In answer to Roy's suggestion of introducing an airport tax I can confirm that they do levy a tax on foreign tourists on leaving the country. I am not sure what it stands at the moment but I do believe its in the region of 350 to 500 Rs.
At one time you had to purchase this at a very small window at the airport and the person never was able to give you change (not a problem as your not allowed to take Indian Rs out of the country, do I smell a scam) No it is incorporated into your ticket price as flights were delayed because the beuacratic method of collecting it help up the checking in of passengers. Its no up to the local people to find out what this money is spent on. It can not be improvements to Dabolim.
