What is needed is not finances, but the making of such issues a priority.
Ralph, do I trace a you-can't-get-it-right-so-don't-even-try sentiment in
your posting? Personally, one doesn't know whether a mini-Cannes is
possible or impossible in Goa. It's clearly going to be a difficult task.
But, if we take a defeatist attitude, it will possibly turn into a
self-fulfilling prophecy.
Anyway, you never know what works and what doesn't.
For instance, who would have thought -- even a decade ago -- that India
could have got its software act together, and become a fairly respected
international player?
I was myself surprised to learn that countries like Sweden and Finland
were "poor" countries till 80 or even 40 years ago (in the latter's case).
Just see what they've managed to achieve in a lifetime or two.
Shouldn't we dream too? Or do we all perceive Goa depending on how it gets
portrayed by the Western media (NYT?) or by tourism brochures? FN
