MARGAO: A newspaper stand for public reading may not be a common sight
in Goa as yet, so to say.

But, welcome to the interiors of the Velim-Ambelim belt, where one Could
huddle around a small shed -- housing a newspaper stand -- to have a
glance at the daily news.

So far, about 10 such stands have come up across these villages and
plans are afoot to spread the movement in neighbouring Assolna village
as well.

Says the architect of the movement, Anthony D'Silva, a tutor by
profession, The idea is to inculcate a newspaper reading habit amongst
the locals during their idle time. My plan is to open newspaper stands
every two kilometres in these three villages.

And, if D'Silva is to be believed, the response for the novel concept is
fast catching up amongst the local populace. We found that people
literally wait for the morning newspaper on the stands, especially in
the Other Backward Communities (OBC) dominated areas, he said.

D'Silva hit on this novel idea after the local Chaplain, Fr Eusico,
asked him to do something to inculcate reading habits amongst the
younger generation.

This concept is being successfully put into practice in the Shiv Sena
shakas (centres) in Mumbai and I thought why not give it a try in my own
village, D'Silva maintained.

The whole prupose is simple: I give the people an opportunity to go
through the daily news at a place where they while away their time. Just
by standing near the public place, I am sure people will read news by
default.

According to him, the people, no doubt, can afford to buy a newspaper,
but either find no time to buy it or go through it at home.

But how long will this movement continue, especially when it requires
funds to keep it going? Says D'Silva: I have only provided the stands
and the sheds. While the cost of newspapers have been borne by some
individuals.

And, he says, he can continue with the concept at least for the next one
year, after which he intends to make the people contribute for the
facility. ENDS

  in size, that would have been laid in a couple of
  days, were unloaded at jetties across Goa. Goans
  rushed to buy the first catch of mackerals, little
  knowing that most of them were not so ethically

  fish roe. Each fish, said an experienced fisherman,
  would have yielded a trawler load of mackerals had
  she been left alone to take care of her roe.

Hello Joe,
I agree with you that most of these mandos have double meanings. Someday I
will study them in detail. But for now some thoughts! Here goes:

adorar - adore, serenade, expression of being cherished
The batchelors in that village were witnesses to a fathers giving away his
daughter - one who they cherished and held-dear. The sukhant to dukant
reference is something that ones hears from women advanced in years. Many
simple women considered their unmarried status as a happy time, where they
were celebrated, wooed, and cherished. The other side; married life was
quite unknown and what they often heard and sometimes saw was not pretty.

The eligible batchelors in this sense intensely  proclaimed their
devotion-almost to the point of deification towards her- essentially
serenading her, and she saw that they truly cherished her being. ADORAR
could also be taken to suggest (extrapolating here) Adrar (as in
threshold). The batchelors gathering together at the threshold of her house
and bidding her farewell.



Amni Gumni-
I am postulating that this is quite possibly an endearing or diminutive of
the names of two individuals. Amni/consider Amita and Gumni/or Gomini-
Govind??. The Shiva reference is perhaps a reference to a puja in a temple
or more likely in the hills. It could be seen as a nominalization where the
word Shiva stands in for a puja or a celebratory moment that we do not have
an exact understanding of. Shamba could be a derivation of Shambu another
name for Shiva. Shiva is a proto god, along with Vaju, Agni, etc. He is
venerated with an abandon that is quite unique to him. I see this mando as
giving us a glimpse of our ancestral past.



Bokem - Seagull if I am not mistaken.



Kolvonttam- In this context does not directly imply prostitutes although
that is what it means. It very much could simply mean entertainers. For
instance Lavni* was a riotous form of entertainment in Maharashtra. The
primary motivation was to render song and dance, make a living, see places,
and receive accoloades. Of course men always had other urges that needed
satisfaction, and some of these - our very own geishas obliged. I would
like to point out here thhat the Japanese Geishas are not prostitutes but
culturally and socially very refined women having impeccable training in
the arts and song, grace under pressure - as splendid hostesses, trained in
musical instruments, haiku/haika, etc., tea ceremony-sado, understanding of
incense-kodo, and occassionaly calligraphy-shodo). Anyway all noble
professions either way. Period.  All these women to varying degrees also
controlled their destinies. Such freedom has elicted the appelation of
Kollvont in way too many a society.

My mother would use the word kollvont to mean girls/women of loose morals
- again really meaning women who were comfortable inthe company of men to
the point which raised eyebrows. Nothing necessarily exciting beyond that.
Some of this had to also do with limited vocabularies.

* Similar to the nautch girl (as in the dancing girl, woh aurat/ladki joh
mehfil mein natch/gaan karti hai. yeh bhi satch hai- ees prakar (to mean
ilk) ki aurantem apna sharir paison ke liye bhijwate thein.

Remember phrases like: Aum kollvont num. Amorer - ghannt zaunchea adim
ghara pavtam.

RETIRED  HURT  AT  58 !

  Imagine a person, who was born on 15th August, 1947. Then he
would be retiring from service on 15th August, 2005, on attaining the age of
58. And pray, what does he have to show for his active, productive life,
before retiring?

  In cricket parlance, a batsman who gets injured while batting
is allowed to temporarily retire. He is, however, allowed to resume batting
after the fall of any other wicket, but before the close of his side's
innings. By corollary, if he does not resume his batting during that
particular innings, then he forfeits his right to bat during that innings.
The final score card will then show that he retired hurt during that
innings.

  This year, India, as a modern nation, celebrates the 58th
anniversary of her Independence from the foreign yoke. The BJP had claimed
that India is already shining, implying that there is nothing more to be
done. The Congress claims that India will shine tomorrow, once they
implement their pet policies. The policies themselves are supposed to be
growth-oriented. The unstated principle is that there is no need to focus
on the distributive strategies. Economists classify these theories as
trickle-down theories of growth, since according to their notions, if the
economy is allowed to grow unhindered, then the benefits of that growth will
automatically be available to all those who work hard. The stock exchange
is supposed to be the reflection of the economy's growth. Trade unions and
collective bargaining are condemned as cartels.

  Some days back, Mumbai witnessed massive floods due to rains.
The water had no routes to flow to the sea on account of the indiscriminate
construction activities. Over the last 14-odd years, the philosophy of the
trickle-down growth strategies for the economy as a whole, have also
influenced the architectural and engineering professions in Mumbai. The
builder-developer lobby propagated the myth that it is only important to
have posh swimming pools in housing complexes together with beautiful
landscapes, basement parking and plush interiors.

  In the event, the Mumbai rains exploded all these myths. Whole
areas got flooded up to first-floor levels! Waters entered into the flats.
Costly cars parked in basements got ruined. The entire philosophy of
atomistic growth divorced from larger social considerations has been
brutally exposed for what it really is - an unsustainable dream. Indeed, the
smug upper middle classes of Mumbai are today groping in the darkness
(caused by a massive failure of the privatized electricity supply industry)
for a social camaraderie - precisely the virtues of unionisation and
collective bargaining - against the government; virtues, which, till the
other day, were condemned as outdated for the new knowledge-based economy.

  And if the Mumbaikars were fond of announcing their social,
political and economic health in terms of the heights scaled by the Sensex
and the Nifty, well then, the Sensex went up continuously from 7500 to 7800
points throughout the week of the ravaging floods, as if to mock those smug
upper middle-class Mumbaikars that, not to worry, everything is ok and well
under control and never mind that the rain waters have entered your first
floor flats to ruin your plush interiors after totally destroying your
Mercedes which was parked safely in the basement.

  But if the rich Mumbaikars have suffered
insurance-indemnifiable losses to their properties (and may be to their
egos), the poor slum-dwelling Mumbaikars have lost their near and dear ones.
The time has therefore come to focus the debate on the condition of
Indians, as distinct from India. The riches and prosperity of 10%
Indians should not cloud our judgment about the pathetic plight of the
remaining 90% Indians.

  India as a country is not out at 58, but the average Indian
aam aadmi can only be said to have retired hurt at 58.

The BJP and the NDA will have every right to taunt the fulsome apology by 
Prime Minister Manmohan Singh for 1984 once they have familiarised themselves 
with the letter A.

It is not only the first letter of most alphabets but also the first letter of 
the word apology. They should then apologise profusely for the macabre riots
of Gujarat on the last day of February and March 2002.

They could do it individually, with master baiter Narendra Modi leading them. 
Or they could orchestrate their efforts to include the Panchratna of the NDA:
Vajpayee, Advani, Joshi, Sinha and of course the ubiquitous George Fernandes, 
who regularly charged in where angels feared to tread.

Of the five, Vajpayee, then Prime Minister, did sound apologetic but heckled 
mercilessly by the bright young things of his own party, retreated 
ceremoniously to the peace and comfort of his chair. There was no hint
of regret from the others. After Modi won the Gujarat Assembly elections, even 
the need for regret was forgotten.

The three major sequences of barbarism in the last 21 years have been the anti-
Sikh riots of 1984, the Babri riots of 1992 and 1993, and the Gujarat riots of 
2002. Roughly the same numbers died while millions were traumatised. For the 
space of about three days mobs were permitted by a deliberately absent 
authority to kill Sikhs in 1984 and Muslims in 1992 and 2002. There
was no official explanation offered for the barbarism. How could there be, for 
those in power were either perpetrators or abettors of barbarism. In each case 
the unofficial explanation, advanced through the party network (party is an 
obvious pun), was spontaneity before which the administrative machinery was
apparently helpless. This was an utter, malignant, unforgivable, immoral and 
inhuman lie. In all cases the government deliberately fed the violence for
political profit for a carefully calibrated period after which the same 
government ordered the violence to stop. The blood tap was switched on. And 
the blood tap was switched off.

God knows there was provocation in 1984. What could be more provocative than 
the assassination of Mrs Indira Gandhi after the seesaw of violence through 
which Punjab had suffered in the previous years culminating with the assault 
on the Golden Temple, known as Operation Bluestar? This was further aggravated 
by images of Khalistani Sikhs abroad — note the adjective, it is Khalistani 
Sikhs, not all Sikhs — celebrating.

But a government is not a mob, unless it chooses to become one. I was in 
Calcutta in 1984. Jyoti Basu was chief minister. The anger in Calcutta was no 
less than in Delhi, and incidents began to occur. Jyoti Basu did not choose to 
win his next election by washing his hands in Sikh blood. Instead he ordered 
the Calcutta Police to do its first and foremost duty, and protect every 
citizen of this country, just as he gave security and safety to Muslims in 
1992 after the destruction of the Babri mosque under the watchful eye
of P.V. Narasimha Rao (the same watchful eye presided over the anti-Sikh riots 
in 1984 incidentally, this time as home minister). The Calcutta Police is made 
up of the same Indians who man the Delhi Police or the Gujarat Police. They 
are not particularly angelic. They obey orders.

Jyoti Basu's moral courage also gave the lie to the dangerous cynicism that 
has become a core philosophy of the BJP and the Congress, which insists that
electoral victory justifies every immoral decision. The Congress victory in 
1984 and the Modi victory later became self-evident exoneration. But Basu and
the Left Front have won every election in Bengal without pandering to the 
barbaric impulse.

The irony is that the Congress would have won in 1984 without presiding over 
the spontaneous reaction. I cannot be certain but I daresay that Modi would 
have won Gujarat also without Godhra because he is an efficient administrator 
with little interest in the parallel disease of Indian politics, corruption. 
But both were tempted by the easy option since their backbone had been washed 
away along with any moral fibre that they may have once possessed.

Anger can be spontaneous. Organised violence is stage-managed. The Congress 
and the BJP, along with the Shiv Sena in 1992 and 1993, perpetrated deliberate
violence against minorities. The system buys time for political parties 
through commissions. It bought the Congress 21 years after 1984. 

But those who suffer the truth and those who know the truth do not need 
commissions. One of the most wrenching moments of my life was to watch a Sikh 
being burnt to death in front of a gurdwara in Delhi. It happened on the 
second day of the 1984 riots, and not on the first spontaneous day. The 
howling mobs on that day were mobilised by Congress leaders who saw
victory and ministerships ahead and got them too. Gujarat's pogrom against the 
Muslims was ordered by local BJP leaders

[Goanet]World Goa Day

World Goa Day is a vehicle to unify Goans and get them
to think about what it means to be a Goan.  World Goa
Day is not just all fun and games.  The first step
perhaps is a picnic, a party, a theatre to bring Goans
together.  But that is only the first step.  Several
Goan organizations have used the occasion to raise
funds for a specific charity or cause in Goa.  Rene
Barreto who is the prime initiator and instigator
behind Goa Day, has always, from day one, urged us to
give something back to Goa.
So I hope we will not characterize World Goa Day as
just a day to have fun and games.  

Getting Goans all around the world to celebrate this
day is a way to affirm our identity, for ourselves and
also for our children, especially in the diaspora,
as children born in foreign lands may not have the
same depth of feeling for Goa as those of us born in
Goa or who have lived in Goa.  For these reasons,
celebrating this day is a worthwhile exercise.

Happy Goa Day to all Goans wherever you may be !!!

“Moskachea pananchi bhaji kuddin gormi vaddoita” – Drumstick tree leaves’ 
vegetables create heat in the body, affects the system and reduces the 
chances of pregnancy, and so does consumption of too much drumsticks.  If a 
girl or a woman conceived and did not wish to have a child, she would 
consume lots of “moskachi bhaji or drumsticks”, thrice a day – at breakfast, 
lunch and dinner – for about a week, which would result in menstruation and 
bring about relief for her.  In the olden days, the process was called 
‘cleaning of the system.’  It was used as a natural means of family 
planning.


“Torne popaiecho melgor” (raw papaya vegetables) was used for early 
abortions; it is considered more powerful than “moskachi bhaji.”  
Consumption of too much chocolate also produces the same result.  However, 
these natural wonders do not work with women who have strong uteruses.

In my message for 2004, I had proposed that the Goan
diaspora celebrates Goa Day at two levels

1) The usual traditional festive programme of food 
drink, song and dance;

2) A report on the community’s health, arts
development, civic involvement, business and 
sports activities.

Nothing came of these proposals. That is hardly
surprising in the absence of any feedback and
consultation. What was missing was a qualified task
force to assess and review the community’s activities
and prepare a report – no mean undertaking


1. This year, I have been again invited to share my
thoughts on Goa Day. So let’s get a little more
specific this time. My thoughts are restricted to the
Goan Diaspora settled in western countries such as the
UK, Portugal, US, Canada, Australia  NZ. 

 

2. In my view, the key questions to ask are

1) What is our position as a minority in our country
of residence, how do we (especially younger Goans)
cope and make a mark?

2) Can we continue as a viable, cohesive community in
our country of residence and beyond?

3) How do we relate to our homeland, Goa, which gets
increasingly distant for the younger generation?


3. Instead of offering another round of armchair
opinions and global prescriptions, I suggest we set up
a standing THINK-TANK (TT) or MONITORING GROUP in each
country with appreciable Goan concentrations. Each TT
can be made up of more than 2 or 3 volunteers
(including women) with a scholarly background and/or
adequate community experience.
 

A job of a TT is to deliberate on the questions posed
above, brainstorm, collect data and propose answers in
consultation with others.


4. Issues for the TTs to consider

 

A. Our position as a minority in our country of
residence

- Our migration history

- Some demographic statistics (where available) in
urban centres and regions.

- Education and occupation profiles 

- The country’s dominant values (political, economic,
social) and how these impinge on us

- Confront racism and discrimination (through
involvement with appropriate organisations, improving
our coping mechanisms)

- Can we integrate with the mainstream? How to avoid
being marginalised ands ghettoised?

- Develop our creativity in the Arts (visual and
performing), make media links and improve our
communication skills

- Work on developing business skills

- Other aspects (to work on)


B. Continuing as a viable, cohesive community

- What are the common values that (should) hold us
together? 

- Review of our distinctive customs: religious
rituals, rites of passage, characteristic greetings 
gestures, structure of social gatherings. How are
these changing? How much of our traditional baggage
should we retain? 

- Do we ‘modernise’ and transform some of our cultural
forms (for example, folk dance) and borrow
eclectically from the dominant cultures? 

- Recognise that younger Goans today are a diverse
lot, increasingly individualistic and not constrained
by tradition. They may find it more rewarding to latch
onto market values based on competition and personal
gratification. Such values can damage community
solidarity and cohesiveness. So we’ll need to make
judicious trade-offs. 


C. Relations with Goa
- Our narratives and images of Goa: how are they
changing?

- Without the glue of language, can our young retain a
sense of belonging to Goa?
- What Goa groups can we usefully link up with?

5. The above items are tentative. Others can improve
on them.

There is a lot for the Think-Tanks to work on and the
TTs from different countries can consult with one
another for mutual enlightenment. There is no need to
aim for a global consensus.

 

The deliberations of the TTs should be an on-going
process and the more salient outcomes should be posted
on a website (a specific one for Goa Day or a sub-site
offered and maintained by Goa Sudharop). The postings
are not to be considered as final answers but rather
part of a progressively refined package of views,
proposals and strategies. 

Any Goan should be free to make his or her own
comments to the Website editor. Conflicting and
alternative suggestions should be welcomes and after
due scrutiny be posted side by side.


If Rene Baretto (prime mover of Goa Day) and
Goa-Sudharop agree with the above proposals in
principle, I suggest they tie up any loose ends and
get the scheme rolling.

I second this appeal, in right earnest. it's time for the Naval Air Wing to
'Walk' from Dabolim, and walk towards Seabird and strenghten the Defence
Operations there. Why should the AAI be burdened with Mopa, when they can
expand and modernise Dabolim for a song; Let the Navy walk, and let the
Maharashtra Govt. have this airport somewhere in Ratnagiri, if they have to,
and keep Pernem etc for Goa's other needs.[Nasci Caldeira, Aug 13]

It is very necessary to de-link Mopa from Dabolim as far as go/no-go is
concerned. They are NOT mutually exclusive. Let us not say that Mopa is OK
because of constraints at Dabolim. By the same token, let us also not say
(as in the snippet above) that once Dabolim's constraints are removed there
is no need for Mopa. Goa needs Dabolim AND Mopa, not one OR the other. The
recent deluge in Mumbai shows clearly how essential a back up airport is.
Mopa should not be viewed as a back up to Mumbai but as a back up to
Dabolim!

Besides, if one goes into the history of Mopa one finds that the location
was selected nearly 10 years ago. How can one  put the clock back and say
shift the location to Ratnagiri! Maharashtra is already planning a new
airport at Navi Mumbai just up the creek. So it is Goa which can  benefit
from the proposed airport (along with Dabolim not instead of it).

Dabolim (sans Naval flight training) would be the primary international
airport for Goa (and hopefully a worthy back up to Mumbai) while Mopa would
be a secondary one, catering initially to domestic traffic until it evolves
gradually and sytematically over a couple of decades into an international
airport in its own right.

Having said all this, let us be clear that the topmost priority is  for
getting the Navy to shift flight training out to Seabird -- jaldi!
Everything else is just a smoke screen.

The GOG is commended for this decision; however the backward, incompetent,
outdated and ineffecient Civil and Construction Engineers and Firms, in
Goa/India should not have any part in the implementation of the project
other than land procurement and power being made available. Even the New
Delhi Monorail project is being given to MTrans of Malaysia, who will work
with IRCon, the Rlys unit; since they have a success story in
K Lumpur.[Nasci Caldeira, Aug 13]

Anybody who is interested in the subject of monorail can google for it to
one's heart's content. My concern is that it is untried and untested in the
Indian context. We have to start on an experimental basis instead of going
at it hammer and tongs.

Delhi is smart in planning for its use as feeders. Here in Goa the plan
seems to be to launch it directly on the arterial highway. This might play
havoc with existing traffic both during construction and operation (or
rather the inevitable re-work phases). We know from the sorry experience
with 4 laning DB Marg in Panjim for IFFI 2004.

It seems some 4-laning is to be done on the highway (NH 17) involved. Land
has reportedly been acquired for this purpose. Will it be used for 4 laning
or taken over by the Railways (via say IRCON) for the monorail. Will the
railways end up interfering with the highway authority?

Let's earnestly hope GOG knows what it is doing! It would help if it makes
information available to the public and seeks feedback before embarking on
grandiose schemes.

The linguistic state has outlived its utility. States should be designed to
maximise development potential. A state should have an urban centre as
capital and the surrounding countryside as its hinterland. The whole of
India should be divided up into states centering on its 100 major cities.
Such city-centred states will have more equal development opportunities. And
more states will mean more competition amongst them; it will make them
devise more innovative, development-oriented policies.

The problem for Goa is that it has to begin to be considered a city state
without a spiky urban centre like Mumbai, Delhi, Chennai and Kolkatta. Our
leaders have to join the discussion and somehow shape it or else the state
will lose out in the urbansiation plans and programs that are bound to
materialise soon.
