being
created ever since the Parrikar Government was struck
by a tsunami of another kind on 27th January, 2005.

What the people of Goa regret is that there is no
governance yet niether is the unfinished tasks on
development matters being pursued in right earnest,
the obvious result is the people of Goa suffer and Goa
lags behind other states as well.

With political stability yet to fall tight into the
groove -- yes the distribution of Chairmanship to
Corporations is underway now that the RS elections are
over.

In the meanwhile there is wide apprehension that the
reshuffle in the Union Cabinet expected any moment now
a Goan MP may be favoured for a cabinet berth, it is
not quite clear whether Mr Churchill Alemao will get a
berth but the prospects of Mr Shantaram L Naik getting
one appears a near certainity due to political reasons
given that the State will have to face elections in
another twenty two months

A GOAN WHO WAS HANGED IN KUWAIT.

Since a fortnight back when Rosary Ferns released his 12th Konkani Album 
“RAAG”, based on a true story of a Goan who was hanged in Kuwait some years 
back, lot of people are showing interest in what actually has happened and 
why he was hanged.. Approximately about 6 months before the invasion of 
Kuwait by Iraq on 2nd August 1990, Francis Araujo was hanged in Kuwait. He 
was from Santa Cruz (Calafura) Ilhas, approximately 2 years before the 
invasion of Kuwait, Francis Araujo was travelling in a bus from Kuwait 
Public Transport Company, Route No. 18, which was driven by a Turkish driver 
while the conductor from Egypt. When Francis Araujo entered the bus, he gave 
one Dinar Note to the conductor for the ticket fare since Francis had no 
change with him.  After handing over the ticket, the conductor gave back the 
balance money in small coins to Francis. While receiving this change Francis 
asked the conductor thus, “why are you giving me this type of change in 
small coins?”. Conductor got annoyed at Francis for this question and asked 
him “either take it or get lost”.  In the ensuing argument both the persons 
lost their temper and in the fight the driver also joined in support of his 
colleague and both assaulted Francis and threw him out of the bus.  Francis' 
pride was hurt. Then and there Francis decided to teach a very good lesson 
to his sudden foes and immediately went home, got a nice sharp knife and 
waited for the bus to return at the same spot where he was thrown out.  
After a long wait, there was no sign of that bus returning and Francis 
decided to go home as his temper started cooling down.  While he was taking 
a step back to return home, he suddenly saw that same bus coming and again 
raised his temper and said to himself, “now I will show them”.  Yes, the 
driver stopped the bus at that same bus stop and the moment the bus door was 
opened, Francis jumped on the conducter and stabbed him.  Then the driver 
came to the rescue of his colleague but Francis without any fear stabbed the 
driver too and both died. Meantime passengers in the bus started screaming 
and running for their lives but Francis did not interfere with any of the 
passengers.  After stabbing them, Francis took bold step that without 
uttering a single word he remained seated on one of the seats in surrender 
to whoever wants to arrest him.  Meantime news went to the police and they 
came and arrested him, handcuffed him and took him to their custody.  
Without any resistance Francis surrendered to the Police.


Since Francis mother, sister, brother Daniel and Daniel’s wife were all 
working as domestics in Kuwaiti houses, they came to know of this tragic 
news only after a week when Francias sister-in-law first got this news and 
immediately passed it on to her husband Daniel. When Daniel received this 
news over telephone, in his own words Daniel told me that it looked to him 
at that moment that a powerful  stone was hit on his head and for a few 
seconds he remained breathless and speechless.  Then Francis’ poor mother 
and sister got this news and they were all in shock. When Daniel’s Kuwaiti 
Madame got this news, she immediately sacked Daniel from his domestic job 
and on the same night deported Daniel back to Goa.  When Madam’s son got 
this news of Daniel’s sacking by his mother he was annoyed at this wrong

After returning back to Kuwait Daniel while working borrowed some money from 
here and there and hired a lawyer to fight the case in favour of his brother 
but finally justice prevailed and Francis was sentenced to die by hanging. 
Then Daniel approached Indian Embassy to make a mercy petition but according 
to him Embassy told him to come thru your Goan organization.  We Goans did 
not have any apex body to fight for our cause, that time only one known Goan 
association was existing named Kuwait Goan Association which was involved 
mainly in organizing ballroom dances thrice a year and it was not a 
representative of Goans in Kuwait.  We did not have at that time an apex 
body like Malyalees’s UMO (United Malyali Organisation). In such a 
situation, Daniel finally approached Kuwait Catholic Church to make a mercy 
petiton  and Kuwait Bishop was very symphatetic to Daniel’s plea.  Bishop 
and other priest were very co-operative to Daniel, when Bishop was going to 
the prison to see Francis, he was even taking along Francis brother and 
mother.  The Kuwaiti employers of Francis mother, sister and sister-in-law 
were co-operative and they provided them all the help whenever required to 
go to see Francis in prison.  Finally, nothing worked, all

I am not aware of any statistics but I would venture to say that the 
married couples where the men are abroad and the married couples where the 
man is here in Goa procreate equally. Almost all modern couples, of both 
types, have an average of two children.

RECENT ITEMS OF PARTICULAR INTEREST ON GOANET. BY CORNEL DACOSTA

Dominic Fernandes faithfully provides Goanet with many 'sayings' in
Konkani and English. Many are witty but they are also invariably,
profound. The one that caught my eye recently, said "like the birds, let
us leave behind what we do not need to carry, like grudges, sorrows,
pain, fears, regrets and heartaches. Fly light." Dominic is also well
known for his excellent articles on Goan customs and traditions of old.

Understandably, the issue of the bomb blasts in London last week which
killed at least 52 people has been hotly debated by those pro the
American/British policy on Iraq and those who have serious reservations
about it. The bomb blasts have been seen all over the world on
television and it is of interest to note the reaction to Londoners from
different Goan communities worldwide.

Possibly, most readers of the Goan Voice (UK) are readers 'of a certain
age' who arrived into the UK from different parts of the world. In
general, most such 'newcomer's are economic migrants but a lively debate
has taken place that many were indeed political migrants in the first
instance. Do find out more about this on Goanet. 

Material on the population growth in India is a continuing theme.
However, we may not have considered the complexity of this issue to any
great extent. An opportunity to do so now is available in an excellent
and informative article on Goanet. So, do read about population clocks
in different parts of India, and especially, in Goa.

Finally, what about the nun who has been denied the opportunity to study
for the Bar to practise as a lawyer? Should such a barrier be placed on
the nun or has the law been an ass?

George, I think all these topics are great.  I suggest
that you and Vivian begin some discussions on these
topics, and let the chips fall where they may.  

My observation is that those most vociferous in
complaining about topics on Goanet are the least
vociferous in making postings themselves, subliminally
demanding therefore that OTHERS be interested in the
topics that interest THEM.  I make posts that interest
me, not to entertain someone else.  On the other hand,
I have no problem if readers ignore what I say if it
doesn't interest them.

Over the longer term, the discussions on a public
forum like Goanet, in my opinion, will trend towards
the weighted average of the personal interests of the
POSTERS, not the passive READERS, and not necessarily
what is socially beneficial.  A good example is in the
media, where, as the saying goes, "If it bleeds, it
leads", and many socially beneficial news falls
through the cracks.  Has something to do with human nature.

Just an update on what's happening on various fronts.

We need champions to take up these causes and make things happen.
Albert Gouveia is in touch with Xavier's, and maybe Dr Seth (that
everwilling inspirer of the to-be geek) could help. Arvind Yadav can
you take up Margao? The staff from there was also talking with Dr Seth,
when we met up at last academic year's Quepem college function. Any
suggestions how we can help at Shiroda? Amit SHIRODkAr ;-), Prof George
Easaw, and the rest of the team at GEC? Just because they're at a
little bit of a remote location, we should not ignore their request for
help. 

*** Ajay Cuncolienkar is expected down from Mumbai around July 23 (in
time for our LUG meet) and he's keen to make things happen at his alma
mater in Khandola (Government College).

*** When my hard-disk conked, I had the chance to discuss GNU/Linux
with nel at arteksystems.com (Nel of Artek in Panjim). We spoke about
the stability of Debian, and the ease of Mandrake's partitioning tool.
Nel appreciated SuSE's user-friendliness, and said he himself had
Fedora on his desktop. What Nel wanted to know was GNU/Linux
equivalents for Windows users. So, as promised, am sending him this

Pained by churchgoers' fashion sense, the Archbishop of Mumbai, Cardinal Ivan 
Dias, has urged the faithful to dress modestly during services. 

Church officials say it is an attempt to discourage vulgarity. 

A similar plan by Bombay University recently generated a lot of debate in a 
city considered India's fashion centre. 

Cardinal Dias told the Times of India: "Whereas in days gone by, the 'Sunday 
best' used to become at times a sort of fashion parade, the modern tendency 
would seem to go to the other extreme.

"People [are] wearing attire which is considered casual and unbecoming of the 
sacred dignity of the church and the members of its congregation."

Two women killed as tipper tips
-
Two women labourers died on the spot, while three labourers
were seriously injured and 10 others sustained minor injuries
after the tipper truck in which they were travelling in skidded
on slippery road conditions and fell on its side at Panchawadi
on Sunday evening.

Ponda police informed that the injured labourers identified one
of the deceased as Jyoti (17). However, the other deceased
woman was still unidentified.

On Sunday at around 4 pm, around 15 labourers were travelling
by the truck to Shiroda, while returning from Sanvordem after
doing some shopping. The labourers were carrying rice, oil,
a TV set and other household material, which they had
purchased from Curchorem.

The truck driver suddenly lost control of the vehicle, under
slippery road conditions and the truck skidded before turning
over. Besides the two deceased, three persons, Nagappa (40),
Reshma Nadaf (3) and Roshan Nadaf (4) were in a critical
condition, while 10 others were injured and were admitted to
the Goa Medical College (GMC) Hospital, Bambolim by a
GATES vehicle.

The truck driver fled after the incident and no contractor came
forward to assist the Ponda police in identifying the deceased.
DySP Mohan Naik, PI Prabodh Shirvoikar and other staff had
rushed to the scene.

Seabird is in the vicinity of Karwar which is in Karnataka. The airfield
which is only on paper is slated for Yenkebe, also in Karnataka, maybe 10-15
km from Seabird though the direction is not known (by me) at present. The
Navy property in "southern most Goa" referred to in the post may be Anjediva
Island. All this is subject to confirmation by others who may be better
placed than me to comment about these locations.

Sanchayani investors crying for relief

The Sanchayani Certificate Holders and Field Workers Association,
Goa has questioned the seriousness of the administration in settling
the claims of the over 40,000 investors. They further claim that the
Economic Offences Cell (EOC) at the Panjim Police Headquarters
has failed to arrest the principal accused, Suraj Naik, the divisional
manager of M/s Sanchayani Savings and Investment (India) Ltd who
is the personal assistant of the North Goa BJP MP Sripad Naik.

Says Jawaharlal T Shetye, the president of the SCHFWA,
"Unfortunately, it has been a long and hard battle with the EOC
refusing to co-operate with the association, the government turning
a deaf ear to our complaints despite representations made to the
former chief minister Manohar Parrikar, who assured us that he
would look into the matter, but failed to do so. In fact, the EOC
has failed to arrest the divisional manager of M/s Sanchayani
Savings and Investment (India) Ltd in Goa, Suraj Naik, who is the
personal assistant of the North Goa BJP MP Sripad Naik,"

He said that Suraj kept the company offices in Goa open as late
as September 2002 and collected several lakhs of rupees which
was used to distribute the salaries of the company's employees
when all the company's offices all over India including the head
office at Kolkata were shut down by the police much before
September 2002. "The EOC then headed by PI Fintan D'Souza
and PSI Suresh Gaonkar had informed us that Suraj along with
other senior field staff had availed advances from the company
amounting to several lakhs of rupees but that the EOC was
helpless as the amount belonged to the company and no
complaint had been filed," Shetye mentioned.

SCHFWA with a membership of 699 members had registered
its complaint with the EOC on July 7, 2003 along with a
representation to the chief minister and chief secretary on the
same day urging them to initiate action against the directors
under the GPID Act 1999.

The Finance department of the government of Goa in its letter
dated July 29, 2003 informed the SCHFWA that since the
Supreme Court had appointed a special officer N C Banerjee to
take charge of the assets of the company, the government could
not take any action under the GPID Act 1999 and that the
SCHFWA should approach the EOC for taking further necessary
action.

Accordingly SCHFWA who failed to receive any help from the EOC
approached the then chief minister Manohar Parrikar pointing out
that there were about 40,000 investors of the Sanchayani company
in Goa and that the RBI in its letter dated May 10, 1997 had advised
the company not to accept any deposits from the public and to stop
forewith the said business and to conform to RBI orders.

And that the Goa divisional manager Suraj Naik, who was heading
five branches under the Goa division collected deposit money without
any authority. The SCHFWA had appealed to the then chief minister
to initiate action against Suraj Naik and the Finance department of
the government of Goa wrote a letter to the EOC dated May 27, 2004
urging them to initiate action against Suraj Naik under the GPID Act
1999 and intimate them of the action taken, but nothing happened.

"Another notice was sent to the chief secretary through advocate
Mahesh Sonak on March 6, 2004, but there was no response from
the government. It was only when the former DGP Amod Kant took
charge, that the EOC started co-operating with the SCHFWA and
providing us with all the requisite information but unfortunately he
too was transferred," Shetye remarked.

The special officer appointed by the Supreme Court, N C Banerjee
(in a telephonic conversation with the Herald), revealed that his office
in Kolkata has received around eight lakh claim papers from the
various investors all over the country and no sooner they complete
the processing of the forms, he would forward a proposal to the
Supreme Court to repay the investors.

"This entire process should take another five to six months to complete,
following which the payments will be made to the investors," Banerjee
disclosed. "Our only request is that the EOC should follow up with
the special officer N C Banerjee and guide the SCHFWA as to
