Sometimes your biggest weakness can become your biggest strength.

Take, for example, the story of one 10-year-old boy who decided
to study judo despite the fact that he had lost his left arm in a
devastating car accident.

The boy began lessons with an old Japanese judo master.
The boy was doing well, so he couldn't understand why, after
three months of training the master had taught him only one move.

"Sensei," the boy finally said, "Shouldn't I be learning more moves?"

"This is the only move you know, but this is the only move
you'll ever need to know," the sensei replied.

Not quite understanding, but believing in his teacher,
the boy kept training.

Several months later, the sensei took the boy to his first
tournament.  Surprising himself, the boy easily won his first
two matches.  The third match proved to be more difficult,
but after some time, his opponent became impatient and charged;
the boy deftly used his one move to win the match.  Still amazed
by his success, the boy was now in the finals.

This time, his opponent was bigger, stronger, and more experienced.
For a while, the boy appeared to be overmatched.  Concerned that
the boy might get hurt, the referee called a time-out. He was about
to stop the match when the sensei intervened.

"No," the sensei insisted, "Let him continue."

Soon after the match resumed, his opponent made a critical mistake:
he dropped his guard.  Instantly, the boy used his move to pin him.
The boy had won the match and the tournament.  He was the champion.

On the way home, the boy and sensei reviewed every move in each and
every match. Then the boy summoned the courage to ask what was really
on his mind.

"Sensei, how did I win the tournament with only one move?"

"You won for two reasons," the sensei answered.  "First, you've almost
mastered one of the most difficult throws in all of judo.  And second,
the only known defense for that move is for your opponent to grab your left
arm."

The boy's biggest weakness had become his biggest strength.

Dabolim and TAIP

Very few Goans know that Goa had its own airline and that the airport at
Dabolim was a civilian one.  The latter reason is why politicians who are
really interested in Goa and Goa's future rather than their own pockets,
have been making efforts to get the airport released to civilian control.
Now for the history.

Pre-Dec 1961
There were pioneering flights by Capt. Moreira Cardoso and Capt. Sarmento
Pimentel in 1930, using a rudimentary dirt airstrip atop the hill of
Dabolim.  Then in 1934, Carlos Beck, an air pilot, flew a flimsy monoplane
from Lisbon to Goa, taking four days for the journey stopping over at Beirut
and Karachi, landing at Dabolim, where the "airport" consisted of just a
small shed with a windsock.

Until India gained independence on 15 Aug 1947, the Anglo-Portuguese
relations were on a good footing. In the later half of 1947, there were
fears on part of some Portuguese government officials that the Estado da
Índia Portuguesa (EIP), as the enclaves of Goa, Damão, Diu, Dadra and Nagar
Haveli were known at the time, would sooner or later be forced to join the
greater Indian Union.

In July 1951, the Direcção Geral de Fomento do Ministério do Ultramar
(Directorate of Development of the Ministry for Overseas) proposed to the
Direcção Geral da Aeronáutica Civil (Directorate of Civil Aviation) to send
a Technical Mission for Aerodromes to:

a) study and detail a construction project to build an international airport
in Goa;

b) study improvements to be made immediately to allow the use of the
existing airstrips at Mormugão, Damão and Diu to land light twin-engined
aeroplanes; and

c) study the viability of establishing air connections with the three
segments of Estado da India Portuguesa.

The government considered the creation of air transport services as a
civilian company integrated within the government services of the Estado da
Índia Portuguesa to organise and develop proper airports.

Now whilst the plans for air transport for the EIP were being developed, the
Indian Government instituted a blockade against the Estado da Índia
Portuguesa, isolating these enclaves from the rest of the world.  The flow
of people and goods by land or sea into the Indian Union was prohibited, the
railway line was broken, communication lines were cut, bank accounts of
citizens of the EIP in banks in the Indian Union were frozen, monetary
transfers between the Indian Union and the EIP were suspended - all this in
an effort to induce the native populations in the Estado da Índia Portuguesa
to rebel against the Portuguese.

Unfortunately for the Indian Govt, the general public of the EIP did not
rise into revolt, and the Portuguese Govt. did everything it could to
maintain the welfare of the population.  Therefore, besides developing new
maritime routes and the port at Mormugão to replace the previous reliance on
Bombay, the Portuguese Govt. in the EIP fast-tracked plans for air transport
to beat the blockade.  Thus, the "Serviço de Aeronáutica Civil" was created
in the EIP by Decreto-Lei No. 40257, with the responsibility of setting up
the Transportes Aéreos da Índia Portuguesa.  This was how TAIP was born.

The first planes of the TAIP fleet were a couple of quad-engined DeHavilland
HERON aircraft. Flight-Pilot Major Austen Goodman Solano de Almeida was
requested to organise equipment and the work-force for TAIP. The
infrastructure was quickly set up initially with the technical assistance of
the Portuguese Air Force, building adequate aerodromes, runways, and hangars
at Dabolim, Damão, and Diu, utilising funds of 1st and 2nd development
budgets.

(The airports in the smaller enclaves of Damão and Diu had to be
strategically oriented so as to respect Indian airspace and avoid any
confrontations with the Indian authorities on take-off and landing.  In
1957, the Indian Govt. placed anti-aircraft guns just outside the air
corridors and threatened to shoot down any planes violating the Indian
airspace.  The manoeuvres had to be precise and the pilots had to adhere to
very strict routes with very narrow margins of tolerance.  The pilots of the

meetings, about 3 years ago, it has been a flop.  A great deal of money is 
spent, and a lot of promises made with no follow through.


The bureaucrats in attendance probably outnumber the NRI Goans 10 to 1.  
Last year, they barely got 30 Goan NRIs including yours truly.  Yet they 
carry on with this charade. Waste of public money.


We need to go back to a privately organized NRI meet, with the government 
providing perhaps the space for the meet. The first NRI meets organized by 
NRIs for NRIs were more meaningful.


Bureaucrats with their lofty ideas, expensive handouts to participants, 
entertainment etc. just doesnt cut it, in my mind.  Anybody else has any 
views about this ?

My only addendum to your advice : Do not even go to the Govt for "Meeting 
Space".


If NRGoans really want to meet meaningfully, they should be able to fund it 
entirely.


Besides, there are always creative ways to organise with hotels - so that 
the cost of food would somehow take care of the meeting space.  (I know that 
we are able to do that here)

Re-engineering education -- Some issues before Goa's technical education

  After the recent furore over the Common Entrance Test
  (CET) as a means of finalising admission to Goa's growing
  number (but still much-demanded) engineering seats,
  interest in the issue has died down.  Admissions have been
  done, and parents have seemingly given up on that issue.
  But an educationist who is with the Padre Conceicao
  College of Engineering (Verna) looks at the wider issues
  involved in engineering education in today's Goa. Dr
  Anil Seth studied in the US, worked in Goan industry for
  a considerable period, and then shifted to education.
  He also enjoys writing, and not just on technical issues.

I presume not many would be surprised to know that I am very
disenchanted with our engineering education. What worries me is that
a lot of 'atrocities' are being inflicted on our system in the name
of 'merit'. My biggest grievance against so-called merit is that we
impose a single dimensional function upon it and believe that a rank
based on some exam is synonymous with merit.

 Half the seats were reserved for 'meritorious' students.
 Experience revealed that the less affluent were subsidising
 the affluent, which was certainly not the intention. Worse,
 the state got a chance to distribute seats without any
 effort; hence, there has been little effort in extending
 the higher education in the state sector. That neglect is
 making it very difficult for the state to let go of the
 admission process and the fee structure in the 'private'
 or, more appropriately, non-government institutions.

Having different organisations adopt different criteria for merit is
desirable. After all that is how evolution has worked. We must judge
by the results.

The results of an institution are determined by the performance of
its students, that is how well they are placed and how well they
progress in their careers. Every institution is under pressure to
ensure that their products -- the students -- are useful to the
society. A poor institution will not get the raw material if it does
not deliver. Unfortunately, this process takes time and the
transition period can be painful for some.

There is still a very important factor which can help parents and
students make the decision -- the economic factors related to the
cost of education. I am increasingly of the opinion that the tuition
fee must be sufficiently high. Let me elaborate on why.

  I am convinced that students will not be offered
  ridiculously low salaries if an employer knows that they
  have paid a substantial sum for their education. It does
  not mean that they will raise the salaries. They may
  decide to hire a person with lower qualifications. While
  an engineer may not benefit, someone else will.

Far too many students do not realise that what they are investing is
their time, which cannot come back. If fees hurt, will they be
equally lax about their studies? I expect not. George Bernard Shaw
had once commented -- youth is wasted on the young.

Learning is far more complex than merely attending lectures. A major
advantage that IIT students have is not the faculty or the course
contents, but their peers. A major and effective learning takes
place from interaction with other students. A student will learn far
more if challenged by capabilities of the fellow students. (Indian
tennis champ) Sania Mirza will not enjoy beating me hollow, but I
may improve my game.

It is in the interest of the students that very good students are
around. Being a big fish in a small pond does that help because one
must leave the pond.

A few token rank holders will not do. An institution must aim at
having the best students in the region. If that is true, getting
companies to come for campus recruitment will be trivial. (Imagine
an institution which auctions seats. How many employers are likely
to visit the campus? We need to rely upon self-corrective mechanisms
rather than enforce rules which create more holes than they close.)

High tuition fees come in handy. At least 25% of the students at an
institution should be on scholarship, based on need and abilities.
For very good needy students, the institution should take care of
the hostel and food expenses as well.

Good students challenge not just the students but faculty as well.

The faculty needs to work harder to meet the aspirations of the good
students. Great faculty join institutions like Harvard and Stanford
not because the richest students study there or their salaries are
not as per AICTE recommendations, but because some of the finest
students study there. It becomes a mutually re-enforcing cycle and
everyone benefits.

Let me conclude by saying that the students should fight for high
tuition fees if they wa

NAGPUR: Cellular service provider, Airtel on Friday installed 1,000th cell site
in Maharashtra and Goa circle at Katol, 40 km from here, and claimed to have
become first private player to do so.

"The total number of base stations will touch 1,500 by March next year and
Airtel will enter over 300 new towns across Maharashtra and Goa thus spanning
the coverage to a total 550 towns and 33 districts," Chief Operating Officer,
Bharti Televentures, Christopher Tobit told reporters.

Airtel will offer superior quality network in key tourist and pilgrimage
destinations including Shirdi, Trimbakshwar, Mahabaleshwar, Shani Shingnapur,
Nanded, Pandharpur, Lonavala and Khandala with an investment to the tune of Rs
250 crore for network expansion, capacity enhancement and other infrastructure,
he said.

The company will also commission its third mobile switch centre (MSC) in second
capital by end of March 2006, he said, adding that during the current fiscal,
Airtel will be covering additional highways like Bhusawal-Shegaon, Dhule-Nashik
and Mumbai-Goa besides rail and road network on Mumbai-Goa and Vasai-Ahmedabad

Why would anyone in the Vatican be willing to listen

The Karnataka Konkani Sahitya Academy today submitted
the syllabus for introduction of Konkani from standard
six to ten in both Government and private schools from
the next academic year.

Speaking to newspersons after submitting the syllabus
to the textbook authority here, Academy Chairman Eric
Ozario of Mandd Shobann fame who performed in Goa on
over three ocassion said Konkani could be used 
as an optional third language in Uttara Kannada,
Dakshina Kannada and Udupi districts to start with.
There were over 320 schools run by  managements
dominated by Konkani speaking people.

There was no dearth of Konkani teachers in these
schools, he noted.

He said the Academy would organise training programme
to these teachers so that Konkani could be taught
using Kannada script. 

Mr Ozario said Karnataka had over 25 lakh Konkani
speaking people belonging to various communities, 14
lakh more than those in Goa where Konkani was one of
the official languages. 

Explaining the activities of the Academy, he said
various programmes for the development of the language
had been organised in over a decade, which included
publication of books, honouring Konkani writers and 
promoting competition among children. It had also
honoured 49 eminent Konkani speaking people for their
service in various walks of life, he 
added.

transport bus could not leave the bus stand until after 10.45 AM.During the
Ramponkar morchas of the eighties , their leaders like Matanhy, Christopher
Fonseca (now a left leader ) and Braz Faleiro ensured that traffic , and the
movement of people was never paralysed .It would do us all a lot of good if
we wre more aware of what West Bengal's CM says and does to attract foreign

Regarding the statement in the article:
"locals employed at TAIP (the erstwhile Portuguese airliner)"

It should be said that this is a political interpretation. Sure, TAIP where 
an initiative of the Portuguese colonial regime, but this tag "erstwhile 
Portuguese airliner" is also not correct:
1. TAIP means Transportes Aereos da India Portuguesa (Air Transports of 
Portuguese India) and has thus a local meaning, being an airliner 
specifically for Goans (and people from Daman and Diu).
2. Though established by Portuguese military officials, to a great extent 
TAIP was the product of the hard work of many Goans, from the construction 
sector up to the managment and technical sectors. Anyone has details on this 
"goan" percentage? 150 "locals employed" is not a small number.
It could once again prove to many ou there that these colonial-time 
institutions had a very strong local (native, Goan) component, more than in 
other colonies. And that the period of the late 50's was witnessing an 
important trend of progressive empowerment of Goa, Goans and their autonomy. 
This is the impression I also get by many Goans who told me this in Goa 
itself.

Fear of pro-Portuguese tag muffled voices against Navy

With the liberation of Goa,Dabolim was occupied by Navy, and all equipments 
like VHF radars were “misappropriated” and even the inventory of stock which 
was carried out in February 1962 was seen as an effort to throw dust into 
the eyes of the public, since locals employed at TAIP (the erstwhile 
Portuguese airliner) were not taken into confidence.
 Naval authorities instead thought it fit to oust 150-odd Goans employed at 
the airport to prevent exposure of the reported misappropriation of 
equipments, as spoils of war. It is upon a hue and cry that some of the 
dismissed or retrenched staff were accommodated elsewhere other than in the 
actual position at airport.
 The dismissal/ retrenchment is detailed in the Judgement reported in AIR 
1969 Goa 76, upon writ petition filed by an aggrieved employee of TAIP.
The misappropriation of land and properties began by misusing the temporary 
legislation – the Defense of India Act, 1962, after sensing the attitude and 
apprehensions of the locals: any move by defense authorities were not 
resisted by locals, fearing that they may be accused of being pro-Portuguese 
or anti-national.
The Defense of India Act, 1962 was enacted due to the Chinese Aggression, in 
order to provide precaution of any further aggression, and thereby take 
measures by providing Civil Defense to the citizens at the instance of the 
Union of India and or by the states when such exigencies prevail.
   The Defense of India Act, 1962 expired on 10 January 1968. But, six 
months later, the Naval authorities caused the requisition of about 5 lakh 
sq m of land around the then existing Dabolim airport in terms of Section 29 
of the said Act and the proceedings were manipulated by initiating the 
Government of Goa, Daman and Diu to hand over the possession of land to 
Naval authorities along with the structures thereon.
   The Naval authorities ought to have released the land to the owners on 
revocation of 1962 Act, but instead the Navy made the State government issue 
notice under Section 36 of the said Act to acquire the requisitioned land, 
inspite of the fact that the land was not put to any use or any destruction 
of land or properties took place during aggression.

Dear friends,
The script controversy of Konkani is now about to take
a religious colour.  V. IXTT, a Konkani weekly
published by a religious  order and edited by a
priest, has given an editorial call to the
ecclesiastical authorities to begin teaching Konkani
in their schools in the Roman script.  Readers have
also written to the editor supporting this
recommendation.  A signature campaign is also in full
swing with copies of the letter being available with
the parish priests.  The reasons are as follows: 
There is vast difference between the language *spoken*
by the child at home and in the neighbourhood and the
“Antruzi” dialect that is found *printed* in her text
books.  Thus the child is more confused than
enlightened.  Therefore, the universally accepted
principle that the child is best instructed in her
mother tongue at the primary level is not valid in the
existing situation.   
 Any Goan Catholic, especially one living in the
“Old Conquests” belt, will wholeheartedly agree with
the above contention because the dialect printed in
the books is not spoken in one’s locality.  
Therefore, one need not be surprised if the signature
campaign gains tremendous response.  Consequently the
Church may be forced to accept the suggestion of the
priest editor.  Let us assume that this does happen. 
Then what?
 The first question that will arise is: “Which
orthographic rules to adopt?”  There are two choices:
(a) Roman script with DKA (1988) rules written by Fr.
Matthew Almeida et al. or (b) Graeco-Roman script with
TSKK (2005) rules written by Fr. Pratap Naik.  The
next question is: “Which dialect should be adopted for
printing the text books?”  The Karnataka Government
too is presently grappling with this problem.   Any
Catholic will scoff at this question and counter it
with:  What is wrong with the dialect used in the
“Povitr Pustok – Novo Korar”?   Sounds reasonable! 
But, pray, which Goan Catholic child *speaks* this
dialect?  I find that the Biblical dialect is not
spoken, *in exact terms*, anywhere in Goa.  In support
of this contention I present here a few  passages from
the printed Bible  and some representative colloquial
samples of  those very same passages in two talukas of
Goa.  A rendition in the “Antruzi” dialect is also
added for comparison.  They are marked (a) = Biblical
print version, (b) = colloquial version of Velim,
Salcete, (c) = colloquial version of Mapusa, Bardez,
(d) =  “Antruzi” print rendition.  [Please note that
Antruz = Ponda taluka.]

[Goanet] Are Goan newspapers afraid or collaborating?

An important news item was published on the O Heraldo
website regarding the Dabolim history whereby 150
Goans (working at the airport and TAIP) were made
redundant to muffle the story about the radar robbery
by the occupiers. 

This item was published on the O Heraldo website for a
few hours and than promptly removed, so was the other
article which refers to the 70% occupation of Vasco
city. Is the newspaper afraid or they being threatened
or are they collaborating?

Why should the Goans not know the truth about Goa and
the events of 61?

Yeah, it would be worth seeing the success of this
sky-train between the domestic and international
terminals at Mumbai, a-la Singapore's un-manned
inter-terminal monorail tranfers.

KA AWARDS FOR ROMAN SCRIPT TOO
PANAJI, Sept 29: Kala Academy has decided to consider Konkani literary works
in Roman script also for award of Sahitya Puraskar (Literary awards) and
therefore has invited books in Roman script from Konkani writers under the
scheme so as to reach Kala Academy's office latest by 13 October. Only those
literary works of Goan writers in Roman Konkani (first edition) published
during the period from 1st Jan to 31st December 2004 will be considered
under the scheme. Kala Academy awards Rs.10,000 each as prize in the Konkani
and Marathi section every year for the best literary works published in the
calendar year. (GT)

This must be music to the ears of Konkani lovers. Scripts should not divide
whom the language has joined together.

1.  The Goa State Museum does have V.S. Gaitonde’s painting, which I donated in 
1991.

2.  V.S. Gaitonde was conferred the Vincent Xavier Verodiano Award in 1995,  in 
recognition of his  "lifelong commitment to the intrinsic values of art and its 
propagation in a world where creativity is so contentiously influenced by 
commerce".

To all concerned.

This clarification is issued  as there are reports, that some  select Hindu 
Brahmins are engaged in a whisper campaign, to state the contrary of what has
been stated below:

The lovers of Konkani in Roman script have been consistent in their stand.

Konkani in  Devanagari script the Official language to continue and a similar 
demand for Konkani in Roman script.

Remember two wheels of a bullock cart alone  can move it ; likewise  is the 
case with Konkani in both scripts Devanagari and Konkani in Goa. In Karnataka 
it could be Kannada and so on

The  slogan "UNITY IN DIVERSITY OF SCRIPTS"

No one desires to undo what was enacted on 4th February 1987.  

Only  a clear DEMAND 

and its  NOW or NEVER that the 36 MLA's of Goa Legislative Assembly should 
IN December 2005 / January 2006 enact and pass an amendment to include Konkani 
in Roman script  which in any case ought to deserve, if not equal, but better 
preference as an official language, considering it is in use since the 16th 
century unlike Konkani in  the Devanagari script revived by "Shenoi Goembab" 
in  the 20th century.

It is also the demand and an OPEN CHALLENGE once again by  all Konkani Roman 
script lovers  that 

01  )  All those who represented the interest of Goans in the Sahitya Akademi, 
New Delhi General Council for Konkani ---with their  evil designs,  on 
21.11.1981 stating ---that "only the DEVANAGIRI script  would be the script 
for Konkani"  should  STAND UP AND SPEAK OUT -now that a wild debate is 
raging on the conspiracy committed by SOME select Hindu Brahmins much before 
the language agitation of 1986  under the "garb of maintaining communal 
harmony " with the Bahujan Samaj Hindus and others;

02 )  Similarly those who fooled the top heirarchy of the Catholic Church viz 
the then  Archbishop of Goa & Daman His Grace, Dr Raul Niclau Gonsalves  to 
accept KONKANI "ONLY" in DEVANAGARI SCRIPT, in the 125 diocesan run schools  
should similarly stand up and speak out.

03) Finally  those who misused the  donations sent to the now defunct "Konkani 
Porjecho Avaz" in 1986 for their own "personal interests" should also speak out
now that the cat is out of the bag.

It would also be advisable to all those who condemn ---the demand for official 
language status to Konkani in Roman script,  that they should instead of
straying away from the main issue ---channelise their energies in getting 
the KONKANI "ONLY" IN DEVANAGARI SCRIPT to respect the verdict of the people
of Goa as expressed online and in the local and national media ---for equal 
treatment to both scripts DEVANAGARI AND ROMAN and support the same.

It is also clarified here once again that contrary to the common belieg,  that 
there  should be no iota of doubt that every GOAN  Hindu Bahujan Samaj (non
Brahmin) ACCEPTS KONKANI AS THEIR MOTHER TONGUE be it in Pernem or Canacona 
(this MAY  not include those who migrated to Goa from the State of Maharashtra 
and adopted Goan surnames linked to villages )  BUT FOR WRTITING, RELIGIOUS 
AND CULTURAL PURPOSES use MARATHI and there is nothing wrong in this.

There is a general resentment that for too long the Cristao Goenkars  allowed 
their shoulders to be used by some Hindu Brahmins to fire their guns in the 
same manner that they would pour hot oil in the ears of Hindu Bahujan Samaj 
not to hear good things or burn their books to deprive them of knowledge 
thereby their economic empowerment--- this time let it be the other
way round and watch the fun.
