Nearly all must have seen the racial riot (or near-riot) situations across 
Europe affecting recent immigrants, Muslims and non-Europeans.  Now in 
Australia we see on TV, the clashes between the "Muslims" and the European 
natives of the country.  In fact the situation in Australia is with the 
Lebanese who (my hunch is) are most likely Christian immigrants rather than 
Muslims.  The problem - the facial expression and often the behavior pattern is 
no different among all the Asians.

How do Asians in the west adress this issue and more importantly preempt it?  
Our current attitude of apathy and "it is not us" attitude will get us nowhere. 
 If we Indians and Goans do not take the trouble to teach our surrounding 
community (colleagues, neighbors and friends) about us, any extremist anywhere 
can cause utmost problem for us and our children. It is amazing that we "rich 
Indians" do not appreciate what is at stake for us, our children and our 
community.

Today 17th Decenber 2005 Sharon Dorothy D"Souza weds Christopher Paul at St. 
Monica - A. George Catholic Church, 328 West McMillan Street, Cincinnati, 
Ohio, USA.  Sharon is the loving daughter of Rosario and Faustina D'Souza 
working at KOTC, Kuwait.  Dorothy did her schooling in Kuwait and later on 
went to USA for further studies.  Mr. Rosario and his wife Faustina are our 
colleagues in many of the activities conducted in Kuwait for the cause of 
Konkani and Goa.  They love Goa, they love Goan language, they love Goan 
culture, history and tradition.


On behalf of myself and on behalf of all my Goa lover, Konkani lover friends 
and colleagues, I wish the loving daughter of Mr. & Mrs. Rosario a happy and 
prosperous wedded life with Christopher.

Army XI coach Stanley Rozario knows full well that his team needs to
keep Sporting Club-de-Goa's Nigerian imports in check if they are to
have any chance of lifting the Durand Cup football tournament here
tomorrow. 

The Goan club, which is the side with the pedigree going into the final,
has skipper Macpheien O Dudu, Chidi Edeh and Adbefyo Adewusi, who can
tilt the balance in favour of their team, coached by Clifford Chukuwama,
another Nigerian. 

The Goan side would like to make up for its disappointment in this
year's Federation Cup, when it lost in the 120th minute of the final to
a goal by Mahindra United's Jose Ramirez Barreto. 

Army XI, on its part, would like to one better than the final loss to
East Bengal in the 2002 edition of the second oldest football
competition in the world. 

"Dudu and Chidi are very dangerous players and we need to stop them
tomorrow. Bebiano Fernandes is also playing well," Rozario said on the
eve of the match. 

"Their players, especially the foreigners, are more experienced,
stronger and taller than us and we need to use our speed against them."
"But we cannot afford to go totally on the defensive as it would hand
over the initiative to them," Rozario told PTI. 

But his team would take the field sans one of its key players. Their
main striker Nguernilal will miss the final after being shown two yellow
cards in the competition. 

"The loss of Nguernilal is a big setback for us. But we have to look at
other options," Rozario admitted.

Cellular company 'Hutch' today announced its sponsorship of the Goa
football Association (GFA) professional football league and 1st Division
league tournament 2005-06 and onwards. 

Hutch Deputy General Manager (Events and promotions) Arup Saikia told
reporters here that it is for the first time that a cellular company of
the size and stature of Hutch has come forward to support football and
it is definitely a harbinger of bigger things to come. 

It will be Hutch's long-term association with GFA, he said. 
Mr Saikia also said Hutch, along with promoters Procam International,
are now poised to rewrite the course of football in the country and
there is no better way to make foray into Indian football than through
the Goa Football Association's professional Football league. 

The teams in the Goa Professional league in the fray for the
championship are NFL Champions Dempo Sports club, Runners-up Sporting
Club de Goa, Salgaocar Sports club, Churchill Brothers, Fransa Pax,
Vasco sports club, MPT and Raia Sporting. 

Each participating team in the professional league will be given Rs
50,000 while the winners and runners-up team will be presented trophies.
There will also be a fair play trophy.  The 'man of the match' will be
presented with the 'timex man of the match award' and the highest scorer
of the tournament will be presented with the 'Golden Boot' award.

Churchill Brothers shocked defending champions Salgaocar Sports Club 2-1
in the Hutch Goa Professional Football League match at Duler Ground,
Mapusa in North Goa today.

Salgaocar, who played with a full steam, were leading by a goal through
Milagris Gonsalves in the first half, but failed to capitalise on the
gain and collapsed like nine pins in the second half, conceding two
goals through Monteiro.

Churchilll now have 13 points from seven matches and while Salgaocar
have 14 points from ten outings.

[Goanet] GRAM SABHAS ON 19TH DEC -TO OPPOSE REGIONAL PLAN 2011

At a meeting held at the residence of Ms Victoria
Fernandes MLA Santa Cruz this evening in the presence
of members of Village Panchayats NGO's Ms Fernandes
briefed those present on 
a) her meeting with the Chief Minister on 15th
December, 2005 alongwith the Chairman Santa Cruz
Constituency Action Committee and this writer b)
Congress Legislature Party meeting held today

Ms Fernandes told the members that the CM has
reiterated once again that all revenue villages
excluding Taleigao will be removed from the PDAs.  The
file to that effect has been moved and the
notification to that can be expected by 20th December,
2005.  This was also confirmed from the Law Department
and the TCP office Town Planner the dealing hand in
this matter. Mr Rane assured her that the Sub
Registrar Panaji (who was on leave today) would be
directed not to insist on NOC's for registering
documents sale deeds ect from the NGPDA as in
principle the Government has already agreed to scrap
all revenue villages (exluding Taleigao) from the
PDA's.  

As regards the ordinance Mr Rane re-assured that it is
a dead issue and that repeal of the ordinance is a
mere procedural aspect and is awaiting the legal
opinion of Mr U V Bakre the ex Judge who has now taken
over as the Law Secretary Government of Goa. 

Mr Rane also stated that having recieved directives
from the High Command there was no going back on these
directions and hence the scrapping of the ordinance is
obvious and a fore gone conclusion.

The next issue taken up was the extension of time for
examining the draft regional plan 2011.  She once
again demanded that the Panchayats and Municipalities
should be permitted to examine the plan at the village
level in accordance with the 73rd and 74th amendment
to the Constitution which empowers the people in
matters of development.  She also objected to the
scale 1:25,000 and with this it was not clear what
activity would come up in the villages.

She stated that most party MLA's vociferously opposed
the extension prominent among them was Mr Dayanand
Narvekar Mr Luizinho Faleiro Mr Joaquim Alemao who
felt that the projects under their respective
portfolios would suffer, viz the IT park the Food
Processing Park etc; Ms Fernandes however stated that
she stood her ground and refused to accept the
Regional Plan in its present form which was not upto
scale and could not spell out clearly what the Plan
holds in store for the respective villages. 

She pointed out that while the previous Government
gave two months amidst another unrest then caused by
the inclusion of revenue villages of Salcete in the
Margao PDA, her Party has during the agitation to
scrap the ordinance and the inclusion of revenue
villages in the PDAs quietly extended the time for
receiving comments from the persons likely to be
affected by the Regional Plan 2011.  In any case when
the RP 2001 was redundant for the past four years the
Government did not find it easy to change the zoning
and therefore it could continue until this Plan is
thoroughly examined by all village Panchayats. Hence
she demanded that the Plan be made available for
another few months until 31st March 2005. She said the
 TCP Board  would  review the same at its meeting on
27th December, 2005.


She stated that she warned the Party members at the
CLP that her supporters were ready to stage a fresh
agitation if need be and this time the Government
would be caught on the wrong foot.  However she did
not clarify to the Party the type of agitation stating
that it would be the first of its kind in the history
of Goa.


Following the above all the Panchas other NGOs and
like, minded citizens have decided to hold Gram Sabhas
on 19th December, 2005 at all Village Panchayats
giving the Government a clear notice that the Village
Panchayat of Goa in public interest condemn and
strongly object to the Regional Plan 2011 in its
present form  since the Plan was not made available to
the Panchayats.

Immediate contacts will be established with Panchayats
in all the 11 Talukas and based on this the
resolutions will be moved.  All those present agreed
to ensure that atleast two village Panchayats in each
taluka move the resolution to force the Government to
act.

Most of the members expressed disgust over the
functioning of the present Government and the unholy
intentions of the MLA's who niether come out openly or
against the issues involved, giving an impression that
the present dispensation is out to rip the Treasury
for their own personal gains.

The meeting ended with a firm resolve that the forces
be mobilized for a final show down if the Government
dilly dally's on the issue any longer.  Ms Fernandes
is likely to leave for New Delhi in a day or two to
present a report on Child development which will be
deliberated by Parliament later.

Group NGO has decided to investigate into the

Thomas Stephens Konknni Kendr (TSKK) will conduct the Konkani Basic Course
in Devanagari script from  Monday 02 January 2006 to 28 February 2006 (both
days inclusive) at TSKK premises at Alto Porvorim.  Classes will be held
from Monday to Friday in the morning from 10.00 p.m. to 12.30 p. m.. TSKK
will conduct this course mainly for those  who wish to learn basic Konkani.
This course uses a modern linguistic approach to teach Konkani to
beginners.  Though spoken Konkani will get primary stress, reading Konkani
in Devanagari script will also get the importance.  Hence this course is
open to those who have a sufficient knowledge of Devanagari script.  This
would mean that the student must know either Hindi or Marathi or Sanskrit
to read sufficiently well.  Admissions  are based on first come first served

 No threat to coalition government: Deshprabhu

Dec 16 - Congress Spokesperson Jitendra Deshprabhu today
brushed aside all the speculations about the instability of
the government and asserted that the Congress government will
complete its full term and that there is no threat to the
coalition government. 

Referring to the rumours that were making rounds in the
political circles for last couple of days, ever since CM Rane
met Governor, Mr Deshprabhu blamed vested interests for
planting rumours about the instability of the government.

He said that Mr Rane called the Government on the wishes of
the Government and it has no political significance.

It may be noted here that GPCC President Ravi Naik today
instead of attending the CLP meeting met the Governor this
afternoon raising more eye brows. However, Mr Naik tried to
down play the meeting saying that he went to meet Governor to
invite him for his son’s wedding.

 CLP blames on bureaucracy for slow development

Dec 16 - Congress Legislative Party (CLP) today blamed the
bureaucracy for the slow pace of development in the State.

Briefing media persons about the deliberations in the CLP
meet that held at CM’s official residence at Altinho, party
spokesperson Jitendra Deshprabhu said that most of the
members were critical of the way things are being handled by
the bureaucracy.  Mr Deshprabhu said that chief minister
assured the members to take remedial measures.

CLP was also of the view that the time limit for public
suggestions on Regional Plan 2007, which ended yesterday,
should not be extended further so that various developmental
project do not suffer any more.

Mr Deshprabhu further said that the CLP has urged the
government to implement its earlier decision to relax the
land to be freezed along the national highway from 75 mts to
40 mts.

 Bandekar alleges corruption in PWD

Dec 16 - Former minister Sanjay Bandekar today alleged
rampant corruption in Public Works Department.

Speaking to media, he challenged Mr Rane to control this
corruption or step down.

continuation of propagation of misinformation in this
forum. 

Climatological research has shown that the present
post-industrial phase of global warming is
unprecedented. The four previous phases of warming
were smaller in magnitude and NOT global in scope.
They were either regional or hemispheric in extent.
All four of the previous episodes of regional or
hemispheric warming can be completely accounted for by
natural processes. The present post-industrial global
warming CANNOT be completely accounted for by natural
processes.

experiments and climatological observations have shown
that minute increases (comparable to what are
observed) in atmospheric CO2 cause a significant and
sustained increase in the atmospheric temperature
because of a well-established physical phenomenon
called the Greenhouse Effect, which was discovered
more than 100 years ago. Observations indicate that
there has been a 33% increase in atmospheric CO2 in
the post-industrial age. This increase cannot be
completely accounted for by natural processes.
