Assess your strengths and keep the avenues for higher studies always open to you" said Mr. Cesar Menezes, Managing Director of Wallace Pharmaceuticals Ltd., speaking on the occasion of the 43rd Annual Day of St. Xavier's College and Higher Secondary School on December 16, 2006, at Mapusa. Mr. Menezes who was the Chief Guest alongwith his wife Mrs. Maria Emilia Menezes, Managing Director of Indi Pharma Pvt. Ltd., urged the students to grab the opportunities available to achieve their goals. "Start your own business which will give you space to grow professionally. It will involve higher risks but will also yield higher returns" - he added. Mrs. Menezes distributed prizes to meritorious students. In her address Mrs. Menezes who is also the President of the Goa Xavier College Alumni/ae Association and alumna of the first batch (1963) called upon Universities to adopt correct attitudes and to strengthen the effective link between core competencies available and the competencies that respond to the current demands. She requested all the parents and alumni to support the College and announced her gift to the College. Principal Newman Fernandes unfolded the future plans for the College and disclosed that the current dream is to make Xavier's world-class. He commended the efforts of the Higher Secondary School to prepare better equipped students for the College. He said that within two years when most of the infrastructural projects are completed, the College will be ready to apply for the Deemed University Status. Around 150 students were awarded prizes for their meritorious performance. The Prazilia da Silva Fernandes Gold Medal was awarded to Miss Blenure Savia Rodrigues for securing the top position in the M.A. Psychology Examination of Goa University. This was followed by a delightful cultural programme which entertained the audience with live music, plays and solos. The General Secretary of Students' Council, Miss Stephanie D'Souza (T.Y.B.A.) proposed the vote of thanks.

In temperatures as low as 12° C, Maroons started with a quick passing game and put Don Bosco under pressure right from the start. Deryk Fernandes finished off from close in the second session (1-0) after being denied twice by Don Bosco goalkeeper Stephen Fernandes with excellent saves. Despite Maroons' control of possession, Don Bosco's Larry Aguiar, Diem Dias, Francis Ataide and Roshan Dias looked dangerous at times with their solo runs but Maroons' ever agile Ian D' Souza and Regi Rodrigues were quick to intercept any danger. Don Bosco substitutes Ratan Dogra and Sainath Sarode who came in place of Salman and Ruzario Braganza showed lot of eagerness to equalize. However, Maroons were able to use the runs of Augustine Sequeira, Phillip Dias and Jerry Mello to relieve pressure on their defense. Sudhakaran Swamy of Maroons, surprisingly kept on the bench and used as a substitute, scored the second goal five minutes from end. Maroons held out for the win as Don Bosco failed to create any clear cut chance in the final minutes. Santos Football Club scramble past Kerala Challengers (1-0) In another match, spirited Santos Football Club scrambled past Kerala Challengers to advance to the next phase. Both teams appeared equal throughout the match although Santos were steadier in front of the goal and deservedly snatched the match winner. Xavier Costa scored the important goal (1-0). Kerala Challengers having experienced players in their ranks such as Majeed Rehman, Naushad, Cletus Mathew, Haridas, etc, failed to live up to their standards whereas Santos' Menino Fernandes, Edwin Gomes, Agnelo Carvalho and Darwin D'Cruz excelled throughout the match. United Friends Club (UFC) won their match v/s Curtorcares with an easy 3-1 victory. Evergreen footballer and famous Konkani actor Jose Rod was the live-wire for UFC upfront. He broke into the Curtorcares defense repeatedly and with great purpose -- shooting at goal from any angle. He scored one goal, missed many and created several other chances as UFC dominated most part of the game. Allwyn D'Cunha and Jose D'Cruz were the other scorers for UFC. Curtorcares played their hearts to get back into the game with outstanding play by Revito Dias, Franco Gomes and Dylan Gonsalves and managed to pull one back through Felton Gonsalves (3-1). Kuwait Goans v/s United Goans (4-2) Two goals from Vico D'Souza and one each from Melwin Braganza and Christoven Colaco made the scoreboard look decent for Kuwait Goans Association (KGA); United Goans fought back to find the net twice in the second session. Early pressure failed to produce shots on target but KGA scored the first goal when Vico ran onto a flicked pass from Caridade D'Souza for a finish past the UG goalkeeper. United Goans used all the tactics in the book and succeeded in scoring two second half goals through Savio D'Silva and Joseph Salema. Kuwait Goans Team Manager Nazi Azavedo when asked about his team prospects, pattern and play said, "I am not really happy about our strikers and their ability to score goals. They (specially Jimmy Goveia and Christoven) were a total 'flop'. If we are to play well against stronger teams, our 'forward line' will have to raise their 'individual' game." KGA, one of the strongest teams in the tournament, next plays UFC in the quarter-finals. The forthcoming game will gather high interest in the team which scored 4 goals yet failed to please. NYC Rolling Trophy played under the leadership of NYC President Agnello A. S. Fernandes is in its 17th Edition. The tournament is held under Kuwait Indian Football Federation (KIFF) and officiated by Indian Football Referees Association (IFRA). Nicolau Pereira and Fr. Antimo Gomes and the successive Patrons of the College, Msgr. Francisco da Piedade Rebelo, Msgr. Raul Gonsalves and Msgr. Filipe Neri Ferrao, who had given unflinching support to the College, without any interference, wherein lies the secret of Xavierian success. Prof. Fernandes appealed to the alumni/ae to help the College in its efforts towards networking with higher education institution across the globe. He disclosed that the permanent memorial of this International Reunion would be the 1500 capacity, Fr. Nicolau Pereira Auditorium - a gift from the alumni/ae and friends of Xavier's. Mrs. Maria Emilia Menezes, President of Goa Xavier College Alumni/ae Association reminisced about her experiences and hoped the Reunion would rekindle old bonds and ties. Mr. Eric Menezes, President of BMX - Goa, stressed the need to establish networking among the alumni/ae who are spread all over the world. He concluded his speech with the BMX slogan Mog Asum di which indeed highlighted the spirit of this Reunion. The Chief Guest for the function, Mr. Joe Nunes, President of BMX - Toronto, stated that he was emotionally overpowered by Nostalgia as he stepped up into the Xavier's Campus and said he was proud and honoured to be a part of this International Reunion. He asked all the alumni/ae to help St. Xavier's and announced his gift for the College projects. Teachers of St. Britto, St. Mary's and St. Xavier's who retired after serving these institutions for 25 or more years of service were felicitated at the hands of their former pupils. A special Souvenir entitled "Reminisce" which means to remember with pleasure was released on this occasion by Msgr. Gonsalves. One minute silence was observed in honour of the deceased Xavierites and prayers were also offered during the Mass held before the Programme. The programme ended with a cultural program with lunch hosted by College and a nostalgic Campus Walk. The function was compered by Miss Renita Ferreira (S.Y.B.Sc)

Card. Gracias, who wasa Karachi 'boy' told us when he visited Karachi after his ordination as bishop in 1946, that it was the only publication his mother read as she only knew Konkani. They were economic refugees from Portuguese Goa (which Ole Xac romanticises so much) to railway cities like Hubli/Belgaum and steel-cities like Jamshedpur which post-Independence India (which Ole Xac dislikes so much) was struggling to build in the 'fifties. From there, they went to Brasil. I'm sure this would be the reality of the majority of Goanet's readers, who were also economic refugees, whether in places like "British" East Africa, Abidan, Basra, Aden, Karachi, Rangoon, or wherever Correct me if I'm wrong. The tail pretending that colonial Goa was a great reality are those out-of-touch handful of colonial "elites" who had it good (or thought they did) in those times. Speaker after Speaker castigated the elected representatives of both the ruling and the Opposition for remaining silent on the Regional Plan ever since it was first notified on . Without mention of names those targeted were the Chief Minister of Goa , the MLA from Poriem in Sattari taluka which constitutes the western Ghat taluka and is prominent for being one of the worlds biodiversity region, the other was the Minister for Town and Country Planning Mr Anatanasio (Babush) . The people of Kundaim, Chicalim and Valpoi came in for special praise for they have shown the world what the peoples power can do to bring in check the elected representatives . The most impressive speech was of Mr Remo Fernandes a singer of international repute . He described in no uncertain terms the forty elected representatives parked up in the Goa Legislative Assembly as the servants of the people. But these servants were disloyal. He said the voters employ them viz elect them through the ballot and instead of being loyal they first sell the things of the house almost everything and eventually turn to rob their masters. What then does one do to these robbers someone shouted shoot them No he replied they need to be kicked out . He firmly stated that it was wrong to single out the Minister of Town and Country Planning as the entire Cabinet was responsible for the developments. He also castigated the former CM who promised to help throw the Regionl Plan 2011 out only if they were elected to power. The speakers also resolved that the Regional Plan 2011 be scrapped forthwith. Others who spoke were Mr A. P Bhatikar ex MPT Chairman, Dr Francisco Colaco, Dr Oscar Rebello, Ms Patricia Pinto, Mr Aires Rodrigues, Mr Prajal Sakhardande, Mr Roland Martins, Mr Froliano Machado Mr Seby Cota, Mr Tomazinho Cardozo and several others. There was a power point presentation on a screen showing the extent of damage that would be done with the hills and paddy fields to be converted into settlement areas. There was also an exhibition. Sidelights There was music provided by Mr Remo Fernandes and Ms Hema Sardessai, and another Hema Sardessai word of praise for Mr Parrikar raised eye brows from the organisors The organisors decided to restrict the speeches to three minutes but Mr . The crowd was made to stand up and swear on oath that they will do everything and anything to protect Goa, and oppose the Regional Plan. Some of the rural folks that came from far flung villages of Quepem Canacona Sanguem felt that most of those on the dais were landowners and were themselves responsible for the sale of land to outsiders, now that they have realised their follie they are forced to seek their help Yet another stated that none of the speakers could win an election and therefore they could not be taken seriously by the politicos who are hardskinned. No prizes for guessing why. 2] Some of the lifeguards are from the "wrong" constituencies. Interestingly, some watersports operators in Baga-Calangute-Candolm stretch had offered to take a contract(on a trial basis at first) to ensure the safety of all tourists using that stretch. These guys have better equipment(jet skis, speed-boats) and experienced manpower that can be very easily trained. Being local, they also have the muscle power to prevent drunk tourists from venturing into the sea. Unfortunately, the offer was not taken seriously. But I remember a glowing article on the same minister a few months ago, and at the time no one gave an alternative perspective on the person. In the article, there was no mention about the views of the minister on various development issues like education, and I did ask for it - without any response. I am, therefore, somewhat surprised at reading some of the adverse comments made against the minister. I do not know if there is anyone on the list can inform us how the person has fallen from grace. If my memory is right, it is said that the Panaji municipality is effectively ruled by Babush, since the majority of the elected members owe allegiance to him. After the signing of the U.S. India civil nuclear bill today, "scaremongering" (to use the PM's evocative phrase in Parliament) will not work the same way it did in the past. The handwriting is clearly on the wall. If the Navy does'nt scale down in Dabolim on its own then one day there will be a U.S.-style Base Realignment And Closure (BRAC) mechanism which will put the screws on all military bases in the country in terms of more transparently assessing their military value and local political support and weighing them against their monetary cost. A statue at Mapuca had been blown up a few days earlier, causing anxiety among the populace. Suddenly we heard a knock on our door. We remained still and silent and only opened the door upon realizing it was our neighbours, calling out to us in low voices. They had come over to ask Mother whether she had any idea what was happening around us. Mother told them that she thought that the noise came from fighter aircraft, as a result of the political tension prevailing at the time. We all went out when the sun had risen. We could see smoke billowing out from the town in the distance. By noon the word had spread that the Indian Army had reached Mapuca and that Air Force jets had bombed the army barracks and some government buildings in town. We also learned that the barracks there were in fact empty at the time. The Portuguese soldiers had probably left the previous night on the orders of the Governor General. He was subsequently considered to be a wise man in ordering a retreat and a surrender that followed. It was the talk in our village that he did not want the Portuguese soldiers to put up a fight, as human lives would have been lost in the crossfire -- in the event of bombing and fighting between the armies. I realized that my mother's appearance was one of sadness. I felt sad too as I could not go to school. The Indian Army had occupied my school, pitching their tents on our football field. My father had always said that we would one day be liberated, but my mother thought otherwise. I remember running on the winding path leading to the red mud road that passed through our village, along with other boys, to see the Indian Army proceeding slowly, heading for the capital, Panjim. Certain sections of the main road from Mapuca to Panjim were not usable. The bridges were destroyed by the retreating Portuguese soldiers. I saw young boys, accompanied by older folks of our village, waving out to the Indian soldiers sitting on top of their tanks in full battle gear. I waved out as well! The boys shouted "Jai Hind" and I followed doing the same. I was fascinated with the artillery comprising of huge tanks, armoured cars, jeeps and trailers, gun carriages with canons of different shapes and sizes towed by trucks, proceeding towards Panjim, They created clouds of dust as they rumbled along. Most of the soldiers had moustaches, beards and turbans: all were smiling. The line of army vehicles continued long after dusk and trickled into the night. The situation remained tense for many days and nights. A sudden hush seemed to hover over our lives. We returned home playing football in the fields long before sunset. One evening, as we wound up our usual play at our improvised football ground, I overheard some of the bigger boys saying that we now 'Indian subjects'. But the only 'subjects' that I was concerned about were those of my curriculum like Geography, History and Religion, that had to be postponed into the New Year. It seemed like everything had come to a halt. School football tournaments were cancelled as both our football fields remained occupied by the Army for some time. Our juniors volley ball finals were disrupted. There was no midnight Mass in my favourite church or at any other chapel in our village that Christmas and no New Year's Eve Dance. Perhaps it must have been the only New Year's Eve when Johnson & His Jolly Boys -- the hot favourites of the time -- did not play. It was long before mid-night that the lamps and candles burnt themselves out in the lanterns and Christmas stars in front of the houses in my village during the Yuletide of that year. I am a senior who walks the lovely stretch of south Goa beaches everyday for the past 10 years, come sun, or rain. I have seen the empty lifeguard stands, and the empty promises of the Govt. all these years, while scores of tourists die, especially during the monsoons. I have personally hollered at numerous tourists to get out of the stormy seas during the monsoons. Two years ago, I managed to get 2 drowning people out of the water, with assistance of the local fishermen. One we manged to save with CPR, the other breathed no more. In most cases, Indian tourists do not understand the power and the fury of the sea, and the dangers of swimming during spring tides. In most cases, all it needs is for someone to patrol the beaches and warn careless swimmers who venture too far. Nowadays "training" goes under the fancy name of "investing in human resources". India is generally rather poor at it though it is potentially 'wealthy' in it. Without worthwhile natural resources of the kind India has, Japan based its entire economic development strategy on HR and see where it got to by the mid-80s. I dont know which country can beat Japan at training its workforce. Here in Goa, as proud owners of a ground floor flat, my wife and I find ourselves informally 'training' the janitorial workers we come across daily to develop core competences in cleanliness and orderliness. Its a thankless task and by the time you see glimpses of results, there is some turnover or rotation in the staff and we have to start over. Then there's the "bureaucratic" mind set which is so pervasive. "That's not my job" or "it will cost you" are common responses. Its a challenge to treat these folks like "extended family" as the Japanese do so well. And in the wider Indian society we have the old entrenched ideas of civil disobedience i.e. strikes and bandhs. Moreover, cause I work in a beach resort in the gulf and both our life guards are goan. Mr. Bosco is absolutely right with his suggestions in points 1 & 2 below; any strong swimmers can be selected as per the required number and can be trained and assessed whether they meet the standards and a final selection can be done. Also, have checked with our life guard as to where he took the training, and he said he was certified from Navi Mumbai and the Captain of Ports in Panjim. Wish you all a blessed christmas!
