I believe the term vegetarian is often used loosely
to refer to a food that may be acceptable to many
vegetarians.  Fish, not being a vegetable, is
obviously not strictly vegetarian.  However, it is
eaten by many vegetarians, especially those whose diet
is determined by religious tenets against eating beef
or pork.  Similarly, there are some in India who
consider unfertilized eggs to be vegetarian.
