Presumably the monorail route will follow the present NH 17 route along which land has supposedly been acquired for conversion into an Expressway. This North-South Expressway is even touted as a "twin" project along with Mopa airport. So how many corridors are going to be involved in the same route? Whatever NH 17 is at present is going to be in a shambles soon! We in Panjim have had the experience of the shenanigans last year on DB Marg for IFFI 2004. And the road is even worse than it was before with umpteen bumps now! Heaven help us if this is going to be the fate of NH 17.

Rajendra Talak's award winning film "Aleesha" is being screened in Cine Alankar almost unknown to the local populace. There is only one show at 6.30 P.M...and 15 September is the last day it will be screened in Mhapsa. It is a good movie running to an almost empty audience. The film is about a mine-owner family and its interaction with the residents of the mining belt. It could be any of the mining families in Goa, with a young scion taking learning the ropes and a pretty, educated daughter-in-law in the wings. Priyanka Bidaye plays the lead role well, a bit dramatised for the effect. It is Prashanti Talpankar, lecturer in Dnyanaprasarak Mandal's College on the outskirts of Mhapsa and a writer in her own rights[ besides being the wife of Sunaparant Editor, Sandesh Prabhu Desai] who grabs the attention in her role as "Philo", the wife of a deceased truck driver in the mining belt. The film ably depicts the changing trend in mining, with afforestation and social concern increasing in the mining companies. the role in real life that is played by qualified and professional Environmental Managers working under a ISO 14001 regime is shown in reel life as led by the daughter-in-law. I know what I am talking about, since I have been working with agriculture in the mining areas in Bicholim taluka and crop loss estimations since the Orwellian year, 1984. Overall, it is a A class film, though without the song-and dance sequences at outstation locales. The depiction of various trends in the villages is quite realistic. The little known registered [in 2000] society by the name of "Bardez Konkani Asmitai Kendra" led by Ms. Nutan Sakhardande felicitated the Director, Rajendra Talak, with a Shriphal and a shawl at the hands of Shrirang Narvekar, theatre personality who has done a bit role with Al Braganza in the classic konkani film "Amchem Noxib". Shrirang lamented that, while Konkani films of yore ran to full houses for a month in one cinema hall during the 1960s, a good film like 'Aleesha" now drew only luke warm response for less than a week.Malayalam and Kannada films had better audiences in our Bhangarachem Goem. Even the special rate of Rs.10/- for school students has not evoked much response. "Where has the love of Konkani and things Goan gone? " he wondered. Rajendra Talak said he was not unduly worried about the poor public response. He was happy that at least one organisation was working to promote viewership of Konkani films. We need more such organisations to rekindle the pride in our mother tongue. If just one lakh persons from the 14 lakh population watched a Konkani film paying an average ticket of Rs.25/-, the Rs.25 lakhs raised therefrom would would contribute about 40% to the producer to support the production of a film with a budget of about Rs.10 lakhs. Thank God for IFFI 2004. At least "Aleesha" got noticed. It is not about the money, but rather the appreciation that motivates one to continue, said Talak. Mhapsekars , Aldonkars, Moidekars, Assagaokars and others on these lists cna make the last day of the film Aleesha in Mhapsa a day to remember. Hi Tony, Thanks for responding to my post on the above subject. Beyond the superficial, we agree a lot. We both emphasize the need to maintain strong family and community ties, which as you have shown really helps in the time of a crises. So, if one lives in Paradise of Toledo, Ohio, or in the Big Easy of New Orleans, one then needs to make the effort and the trip to the big cities to connect on a regular basis with family, friends and community both for mutual benefit and to expose the kids to Goan culture. Yet, the efforts have to be a two way street. To move the concept of Goan interactions further, I would suggest that city/state Goan associations should develop Regional Goan association which can then coordinate through a national body. This structure is used by many social organizations (Sons Of Italy or German American Club) as well as many professional organizations. While every city/ state organization cannot celebrate all the Goan festivities, coordination within their region will permit one or another celebration in the area about once a month. This may be to celebrate Blessed Joseph Vaz feast or a carnival or a Divali. I have previously posted in cyberGoa a list of about 10-12 Goa-specific celebrations, throughout the year. To encourage individuals to make the long ride and participate, when outsiders come, their efforts should be appreciated and they should be especially welcomed at the social events. This, rather than the same old native groups confining themselves to their old cliques. That is where the committee members can help. After all, what goes around comes around. Proposed Mopa Replacement Airport. Goa is moving forward as the central Government has proposed a new state of the art airport at Mopa in Pernem. The present Dabolim airport built around 1953 was just a simple airstrip and its main purpose due to the economic blocade with India and Portugal. After independence it was upgraded to enable large capacity flights to land in Goa, but its status is nowhere near the international airports in other parts of South East Asia including Singapore, Kuala-Lumpur, Hong Kong, Manila, Taiwan and so forth. The terminal building in Hong Kong International airport is 1.27 kilometres long, and has international airline counters from A to Z, over 200 immigration counters, 14 belt conveyors for luggage handling, 60 link bridges for the planes to land at the airport, a 5 star airport hotel, cargo handling, crew hotel, and two runways 3.8 kilometres long. International airlines also need maintenace and there are two large maintenace hangers, and the best restaurants and shopping arcades are in the terminal building. The total area of Hong Kong is 1068 sq. Kilometres. Judging from the above facts Mopa replacement airport can provide employment to a few thousand Goans during construction and when the airport comes into service. The ground transportation including trains, buses etc are essential as passengers cannot be late for their flights. The boom for tourism will be excellent for Goa. There is always a political touch for most of these projects, but we are in a world of free enterprise and healthy competion it will enable the consumer to get better value for their money and should only improve the service industry. I just happened to see your write up in the site www.goanet.org. Your views are good and I reciprocate the same feeling. Unfortunately, there are not many Goans who want to/can do anything about the state of affairs. As you rightly pointed out many Goans look to move out of Goa for the lack of opportunities in Goa. Looking at this situation rationally - Once this happens, life becomes very materialistic & mechanical. Hence, personally, I have not seen many Goans go back to Goa to improve conditions there. Nor the Government is pushed by the people to make things happen. Like you said many other places have grown in all respects, where there is not much of natural beauty. Unfortunately, the condition of Goa is like that of the stranded ship. I THINK THERE IS A NEED FOR A STRONG MOVEMENT !! But , I don't know how ?? Please find below my reply to the recent article "Lock the gates". I hope it will also serve as my introduction as I didn't make one before getting stuck into the "God as woman" debate a while ago - sorry. My partner Andy and I holiday in Goa every year (nine times so far) and we very much hope that one day we won't have to make the return journey back to the U.K. Over the years we have made quite a few Goan friends and it is our intention to fit in with and make some contribution to life in Goa, while reserving the right to speak our minds as we see fit, of course. Only speaking to other Brits and living off Heinz Beans is not for us! So my first point must be don't assume that everyone from Britain is the same. We are "ordinary" people and a move to Goa should allow us a better standard of living and semi retirement, although we will have to work very hard over the next few years to make it happen. This leads to the issue of inflated property prices. This is potentially a serious problem and it is one that we are very familar with. The Isle of Wight is a beautiful place with slightly milder weather than most of Britain. It is popular both as a holiday and a retirement destination and house prices have shot up recently; some people simply cannot afford to buy and others (like us) have to remain in properties that are too small. However I am not convinced that this will be such an issue for Goa. The "typical" Brit looking for a cheap place in the sun is far more likely to want a newly built beachside appartment in a complex than a village home or a city appartment. I think this makes over inflation of house prices unlikely outside of the immediate beach-belt area. So how can Goa protect itself? As I have already said, I am not sure that it needs to, but the one suggestion I do have may surprise you. Make it easier for us to live in Goa long term! At the moment people come on short term holiday or business visas which do nothing to encourage a long term commitment. E.g. Should we sell our flat on the U.K.? What happens if we are unable to renew our visas? A lifetime visa, or better still the chance to become (Goan first, Indian second!) citizens, would giving us greater security and encourage us to invest ALL our money in Goa, hopefully creating employment for local people. [Goanet] PARRIKAR'S CLEVER COP-OUT ON DABOLIM
In a talking head clip on cable TV (local news telecast) ex-CM Parrikar said in effect: "Around the world it is easier to drive a foreign power out of a place than to get the local military to pull out" adding, " I challenge you to give me even one example of the latter". This is clearly a convenient cop-out by the guy who should have known better. He is obviously not in the least interested in taking on the military at Dabolim. Else he would have found that in the U.S. they have long had what is called BRAC (base realignment and closure) to shut and/or restructure bases on the mainland. Something of this kind is needed in India if Dabolim has to be relieved of the military jinx. Alternatively, Parrikar would have found that at a big tourist/military airport like Hawaii there is what is known as joint management of the base/international airport. In India there is a lot of talk about 'flexible airspace management'. Goa could have taken the lead in expediting the materialisation of this arrangement which is acutely needed nationally today. These are some of the areas a Goa CM would be expected to know something about and pursue with the Centre. But it would presume they have, to begin with, a lively vision about the central importance in this day and age of airports to the economy and society of a city and region.

Six bar girls arrested at Caranzalem PANJIM, Sept 12: In its raid on the dance bar girls from Mumbai who have invaded the State, the CID Crime Branch, Dona Paula, today arrested six of them near a Caranzalem guest house. The girls hail from Orissa and West Bengal and had arrived in Goa two days ago following the shutdown that was clamped on all the dance bars in Mumbai. It may be recalled that earlier, six bar girls had been arrested by the Mapusa police on the charge of soliciting customers for the purpose of prostitution. The police are in possession of information that a number of the bar girls from Mumbai have "infiltrated" Goa and are operating from various places in the state. This is a story I had written years ago. How much of this potential has been tapped? A question on the eve of another ECAP. FN SOFTWARE COULD TIGHTEN UP GOVERNANCE IN GOA by Frederick Noronha, Indo-Asian News Service PANAJI (Goa), Sep 10 -- Dissatisfied citizens upset by the declining quality of governance could have something to look forward to, if officials in this coastal state opts for some of the solutions being offered by central government IT experts. Local-based offices of the Central government-run National Informatics Centre (NIC) have offered an elaborate plan to the Goa government, that promises to make governance more effectively. For a state lagging behind its IT-giant neighbours like Karnataka and Andhra Pradesh, Goa has now received the choice to implement a wide range of software dealing with making accounting simpler for the state, monitor arms licences issued, and even keep tabs on the 'conversion' of agricultural land fuelled recently due to real-estate speculation in this touristic paradise. Computerisation is also available with the NIC for helping make elections a less painful process -- for revising electoral rolls, polling-booth information, posting of polling staff, assist in counting of votes, and preparing of various reports. Some of these software solutions have been applied in other states as well. OPA, or Office Procedure Automation, is a comprehensive package developed to help monitor pending cases. It also assists in the easy tracking of letters and files. "(It could be) a tool for enforcing the prescribed procedure (in governance)," says the NIC. Likewise, another product from this Central Government organisation offers to monitor public grievances using a product called PGMS. Firstly, complaints received from citizens are registered. Forwarding-letters to grievance officers are automatically generated. Action-taken by various officers can be included. Reminders are generated automatically if officials don't act. >From a revenue-recovery cases monitoring system, there's help for District Revenue Officers -- who have the onerous task of recovering loans when financial institutions can't get them back from borrowers. This helps to keep track of which cases are coming up when, and helps make the paper-work smoother. Recently, the NIC also implemented its software to lessen the anxiety of students awaiting results of public exams in Goa. Students of the school-leaving level were given their results and marks-obtained speedily via the Internet. One other product is to help make admissions smoother to technical-institutions across the state. Other solutions offered by the NIC include a High-Tension Billing System (there are nearly 500 industrial and agri-consumers who consume high-tension electricity in Goa), Employment Exchange computerisation options, and a Factory Statistics Information System (offering a database of factories in Goa with details of workmen and accidents and more). There is also an Immigration Clearance System that could make life less trying for those landing at Goa's lone and often-crowded Dabolim airport, an small-scale industries registration system, a mines information system (which includes environmental records), and software to store extensive details of each High Court case. (Goa has a large iron-ore mining zone in the interior parts of the state, and exports upto one-third of India's iron.) There are also options to make administering easier for the official authorities, in terms of collecting house tax, rent, construction licences, trade licensing and water-billing. In addition, there's a long list of other software -- to track questions raised in the State Assembly, Goa government budgets, and Cabinet decisions. One unusual product seeks to ensure that government officials utilise the telephone only uptil the extent to which they are authorised. One other software is a GPF System, which would have a role to play in an over-bureaucratised state having 37,000 GPF provident fund subscribers. NIC says it has also given e-mail access to a large number of local government departments. It has helped build and make accessible the MEDLARS (a medical-information system), COURTNIC and JUDIS (offering legal-related information) and GISTNIC. In September 2000 the NIC offered a detailed plan for Goa to embark on e-governance. Its suggestions include a network connecting all government offices in state-capital Panaji, district and taluka headquarters, which it tentatively called GOANET. It also suggested LANs (local area networks) for the Secretariat and new assembly complex. It helped egg Goa forward on the IT front, by assisting in putting up websites for Goa Tourism (goatourism.nic.in), the Passport Office (passport.goa.nic.in), and the Directorate of Technical Education (dte.goa.nic.in), among others. Goa to invite bids for monorail project Our Regional Bureau / Panaji September 14, 2005 Goa has agreed in principle to float global tenders inviting Expressions of Interest (EOI) from private parties to set-up a monorail system in the state, connecting Panaji, Margao and Mapusa. The 45-km monorail project is aimed at providing viable public transport for the state, which relies heavily on state transport. The state wants the project finished in 18 months. The state transport minister Pandurang Madkaikar told mediapersons that the government would not invest in the monorail project, but would promote it on a build operate and transfer (BOT) basis. "The cost per kilometre works out to around Rs 60 crore, and the cost of the entire project would be around Rs 2,500 crore," he said. Madkaikar said that the central government has promised to provide 20 per cent of the total cost of the project. The state government will acquire land for the project. The minister said that the government would give a month for inviting EOIs and the interested firms would have to do a feasibility report on the project. "Several parties are interested in installing and running the monorail project in India, Madkaikar said that New Delhi and Tamil Nadu have already invited tender to install monorail project in their States.

Goa`s water supply project hangs fire Our Regional Bureau / Panaji September 14, 2005 The 24x7 water supply project seems to have become a distant dream as the project is still at the planning stage. About 18 months back, it was announced with much fanfare that the World Bank-supported water and sanitation programme (WSP) would be set in motion from December 2005 onwards and that water would be supplied to the four main cities 24 hours a day. The project requirements and strategies were expected to be finalised by the public works department (PWD) in March this year. After making little headway last year, the programme went through rough weather as Goa came under the President's rule and the state administration decided to wait for a popular government to make a decision. Nine months down the line, the project is still where it was in the earlier year. There seems to be some change in the areas proposed to be covered under the project. Initially, only four cities were proposed to be covered under the project Panaji, Mapusa, Margao and Ponda. The government has decided to increase the area to be covered under the project to the entire state. Confirming the decision, K P Nambiar, PWD chief engineer said, "The 24x7 water supply project is for the entire state." Explaining the hike in water tariff, Nambiar said that the proposal for increasing water tariff was still on hold and that no decision had been taken as to when the water tariff should be hiked.
