Comedian Philip to recreate his magic for Dubai
audience in "Tum Vhoir Aum Sokol" Konkani Musical Show


Kuwait's top artistes Marcus Vaz, Querobina Carvalho,
Sylvester Vaz, Laurente Pereira and Comedian Philip
together with Goa's professional singers: Felcy,
Anthony San, Lawry Travasso, Aniceto de Santa Cruz,
Comedian Augustinho Temudu, Comedian Peter da Costa
and Francis de Tuem together with Goan music director:
Norman Cardozo, arrived in Dubai.  They were warmly
received by the organizers on Tuesday and Wednesday at
Dubai International Airport.  

Comedian Philip and his troupe will combine with
UAE-based Goan stage artistes and singers to present
the rip-roaring musical show "Tum Vhoir Aum Sokol".  
 
The show will be directed by Comedian Philip and will
be staged tomorrow (Thursday, 22nd September 2005 at
8:30 p.m.) at Al-Nasr Leisureland (Open Air Poolside)

coin sometimes funny words to promote Konkani
(Concanim), e.g.

Also it would be interesting to STOP why the FIRs
at written in Marathi (instead of Konkani/Hindi or
English) at Goa's Police Stations.

Goals are the ultimate test of superiority in
football. Ultimately the goals count. How you play on
a day or how you dominate the entire ninety minutes
duration of the match are inconsequential in
comparison to the final result. So the focus is on the
strikers to deliver the goods, goods in the form of
goals.  The strikers will be in focus as the Goa
Professional Football League kicks from 18th 
September 2005 at two venues - Duler Grounds Mapusa
and Tilak Maidan Vasco. 

The strikers take the blame for missing one or many
chance and get the attention when they create chances
out of thin air. Breaking through the heart of the
defense of rival teams is an art and technique which
is improved to perfection through sheer practice.

 A striker is one who has to get a hang of when to
release the ball and when to hold on. The class of a
player is writ large on his football frame in his
releasing the ball at an appropriate time. Selling a
dummy, the quick body feints the turning and twisting
to beat the defenders is all part of the strikers
armory. 

The Andrews, Bernard, Barettos, Coutinhos, Crastos,
Cataos and Domnics have all been part of household
names as one reel of Goan strikers who set the fire
going on the goal on the football scene. 

Goan football, by and large, Indian football has been
struggling to get a hold of quality strikers in the
last five years. The net result - Goan clubs have been
looking up to foreign players and resources from
outside the state to fortify the loose ends in the
strike force.

After the exit of Bruno Coutinho, none of the Goan
strikers have been able to make a impact on the
national scene. East Bengal medio Alvito D’Cunha, who
started as a striker, has since shifted to midfield
and none of the Goans have been able to rise to
command the respect and instill a fear in the
opposition defense and goalkeepers.

Gone are the days when a Bruno Coutinho, Roy Baretto,
Gasper Crasto, Sarto Baptista, Ignatius Dias, Bento
Andrew, Catao Fernandes, Domnic D’Souza, Andrew
D’Souza, Bernard D’Souza ruled the roost in Goan
Football. Now the Singhs and other players are the
ones found dangerous when it comes to enjoying
positions up front in the strike force. 

In the current season Dempo Sports Club have in their
ranks a promising striker Joaquim Abranches.
Abranches, who started as an under-20 player with
Churchill Bros last season has the built and gifted
qualities of a class striker. The lanky striker who
has turned twenty this season is one player Dempo
coach Armando Colaco has taken utmost care to groom
for the future challenges. 

Abranches has showed enough glimpses of his attacking
qualities this season and his brace against Sporting
Clube de Goa is a grim reminder to the opposition and
his fans that he has come of age. 

Sebestian Endro is another dangerous customer in the
Dempo camp. He will be one of the strikers to watch
out for in the Goa professional league. Endowed with
speed, Endro will take full benefit of any slack in
speed on the part of rival defenders. 

Dempo strike work-load will also be shared between
Isfaq Ahmed. The Kashmiri born lad, who, along with
ex-Mohan Bagan Meher Ur Din started the practice of
Kashmiris moving out of the state and playing in other
parts of India. They will look forward in scoring more
goals against their names.

In the Salgaocar camp, Jyothi Kumar looks the live
wire upfront along with Samson Singh. Talented
under-20 player Bevan D’Mello will get his chance
in-between to prove his worth, and so will Agnelo
Baretto. Aseem will shoulder the additional
responsibility of delivering goals for Salgaocar coach
Shabbir Ali.

In the Fransa camp, seasoned campaigner Alex Ambrose
will carry the workload. Alex, a Tata Football Academy
product, after showing the initial promise has seen
himself faded into (almost) oblivion with his
inconsistent performance. 

At Sporting Club de Goa, Mohd Nizam, the recruit from
Delhi will try to have a go at the competition but it
remains to be seen how he copes up to the pressure.
Agnelo Gomes will hopefully deliver the knock-out
punch to the opposition with his speedy runs. Another
young striker who will go under the scanner will be
Sesa Goa Football Academy product Lector Caido.

At Vasco Sports Club Anthony Perieira was the cynosure
of all eyes in last year’s Goa Professional League but
could not come up with the same level of consistent
goal scoring in the National Football League. The
Navelim based striker  would have to repeat the same
feat under a new coach and under an entire bunch of
young players to maintain his rating as one of the
emerging strikers in the state.

In the Churchill camp, Freddy Mascarenhas showed
enough recovery after a major road accident which even
forced his way into the selection camp of the National
football team. The former Salgoacar striker could
maintain the same level of consistency after coming
into the latter stages of the league after mi

Margao Sept 13, 2005: The South Goa Lok Sabha member,
Mr Churchill Alemao has now decided to take his
crusade against the proposed Mopa airport to the
streets and for he has given the call for a public
meeting on September 14, besides setting up of an
action committee to oppose the project and chalk out
future course of action. The meeting convened by Mr
Alemao is likely to be attended by most stakeholders
of Goa’s tourism industry — taxi divers, hotel staff,
shack owners and others.

The meeting will decide the strategy to be adopted for
highlighting the need to upgrade the existing Dabolim
airport over the proposed Mopa project.  Mr Alemao
stated that this meeting to be held at Adarsh hall
would be a small step towards tackling this ‘serious
issue’ and protecting the interests of Goa and Goans.
“If people want the Dabolim airport to continue and be
upgraded, then I am always there for them,” Mr Alemao
revealed.

To a query on the entire issue acquiring political
dimensions, the South Goa MP shot back saying, “there
is no politics involved here. I am an MP due to the
people who voted for me and the same goes for the
MLA’s.”
Mr Alemao opined that it was the duty of an elected
representative to go as per the wishes of the
electorate. Calling for a decision that would benefit
Goa alone and not Maharashtra and ‘some vested
interests’ from Goa, Mr Alemao stated that the Dabolim
airport was already been accorded international status
and the funds sanctioned.
“It is only an upgrade that is required as against
building the entire infrastructure,” he said. The
South Goa MP took a dig at his party colleague and the
Pernem MLA, Mr Jeetendra Deshprabhu and remarked “the
only Goan beneficiaries of the Mopa project will be Mr
Jeetendra Deshprabhu’s family and some industrialists
and hoteliers.”

He revealed that he had received a lot of letters
expressing support for the cause. Mr Alemao opined
that barring certain politicians like the Cortalim
MLA, Mr Mathany Saldanha and former minister, Dr
Wilfred Misquita, most others were quite on the issue.
“They need to remember that being elected
representatives it was their dharma to protect voters’
interests, or else they will be shunted out by the
same electorate,” he observed.

To another query, Mr Alemao denied that he was on a
confrontation path with his party. “The interests of
my electorate are equally important for me to take
care of,” he informed further adding that even if his
party expels him for this it was okay with him.

Explaining his point further Mr Alemao disclosed that
he learnt of a steering committee set up by the state
government comprising of the Chief Minister and Mr
Deshprabhu among others only through news reports.
“I was not aware of decisions taken by this steering
committee as I am not a member,” the two-time MP
revealed.  In a lighter vein he added that perhaps his
omission as a member was his known opposition to the
Mopa project.

The former minister, Dr Wilfred Misquita also present
at the press briefing stated that an impression had
been created that there was no land available in and
around present airport for expansion plans.
“On the contrary there is plenty of land available.
And this false impression is being created by a few
Goans having a ‘non-caring’ attitude,” he revealed. Dr
Misquita opined that people are supreme and they
should be respected.

surprises for the audience.  His last song titled
"Zoro's Mobile Bar" was an instant hit with the tiatr
audience a few weeks back.  Yes, you have guessed it
right.  He is Zoro from Assolna, Salcette.   As a
student at the famous Guardian Angel High School,
Sanvordem, he grew a likeness for acting and singing. 
Zoro started composing and singing Konkani songs for
tiatrs organized in Assolna. Like his father, Antonio,
Zoro sings humorous and comedy songs.  He got an
opportunity to land in Kuwait in 1992.  "My first
stage appearance in Kuwait was for my village
organization, Assolna-Velim-Cuncolim (AVC) football
club", he says it proudly. 

 Within a brief period, he has sung songs for Konkani
events like tiatrs, one-act plays, musical shows as
well as for the annual "Goa Day" in Kuwait.  Zoro is a
member of the Kuwait-Goa Tiatristanchi Sonsvtha
(KGTS). His compositions are always on interesting
subjects and in his song "Chuk", he highlighted the
audience's often pathetic oddity of boo-ing the
artistes, singers,  with the trade mark "Ush, Ush
!".  This song was first sang for United Club of
Utorda's one act Konkani play competition in January
2005,  and later repeated recently for a Konkani
drama.  A down to earth personality, his presence on
stage is enough to get the audience electrified.
 
For Philip's musical show this weekend, "Tum Vhoir Aum
Sokol" Zoro will sing on a very interesting subject of
how to "find love ".   So be there to cheer 
him up !

all set for Comedian Philip's "TUM VHOIR AUM SOKOL"
musical show


Adrian Gomes was born on 2nd September in the year
1965. His proud parents are Shri Augustine Gomes and
Lilly Gomes  who hail from Shirva (Manchakal) parish
of Mangalore Diocese. He has a brother and 3 sisters.
His wife is Anitha and they have two sons Alister and
Alston by name. He learnt musical instruments during
his early student days from the veteran music teacher
Fr.Walter Albuquerque at Fatima Retreat House,
Mangalore. Initially, he started with Accordion and
gradually mastered guitar, drums, trumpet etc… He
played instruments in the St.Aloysius College musical
band for various Aloysian programmes.
  

When he graduated from his student life to his working
career, he pursued music as a hobby in life than a
profession. In course of time he had the privilege of
playing musical accompaniment to renowned orchestras
and performing for several great Hindi, Malayalam &
Tamil screen playback singers and directors like Shri
O.P.Nayyar, Dr.Smt.P.Susheela, Smt.Vasundhara Das etc…
both in India and in the Gulf. At present he is based
in Kuwait and is a well-known figure and admired by
all the linguistic communities there!

Adrian's achievement's in India :

1981-1984 Adrian played trumpet for the Konkanni
Musical Nites of Claud D'Souza and Eric Ozario in
Mangalore. He was the trumpet player for the famous
Konkanni cassette of Eric Ozario named "Rang Tarang
Geet Mala", and also for the 2nd cassette of Shri
Melwyn Peres.

1982-1986 he played trumpet & drums for Ashok-Charan
orchestra in Mangalore.

 In 1992 Adrian was the trumpet player for Kalakaar &
Toofan orchestra in Mumbai for a month long programme!

In the Gulf :

Due to his working responsibilities, Adrian's musical
performances are restricted to the city of Kuwait
where he is in constant and great demand.

 In 1995, he composed music for "Lancy's Super
Konkanni Melodies" released by KCWA in Kuwait.

In 1998 he played instruments for the musical show of
Sangeeth Samraat Shri Henry D'Souza, Melwyn Peres and
Aparna Mayekar in Kuwait.

In 1999 he conducted the orchestra for the "Wilfy
Nite" and lead the orchestra for the show in Kuwait.

In 2002, this year, he played background music for
"Dothor Damianv" drama orgranised by KCWA. He was also
the conductor of the orchestra for the recent
successful 'Tulu Rasamanjari Show' in Kuwait where
songs in Tulu, Kannada, Konkanni, Hindi and Arabic
were performed.

It is an annual feature that Adrian plays keyboard &
trumpet for the Nativity feast (Monti Fest) programme
in Kuwait during which the local artistes display
their talents of singing Konkanni songs

A Tribute to the Konkanni Composers
Above all, Adrian Gomes has made his debut this year
in 2002 by releasing his first ever Konkanni
Instrumental Audio Cassette & CD named "A tribute to
the Konkanni Composers". The admirable part is, he is
the only musician involved in the recording. It is a
first of its kind in the field of Konkanni
instrumental music. The playing and recording of the
instruments is superb and perfect. To have a rich
appreciation of its music, one has to only hear the
cassette. The old Konkanni hits like Shirley, Ye Ye
Kathrina, Mother Theresa etc… are orchestrated with a
lively beat and rhythm. The cassette includes many
Konkanni composers. Adrian has plans to release
another cassette & CD to accommodate other Konkanni
composers who have not been included in his first
Konkanni Instrumental Album.

Navelim Youth Centre had their annual "NYC Nite"
programme on 1st September 2005. The evening was full
of fun: dancing, partying, enjoying the warmth of
friends and being delighted at every turn. The
celebration was a perfect ambience in the background
of fabulous décor, dazzling lighting and lavish
luxury...The only enemy that was going to come between
the people and the jovial music and dance was - time. 
The crowd danced their heart out till it was time to
go. as the party grew progressively longer going
on till the wee hours of dawn.

The Nite was set rolling with local favorites
‘Stepping Stones’ hitting off with melodious numbers.
The visiting Goan celebrities, 'SkyHigh' thereafter
increased the tempo intermingling current chart
toppers and hits of yesteryears. They kept the crowd
grooving to the beat all night long. The show was
hosted by Master Compere Lloyd D’Souza.
 

The organizers left no stone unturned to give their
guests a pleasant time.   The  NYC committee comprises
of: Agnello A.S. Fernandes -President, Luis Lopes-Vice
President, Avelino Dias-Sports Secretary, Gasper
Crasto-General Secretary, Thomas Fernandes-Membership
Secretary, Sydney Rodrigues-Asst. General Secretary,

the first prize. Their perfectly matched body
structures and harmonizing personalities made them one
of the most attractive 'jivers' on the floor. Diana
Rodrigues and Augustine David won the second prize.
 
NYC President Agnello A.S. Fernandes gave much credit
and importance to the show’s “sponsors, guests and
people who patronized the event.” In the colourful
souvenir, NYC President wrote: "Navelim Youth Centre
(NYC) has been one of the pioneering social
organizations in Kuwait to bring everyone together and
regale in celebration of highest quality. We're proud
to say, that now for almost two decades, we have
worked with enthusiasm to relaize these objectives and
hold everyone closer in unity. And as always, like any
real family, our club is diverse and welcoming to
all".

Goan director of the Lar dos Estudantes, will be glad
to see his warm smile, but saddened by what the Indian
Government aided and abetted by the anti-Catholic
Bandodkar Goa Government did to this delightful Son of
the Soil.  In fact, the very same people who
"socialized"  with . and greased the Portuguese
dictator Salazar, assisted in this unnecessary act of
hypocrisy and mental torture ]
 
The quintessential scope of existence is often times
camouflaged by the complex nature of our purpose in
it. Therefore heroes and villains among us, as also
saints and pagans, idealists and charlatans. Even
infidels! One effects the other or becomes affected by
the other. And once in every while, someone comes into
being, culls through humanity's pile of discarded
hopes and aspirations, and departs living us with a
renewed sense of what existence is all about. Fr.
Chico Monteiro was one such sentient being, whose
contribution in this regard was slighted by the fact
that he was a priest, not an activist. Had he been the
latter, his name, unquestionably, would have been
paralleled with greatness.

It was the mid 1960's when the State -- following
Goa's liberation -- issued an edict to Goans holding
Portuguese passports to surrender them, or in the
alternative, emigrate to Portugal. Fr. Chico, who was
a conservative in the material and theological sense,
opted for defiance. He declined to surrender his
Portuguese passport and challenged the State's order
of deportation. His defiant stand startled the Goan
community and practically overnight, found himself
entrapped in the arena of political contempt, social
ridicule and alienation.

At this point, it is necessary to recount that
Catholicism was not indigenous to the land; it was
brought in by the Portuguese. With Catholicism, as
with any other religion, cultural prejudice and
political affiliation became bred. And it was not Fr.
Chico's elaborate scheme to come born into a Catholic
fold. It was a fact of fate. The consequences,
however, were unpredictable and inevitable. Almost
tantamount to being asked to alter the color of one's
skin upon being subjected to a whole new political
climate.

Arrested and placed in judicial custody, Fr. Chico
summed up his defense with a single line: "I was born
in Goa, and lived all my life peacefully in Goa."
Unbeknownst to Fr. Chico, his layman's version of
defense resonated the very essence of the Geneva
convention: One's place of birth conclusively
determines one's nationality, and it is against all
statutory and constitutional law and principles to
denationalize one's nationality.

The trial gained notoriety, and it was the Indian
Government which suddenly found itself coming under
judicial scrutiny and going on the defensive. The
trial also aroused Salazar's interest. The result?
Portugal appointed Queen Elizabeth's personal counsel
to represent Fr. Chico. Such notoriety, however, was
not without its price. Fr. Chico was transferred from
the Aguada jail in Goa to a maximum security jail in
Patiala, where he remained incarcerated in solitary
confinement for about a year, and subjected to
psychological abuse. The attempt by authorities to
fragment his spirit only led to the realization that
they were dealing with one whose spiritual temperament
was impervious to human tampering.

When the matter wended its way to the Supreme Court,
the Justices muffled a brief admonishment. It was to
be the last gavel, directing Fr. Chico back to jail in
Patiala, not to freedom. It wasn't the end of hope.
Whether by coincidence or divine prompting, the Holy
See decided to intervene, successfully negotiating the
release of Fr. Chico for that of Dr. Telo de
Mascarenhas, a freedom fighter who was serving a life
term in Portugal. Fr. Chico's release, however, was to
be conditional. Upon his return to Goa, he was placed
under house arrest in his ancestral home in Candolim
and barred from holding any official position. A
decade later, the terms of the house-arrest were
relaxed to where he was able to walk within the
confines of his village. Subsequently, he was allowed
to once again travel freely within the territory of
Goa.

It is unclear if the judicial curfew was ever lifted,
or if Fr. Chico ever set foot outside Goa. An avid
traveler in his prior days, he appeared to graciously
resign himself to a life of judicial exile. As a
priest, his allegiance to the Divine was of an
uncommon grain and stature. As a man, he was genuinely
attracted to all people as human beings. Despite been
consecrated a Monsignor, he continued to don the
cassock of a habitual priest. It was his way of
affirming his disinclination for any position in the
patriarchal hierarchy of the Church. In general, he

Abstract

This paper examines the historical evolution and
contemporary state of property rights in Goa. The
post-colonial state, which provided land ownership
rights to tenants, led to the dis-enfranchisement of
the traditional communal land-owning institution
(communidade or gaunkari). While this had positive
equity impacts in land distribution, it significantly
affected the maintenance of public works, especially
embankments (bunds) which protects large tracts of
reclaimed land (khazan) in Goa. The historical
evolution of the Communidades is described in order to
understand the current state of financial bankruptcy
of these institutions and the impact of tenancy laws
on land management practices. In this framework the
paper focuses on twin aspects of the ecological debate
– equity and institutional change. (115 words).

 
Non-Technical Summary

This paper looks at the transition of resource
management institutions in rural Goa, a small western
state in India and its ecological impact due to
non-maintenance of local public goods – especially
embankments which protect recovered lands from tidal
water movements. Traditionally all village lands were
collectively owned by the original settler families
(gaunkars) who presumably participated in the land
recovery and created the agricultural asset base. Male
descendents of these families were members of the
village assembly, which made all decisions with regard
to village administration. All cultivable lands were
owned by the communidade and were leased out for fixed
periods by auction. The institution of communidade
went through various transitions during the Portuguese
colonisation of Goa from 1510 to 1961, but land
ownership remained largely with the respective
communidades.

When Goa joined the Indian union in 1961, there were
political pressures on the popularly- elected
government to provide security of land tenure to
tenants and the government passed the Agricultural
Tenancy Act in 1964. Thereafter, tenants cultivating
lands were given land titles. The administration of
village affairs was handed over to the Panchayats
which had a more democratic membership -- open to all
residents of the village. In the traditional system
only the gaunkars were allowed to participate in the
decision-making process. 

An important function of the communidades was to
maintain the embankments, which protected the village
lands from inundation. After, the Tenancy laws
distributed lands to the tenants a new institution,
the Tenants Association, was created under the Rules
and Regulations (1975) and made responsible for the
maintenance of these embankments with government
subsiding half the maintenance expenses. Yet,
Agricultural Commission (1992) of the government found
that the quality of maintenance of the embankments was
very poor and most of these Tenants Associations were
non-functional. 

The paper argues that in the process of creating asset
homogeneity and institutional transformation, the
community faces a coordination problem due to
incentive loss among individual asset owners resulting
from destruction of social capital which has created
an ecological crisis.

Three Pesons in a Boat : Community, State and the
Market

The intrinsic link between property rights and
resource use is a well-accepted proposition in
economics and the state, community and the individual
(market) behave differently in the manner of resource
use (or conservation) contingent on the way property
rights are distributed between the agents under
different economic systems. 

The property rights school argues that privatisation
of common property optimises use of resources as
rational agents would internalise the externalities as
long as privatisation properly establishes rights over
resources. As far as efficiency is concerned, the
initial distribution (allocation) does not matter
because the most efficient user would buy the resource
by paying the highest price and use it most
efficiently [Demsetz 1967]. The Arrow & Debrue model
as well as the Coase theorem essentially suggest the
same.

In recent years, however, the focus of attention has
shifted from the state and the individual (market) to
the community [Aoki & Hayami 1999, Baland & Platteau
1999, Nugent 1994]. The state and the market arguably
lack incentives for long run resource conservation and
tend to have a high rate of discount vis-à-vis natural
resources. Therefore, the focus has shifted to examine
how traditional communities have used non-market
institutions like social norms as a means of resource
conservation implicitly describing a lower
