were won by a sprinter. Seraphino Antao, a tall, lithe athlete from the Goan 
community in Kenya's major port city of Mombasa, surprised the 
Commonwealth's best to win the 100 yards and 220 yards in Perth in 1962... 
These days, Antao lives in Lewisham, in London's south-east. As an athlete, 
he spent a lot of time in England ...  He was ranked third in the 100 and 
second in the 200 in the world by Track & Field News.  Antao was born in 
Mombasa in October 1937. The family lived in several towns, as his father

died after drowning in a swimming pool while on holiday in Goa in March last 
year  ... An ambulance had been requested and a doctor had been found who 
came and assessed Mr Carne. When no ambulance arrived the holidaymakers 
carried Mr Carne to a waiting taxi which took him and his wife to hospital,

IAF, civil aviation for integrated airspace management

 Mumbai, Jan 27: A settlement of the airspace sharing problem between Indian
Air Force and the civil aviation sector could soon be a reality with Civil
Aviation Minister Praful Patel assuring that the two sides were considering
more integration for better management of the country's airpace.

"I can say that both IAF and civil aviation authorities are looking at more
integration for better management of India's airspace," Patel said recently.

"The issue of sharing air space of the country is extremely critical. The
government is very well aware of this. In fact, recently I had a meeting
with the Air Chief in this regard," Patel told reporters here.

Technical experts from Civil Aviation Ministry and IAF have been holding
discussions on the issue for several months. Patel and IAF chief Air Chief
Marshal S P Tyagi also had a couple of meetings.

**Constraints of adequate airspace is most felt at airfields, jointly
managed by the IAF and civil aviation.**

**There are 28 civil enclaves in defence airfields of which 20 are
operational. **The country's total air space is around six million square
kilometre of airspace.

With addition of more private airlines due to the opening up of the
country's skies for civilian traffic, the IAF needs more space for training.

"We have an efficient air traffic management system in civilian section,"
Patel said.

"However both can be integrated for better airspace management. Even the
assets could be managed together," Patel said.

More airspace would be created for commercial airlines due to a boom in
aviation industry by procuring protected capacity with the Defence Ministry,
Civil Aviation Secretary Ajay Prasad said in a media interaction last week.

The Airports Authority of India (AAI), which controls the country's flow of
commercial air traffic, handles 178 routes including 79 routes for domestic
traffic and another 99 for international traffic into the country and
overflying Indian air space, Prasad said.

During the last fiscal, the AAI handled 730,018 aircraft -- 15,191
international and 571,827 domestic -- that showed a growth of 12 per cent
over previous year, he added.

While passenger traffic witnessed a growth of 20 per cent in the same period
with 59 million passengers, the cargo sector expanded by 22 per cent by
handling 1.3 million tonnes.

Last September former chief of air staff Air Chief Marshal S Krishnaswamy
(Retd) had said the government was working towards de-reserving some of the
defence air spaces.

"We appreciate the IAF's needs since they provide a large feed to civil
aviation in terms of pilots and technical staff," Patel said.

**Incidentally, the Ministry of Defence last year had earned Rs 68.96 crore
from the defence airfields by allowing them to be used for civil flights.**

Julio Francis Ribeiro was born to humble parents in Porvorim, Goa.  He was 
an ordinary child with no exceptional qualities.  The course of his life was 
set very early when on being taken to a police station by an irate neighbor, 
whose window pane he had broken while practicing cricket, he was let off by 
the kindly officer with the sage advice to play with a straight bat.  He has 
since played with a straight bat all his life, and has become a role model 
to every aspiring police officer in India.


They called him the ‘Super Cop’ but he regarded himself only as a ‘Christian 
Cop’. ‘Bullet for Bullet’ was not coined by him, but was put in his mouth by 
Arun Nehru when Julio to his horror found that nine armed constables did not 
fire a single shot in self-defense or retaliation when they were fired upon 
and killed in a successful attempt to free Sukha Sipahi from police custody 
in broad day light.  He decided that the police must fire in self-defense. 
Thus was born the phrase "Bullet for Bullet”!


Seventy-five year old Julio has had a ringside view of crime, violence, 
mindless killings, riots, communalism and political interference throughout 
his duty as Commissioner of Police of Bombay; Director General, Central 
Reserve Police; Director General Police of Gujarat, and, of course, the much 
decorated post of Director General of Police of Punjab during its worst 
years of terrorism.  He served as India’s ambassador to Romania in 
1992-1993.  He turned down personal requests from the former Prime Minister 
Vajpayee and Chief Minister Farooq Abdullah for the post of Governor of 
Jammu & Kashmir.  Julio is now on the other side of the fence trying to 
manufacture peace through various organizations in an increasingly hostile 
environment.


Julio believes that the public is entitled to know what the police chief 
thinks about the law and order problem in an area.  He has been among the 
least secretive of officers, and being extremely articulate was able to 
establish an easy rapport with the public and his men in uniform.  He has 
followed and lived with a simple principle:  “A person who is open and 
truthful has nothing to fear.”


Today, it is difficult to come across sincere and hard working cops like 
Julio Ribeiro.  Goa needs someone like Julio who can use his authority to 
tackle the existing crime rate, book the corrupt, and punish the culprits.  
We are proud of you Julio.  We wish you a long and healthy life!

in Goa included.


We should then have some responsibility and fear and resultant better 
Governance and Compliance at all levels of business and Project management, 
whether in the Gove. Public or Private sector. There should be no more 
shirking of responsibility, and every one from the Highest to the Lowest in 
the place of work will be involved and do the right thing! I HOPE!

GOA: The battle lines within the Congress have been drawn over whether
to build an airport at Mopa near the Goa-Maharashtra border or not.

Congressmen have gone on the offensive attacking south Goa MP Churchill Alemao.

They say Alemao has been opposing the building of airport on the
ground that Mopa is further away than the currently-used Dabolim
airport and hence 11 five-star hotels in the south will be affected.

Congressmen feel Alemao is fighting on behalf of the 5-stars rather
than for the south Goa tourism industry. Says Jitendra Deshprabhu,
Pernem MLA and GPCC vice-president, whose north Goa constituency
stands to gain the most from Mopa, "The conceit with which he opposes
such an important development stems from his greed which was amply
exposed by the MPLAD sting operation on him. One cannot rule out the
possibility of the powerful hoteliers enticing him."

The convenor of the Mopa international airport committee Ramakant
Khalap says: "Alemao is unwittingly helping Maharashtra. Rane is keen
on developing Vengurla and wants an airport at Chippi.

Everyone knows about the official interest to develop tourism in the
Konkan region and particularly that of Union Agriculture Minister
Sharad Pawar's interest. If foreign tourists are to be diverted, then
Sindhudurg must have an airstrip." Khalap adds, "Chippi is 40 km from
Mopa."

The real problem here is not about the fact that the 'Birth and Death 
Records' have been shifted to the archives at Altinho Panjim; but the fact 
that from 5th December 2005, all enquiries and applicants for any such 
records have been asked/ directed to phisically go all the way to altinho 
Panjim, and apply; even not withstanding the fact that one may not get a 
copy of the record , on the same day.


Who is this Idiot/ goathead responsible for all the inconvenience involved 
in travelling all the way to Panjim and back, and that too, to altinho, when 
the public transport system is itself a shambles. Fine way to minimisethe 
problems with the overloaded transport system! Some wisdom indeed is 
involved here. Will the applicants be provided with some meal on arrival at 
the archives place? and be paid at least for the transport costs of our 
unmetered taxis?


If not, then why should the person/ persons involved in this directive not 
be be sacked instantly; and then a scheme put in place whereby an applicant 
can apply for the birth or death cert. from Madgaon or from his/ her village 
or whatever, and get the same within two working days. Why not? it is the 
people's right, and they shall have it and NOW! A peoples movement should 
start right away and force the authorities to minimise such avoidable 
inconveniences to the people of Goa.

New Delhi today endorsed the Russian initiative to resolve the Iran
nuclear crisis.

External Affairs Ministry spokesman Navtej Sarna said India "welcomes
all initiatives, including from Russia, which could enable a consensus
on the issue."

Russia had offered to enrich uranium for Iran under a joint venture in
its facilities in a bid to diffuse the stand off.

India's stand on the Iranian imbroglio comes after US envoy's comments
linking the proposed Indo-US agreement on nuclear energy co-operation
with its stand on Iran's nuclear issue at the International Atomic
Energy Agency (IAEA).

In an obvious reference to the hardening stand of the US, New Delhi
said, "all concerned countries should avoid confrontation" and strive
for a "mutually acceptable solution".

India has also reiterated its stand of Iran's right to "develop
peaceful use of nuclear energy for its development consistent with its
international obligations and commitments." It also welcomed Iran's
softening of stand and offer to work together with the IAEA to remove
any outstanding issues.

Earlier in the day the French President's diplomatic advisor Maurice
Gourdault Montagne called on Prime Minister Dr. Manmohan Singh and
discussed the issue, as EU3 - Germany, France and Britain - is
readying with its resolution to refer Iran to the UN Security Council
at the IAEA board meeting on February 2.

The ruling dispensation in New Delhi is also under tremendous pressure
from its Left allies, which have urged the government not to vote
against Iran at the upcoming meeting of the UN nuclear watchdog.

The Left parties have raised their ante against any move by New Delhi
supporting the EU3 resolution as it did last September.

These parties are also peeved at the alacrity of US Ambassador to New
Delhi David C. Mulford's warning.

Though Mulford later retraced his comments and said he had been quoted
out of context, he was summoned to the Foreign Office and conveyed its
disgust as his comments "were inappropriate and not conducive to
building a strong partnership between our two independent
democracies." (ANI)

US ambassador David Mulford's reported remarks linking India's stand
on the Iranian nuclear issue with the nuclear energy deal with the US
Thursday threatened to snowball into a national outrage with
politicians across the spectrum slamming the "arm-twisting" and New
Delhi ticking off the envoy for his comments.

Despite it being a national holiday because of Republic Day, Foreign
Secretary Shyam Saran summoned Mulford to his South Block office
Thursday afternoon and told him the remarks made by him in an
interview to PTI were "inappropriate" and "not conducive to a strong
partnership between two independent democracies".

Even as political parties and former prime minister Atal Bihari
Vajpayee slammed the remarks, the government hit back and stoutly
resisted any American attempt to influence India's stance on Iran's
alleged nuclear defiance ahead of an emergency meeting the
International Atomic Energy Agency (IAEA) in Vienna next week.

This crucial meeting will decide on referring Tehran to the UN
Security Council for its alleged violations of the Nuclear
Non-Proliferation Treaty (NPT).

"The foreign secretary informed the US ambassador that India's vote on
any possible resolution on the Iranian issue at the IAEA would be
determined by India's own judgment of the merits of the case,"
external affairs ministry spokesperson Navtej Sarna said after the
Saran-Mulford meeting.

Referring to the India-US civil nuclear energy cooperation deal, Saran
reminded Mulford of "the spirit of the July 18, 2005 joint statement"
signed in Washington during Prime Minister Manmohan Singh's visit and
said its implementation should be based on "strict reciprocity."

Mulford, however, went into damage-control mode and expressed his
"sincere regrets", saying his remarks had been taken "out of context"
and it "wasn't his intention to question India's right to take
decisions on the basis of its national interest".

Mulford, in the PTI interview, had said: "If it (India) opposes Iran
having nuclear weapons, we think they should record it in the vote."

Mulford was also reported as saying that he had conveyed to India that
if New Delhi did not vote for the resolution, "the effect on members
of the US Congress with regard to (the India-US) civil nuclear
initiative will be devastating".

Saran and Muflord agreed that the two sides would work together for
the "successful visit" of US President George Bush in early March.

Vajpayee termed Mulford's remarks as "outrageous", saying they
"violate all diplomatic norms".

"It is worse that these were made in his personal capacity.
Ambassadors are not required to make personal remarks denigrating
their host country," Vajpayee maintained in an unusually strongly
worded statement.

He described as "routine" Wednesday's reaction of the external affairs
ministry to Mulford's remarks.

"It hardly expresses the indignation of the people of the sovereign
and independent republic of India," Vajpayee added.

The Communist Party of India-Marxist (CPI-M) also took umbrage at the
envoy's remarks, terming them as a "serious affront" to India and its
sovereignty.

In a statement, the party said that Mulford's remarks "confirm that
the Indian government was pressurised on Sep 25, 2005 to vote against
Iran in the IAEA."

"It also raises serious apprehensions regarding the nuclear
cooperation deal being negotiated with the US," the party said.

The CPI-M is the largest of the Left parties that prop up Prime
Minister Manmohan Singh's coalition government.

In Washington, State Department spokesman Sean McCormack said
Wednesday the US would "certainly encourage" India to vote to refer
Iran's nuclear programme to the UN Security Council and hinted the way
New Delhi acts would impact on the future of its civil nuclear deal
with Washington.

Consul General of Portugal in Goa Dr. Pedro Adao on Thursday voiced
happiness over the close harmonious co-existence between the Hindus
and Catholics in the State.
The Consul General of Portugal expresssed his sentiments after
visiting an age-old cross at Old Mardol in Verna, which was built by
the Portuguese in 1519. It is believed that the Portuguese celebrated
one of their first masses at this cross.
During the visit, which was organized by Jeronimo Mendes proprietor of
Leonoras at Verna, the Consul General also visited the old temple at
Old Mardol, which has been re-built.
Later, the Portuguese official visited the centuries-old St. Anthony's
chapel and agreed to offer assistance in the extending the chapel.
Speaking to Herald, Mr. Mendes said he had a great wish to promote the
Goan culture and heritage. ''Although there was a temple, which has
moved to Ponda, the Hindus from the area have rebuilt this temple. We
are delighted to have two religions co-existing in harmony at this
religious site, which includes the chapel, the cross and the temple''
said Mr Mendes
The temple is presently taken over the the Archeological Survey of
India and they have maintained an old water tank where it is believed
the Hindus used to have perform religious rituals.
The tank is protected by ASI, after some people had found silver
coins, other ornaments and idols in this tank, of which some have been
kept in the museum in Panjim
''It is very interesting to me that almost after one year, I have
discovered the two religions sharing emotions with each other at this
religious site.''
Dr Adao later visited the hospital-cum-retirement home for the senior
citizens, which has been built by Mr Mendes.

Bicholim Mayor Satish Gaonkar inaugurated the exhibition and in his
address, urged the Khadi artisans to remain honest and faithful to
their business.

present at the exhibition, detailed the procedures regarding KVIB loan
disbursement and advised the unemployed youth to avail of these
benefits.

I think, all NRIs liable to pay tax  on income on bank deposits etc from the 
year 2006-2007.
Remember, tax will be deducted at source (TDS) i.e. Bank will pay interest only 
after deducting
22% Tax (as they do in UK (20%), even on one pound interest, 20p is deducted 
and 80p is credited
to a/c).

As far as I remember, NRI tax was postponed until April 2006.

Who knows ? It may even futher postponed or abolished all together all we have 
to do is wait until
the forthcoming budget session.


Most of us have Fixed Deposit a/c already which were opened say before Aug. 
2003 where the
prevailing rate of interest was around 10%..See Table III
e.g. if u have Rs.10 lacs u will now have to pay TAX  about Rs.22,000 (see 
tables for other
amounts & rates)
 
Now, the same rate is around 5.5%
(Last 2 years it was around 1.8% -3.5% see table II)
Tax implications are shown separately in Table I, II & III.
e.g. If Interest earned  on Rs.10 lacs is 55,000 then  tax would be  Rs.12,100.
 
It is also assumed that each a/c is NRE individual A/c .

Your warped mental composure reflect  exactly what is happening in Goa as it
has been  happening since 1961.

To simplify what I am saying, Goa Su-Raj Party  acknowledges that Candidates
want to win by hook or by crook to further their personal agenda by spending
loads of money  they have looted from the people as  their representatives
or as newcomers  by  unfair means.

It looks like only 207 people volunteered to open up their purses to see me
win. They are not asking back what they generously gave. Even if they did,
they would  get a flat 'NO'. But if you act as their commission recovery
agent, it might help some.

I did offer my services to the people of Goa through the people of Taleigao.
And it was in their hands to get me elected if they wanted to help
themselves. But unfortunately they wanted to help Babus Monserrate. It is
their choice. And that was well known to me even before I filed my
nomination papers. Hence that is the reason I say "winning was farthest away
from my mind"

I suggest you look up the dictionary to know what is "breach of trust" . And
I do not need to learn from one Lawrence Rodrigues what politics is all
about. Even if I taught you what a people's candidate really is, you
wouldn't learn. You must try to understand, however hard it may be, that I
was the candidate of 207 people from Taleigao and they have taken their own
defeat like heroes. For me winning or losing does not matter but going into
the fight  does.

A three-day Goa carnival would be held from February 25 to 28, with
float parades planned in important cities of the state, including
Panaji.

"In Panaji, we expect at least 50,000 people to witness the float
parade and the crowd will comprise a sizeable number of tourists who
would come to Goa specially for the carnival", Surendra Furtado,
Chairman, Panaji Carnival Committee told.

The float parades are organised in association with the state tourism
department. The float parade in Panaji would be held on February 25,
which will be led by a special float hosting 'King Momo' on it. "This
time, we are trying to bring back the traditional flavour of carnival
for the float parade," stated a committee member, when asked about
increasing commercialisation with floats depicting various consumer
goods and liquor products ruling the parade.

"Last year, the Panaji Traditional Festival and Carnival Committee
tried to bring back the traditional carnival flavour and partly
succeeded in bringing the traditional floats. Conventional
khell-tiatres and other programmes were organised during the carnival
festivities," he said.

"This year too, more emphasis is given on the traditional floats to
retain the identity of the carnival", he added.

 PANJIM, JAN 26 — Treating as Public Interest Litigation (PIL) a
letter of seven children from Vasco complaining that major part of the
only children's park in the city is used for the commercial purpose,
and therefore they been deprived of the pleasure of playing in the
park, the Bombay High Court at Goa on Monday, asked the State
Government to file its reply.
In their letter dated January 13, 2006 addressed to High Court, seven
children between 10 and15 years, hailing from Vasco complained that
they have been restrained  from using the children's park in the city
as major portion of the park is  occupied by an "exhibition-cum-sale'
with   permission from Mormugao Municipal Council (MMC).
Children's Park located at Swatantra Path is the only park in the Port
City, which has a population of about 1 lakh.
The letter by  Rohit Navelkar,  Bhakti Kamat, Pralhad Singh, Ram
Singh,  Rachel Pereira, Durga Marath and  Sidhi  Parab  also stated 
that children's park in the city it remains largely occupied by
children, it is quite small, and it extremely crowed during vacations.
They said, using the park for commercial use which is meant for
children is a total misuse of the park. The  exhibition still
continues, and they fear it will become a  regular feature. Therefore,
they have requested the Court to intervene in the matter.

arrangements for hawkers on one side of the road during the weekly
Bazaar day on Tuesdays, to avoid chaos in the market.
At its meeting in the Valpoi Forest Rest House, the VCF has decided to
submit a memorandum to the Valpoi Municipal Council in this regard.
The VCF members pointed out that the absence of a bus stand in Valpoi
has caused congestion during the Bazaar day.
The VCF also thanked the Goa State Co-operative Bank, Valpoi, for
accepting its request to keep the counter open on all weekdays,
instead of twice a week, for beneficiaries of Dayanand Social Security
Scheme.

He said that Vivekenanda's personality and life was an inspiration to

The school also marked the death anniversary of Lal Bahadur Shastri.

Hindi teacher S K Patil,  described Shastri as a man of high values
and principles, who could influence people even in the opposition.

PANJIM, JAN 26 — Chief Minister Pratapsing Rane commissioned the 4 cu
mt ground-level reservoir constructed at cost of Rs 65.89 lakh at
Monte Hill, Margao on Wednesday.
Minister for PWD Ramakrishna Dhavlikar and Minister for Power Digambar
Kamat were present on the occasion.
The reservoir will help in improving the water supply to Pajifond,
Malbhat, Comba, Old Market and surrounding area.
On the occasion, Rane stressed the need for augmentation of existing
water treatment plants and other remedial steps to tackle increasing
requirements of water supply in next 20 years in the state.
Further, Rane stressed the need for renovation of Margao bus stand and
providing better market facilities. He also solicited the cooperation
from people in the government efforts to make Goa a model welfare
state.
Dhavlikar said that an amount of Rs 2 crore has been earmarked for
construction of two additional water tanks in Margao and added that
trench-less technology would be used in laying underground sewerage
lines in Margao.
Minister for Power Digamber Kamat said that the government was
committed to provide basic requirements of power, water supply, roads
and growth requirements for common people in the state and mentioned
that an amount of Rs 2 crore has been earmarked for construction of
roads in the area.

MARGAO, JAN 26 - The State Registrar, V G Salkar has said the
government is trying to computerise the birth and death records,
adding that these records might be made available at the local level
once the computerisation with inter-connectivity is completede.
Salkar further said that the Goa Reconstructions of Registers and
Records Bill, 2005 will come into force very shortly.
In a letter to Salcete Shiv Sena Chief Raju Virdikar, who had opposed
government's decision to shift taluka birth and death records to the
archives, Salkar maintained that the motive behind the transfer of old
birth and death records is bonafide with the aim to preserve them in
public interest.
"The condition of records transfered to archives department was very
precarious and almost on the verge of destruction. The steps taken in
shifting the records are in the prime interest of general public and
should be appreciated. The Archives department is doing commendable
job in giving scientific treatment to these old deteriorating records
and preserving them intact", he maintained.
According to him, the birth and death records transfered from Margao
office to the Archives department relates to the period prior to 1970.
The records for the period from 1971 till date are with the concerned
Panchayats and Municipalities, he added.
The Shiv Sena along with the citizens of Salcete had strongly objected
to the shifting of birth and death records to the Archives, saying the
move has only ended in inconveniencing the common man.

intervention of Governor S C Jamir to stop what he called as
harassment of occupants of Communidade land in Canacona.
Addressing a press conference today, Bandekar claimed that the office
bearers of the local Canacona Communidade have been harassing the
occupants of the land with threats to demolish the houses.
According to him, the Communidade officials have no right to demolish
houses or evict persons staying on the land for years as per the 2001
Government decision.
Suspecting a political hand behind the decision of the Communidade,
Bandekar said he has asked the Governor to intervene in the matter and
regularise the land being held by the occupants and who are ready to
pay for the land.

PANJIM, JAN 26 — With the number of church robberies increasing and
with the police receiving constant warnings about a possible terrorist
strike in Goa, the Goa police has evolved a unique method to track
potential crime in sensitive areas. Taking a leaf from the mohalla
committees that were formed in Mumbai, after the riots of 1992, the
Goa Police have started local information bureaus, where residents of
certain particular villages are designated as informers who regularly
supply information about the happenings in the village. The reason
behind setting up these local information bureaus is because of rising
number of crimes especially in the slums, which have been identified,
as potential  hotbeds for thieves and trouble makers. In a bid to stop
the trouble before it even begins, the police contacts their
informants to catch the culprits.
 The police has developed a well established network of informants who
are present in places such as bars, garages and in areas where there
is a suspected person in the locality. Once the police receive the
information from the informants, they  verify it before taking any
action and according to police sources, this is the best way to keep
track on the inflow of migrant population. In addition, police source,
also says that they are in touch with local Panchayats for getting
better information.
The reason behind forming these local information bureaus is because
while the local police beats keep check on local crime moment, it is
the shortage of staff that is causing problems. For the police the
areas of concern are Indira Nagar, in Chimbel and with the robberies
spreading to Old Goa and Ribander the police are not taking any
chances. It is the absolute shortage of staff at Ribander that has
forced the police department to take this step. The Ribandar outpost
has one officer and 4 police constables to patrol, the  Ribandar,
Chimbel areas. Surprisingly Chimbel alone has population of more than
15000 residents. So the ratio becomes one police personnel for 3000
people.
And this shortage of staff is being felt in some parts of south Goa,
the citizens feel that the police administration should be equipped
with adequate infrastructural facilitiesthe state government in order
to make the task of detecting such cases easier.

Greaves and detective constable Paul Pendleton, will spend one month in the 
Indian sub-continent studying the culture of various communities that are

Oooh!! I just love their nerve. Two sergeants and a constable to study our 
magnificent culture made of thousands of diverse communities. You've got to 
be kidding. For those not in the know, a sergeant in the UK is just above 
constable. He reports to a Lieutenant or a Captain or an Inspector. Forget 
the details, he's like a head constable. They send constables to study 
community relations in India?!



(Senior officials believe that the visit will help the police force gain a 
better understanding of the Indian way of life and in turn help deal with 
incidents involving the Asian community.)


Sure! Sure! In just one month three constables are going to understand the 
Indian way of life. Get real pal. William Darymple spent decades studying 
India and didn't scratch the surface. Anthropologist Robert Newman is still 
groping in the dark. Further back Richard Burton spent years here and only 
fleetingly encountered the Kama Sutra, venereal disease and sick leave. 
Academics, economists, scholars and philosophers have been baffled by the 
enigma that is India. Three constables are going to understand the Indian 
way of life? And in one month?!!



(The team includes staff from the Crown Prosecution Service, the youth 
justice board and the health service.)


Aha! There comes the rub. Staff? Boards? Now you're talking our language. 
Who is that? The mayor's wife and children? The ruling councilor's 
families? That we understand. When we send study tours abroad from Goa, we 
too have relatives and political supporters in the team. Only here we 
properly call it 'entourage'.



(Before leaving for India, Sergeant Kavanagh, a race hate and community 
relations officer in St Helens, told the media: "This is a 
once-in-a-lifetime opportunity to look at the diverse cultural aspects of 
life in India and to then use this to the advantage of Merseyside police 
and the work I do.)


Sure it's a once-in-a-lifetime opportunity pal. Make the best of it. Soak 
up the sun in Goa. Enjoy a massage from a Keralite. Buy handicrafts from a 
Kashmiri. The DJ at the discotheque is from Delhi, and your waiter is from 
Tamil Nadu. Enjoy Punjabi and South Indian cuisine at your five star hotel 
owned by a Bengali and drink wine made in Karnataka. You might have chosen 
Goa for the night life, but you get all the communities in a nutshell 
buddy! Or is that bobby?

You forget that the Mumbai police are considered on par with Scotland Yard. 
Their intelligence system has not been duplicated anywhere in the world. 
All you have to do is round up known criminals and hammer the hell out of 
them and you will get all the information you want. Don't sound so shocked. 
It's not like you guys are so great on human rights either.

keep the cost of policing down here in India. Totally tax free undeclared

free to spend their time on parking offenses and speeding tickets rather 
than mundane stuff like drugs and murder.

PANJIM, JAN 25 — Matanhy Saldanha in whose Cortalim constituency the
three villages come under, said he didn't make an issue out of the
inclusion of the villages in the Mormugao PDA as there is no
professional planning anyway.
Whether the villages are included in the PDA's or not, it is the same
thing as in both cases there is no proper planning. There is piece
meal planning, no proper blue prints and no overall planning in both
cases. Eventually it's the money that works and there is no place for
principles. "I say this more so of the existing government. The three
villages existed under PDA even earlier," he added.

Victoria 'let down' Mormugao villages

CORTALIM, JAN 25 – If you think that all the villages have been
excluded from PDAs, then you are sadly mistaken, notwithstanding the
fact that Deputy Speaker Victoria Fernandes who spearheaded the
agitation, even had a 'victory rally' in her St Cruz constituency
earlier this month.
In a notification issued recently, the government has excluded
villages from only two talukas – Bardez and Tiswadi.
However, some from Mormugao taluka continue to remain under Mormugao
PDA. These are Chicalim, Bogmallo-Chicolna, Sancoale villages and
Issorcim ward under Velsao panchayat.
Some panchayats of the Mormugao taluka have criticised the Santa Cruz
MLA for letting them down on the removal of their villages from PDAs
and termed the rally as a 'farce.'
Crticising Mrs Victoria, Sancoale panch Simon Carvalho wondered as to
how the St Cruz MLA could claim 'victory' when all the villages have
not been removed from the PDAs, as she demanded.
He claimed that apart from the panchayat passing a resolution
demanding withdrawal of PDA (which was reported earlier), he along
with some Sancoale locals also participated in the 'victory' rally
organised by Victoria.
Likewise, copy of the resolution was also sent to the chief minister,
Town and Country Planning Minister and other officials.
Sancoale Sarpanch Rocky Vales also demanded that the village be
excluded from the PDAs.
Also expressing opposition to the PDA was the Chicalim sarpanch Raul
D'Costa. He said the panchayat had opposed PDA and also passed
resolution in this regard.
When asked why he opposed PDAs, the sarpanch informed that unlike Town
and Country Planning, the PDAs accept the files directly as a result
of which the panchayats are kept in the dark.
He gave an instance of a construction coming up in his village
opposite Pralad Saw Mill where a construction was coming up violating
the road set backs.
Incidentally, the Chicalim panchayat has two members on the PDA Board
Shoba Pawar and Anacleto D'Souza. Mormugao PDA includes three
panchayat and Issorcim under Velsao panchayat apart from Vasco city.
Issorcim under Velsao Panchayat which has been for the first time
included in PDA by the Rane government has also drawn criticism from
the Sarpanch Lawrence Rodrigues who has demanded the exclusion of
Issorcim from PDA.
Bogmallo-Chicolna Panchayat Sarpanch Gabriel D'Cruz was not available
for comments, but a source from the panchayat claimed that the
panchayat was against the PDA.

Seems Goa Su-Raj party should attempt to return the people's money it
used in contesting elections it had *no intention* of winning.

Do believe that using public money to further one's *personal agenda*
may also be termed as *breach of trust*, *fraud*, etc., under the
Indian Penal Code.

At Goanet we need to vigorously celebrate the (perhaps long overdue)
recognition given to Sucheta Dalal. In May/June 2005 she not only instantly
confirmed to me that there was a blindspot about military control of Dabolim
airport but in practically her very next national column she went public
about it, bemoaning the resulting restrictions on a top tourist destination
like Goa.  In  this connection she even entered the debate on goanet at the
time. Along with my thanks for her valued support, my hearty congratulations
go out to her together with the best of wishes for continued success!
