The Save Goa Front has expressed dismay at the irony
that though some government authorities have abdicated
their independent authority in discharging their
statutory responsibilities, they have been  clamouring
for perks and privileges they are not entitled to.

Citing the example of Goa State Pollution Control
Board’s (GSPCB) Chairman, Dr. L.U. Joshi, the Save Goa
Front has expressed dismay that Dr Joshi has been
frantically lobbying for a red beacon light for his
official vehicle even though the Chairman of even the
Central Pollution Board is not entitled to one.

One speculates as to how the officials of the GSPCB
who were too busy to plan a comprehensive program for
the prevention, control or abatement of the current
pollution and environmental damage to Goa, had all the
time to pursue the file of Dr. Joshi’s request for a
red light even though the  Director of Transport had
at the very outset ruled that the Chairman Dr. Joshi 
was not entitled to one. 

Due to Dr. Joshi’s consistent lobbying,  Chief
Minister Pratapsingh Rane has now asked the government
to check the position at the Maharashtra and Karnataka
Pollution Boards.

I have yesterday spoken to the Chairman of the Central
Pollution Board Mr. J. M. Mauskar, the Chairman of the
Maharashtra Pollution Board Smt. Sharwaree Gokhale and
the Chairman of the Karnataka Pollution Board Dr.
Sharat Chandra and they have all confirmed that none
of them are entitled to a red beacon light on their
official vehicles.

MAIMED AND MAULED : GT journalist Simon Alfonso

PANJIM: Maimed and mauled GT journalist Simon Alfonso is being treated at 
GMC after the physical attack on him allegedly by the Chicalim Sarpanch Raul 
D'Costa on Wednesday. Though his condition is not alarming, it is serious as 
doctors as doctors have diagnosed suspected fracture in the spinal cord 
without any neuro-vascular deficit.

Simon who was admitted at the Trauma ward late in the evening on Wednesday 
was on Friday after shifted to ward no 104. He is at the moment undergoing 
treatment at GMC and will be out of action for atleast six weeks.

Talking to this reporter from the hospital, Simon said, "My fault was that I 
raised my voice against injustice and supported the villagers in their 
fight. Is it wrong for a law abiding citizen to raise their voice against 
injustice? Is the Sarpanch, who is suppose to protect his village and its 
people, justified in hitting me and causing
injuries to me?"

According to Simon, he along with villagers were fighting against the Pinky 
Shipyard's mega project in Chicalim. "We were coming to Panjim. On the way 
we met Milan Borman at the panchayat premised. I got into a heated argument 
with him. I didn't realise when the Sarpanch approached me and started 
punching my face, which left me in shock and pain", he said.

"It was unprovoked attack by the Sarpanch", he added.

When contacted, Dr Rajan Kunkolienkar, Medical Superintendent, GMC said, "He 
is undergoing treatment at GMC and his condition is stable."   (ENDS)

Perturbed by the increasing phenomenon of several Goan men in their
sunset years taking off for Goa without their wives at the first hint
of coming winters in Canada, I decided to get to the bottom of it.

The first person I thought of questioning was Roque-Carmo ("call me
Rocky") Santana.  A dimunutive 5'2" 75 year old Goan senior who walks
with a spring in his step that would be the envy of a 55 year old, he
was as thin as a marsh reed and had the weathery skin of a chameleon.

Rocky could be seen at all Goan dances in Toronto, without his wife of
course, dancing fancy ballroom steps with young girls less than half
his age. Not that he noticed his steps were reminiscent of the Fred
Astaire days of swing, circa 1930. His partners didn't seem to mind
too, seeing this as a welcome change from the hip-hop and other
dance-by-yourself models they are used to these days, where the
partner is welcome but not necessary to the movements.

Cornering Rocky during the break and placing a glass of scotch in his
hands, I got to talking to him.

Me: Hi Rock, how's it going?
Rocky: Good men, you saw me dancing to YMCA?

Me: You were fantastic. How's the wife doing Rock?
Rocky: Oh, she just wants to relax on the weekends while I like to go
here and there.

Me: That might be since you are retired while she has a busy job and
she helps out at the food bank for homeless people in her spare time.
Rocky: May be so, but that doesn't help out with our love life.

Me: What you are you saying Rock?
Rocky: Goan women once they are older, lose all interest in sex, you know?

Me: I don't know, tell me about it.
Rocky: They refuse to try out new things and half the time they say
they have a headache.

Me: Why do you think they do that Rock?
Rocky: Just a Goan thing, men. See those Russian women? They are
asking for it all the time.

Me: You are talking about that young Russian woman I sometimes see you with?
Rocky: (failing to see the difference in ages and the fact that she
takes him for the money) Exactly.

Me: So what's your long term plan?
Rocky: Can't make long term plans at my age, so I just take off for
Goa next week.

Me: Is the wife going with you?
Rocky: (the truth slowly dawning on him) No, She's fed up of me and
says she enjoys her own company when I am out of the house.

Now Rocky at his age is the type of individual who, like a dog chasing
a bicycle would not know what to do with it if he by chance actually
catches up with it, but I say what the heck, Goa benefits from his
tourist dollars, his wife has a much needed break from him, the
Russian woman gets something for nothing, he unfailingly gives me a
half bottle of cashew feni when he returns and Rocky is as happy as a
toad in the monsoons.

In Rocky's case, to each his (or her) own, we are all winners.

rant of the 'Hindu Mass' as another evil perpetrated on society)
protestations.

Let me also take this opportunity to share a recent pearl of wisdom
(appended below with links) that didn't come from any 'Good Book'.  I may
not always be able to follow it's advice but I continue to try.  The recent
reconciliation between Peter and Santosh is a good example of this.  May

The Strength Of Compassion
Coming At Conflict With An Open Heart

Conflict is an unavoidable part of our lives because our beliefs and modes
of being often contrast powerfully with those of our loved ones,
acquaintances, and associates. Yet for all the grief disagreements can
cause, we can learn much from them. The manner in which we handle ourselves
when confronted with anger or argument demonstrates our overall level of
patience and the quality of our energetic states. To resolve conflict, no
matter how exasperating the disagreement at hand, we should approach our
adversary with an open heart laden with compassion. Judgments and blame
must be cast aside and replaced with mutual respect. Conflict is frequently
motivated by unspoken needs that are masked by confrontational attitudes or
aggressive behavior. When we come at conflict with love and acceptance in
our hearts, we empower ourselves to discover a means to attaining
collective resolution.

The key to finding the wisdom concealed in conflict is to ask yourself why
you clash with a particular person or situation. Your inner self or the
universe may be trying to point you to a specific life lesson, so try to
keep your ears and eyes open. Once you have explored the internal and
external roots of your disagreement, make a conscious effort to release any
anger or resentment you feel. As you do so, the energy between you and your
adversary with change perceptibly, even if they are still operating from a
more limited energy state. Consider that each of you likely has compelling
reasons for thinking and feeling as you do, and accept that you have no
power to change your adversary's mind. This can help you approach your
disagreement rationally, with a steady voice and a willingness to
compromise.

If you listen thoughtfully and with an empathetic ear during conflict, you
can transform clashes into opportunities to compromise. Examine your
thoughts and feelings carefully. You may discover stubbornness within
yourself that is causing resistance or that you are unwittingly feeding
yourself negative messages about your adversary. As your part in
disagreements becomes gradually more clear, each new conflict becomes
another chance to further hone your empathy, compassion, and tolerance.

Complementary to a short course on "Culturas Lusofonas" and opened to those 
interested there will be the screening of films, documentaries and music 
related to each one of the said countries. This Saturday session, October 
28th., will focus on Cabo Verde. From 04.30 p.m., Cabo Verde music will be 
divulged through the voice of Cesaria Evora, the Diva of the morna. The 
course and the cultural activities will take place every Saturday afternoon

RESPONSE: Here's my experience. Having been brought up in Nairobi,
Kenya within the confines of the Goan Community, there was never any
doubt that I would marry a Goan girl!

There was also a strong gravitational pull towards Goans as that was
my make up! We had Goans who stayed in Compounds which had Gujaratis
or Punjabis...to their credit they can speak the respective languages
proficiently.

I have never ever had a problem mixing with different people; I must
admit though, that the English folks especially in the Armed Forces,
were a difficult lot and I did have to endure a lot of sarcasm, even
if said in jest...an example, the person knocked into you in the dark
because he couldn't see you !

I have found Americans much more accommodating, they don't much care
about your colour only what you are worth to them ! Perhaps they do
have a problem with Blacks and Latinos... for instance, with a surname
as Fernandez or Gouveia, one bright spark Republican sent letters to
14,000 Latino sounding surnames warning them that illegals could not
vote !

In the early years here in the U.K. the likes of myself longed to meet
other Goans. That was why 40 years ago there was a meeting to form the
G.O.A. U.K.

When Goans met, we felt at home ! We would reminisce and drink to the
good old days in Nairobi !

Years later when I landed in Singapore, the first thing we did was to
visit the 'Portuguese Church' in Bras Basah, specifically to try and
meet Goans. We did meet quite a few Goans and then took up the role of
organizing some of the do's. We did the same later on in Hong Kong.

I had made a lot of friends among the locals and boy, they loved
Lily's Sorpotel and they would finish the lot and then go
home...typical Singaporeans...eat and leave!

I also had a lot of White friends in Singapore, Hong Kong and the
Middle East. Try as we might, I can honestly say I have no close
friend, who is white! I have a few who are Singaporeans !

Goans whether we like them or not will always form our mainstay; after
all all our relations are Goans.

Aside from family I have grown distant towards some Goans because of
my bad experiences, with my stint as the President of the G.O.A. U.K.
A few were out to discredit and tarnish; years later the promised
retraction never transpired. It was a case of please sign and state
that you will not take any legal action and then we shall retract !
This is the stance taken.

There were denials and misrepresentations, for instance it was stated
that no transfer of documents or accounts were passed on to the next
Committee. When the signature was shown, there was no apology. As a
matter of fact the person who denied is now a Legal Director of the
Association !

Said and done, these reprobates will not and cannot turn us against
Goans. I have even crossed the road to help a fellow Goan who was
being attacked..my sons follow this same inclination.

Now this the crux; would I now cross the road to help one of my
accusers if they were in dire straits? I think not! Would I ever take

Goa is renowned for over-packed buses with passengers.  You will not find 
buses plying tilted anywhere else except on Goa roads and that’s because 
although a bus load capacity is say 50 passengers with an allowance for 10 
standing, there will be as many standing passengers as can be accommodated 
in the isle of a bus, and at least 10 passengers each hanging by the front 
and back doors resulting in too much weight on one side, thus giving the bus 
a tilt.  By looking at the over-packed buses I have always wondered if they 
would make it safely to their destination without toppling into the fields 
but surprisingly they do.


Over-packing of buses with passengers is not something new but we have 
inherited it from the previous regime days.  Even private taxis then 
followed the same system.  As we know, the average sitting capacity of a car 
is 5 persons including the driver, but during the Portuguese regime private 
taxi drivers would pack the car like sardines in a tin.  The car owner would 
say:  “Sogleankuch ghora vochonk zai; hoi  ki nam?  Tor, matxim 
fattim-fuddem govon bosat num!  Barik assa tannem manddier boschem.”  
(Everybody wants to go home; isn't it?   So, adjust yourselves 
back-and-forth and be seated.  Lean persons please sit on the lap.)  Thus, 
he would fit 8 persons on the back seat and 3-4 persons on the front seat.  
He then would take his seat and take charge of the steering.  He was never 
able to sit straight.  So, he would twist his body and fit himself against 
the window.  He then had a problem – he could not change gears.  So, he 
would request the guys sitting on the front seat to keep pushing towards the 
window on their side to enable him move the gear.  Once he was able to use 
the gear, he would say:  “A-h-h-h-h!  Atam tumi sucegad bossat; ami rokdinch 
ghora pavteleanv.”  (A-h-h-h-h!  Now you all can sit at ease; we shall soon 
reach home.)  The person(s) bearing the weight of another passenger on 
his/her lap knew exactly what the word ‘ease’ meant.  By the time they got 
home, their legs would be numb from the weight and it took them some time to 
walk properly after they exited the car.  The fare from Mapusa to Assagão or 
Anjuna was the same; it didn’t matter whether one got down at “Vollan” in 
Assagão, which is just down the slope as you enter Assagão, or at Danddo – 
extreme end of Anjuna.  The best thing was that nobody complained either 
about the car being jam-packed with passengers or the fare.  When the cars 
were jam-packed, drivers never went from the front of the “Quartel” (police 
station) but they always made use of the "No Entry" road behind the police 
station.


Post-liberation, Goa’s population has more than doubled and transportation 
has increased by leaps and bounds but it is still not enough – the buses 
continue to be over-packed and ply tilted on roads.  There is increase in 
passengers during the summer when many of our brothers and sisters from the 
neighboring states return home for summer holidays.  Many employees use 
buses to commute daily to work and one would think they would run into 
trouble to get to work during the summer, but this does not happen as the 
bus drivers stop and pick up their daily passengers no matter how packed the 
bus is.  Here again, nobody complains.  Sometimes some passengers lose their 
temper and ask the “klinder” (cleaner):  “Ar’re ubo/ubem ravonk zago nam ani 
tum anik passenger ghetoch  asa, amchea mathear bosoita kitem?”  (There is 
no place to stand and you keep on receiving more passengers, are you going 
to make them sit on our heads?)  At that the klinder replies:  “To/tem 
amchem sodanchem giraik; tuka oddchon zata zalear tujean sokol denvonk 
zata.”  (He/she is our daily customer; if you feel uncomfortable, you may 
get down.)   Obviously, nobody wants to get down and the journey continues 
without any more arguments or complaints.

Souza Boy explains what happens in a passenger-packed bus and how ‘bread’ 
get pressed inside 'bags' in the process.

Besides the Russian Mafia there is also the presence of the Israeli
mafia who are mainly made up of Russian Jews settled in Israel but who
are mobile for criminal purposes within North America where they are
slowly gaining control of the flesh trade within the escort and
nightclub services, credit cards, internet scams and of course the
drug trade.

Indian (read Bombay) organized crime groups have long settled in Goa
(for the past 25 or more years), making it an alternate base of
operations. Some of these groups and sub-groups are partners with
Pakistan's organized crime for the purpose of heroin smuggling from
the overland Afghanistan route and the sea route from Dubai. Their
Muslim element (the Dawood gang) work in co-ordination with Pakistan's
ISI who provide them with both petty cash (when they are temporarily
hindered by money laundering constraints) and international
intelligence to enable inter-country movement. A few of these groups
have Goan surrogates with influence reaching to ministerial levels.

Add to this dangerous cocktail the Kashmir connection who have
partnerships with the Colombian Cartels for whom money is no hurdle
and provide the cartel a much needed but silent and low key route for
transporting their products from Colombia to Jamaica to Europe to
Pakistan to Kashmir to Goa, to the Near, Middle and Far East markets.

Many more numerous and substantial fortunes are being made by people
in Goa used as tools of these criminals, including by politicians in
Goa who knowingly or otherwise enable or actively assist these
criminal enterprises to flourish. Infinitely more than the fortunes
made through legitimate industry, commerce and sale of ancestral
property. With the moral and ethical (lack thereof) standards
prevailing in Goa, the system of justice being administered, the
police kept busy with their own widespread corruption and the general
apathy of the common people themselves, it is only a matter of time
when some inter-gang war breaks out that is bound to affect the
prevailing peace and harmony.

Worse still, it is only a matter of time when international or local
terrorists decide that a major incident is necessary to divert
attention from the criminals or to seek revenge against some imaginary
or real grievance, communal or otherwise that is carried over to Goa
from some conflagration somewhere within the rest of India. Once that
fire is lit, a suicide bomber with his own internal fire, cannot be
very far behind.

Unimaginable and fanciful though it might seem, it is better to be
personally prepared and aware than cry after the damage is done.

Do you know that MicroSoft team in Redmond Seattle has
sent a signed 'Cake' congratulating the Firefox team

browsing etc; and so the fair competition goes on and

CAN THE "REAL BALI" BE SAVED?

For those of you visiting Bali for the first time, welcome and enjoy
yourselves to the absolute maximum! Bali is a marvelous place to have
a holiday and I certainly don't want to scare you off.  We need more
visitors to come and enjoy the beauty of this magical island. And you
will!

But, and there always is a 'but' isn't there, Bali ain't what it used
to be, and is in danger of changing from the "Bali we want it to be"
if we are not very, very careful.

Bali, in the minds of millions of tourists and armchair tourists
around the world, is the epitome of tropical, exotic travel, where
beautiful native girls dance to the hypnotic pounding of gongs in
temples and palaces surrounded by lush terraces of paddy fields, and
palm trees wave in the gentle breezes as the sunset cocktails are
sipped. Idyllic indeed!

The reality is that while that aspect is still (just) available, an
absolute army of developers, traders, retailers, restauranters and
industrialists are doing everything they can to dig up pristine Bali
while still using the exotic Bali image they are destroying to sell
their wares! And it's happening quickly.

Just 25 years ago Bali was still the green, lush island that we (or at
least I) want it to be.  Now it's disappearing behind a mass of
billboards, shop houses, high rise malls, villa developments (with 20m
high walls), and it seems we are powerless to stop it. Why?

It appears that even at the highest levels there is no connection
between the preservation (never mind protection, enhancement, and
improvement) of the tourism product and the every day unplanned
development that continues unabated.

Bali, after two sad and meaningless bombings, has lost much of its
appeal in the tourist markets of the world and arrivals are at a very
low ebb.  Does that mean the authorities take a long hard look at what
the island has become and start to put things right? It seems not. The
building of 'rukos' (shop houses) continues unabated, the
proliferation of incredibly unsightly billboards accelerates, the
destruction of beautiful farmland for 'un-necessary' housing rockets
forward, and roads are pushed into fields and immediately lined with
low quality buildings (which should be zoned off into industrial
estates).

Until now, from Canggu to Jimbaran, from Sanur to Nusa Dua, there is
hardly a visible trace of 'Bali': only buildings, workshops,
showrooms, factories, billboards, and offices. All of them
'businesses' that depend on having a dynamic, desired tourism product
called Bali!

Yet there are regulations, which I believe still exist, that say every
building must reflect Balinese culture and tradition, that no building
should be higher than a coconut tree, and that all buildings and
developments should respect Balinese traditions and community needs
first. This simply is not being enforced at all and in my opinion
presents more danger to the future of Bali tourism than the threat of
terrorism ever will.

There are millions of sea, sand and sun, fun, food, and frolic
destinations around the world, cheaper and closer to main markets and
with little to distinguish them except the price and the temperature.
This is not what Bali should be, but as we watch and do nothing that's
what it is turning into—quickly.

Bali is, and must always be, a place where tradition should take
precedence over development, where culture must take the nod over
shopping, where nature must win over malls, where gamelan gets the
license not discos, where not one more square meter of productive,
beautiful paddy field is turned into villas.

If not, we'll be sitting here in 10 years time with a million villas,
all of them bought by people "looking for Bali" and finding nothing
but fast food, malls, traffic jams, discos, restaurants, more shops,
more offices and more motorbikes than they left behind in the
'industrialized' west.

Does anyone care? I hope so, and that as millions of dollars are being
spent to lure people back to Bali, equal amounts of money –or at least
energy– can be spent preserving the beauty, tradition, culture and
heritage of this marvelous and irreplaceable island. Because once it's
gone, we won't get it back.

Are you sure you can use one case (which didn't either succeed, if we
go by Eugene's word for it) to reach such a broad conclusion? Didn't a
whole set of others have the holy ear of the Portuguese? What about
them? You could either see Pintos or Timojas, depending on the side of
history you want to be on. My point is that there are two (or many

SUB : CAN WE TRUST THE FUTURE OF GOA TO THE CONGRESS PARTY

When the people of Goa hear the AICC General Secretary chant the
"development mantra" and urge the Rane Government to pursue  and complete
"public oriented projects" on a war footing, there is no doubt in our minds
that the Assembly elections are around the corner. But Ms. Alva, just as the
Congress Party is planning for this crucial exercise, we, the people of Goa
are faced with doubts and apprehensions churning in our minds, as we are
confronted with two disturbing questions : 1) Can we really trust the future
of  Goa to the Congress Party for the next five years? 2) At the end of five
years what will Goa be if it continues to be in the hands of a Congress
Government?

And it is not only the people of Goa whose faith in the Congress is
faltering. The actions of your own elected MLAs and MPs  scream from the
rooftops that the policies of the Congress Government in Goa are certainly
not people or "public oriented" as you so naively assume. We have the
Honourable Member of Parliament Mr. Churchill Alemao give a rousing battle
cry that he will have the people on the streets if the six lane expressway
or the new controversial airport at Mopa is implemented. He also loses no
opportunity to take pot shots publicly at the Navelim MLA Mr. Luizinho
Faleiro. Up North, we are treated to the spectacle of two Congress MLAs Ms.
Victoria Fernandes and Mr. Babush Monserate turn the football field into a
battlefield. And as a grand climax,
two Congress heavyweights, the Chief Minister Mr. Rane himself and the GPCC
President Mr. Ravi Naik, have made it abundantly clear that they are not on
the same side of the fence Congress brotherhood notwithstanding. All this
has made us clearly see that if the policies and functioning of the Goa
Congress Government are unacceptable to their own members, then the people
of Goa need to be extremely wary and suspicious of the capacity and
competence of the Congress party to look after the interests of Goa.

Tell us Ms. Alva, does the Congress Party have a vision for Goa? Does the
new Goa Regional Plan 2011 mooted by your Congress Government encapsulate
the Party's  vision for Goa, wherein our beautiful villages and heritage
will be systematically urbanised,concretised and decimated at the cost
of the local populace and farmers. It is indeed ridiculous that lakhs of
square meters of forest lands, mangroves, paddy fields etc. have been
earmarked for settlement when the Congress Government in Goa, has shown its
abysmal inability to deal with a simple issue like garbage disposal
management, which is a natural fallout of settlements. The Power Minister
Mr. Digambar Kamat has publicly stated that there is a shortage of 50 mw
power during peak hours. The people of Goa are also facing regular
disruption in public water supply  And yet, the Goa Regional Plan 2011 has
brazenly created grandiose blueprints for the setting up of six new
townships even while failing to address the existing problems of the common
man and maintain existing infrastructure.

Priorities of the Congress Government are evident from the fact that there
seems to be a dearth of funds to even restore a non functioning morgue so
that our dead can rest in peace.Yet, crores of the tax payer's money is
being lavishly splashed to ostentatiously entertain the so called elite at
IFFI, even as our  public health facilites have decayed and crumbled, and
the ordinary citizen struggles for unaffordable medical treatment. But then,
all this fits in with the image of an insensitve Government that keeps the
roads in a deplorable condition while tantalising the public with the vision
of a new six lane expressway. And a Government that inflicts SEZs on our
little state by acquiring prime private property and farm lands ostensibly
for a "public purpose", and then handing it over to private parties who are
in it solely for profits. The Government's largesse to them extends even to
the extent of foregoing much needed state revenue through tax exemptions and
tax holidays. Rosy projections of employment opportunities for locals are
used to hoodwink the people. The ground realities alas, are the creation of
jobs suited for hordes of migrants that descend from states like Karnataka,
Bihar, Orissa and Uttar Pradesh. Any

In Ahmedabad, Gujarat, there were masses in English, Konkani, Malyalam(?sp)
and Gujarati.
In Bombay you have masses in Marathi, English and Konkani aand possibly in
othe laanguaages. And Betim is NOT
the only parish in Goa which does not have an English mass, there are many
more including Se Cathedral, the Bishop's parish.

Hi Selma
Interesting question re cultural identity that is especially pertinent re 
life among a greater variety of people than experienced in earlier life. I 
too have pondered over this question and think there is some truth about how 
we may instinctively gravitate towards people closest culturally. But this 
simple statement is shrouded in much complexity as like the many identites 
we carry, we also carry many cultures in our baggage.

As you know, I live in London which is totally home to me. I have grown 
towards it and it has metaphorically grown towards me by becoming incredible 
diverse and exciting. Consequently, my cultural identity has been pretty 
adaptive in a global sense and in my becoming an internationalist in the 
great metropolis. At other times, depending on the group I may be with, I 
tend to play out an identity or role appropriate to a given situation.

I am not really concerned about belonging to a particular culture as it 
seems rather irrelevant increasingly. However, I may be carrying an 
identifiable  'culture' unconsciously and close friends across the 'races' 
would probably be able to read it better than perhaps I now can.

Just some initial thoughts on your question. However, I hope that someone 
with nothing much or better to do will not scrutinise and criticise every 
word and sentence above instead of perhaps commenting on the overall point I 
am making!
