Communidade Code changes sought
BY HERALD REPORTER
PANJIM, JAN 24 - The government introduced a Bill in the Assembly seeking to 
amend the Code of Communidade, so as to provide for grant of communidade 
land, not exceeding 2 lakh sq mt, on lease, without auction, to any 
non-polluting industry.

The Goa Legislative Diploma No 2070, dated 15-4-1961 (Amendment) Bill, 2007, 
which was moved by the Chief Minister Pratapsing Rane - who is also the 
Revenue Minister - sought to amend Article 334-A of the Diploma.
Article 334-A provides for grant of communidade land on lease for various 
categories and for various purposes, totally nine. Clause (iii) of the 
Article provides for grant of not more than 400 sq mt of communidade land on 
lease for construction of buildings, without auction, for small-scale 
industries.
"This land is inadequate to set up even a small-scale industry having large 
employment potential. Apart from this, the existing provisions of the Act do 
not provide for allotment of land to medium and large-scale industry which 
generates large-scale employment opportunities," says the Statement of 
Objects and Reasons of the Bill.
The government further says that with a view to promote small, medium and 
large-scale non-polluting industries, it is necessary to facilitate 
allotment of land to industries that generate employment and revenue.

Dear Glenda,

I have gone through all this things before when i was
the Parish Youth President. Ours was the active
organisation with around 50+ members. The Sarpanch
(also the club president)from our village told me to
join the club with the members. When we refused the
offer the sarpanch offered FRIDGE, TV ETC.. to the
preist to disband our group & he suceed. We tried to
explain to the priest who never listen to us and in
the sunday sermon told all the wrong things abt. our
group. We approched the Goa Parish youth Leader and he
tried his best but in vain...  Since it was a Parish
group we could not continue. 

There are many many things more but i dont want to
write here...

Well there  are many Muslims who have donned India colors - the most 
prominent of whom is Aslam Sher Khan of Indian Airlines and Bhopal, He 
parlayed his success in Hockey (He played a key role in India winning
the 
1975 World Cup) to become an MLA and is a leading politician in Delhi.
We 
have had other Muslim players mainly from the Bhopal, MP, UP area - 
including captain and left winger Zaffar Iqbal and left inner and ace 
dribbler Mohammed Shahid  in the late 70s.

Although we do not have Goan Hindus playing hockey for the nation (They 
waste too much time playing cricket I guess), our victorious IIT
Kharagpur 
team captain in the late 70s was a  Goan Hindu Prashant Sanzgiri (He
played 
most of his hockey in Bombay though), Incidently that team also had a 
Calcutta-based Cochin Jew Benjamin Abraham.

Jason you should keep in mind that one of India's leading cricketers of
the 
60s and 70s Dileep Sardessai is a Goan !

The assembly elections will soon be held in Goa.  We have had some  
discussions on the merits and demerits (mostly demerits!) of the BJP.  It 
would be interesting to discuss the merits/demerits of the Congress  party 
too.  I have read a few comments about the huge corruption in the  Congress 
party, and that the culprits who tried to thrust the regional  plan in Goa 
are those from the Congress party, either as ministers or as  influential 
people in the party machinery.  It is quite likely that the  ministers will 
be given party tickets to contest the next elections, and  the influential 
people will have some say in chosing the candidates in  other seats.

I must state that I am not a voter in Goa, since my family has been  
residing in Mumbai for at least three generations.  Also, I have a  fleeting 
knowledge about Goa's politics, and most of it I get from this  forum.

Hope to be more informed.

It looks that you are master of Konkani and also of bible. I could be very 
much happy if you would tell me how to brush up my konkani. Saying that the 
pig's stomach is butch is not heard by me because from my childhood we ate a 
dish called butch which is still made from pig's intestine. So just because 
sastikars are calling butch pig's stomach does not mean that we bardexkar 
should change our konkani..I have studied enough konkani. I am not getting 
angry but I can with God's grace can write shudd konkani. Regarding biblical 
knowledge, could you please tell me what knowledge am I lacking in ? You are 
trying to tell me what you have been told in the church n I am trying to 
tell you what I actually read from the bible. anything more you are most 
welcome. I do not believe in church traditions. These are one sided 
traditions.

Following the recent boom in Indian economy, what Goa is doing to woo
the recent influx of Foreign IT Companies in India. I could see only
certain cities like Bangalore, Chennai, Hydrabad & Bombay are benefited
by IT related Relaxation norms and subsequent foreign influx. Why Goa is
lagging behind despite having the most educated workforce. If it is the
question of creating infrastructure then why the IT parks being built
without having the proper infrastructure. I am afraid our IT parks might
not remain as a cattle grazing park. Can the Govt. of Goa wakeup before
its late (Susegad Govt.). Its possible only if they have time to leave
behind the dirty blame game among themselves.

To begin with in the 21st Century Goans look forward for following the word 
of God strictly without any deviation whatsoever.Goans also look forward

We remember very well the vows that certain priest have not kept to but what

recite the daily prayer OUR FATHER? How helpful we are to one another?

Devil's activities are followed by  each and every individuals however small 
it may be , so it would be wrong to crucify the priests, when we have to 
clean ourselves first. Read Phillipians chapter 1 vs 9-11.

Your words of encouragement to SEBY AND GLENDA are to be appreciated, but my 
request to you Mr. Fernandes don't act in haste that we all may have to 
repent later.

Lastly i just want a favour from you my friend who can take up the following 
issues to find out:

1. Who is not Missappropriating  of Public funds in which 
Ministry/institutions.

2. What are you going to do in respect of child abuse and this is being done 
at very high level as i read on the papers , tourists have been coming to 
GOA and we have cases of child abuse.

3. Unemployment in Goa is at it's Peak, wonder what happened to the names 
registered at the Employment exchange whether all were given jobs or those 
with influence are considered first.

4. Lots of Murder cases , rapes, to be done away with.

5. Who can keep a tap whether politicians are not abusing public funds or 
misappropriating funds for their own benefits, how may politicians have 
second source of income avenues while some goans are struggling for jobs.

Issues are plenty but the question here is are we here to find a solution or 
character assasinate one another?

First the sour grapes. Vanessa Quadros in HERALD (27/1/06). "Mopa airport is
not Goa's loss. ..[It] would have provided the greatest benifit (sic) to
Maharashtra ... Goa does not need more low budget tourists. We need tourists
who will spend money in not only the hotels but the towns of Goa." But from
what Ms Quadros points out subsequently, Goa will be lucky if it gets ANY
tourists. "This is not a situation which will encourage tourists to come to
Goa and spend their money", she says, ruefully.

Then there is the utterly short sighted editorial regarding the CM's talk
about "twin airports". "Identify viability" it begins. And what does this
mean? "Will incurring thousands of crores benefit the average Goan?" it asks
archly. It all depends on the kind of airport we build in Mopa, right? You
can have a small functioning domestic airport for a hundred crores or less.
And you can have the monstrosity of a thousand crores. Dont tell me Goa cant
afford a measly hundred crores to secure its future viablity. Cheers.

History is in the making... David is taking on Goliath

The movement continues to gather steam and support. I have briefly spoken on 
the phone to some of
the leaders of the movement and I think their enthusiasm is infectious. This is 
truly a people's
movement and the Regional Plan will be de-notified both retrospectively and 
prospectively. But we
have to be vigilant against the next scam and next Regional Plan. There are 
also the issues of the
SEZs and communidade conversions, and illegal transfer and sale of land to 
launder crime and drug
money.

I urge Save Goa/Goa Bachao Abhiyan to set up a Trust so Goans can contribute 
financially. This
fight requires filing PILs, transportation costs, posters, media, etc. We 
cannot expect those in
Goa who are fighting for the benefit of all Goans and the worldwide community 
to bear the brunt of
costs. It is also not right that we who are not based in Goa enjoy the fruits 
of their labor and
personal sacrifice. I hope Goans will contribute generously to this movement.

[Goanet] Meeting of GBA on progress of de-notifying Regional Plan 2011

It has been unanimously decided to mark Martyr's Day on 30 January, 2007 
with solemnity and to re-dedicate ourselves to the empowerment of the people 
while acknowledging the gains of the awakening launched as the SAVE GOA 
Campaign from the Azad Maidan, Panaji, where it all began on 18 December, 
2006.

The programme will be three pronged:
1. A fast by volunteers of GBA at the Martyr's Memorial, Azad Maidan, 
Panaji.
2. A rally to acknowledge the gains of the people's movement that is GBA and
3. A call to re-dedicate ourselves to the empowerment of the people at every 
level, from the Gram Sabha to the Legislative Assembly of Goa.

The GBA members present noted that the Goa Government has yielded to the 
people's demand articulated by the GBA and committed to de-notify the 
Regional Plan 2011 with retrospective effect from 10 August, 2006. The 
battle has been won and we will publicly acknowledge this while 
re-dedicating ourselves to continue the war against anti-Goan activities. We 
will also wait to read the text of the notification before commenting on it.

The reports from the GRAM SABHAs conducted today all over Goa are very 
encouraging. Across the state the people have stated their demand for the 
scrapping of the notified Regional Plan 2011 in no uncertain terms. Whether 
it was Taleigao or Soccoro, Benaulim or Chicalim, Goa Velha or Velim the 
Gram Sabhas have passed the Resolution asking for the de-notification at the 
special Gram Sabha on Republic Day. Unwilling or hesitant Sarpanch and 
Panchas were made to convene the Gram Sabha after the flag hoisting and the 
resolutions passed. Truth triumphs over all lies. The minutes books of the 
Panchayats now bear testimony to this truth.

The action of the Chairman of the Flying Squad, Adv. Aires Rodrigues, of 
holding a press briefing and using the name of the GBA was also discussed. 
While he was free to clear his name regarding the legal sale of land to a 
builder, it was felt that he need not have dragged the name of the GBA in 
the issue at his briefing.

The Core Committee members disagreed with the suggestion of Adv. Satish 
Sonak that each NGO/group be allowed to nominate 3 or 4 members to the Core 
Committee and thereby expand it. This matter was discussed earlier also and 
it was agreed that the present Core Committee size be retained and a larger 
group, including the Taluka Co-ordinators and activists be invited for 
planning affirmative actions, as may be needed.

 Members were also requested not to hold press briefings on behalf of the 
GBA without the express consent of the Core Group. They are free to express 
their personal opinions as their personal opinions, not of the GBA. The 
Convenor  and the Secretary will speak on behalf of the GBA.

About a dozen members have agreed to join the 10 A.M. to 5 P.M. [7 hours 
long] fast on 30 January, 2007 at Azad Maidan. Any one else willing to join, 
may please indicate this by 29 January.

Panaji, Jan 25, The state Bharatiya Janata Party today complained to the 
special election observer, Ms Nalini Netto about the alleged manipulations 
of electoral rolls and the voters photo identity cards by the Congress 
party, in order to gain advantage during the forthcoming assembly polls.The 
Leader of the Opposition, Mr Manohar Parrikar who called on the observer, 
recently appointed by the Election Commission of India for Goa, submitted 
several documents to substantiate the allegation.
Mr Parrikar later told the pressmen that he brought to the notice of Ms 
Netto about 2,400 instances of manipulation of the electoral rolls and bogus 
voters cards. More documents would be submitted to her in due course, he 
informed.
It may be recalled that Mr Parrikar had recently lodged complaints with the 
Chief Election Commission, during his visit to New Delhi on the same issue, 
with the Congress party in turn, charging the BJP of trying to eliminate the 
names of the voters belonging to the minority communities, from the voters 
list.
"Ms Netto, who is also the Chief Election Officer of Kerala gave me a 
patient hearing," Mr Parrikar said.
She later received complaints from the general public from North and South 
Goa, besides hearing various political leaders on the election related 
issues.
Meanwhile, the state unit of the BJP has reconstituted its South Goa 
district committee.
The new committee will be headed by the Sanvordem MLA, Vinay Tendulkar as 
its president, while Mr Kalidas Khandeparkar has been appointed the general 
secretary. Mr Digambar Amonkar, Mr Ulhas Desai and Mr Satish Madkaikar are 
the vice-presidents.
Mr Parrikar admitted to the media that the BJP was weak in the Salcete 
taluka which is dominated by the Catholic population. Efforts were underway 
to strengthen the party in the taluka, he said.

permitted by law. To whom Adv. Aires Rodrigues sells his property is his 
prerogative. He has every right to defend himself and any right thinking 
person would support him in defence of his action.

Adv. Aires Rodrigues, however, is not a spokesman for the GBA. His role is 
limited to interacting with the authorities regarding violations of land use 
laws and illegal or unlicenced tree/hill cutting or land filling. If he is 
being hauled up for sale of his property it is incorrect to impute his 
association with the GBA's Flying Squad as the reason. Other members have 
not dragged the GBA in their transactions that are not directly connected 
with the GBA. We had ignored a previous statement to the pres that the Save 
Goa Front had merged with the GBA although no such proposal was discussed by 
the GBA, nor any merger of an organisation [?] possible with what is 
essentially a People's Movement.

Adv.Aires Rodrigues has stated, "I have also requested Goa Bachao Abhiyan 
(GBA)Convenor Dr. Oscar Rebello to relieve me of all GBA related work till 
the Collector of North Goa completes his inquiry into the matter." I, for 
one, strongly recommend that Dr.Oscar Rebello grants him his request. The 
GBA is no one's fiefdom...or publicity vehicle. It is a People's Movement.

The occasion was a farewell party organised by the
Portuguese for a retiring judge Semundo on 14th
February 1954. One Dr Colaco raising a toast on the
occasion said, “Goa is a part of Portugal. It is
Portugal only.” And Dr. Gaitonde, who was present for
the party promptly responded “Eu Protesto” (I
protest). 
Dr Gaitonde and his wife were arrested and deported to
Portugal where he was sentenced to three months
imprisonment or a fine of 40 escudos per day. He was
also ordered not to live Portugal for five years. But
this sanction was removed in May 1955. 
It is obvious that Dr Gaitonde had good connections
with the Portuguese particularly as his wife was a
Portuguese national.  And what was Dr Gaitonde doing
at their party? Also considering that given their
cold-blooded nature he could get away with only a
small fine for his gross transgression. And the fact
that sanctions against him not to leave Portugal for
five years were removed even before a year speaks of
his clout with the Portuguese.

Let me add some more...
-It was massive with about 4500 ST people (ST in Goa is about 170,000 i.e. 
about 12 %)
- ST People from all over Goa attended as far as Agonda (Canacona) in about 80 
buses/coaches.
- It was to start at 2.30pm at Azad Maidan (we arrive there at 6.30pm)
- It ended with Minister Madkaikar Speech around 7.45pm
- People seen waiting for their buses to go home even around 9pm
( group of mainly ladies from Shiroda and Agonda were seen at 845pm 
impatientley waiting for
their busses near ferry point opp. Elect. dept).
- It looks like Minister Pandurang Madkaikar spent about Rs.50,000 to give 
every participant a
full mineral water bottle. Many seen taking home 3/4 bottles each and half of 
them seen
carrying even  empty bottles. But sadly, there were not more than 1000 people 
to listen to
Madkaikar speech who is the  president of ST Mahamelava besides Transport 
minister. In his
speech, he was also bashing BJP/Parrikar for not doing anough for ST of Goa and 
taking some
credit. And there were at least 2 BJP MLAs sittng on the dais.

(ST=Shcedule Tribe like Gawdas, Kunbis, Velip etc).

The Tonia Agencies will act as the sole agents, importers and
distributors of the Christian Drouin brands in India.

Speaking exclusively with IANS here, Mario da Sequeira, president of
the Tonia agencies that produce their own brands of wines and spirits,
said: 'We are very pleased and proud to tie up with the distinguished
Christian Drouin Blends.

Calvados can only be produced in the region in France that is
specified for the 'appellation' of Calvados: Normandy.

Explains Christian Drouin: 'In France, Calvados is as successful as
Cognac, but exports started only recently. In 1978 only 18 percent of
total production was exported. Today it is more than 50 percent and,
steadily growing.'

Calvados is produced by distilling apple and pear ciders and has to be
aged in oak casks for at least two years. It is one of the most
versatile spirits. A good calvados is complex: it should be
reminiscent of apples and pears, balanced with flavours of aging under
the influence of the oak.

The traditional way to enjoy calvados is after dinner as a digestive.
It can also be served as an aperitif, on the rocks or blended in
drinks, between meals, after dinner with coffee, cigar or both.

Calvados is also a perfect complement for many culinary creations -
many of the Norman chefs opt to flavour their dishes with Calvados.

Says the French distiller: Christian Drouin Calvados is produced in
the best appellation -: Pays d'Auge. It is often quoted as the world's
finest calvados and has been awarded over 400 medals and honor prizes
in various national and international competitions, of them 124 gold
medals.

The celebrated Belgian writer, Georges Simeon has charmingly
contributed to the to the worldwide legend of calvados in his numerous
detective novels. His protagonist, Inspector Maigret, always favours
calvados and partakes of it copiously.

withdrawn? Why is Mr.Pau worried about Hindu priests and Muslim priests? let 
us try to clean our house first. Let me use this forum and I want all the

priest hood like many others who have done but do not give scandal to

That is very elementary: Integral Humanism means everyone is born a "Hindu" 
and then gets 'converted' to other currencies. The  re-conversion, at 
discounted rates, is called 'shuddikaran'.

The Catholics also have a similar belief [only substituting the word "pagan" 
for Hindu] and conversion by baptism can be done by proxyand even 
without getting your "Ah,ah!" wet.

Conversion to Islam is a little painful, medically healthy and surgically 
irreversible. The muslims, therefore, do not fit in the BJP scheme of 
'integral humanism'. George Bush, Adolf Hitler, Slobodan Milosovic and 
others have shown how integrity can be easily re-established. That's another 
form of 'liberation' theology.

Integral Humanism  is the basic philosophy of the Bharatiya Janata Party. So 
there!...

[Goanet] THE ROOTS OF GOA REGIONAL PLAN 2011 NEED TO BE PROBED

One has to welcome the decision of the Goa Government
to denotify the Goa Regional Plan 2011 with
retrospective effect.

However Chief Minister Pratapsingh Rane should
apologize to the people of Goa for having, with vested
interest, notified in the first place an anti-Goa,
anti-people and anti-environment Goa Regional Plan
2011. 

The denotifying of the Goa Regional Plan 2011 is a
victory for the Goa Bachao Abhiyan’s people’s movement
led by Dr. Oscar Rebello.

We need a probe into the whole Goa Regional Plan 2011
scam as the Pratapsingh Rane Government cannot get
away by mere de-notifying a plan which was a planned
fraud on the people of Goa by some of the politicians
to line their pockets by selling Goa. 

The Goa Regional Plan 2011 was not a mere mistake or
mishap and only a judicial probe would reveal the
extent of the financial benefits that were sought to
be amassed through this Plan by the Pratapsingh Rane
household, some Ministers and many MLAs.

There is need of appointing only experts on the Town
and Country Planning Board and other planning

Hi Everyone,

Mea Culpa ! I am sorry -- in my haste to compile the list, I forgot my very 
close friend whom I played with for Bombay in the Jr. Nationals, Indian 
Airlines and in the Patiala and Banglore NIS camps right-inner Merwyn 
Fernandes. Merwyn wth his body-serve and excellent finish was an exceptional 
forward. His father uncle Joe Fernandes was also an exceptional mid-fielder. 
They both played for
Machine Prototype Factory (MPF) Ambernath (a Services outfit) while I was 
playing for Indian Airlines in Bombay in the late 70s and then Merwyn came 
over to Indian Airlines and his name became
synonymous wth the India and Indian Airlines teams of late. Merwyn is from 
Parra, Goa and has been resident in Bombay (Santa Cruz / Bandra) for the 
last few years.

My coach Balbir Singh Sr. also reminded me that left winger Lawrie Fernandes 
from the 1948 team was also excluded from the list. He was a versatile 
winger - could also play right winger according to
Leo Pinto. His daughter Lorraine also played hockey for India in recent 
years. Dilbahra Singh another hockey record-keeper in the UK also told 
reminded me that Sikhs and Goans made up a majority of
the Kenya and Uganda national teams in the last century ! It is interesting 
to note that both Vece Paes (Velim) and Rui Saldhana (Saligao) leared and 
played hockey in their youth in Africa, they
both played high school/college-level hockey together in Bangalore in the 
late 60s/early70s and in the 1972 Olympics they were both center halves for 
India and England respectively. Two Goans played their hockey together but 
ended up representing Two countries in the Olympics ! (Maybe because one guy 
was from Salcete and the other guy was from Bardez)

My critique of the latest post (appended below) in
this thread is that it is a horrible attempt to cover
up an obvious lack of genuine theistic or atheistic
religious conviction. Quite disappointing, I am sorry
to say.

It is hard to understand why anybody would want to use
such transparent sophistries to hide the fact that she
is agnostic. In  today's self-occupied, post-invasion
Goa we Indians can and do express our genuine
convictions freely and fearlessly. The invasion and
self-occupation have not created any terrorists,
insurgents, sectarian strife or any type of autocratic
heavy handedness such as warrantless wire-tap or
suspension of habeas corpus, that would make people
live in fear. The level of incompetence, ignorance and
mendacity of the chief public servant are still not
high enough to visit an unmitigated disaster upon us.

As a hockey goal-keeper and a record-keeper of Goan Hockey feats (I had to 
do this to keep up my Goenkar Podhi and Patrade - Pride and Prejudice that 
is -  against my East Indian and Mangalorean buddies), I think I may be able 
to help you out as most of the guys on the list were either my 
contemporaries or those of my cousin John Correia.

I believe all those on your list below are Goans except:
1. Center Halves Leslie Claudius  who was an Anglo-Indian from Calcutta and 
his son the late Bobby Claudius. I played hockey with Bobby in Kharagpur, 
West Bengal before his untimely death in a traffic accident in Calcutta in 
the late 70s. He was a gem of a person !
2. Goalkeepers Charles Cornelius and Manuel Fredricks (Services)  were from 
South India
3.  Goalkeeper Leslie Fernandes from the victorious 1975 WC team may have 
been a Mangalorean - I am not sure
4. Goalkeeper Romeo James (Services) who was my roommate in the 1979 Camp at 
NIS Patiala was a Punjabi Christian
5. Goalkeeper Mark Patterson of Air India was the son of the famous 
goalkeeper Ted Patterson of Air India was an Anglo Indian from Bombay. Ted 
played for Air India when I played for Indian Airlines in Bombay in the late 
70s.
6. Jude Felix was from Bangalore
7. I am not sure about Edward Aloysius - I think he was also from South 
India
8. Gavin Ferreira may be an East Indian - I am not sure, I think his father 
was also a famous hockey player.
9. Viren Rasquinha who was also an academic rank holder in the SSC or HSC of 
the Maharashtra Board is a Mangalorean (from Bandra, Bombay) as is current 
India goalkeeper Adrian D'Souza and former India goalkeeper Jude Menezes. 
Its been over 10 years since the Mangloreans took over the coveted job of 
India Hockey Goalkeeper from us Goans and most of our Goenkars have not even 
realized it !

10. If I am not mistaken, Reggie Rodrigues was a prolific goal scoring 
center-forward  and was a Goan from Pakistan.
11. Like many others (Leo Pinto, Cedric Pereira, Viren Rasquinha, Joaquim 
Carvalho, Marcellus Gomes, etc) center-forward Francis D'Mello (who is a 
Goan) is from my school St. Stanislaus, Bandra. He was still in high school 
when he was selected to represent India in the First World Cup in Barcelona 
in 1971. I dont think India has had a school boy hockey international after 
Francis D'Mello.
12. Rui Saldanha (center-half  for England in 1972 Munich Olympics) and 
Trevour Fernandes (center-forward for USA in 1984 Los Angeles Olympics) are 
also  Goans.

I am shocked and surprised that your list does not include the great 
goalkepers Cedric Pereira (1972 Munich Olympics - ex Anjuna/Bandra) and Leo 
Pinto (from Camarcazana, Mapusa and Bandra, Bombay) - He was the genesis of 
the Great Goan Goalkeeper tradition having played in the 1948 Olympics and 
Dr. Vece Paes (from my village of Velim, Goa and Calcutta) who represented 
India and won a Bronze Medal in the 1972 Munich Olympics - His son Leander 
won a bronze medal in the 1996 Atlanta Olympics and two golds in the 2006 
Doha Asiad in tennis and with Dhyan Chand / Ashok Kumar, they are the only 
father/son Olympic Medallists in India Sports History. Your list also 
excludes my Bandra neighbour goalkeeper Cedric D'Souza (of Uccassaim, Goa) 
who also coached the Indian team recently. 1980 Olympic gold medallist 
center half Joaquim Carvalho is another Goan missing from your list.

I am copying my aging coaches Balbir Singh Sr. and Leo Pinto on this note - 
perhaps they may be able to add to your list. Additionally, you may note 
that in 1948, Abel DeSales (of Western Railway)  a Goan from Bandra was also 
one of the top hockey goalkeepers in India and Leo's rival for the India 
goal. Unfortunately he did not play for India.

One of the reasons why you are not able to dig up the records of Goan hockey 
players so easily is because Goans are a very parochial community. They only 
care if the sportsmen are from their parts of Bardez or Salcete or from 
their village or sub-village in Goa and do not recognize the feats of our 
other fellow Goenkars ! Also hockey is often given step-child treatment in 
soccer-crazy Goa although we have more Goan hockey players who have won 
international medals donning India colors, than soccer players ! We need to 
get over these issues for the greater glory of Goa and Goan sports !

woes and miseries in the guise of so called "development" with the only 
intention to destroy Goa and steal from us Goans.

On this very special day for all Goans and all Indians - January 26th our 
Republic Day I hope that all our Goan brothers and sisters back in Goa will 
let their voices be heard at the Gram Sabha and that we will all stand up, 
speak out and declare in a clear and loud voice thatenough is enough and we 
Goans will not take this any more. All Goans who may be away from Goa also 
need to speak out and send a strong message that they will support our Goan 
bothers and sisters in their struggle to protect our beloved Goa. Goanetters 
please speak out for Goa and Goans. The Regional plan needs to be 
de-notified on a retro-active basis as of August 10th, 2006.. For those of

campaign organized by concerned individual citizens, Citizen Groups and 
NGO's who came together to collectively oppose the Regional Plan 2011 and 
ensure its revocation and their example has inspired all Goans. The struggle 
to get the Regional Plan de-notified on a retro-active basis as of August 
10th, 2006 is still on and we will fight to ensure that we win this 
struggle. We will not allow our corrupt politicians and their cronies and 
the real estate lobby and others waiting to steal what is rightfully the 
legacy of the Goan people, destroy the Goa that we love so dearly and the

I've attached the Resolution from the "Save Goa" website below. The 
Following Gram Sabha Resolution is what our Goan brothers and sisters will 
be asking for on this Republic Day in Goa.

1.   It is resolved by the Gram Sabha of _ Village Panchayat to 
place on record the views of the people of _ village that the 
Regional Plan 2011 should be denotified and scrapped from retrospective 
effect i.e. from 10th August, 2006 , the date that it was notified.

2.   The Village Panchayats and Municipalities should be consulted while 
preparing the new Regional Plan.

3.   This Gram Sabha reiterates that it must be consulted on the 
Regional Plan as required under the 73rd Constitutional Amendment.

4.   Further the Gram Sabha in its collective wisdom is of the view that 
the Regional Plan must ensure the safety and preservation of the village 
common property such as forests and water bodies, agricultural and 
horticultural lands, etc. which are vital for the social, cultural and 
economic sustainability of the village and its people.

5.   It is resolved to demand that the new Regional Plan be prepared 
through a new planning process which is participatory, transparent, 
accountable and in consonance with healthy planning norms with the common 
goan as the focus of development.

6.   This Gram Sabha also resolves on this auspicious occasion of the 
Republic Day that the 73rd amendment of the Constitution be implemented in 
letter and spirit by the Government of Goa through its Directorate of 
Panchayat, BDOs and Village Panchayat Secretaries.

Dear Gaspar,

I hope I am mistaken, but it appears I have gotten under your skin..that 
was not my intent. For several years now (thanks to Goanet), we have been 
reading of the antics of our politicians of every hue. The only reason I 
have responded to several emails on this thread is to counter the 
unnecessary cheerleading that was begun here on behalf of Manohar Parrikar. 
Parrikar is no different than any other politician in Goa.there is 
little of substance to show for his achievements...I have requested here 
(several times now) for Goanetters to list Parrikar's 
achievementsall I'm reading are positive generalitiesI 
suggested we list achievements and shortcomings not just for Parrikar, but 
for all MLAs. We as a people forget easily!! Lets make a report card on 
those seeking office and validate their claims of looking out for Goa's 
interest. As election time approaches, we will have a detailed report card 
on all those aspiring to elective office. Does this not appear fair ?? As I 
have said earlier in this thread - the present lot of politicians are birds 
of the same feather; two sides of the same coin! I hope Goa Suraj are 
capitalizing on the divulgence of betrayal by the elected representatives.

RESPONSE: It is late!!! Like it is late to collect the costs of the 
instances of stolen electricity that occured during the dispensation prior 
to Parrikar in 1999.
I'm not aware what is the statute on filing a FIR or the time-frame of 
executing one as far as Fontainhas is concerned.  It is over 4 years since 
the Rane/GTDC boondoggle. Its likely the "advances" were settled albeit 
there has been no published information that I know of.

RESPONSE: Courage? All ex-CM had was Hobson's choice, for two reasons (ref 
1):
# 1) He had no choice but to dismiss Rane Jr as the GTDC Employees Union had

challenging Rane Jr's alleged excessive expenditure.
# 2) He dismissed Rane Jr a little more than a month before the assembly 
elections

RESPONSE: As Jose Colaco would say.'best' by who's standards and 'best'

RESPONSE: Misrepresentation by our politicians has gone on long enough and 
is not about to end. The least WE can do is document their achievements and 
misdeeds so that the same can be weighed when it comes time to cast a vote. 
The Goan electorate is not left with an Hobson's choice - Congress or BJP ? 
I sincerely hope regional parties like Floriano and Goa-Suraj can make a 
dent in the fortunes of the Big-Two by publicising their misdeeds.

The examples that I have provided are only tiny examples. Stuff that one can

concerned.

Kudos to Gilbert Lawrence for the way he has responded to the cheap shot!!
Gilbert's response gives a great food for thought for all Goans in Goa and 
in the Diaspora!  Obviously some of us will miss the point he makes!
I believe this is one of the best post Gilbert hase ever made on Goanet 
about Goa and I wish he had included this in his first book on Goa.

A great comment from you that "we should  learn from each other, and not 
tear each other down"  Unfortunately our culture is in such a turmoil as far 
as identity is concerned.

I am sure Goanet administration are seriously thinking of framing some rules 
for goanet postings and desist from allowing people to tear others down. It 
will not be long when we will see the disappearance of our valued 
contributors to the goanet if 'Tearing down others' postings are made on the 
forum.  We have seen this in the last quarter of 2006.

Goanet is not read only by Goans but by many other communities which results 
us "Goans" as laughing stock compared to other communities..  People's 
articles/response which are abusive should be deleted and not allowed to 
tarnish the image of Goanet for such a great job that this digest has done 
since inception.

I was very surprised when Mr. Rajan Narayan informed
me that the Goan Observer had credible information to
the effect that I was myself involved in an illegal
land deal.

This allegation is false, baseless and in bad taste to
say the least.

An ancestral family house belonging to my late grand
mother  in which I had a very small share was sold
last year to a company owned by Mr. Dattaraj
Salgaoncar after all legal and lawful procedures were
complied in the sale which was done under the
supervision of Senior Advocate Adv. Gilman Coelho
Pereira. (MOBILE NO 9822386877)
 
I have made a written request to Chief Secretary
Mr. J.P. Singh to direct the Collector of North Goa to
investigate the matter so that the truth could
prevail.

I have also requested Goa Bachao Abhiyan (GBA)
Convenor Dr. Oscar Rebello to relieve me of all GBA
related work till the Collector of North Goa completes
his inquiry into the matter.

When we demand transparency and high standards in
public life it was more than proper that I step back
till the outcome of the inquiry.

There seems to be a much planned conspiracy by vested
interests to sabotage and create rifts within the Goa
Bachao Abhiyan.

Certain politicians who cannot bear the heat of the
Goa Bachao Abhiyan people's movement have started a
campaign to malign the GBA activists.

I am confident that these attempts will only
strengthen this people’s movement being led by our
dynamic and charismatic leader Dr. Oscar Rebello.

Fr.Lioliola said that the president of the fabrica is always the parish 
priest. Could you tell me why? Secondly it is the parish priest who selects 
the committee and gets it approved by the bishop.-why?Why can't the 
villagers get together and elect a committee of the fabrica?
I would also like to know the name of the society under which the church of 
Goa is registered under the maharastra Act of 1868 and who are the members 
of the said society.

Please stop attacking the Priest and Bishop on this forum and don't expect 
the Bishop to come and answer your  senseless and stupid questions.



If the Bishop and the Priest are criticizing the ministers then well and 
good because of their sermons and extra efforts more  people came for the 
rally in support of scrapping the regional plan. Goencars were sleeping ani 
atam kiteak utle re? Kiteak Lagonum ? --Padrink lagonum.



Why do we compare the Priest to the corrupt Ministers - Kiteak Lagonum?

There are many new Temples build and other small ones are extended beyond 
the limits yet our Hindu brothers never ask about the expense details.. 
Infect no one even knows how the money came and from where. It is we 
Catholics give little to the church but we want the full expense report from 
the Priest. We even talk about our Priest in the Public bus and in the 
Friday Market where others are laughing at us. Kitaeak lagonum ?-  Amkam 
duddu luttunk mevonam dekunum.



We have got Good Houses with A/C to stay, Luxury cars, Servants to do the 
work - But we want our  Priest to be the same like they were 50 years 
before, same old houses, going on foot, and cook for them selves. Just 
because they cannot defend themselves, we try to spoil their name and image 
with the rumors. Kiteak Lagonum ? Ami kitle shikleat tem dusreank dhakounku.



If some of you want the detail account of Fabrica and Confrarias  please go 
and visit your chapel/church and ask for it or you need more details then go 
to the Bishop house. These are the people who go to church only for X'mas 
and Easter - twice a year. Kiteak lagonum - Tancam time nam dekunum.



Why are we complaining  about the construction of Church hall or the 
residence for the Priest . We all know that all these churches were built 
during the Portuguese time and they had a small bedroom for the Priest and 
the cook. But now everything is changed and the Priest has to see that there 
is development taken place where he is posted.- Because these are the same 
people who say later when the priest is transferred : Padri Ailo, Panch 
Varsam raulo ani gelo cainch korinastanam.- Kiteak Lagonum ? Amche oslea 
bamteink lagonum.



All our priests are not coming from poor families. By Gods grace most of the 
Goans Catholics are abroad in Gulf or on the ships or in Europe/USA. Buying 
a Car in Goa is not a big thing like the olden days. Every house has a car 
or a scooter. Enough is enough, please don't envy the Priest if they drive 
the Car. It is the necessity for all of us. Kiteak Lagonum ?  Tumche dolle 
fhutleat dekunum.



All parents love their children and which parent in their right sense will 
not give a Maruti car to their son who is ordained as a Priest when they can 
afford a Toyota or a BMW. When the parents can afford big weddings for their 
children and transferring funds for their future - why a big fuss about a 
second hand Maruti car. Kiteak lagonum - Amche cholun donke modle dekunum. .



And all those who want to see the Balance Sheet from the Bishop will not get 
it because he had sent to the final authority( GOD) for final approval and 
Seal and it will be open for each individual to see their contribution to 
the church on the Final Judgement Day.



My dear people just think about this - Did any time the Priest ask for the 
contribution to build the road or Bridge - NO - They are asking contribution 
or donation for the church where you are born and will die in the same 
place. So why the fuss about the donation. And also we contribute because we 
have surplus in our bank accounts and we can afford. There are many people 
who want to give so much to the church but they don't have the Job and 
salary that we have. And then we complain about working hard and suffering, 
but for whom, it is for you and for your family. There are many people who 
want to work hard but they don't have the Job and good health. So let us 
thank the Lord for all this special blessings that he bestowed on us. Kiteak

If the Priest are doing something wrong, we are not supposed to spoil their 
name in public. They will give their account to God who has the authority 
over them. Who has given us that authority to accuse them. Let us pray for 
them and not point fingers at them. We never hear our Hindu brothers  talk 
such nonsense about their priest or Muslim brothers talking wrong about 
their Mullahs. They love and care their religious heads.  - so why we 
Catholics - what so great about us. And we tell the world that we are peace 
lo
