Hi Gilbert Thanks for your response. I detect a presentational problem over some of this debate. a) "built on top" to me has meant on a particular site where a structure previously existed. The skyscrapers in limited space on Manhattan Island, New York represent this continously. Indeed, this happens almost everywhere as old structures get demolished and new ones are constructed on the same site by way of modernisation. However, my understanding is that in Goa, some Hindu temples were demolished and Catholic churches were built in their place in a spirit of arrogant displacement. Have I got this entirely wrong according to you? Are you saying that it is not acceptable to say that Catholic churches were built following Portuguese destruction of Hindu temples as you have not found firm historical evidence for such a claim? I regret I do not have the hard evidence which would be appropriate as I have been busy doing other things! b) "built on top" in the way you used it, did not quite strike me as a possible interpretation in our discussion i.e using part of an old structure to hold up the new one. It is common that bricks, gold and other precious metals and precious stones etc, are reused/ recycled. But the very act suggests that it is UNLIKELY THAT ONE IS BUILT ON TOP of the other. Now there are always exceptions to the rule; but it is not the practice. For intellectual Goans to make blanket statements that this occurred is both disingenuous and inflammatory or one is living in a make belief world of India. My previous compilation of Konkani proverbs, helped Mr. Manohar to bring out his book on proverbs in Devnagri. Goa's education conundrum: English or mothertongue, choice isn't yours Panaji: After a decade and half of officially pursuing regional languages as primary school instruction mediums, Goa's education sector is poised to vote itself back towards English as the preferred medium. Starting this academic year, the education department reintroduced an English language subject from Std I in government-aided primary schools, where it had earlier been virtually banned as the medium of instruction in primary school -- by starving it of grants -- following an aggressively chauvinistic language policy of the late 1980s. This week, the Goa cabinet decided to drop regulations that barred new schools opening near existing ones -- a move seen as easing the way for more private English-medium schools to open. The opposition BJP has crticised both decisions, accusing the government of promoting English education at the cost of regional languages. This will lead to "cultural degeneration", the BJP said. Education minister Luizinho Faleiro though has justified the reintroduction of English in Std I, citing declining education standards and a 43% school drop out rate across the ten-years of schooling in Goa. A majority of students currently go through a scrambled education system, that leaves them confused and is widely perceived as flawed. Many study pre-primary in English medium, then switch to their primary in Konkani/Marathi and four years later switch again to English at middle and secondary school. College and university studies are overwhelmingly, if not exclusively, in the English medium. English as a subject was completely dropped in Std I and II and introduced from Std III onwards. But the long gap and inadequate exposure to English left many barely able to read English by Std V, leave alone answer examinations, educationists point out. Inability to cope with the switchover is believed tp be one of the reasons for the 30% drop out rate after Std V, prodding an advisory board to suggest retaining English as a subject right through. On Friday, the opposition BJP indicated it would target Mr Faleiro, calling for his dismissal. Unless a roll back was announced, the party has threatened a street agitation. Sensitive to the emotive language issue. Mr Faleiro -- an ardent Konkani supporter himself during the 1985-87 language agitation-- has clarified that the government's pro-regional language policy is unchanged. "Education in the mother tongue is still the policy of the government, and they (regional languages of Konkani and Marathi) continue to be the medium of instruction," he said. Retaining English as a subject right through was only a pragmatic solution, he argued. However, interference from political lobbies and language propagandists have for long overshadowed pedagogical concerns here, creating serious disconnect between government policy and public demand. Though backed by government grants, regional language schools are in decline. Many of the 1000-odd government primaries in this state of 1.4 million have as few as 12 students to a class. Konkani medium are seen as an imposition on the masses, in a state where English is interpreted as the passport to opportunity. Many regional language propagandists dispatch their own wards to elite English medium institutions. Those with the wherewithal to pay and bear the inconvenience of transporting children over longer distances, have voted with their feet, only increasing the demand for English medium schools. Successive governments have only managed to cap the exodus by witholding new permissions if an existing school was within one kilometre and three kilometres for primary and secondaries respectively. Education department sources say an average of 60 applications for new English-medium schools were rejected each year on these grounds and for inadequate infrastructure. With the cabinet now deciding to drop distance rules, the opposition has voiced concern that the English mediums would sprout in a former Portuguese colony, where English education has been on the rise since the 1940s or earlier, mainly spurred on by opportunities in outmigration across the globe. This return of English, they fear, could render existing infrastructure and teachers surplus. Some 136 schools teaching in Konkani, most of them run by Christian trusts, stand to be impacted too. When education in the mother tongue became a divisive war cry, Goa's archbishop plumbed for Konkani -- changing Christian-run English medium to primary schools to Konkani mediums virtually overnight, though under pressure from the government, in one of its most contentious decisions that had sparked street protests from the lay Christian community. _ Do not post admin requests to the list. 49 foreigners own land in coastal areas of Bardez itself! - The tourist have not only become owners of land but have also completed the mutation process. - GT revealed that the Bardez mamlatdars office has executed these 49 mutations cases of foreigners following sale deed registrations during the last few years. - Most of them have been executed in the coastal area of Anjuna, Assagao, Candoim, Arpora and Siolim villages. - There are 3 cases, the foreigners have not disclosed their nationality. - Foreigners have purchased the properties including ancestral houses and the total amount could run into crores of rupees. - Prperties have been bought either to run businesses and to use as their redidential houses. - Aleast 10-12 properties have been purchased by the foreigner in the name of foreign-based companies. - In all 13 properties have been purchased in Anjuna, seven in Candolim, six each in Assagoa and Arpora-Nagoa, five in siolim, four in Saligao and other palces from Bardez taluka. (It is also understood that 50% of the above owners are from England and amongst others includes Italy, Israel, Holland, France, Switzerland, Austria, Spain, UAE.) In another startling incidence, an area admeasuring about 20,000 square metres at Temwda, Morjim has been purchased by two foreigners and mutation executed withouth the knowledge of tenants who tilled the land for decades. About 14 tenants were now fighting a case before the deputy collector, Pernem to get mutation declared null and void. Tenants have suspected a racket involved in land dealing in the coastal areas as they never received any notices at the time of mutation process. The notices are in fact issued to care of addresses of a particular party in Bardez and Salcette areas who even forged their signatures as based on the acknowledgement received, the Pernem mamlatdar executed mutation process. A house for heritage lovers By Ramnath Pai Raikar Navhind Times Friday, June 9, 2006 Among many definitions of the term 'heritage tourism', the most appropriate appears to be one where it is described as "travelling to experience the places, artifacts and activities that authentically represent the stories and people of the past and the present". The definition goes well with Goan settings which boast of various places, different artifacts and diverse activities linked to heritage. A senior official of the directorate of archives and archaeology told The Navhind Times that Goa, apart from its temples and churches, can exploit the old houses which are a medley of Latin\Portuguese architecture perfectly amalgamating with Indian style of construction, besides allowing the visitors to experience their grandeur. However, not all houses are heritage houses dating back to 100 or more years, he said. The DoAA official also placed on record that although heritage structures come under the jurisdiction of the department of town and country planning, the directorate of archives and archaeology in concerned about them, if they have an archival value. The 12th Finance Commission has in fact earmarked a fund of Rs 20 crore specifically for heritage structures in the state, out of which the DoAA received Rs 16 crore. The department of town and country planning is entitled for the remaining amount, he said. The official further informed that there was a scheme run by the tourism department which envisaged interest-free loans for repairing heritage houses. Unfortunately, the scheme did not progress any further, except short-listing a few heritage houses like the Kundaikar house at Kundaim and the Menezes Bragança house at Chandor, which needed immediate repairs. Fortunately, an amount of Rs 2 crore was sanctioned for restoration/renovation of the 15th-century Reis Magos fort. Still better, the Delhi-based Indian National Trust for Art and Culture which was entrusted with preparation of a master plan for the same, managed to receive funds from Britain-based Lady Hamlyn Trust, and restoration/renovation work will commence this September. "The Rs 2 crore would now, in all probability, be diverted towards the restoration/renovation of the Cabo da Rama fort in South Goa," the DoAA official informed, adding "If the state receives funds from outside reputed agencies towards the heritage work, nothing like it." The official further said that the restoration/renovation work of any heritage structure also include its maintenance, beautification of the area, construction of proper approach roads and basic facilities like washrooms and toilets which make up a perfect infrastructure for tourism. The honorary secretary of the Goa Heritage Action Group, Ms Heta Pandit observed that it is incorrect to state that only temples, churches and few houses make up Goa's heritage. "Yes, for the time being, the state heritage tourism is concentrating on these aspects but then its scope is wide," she said. Speaking further, Ms Pandit said the concept of heritage walk should be followed more vigorously. "I, myself have listed 26 locations around the state for heritage walks, which take care of tree lovers, bird lovers/ornithologists, botanists and so on," she said. Lamenting that the tourists are presently visiting few houses like Deshprabhu house at Pernem and Menezes Bragança house at Chandor, Ms Pandit said that more heritage houses which are in good condition should be utilised for holding events like weddings, dinners, etc. In addition, Ms Pandit suggested the tourists could be allowed to stay with the families living in these heritage houses, as not all visitors to the state like to stay in the hotel. That would not only provide the visitors to these houses with special feeling, but also allow them to experience the unique Goan warmth, she observed. Welcoming renovation of old houses like the Souto Maior house at Bainguinim, Ms Pandit said that we are not concerned about the possession of the house as long as its historical character is maintained. "The adaptive re-use of such edifices will allow us to recycle a property for the modern use," she maintained. The heritage areas and the individual properties must be opened for tourists, she stressed. Ms Pandit also observed that the tourism department has a mechanism for promotion of such houses as well as training of guides for guided tours of such edifices. "It would be interesting for the tourists to know what lifestyle Goans follow, including specialities of the houses like say two reception rooms or salas, etc," she noted. Informing that the Goa Heritage Action Group is involved in tasks like conducting guided heritage tours and preparing maps of heritage areas, Ms Pandit said that the GHAG primarily functions with the tourism department. My most memorable is our own Goan Pele (Peli in Concani).He was a young man of few words, came from Calata, his legs not straight at the knees, his dark looks unexpressive but in his mind was football. A superior understanding of the complexities of football...of creating openings, moving the game, of skills not theatrics...of controlling a game, a Juan Roman Riquelme of his days (who should hit headlines Monday morning) in the days where coaches were the paunchy batkars. Peli (never knew his real name) was in the seminaries (perhaps Pillar) and played for AA de Majorda in the 70s and as quietly as he came on to the field...he disappeared. And like Juan Requelme and Villareal, AA de Majorda usually never lost when he showed up. There were many others of my childhood but most of them big names and the thriving Goan clubs of the 60s and 70s, most notably Domnic (another whose legs never quiet straight) who dazzled a visiting Hungarian football team, they were happy to view his sensuous dribbling skills in the second half...all to the poetic commentary of the great Benao. Irene Cardoso following in the foot-steps of Regina Fernandes is currently one of the popular Tiatrists hailing from Chinchinnim, Salcette Goa. From the early age she acquired the taste of acting in school concerts and local dramas. From here she was chosen and inducted into One Act Play competition at Assolna where as one of the judges for the competition, the current ace writer and director Mario Menezes spotted her and recommended her name to Goan Shakesphere the late Dr. Rosario Rodrigues in whose plays namely ÂFulam ani KolleÂ, ÂDolle Ugddun Poi and ÂFuddlea Vorsa she performed innumerable times during her 2 years stint with Rodrigues troupe, ÂSopnam was the first drama in which Dr. Rosario inducted her his show as a professional. Then she was roped in by Patrick Dourado in whose plays namely ÂNomoskar and ÂTin Fugotteanche Morann she acted for about 2 years. Then she acted for Jose Rod, Pascoal Rodrigues and many other directors. During her last 20 years of stage acting she travelled many parts of the world including the Gulf and Dr. Rosario Rodrigues was the first director to engulf her in his troupe for Gulf tour when he came to Kuwait too with his wonderful display in ÂAshramÂ. Irene Cardoso does any role but her preference goes for tragic roles and sometimes she was spotted by the jury for being the best artistes in such roles. As a singer also she excelled and besides getting best actress award, she also got best singer award in the competition organized by Kala Academy  Panjim, Goa. She is very regular in coming to Kuwait to participate in Tiatros either staged by the local tiatrists or by the visiting tiatrists. Recently she was in Kuwait to take part in the Tiatro staged by Salu Faleiro ÂHarxeant Hanslo Harxeant Roddlo where she did her role extremely well and after seeing this role I was tempted to interview her which was conducted in the presence of her tiatrist husband, Hitman Sylvester Vaz. Fluent in her talk, very bold and direct in her statements and answering all my queries with ease I was again tempted to ask her particulars beyond the stage arena and then I realized why this lady should not be considered different from others. She is gifted with her high educational background of MA in Philosophy. Being so much educated she worked as a Teacher in Navelim at Perpetual Convent. After giving up this noble profession, she embarked on her own business venture where she feels she is successful. In Cuncollim she is having her ÂFlower ShopÂ, STD, and Toys & Novelties Shop. A very good example for other lady tiatrists to emulate. During her scholastic career at School and College levels, she was a talented sports person taking part in high jump, long jump, sprints in running, volley ball, hockey and soccer. She was an all round sportsperson. Soccer being her forte, she represented Goa in the eves tournaments held in Rajasthan and Delhi. Besides acting in Tiatro and being an entrepreneur of her own choice, she is very much involved in Charismatic movement, taking very active part in the Retreat conducted at Ambelim by Fr. Januario in Jesus & Mary Ministry. According to her, in her Tiatro acting she propagates Christ and quoting Bible she said ÂThe exhortation in the Bible of Mathew 25: 14  30 inspired me into stage actingÂ. Besides, she is also a social worker. During her last trip to Kuwait along with her 8 year old son who also acted with her and his father Sylvester in Salu FaleiroÂs Tiatro, she helped director Tony Dias from Goa in collecting some advertisement for him for the premiere of his new show recently released in Goa, the name of all the Kuwait advertisers have already appeared in the Goan daily Herald. According to Irene Cardoso, the late Dr. Rosario Rodrigues was the best writer and director. Her husband Sylvester Vaz according to Irene is the best singer and actor. Best comedian is Domnick, said Irene. As per her conviction, a good tiatrist should not use cheap language as many of the tiatrists use now a days including the Comedian ÂBurxoÂ. This is inspired from what has happened.- Last night, a friend of mine was telling me this with tears in his eyes.( Most men don't cry but some do when they are drunk :). I bring this before you with a purpose. Dear Sister/Daughter, dont just try to protect your new family, we love you too. Never think that we (parents) sold you off by giving you loads of dowry and allowing you to marry the man of your choice. You always will remain in our hearts. You are still a part of our family. You are still our daughter, you are still our sister. No matter how stubborn or strict is your husband (or children ) you can still find ways to keep in contact with your parents/brothers/sisters. You can make a call from outside (STD), you can send message through some one, you can send a birthday card/Xmas card etc. Or just tell us in confidence whats the problem, we can understand, we are you family too, we will not let you down. As a wife, you can make things to change or improve. But dont delay or just dont keep quite doing nothing, think about us, think about our feelings. Try to give us a call, and if you are caught so what ? You are only talking to you Mom or Dad or brother or sister. Husband and wife should have equal power and rights. In most cases, the woman or wife is most powerful, look around and see yourself and if possible, change yourself. As a mother, you can educate your children, make them to understand what is right or wrong. The seed of hatred which was sown in the hearts of your children, uopu as a mother can weed it out. Through children, things can even be patched up and dont wait till they are grown up and married when new family member is added. How can you possibly come down to Goa to celebrate your wedding Silver anniversary with a wedding like celebration, all are seen in the reception hall except your mother/father/brothers/sisters ? How can you possibly come down to Goa to celebrate your only sons wedding where all are seen except your parents and brothers and sisters. How can you possibly stay away by not attending your moms funeral in Goa. Why you are doing this ? what is our fault ?
