http://www.GOANET.org This month's Goanet operations sponsored by Mrs. Daisy Faleiro Communidade Code changes sought BY HERALD REPORTER PANJIM, JAN 24 - The government introduced a Bill in the Assembly seeking to amend the Code of Communidade, so as to provide for grant of communidade land, not exceeding 2 lakh sq mt, on lease, without auction, to any non-polluting industry. The Goa Legislative Diploma No 2070, dated 15-4-1961 (Amendment) Bill, 2007, which was moved by the Chief Minister Pratapsing Rane - who is also the Revenue Minister - sought to amend Article 334-A of the Diploma. Article 334-A provides for grant of communidade land on lease for various categories and for various purposes, totally nine. Clause (iii) of the Article provides for grant of not more than 400 sq mt of communidade land on lease for construction of buildings, without auction, for small-scale industries. "This land is inadequate to set up even a small-scale industry having large employment potential. Apart from this, the existing provisions of the Act do not provide for allotment of land to medium and large-scale industry which generates large-scale employment opportunities," says the Statement of Objects and Reasons of the Bill. The government further says that with a view to promote small, medium and large-scale non-polluting industries, it is necessary to facilitate allotment of land to industries that generate employment and revenue.

Ours was the active organisation with around 50+ members. The Sarpanch (also the club president)from our village told me to join the club with the members. When we refused the offer the sarpanch offered FRIDGE, TV ETC.. to the preist to disband our group & he suceed. We tried to explain to the priest who never listen to us and in the sunday sermon told all the wrong things abt. our group. We approched the Goa Parish youth Leader and he tried his best but in vain... Since it was a Parish group we could not continue. There are many many things more but i dont want to write here... We have had some discussions on the merits and demerits (mostly demerits!) of the BJP. It would be interesting to discuss the merits/demerits of the Congress party too. I have read a few comments about the huge corruption in the Congress party, and that the culprits who tried to thrust the regional plan in Goa are those from the Congress party, either as ministers or as influential people in the party machinery. It is quite likely that the ministers will be given party tickets to contest the next elections, and the influential people will have some say in chosing the candidates in other seats. I must state that I am not a voter in Goa, since my family has been residing in Mumbai for at least three generations. Who can keep a tap whether politicians are not abusing public funds or misappropriating funds for their own benefits, how may politicians have second source of income avenues while some goans are struggling for jobs. "Mopa airport is not Goa's loss. ..[It] would have provided the greatest benifit (sic) to Maharashtra ... Goa does not need more low budget tourists. We need tourists who will spend money in not only the hotels but the towns of Goa." But from what Ms Quadros points out subsequently, Goa will be lucky if it gets ANY tourists. "This is not a situation which will encourage tourists to come to Goa and spend their money", she says, ruefully. Then there is the utterly short sighted editorial regarding the CM's talk about "twin airports". "Identify viability" it begins. And what does this mean? "Will incurring thousands of crores benefit the average Goan?" it asks archly. It all depends on the kind of airport we build in Mopa, right? You can have a small functioning domestic airport for a hundred crores or less. And you can have the monstrosity of a thousand crores. I have briefly spoken on the phone to some of the leaders of the movement and I think their enthusiasm is infectious. This is truly a people's movement and the Regional Plan will be de-notified both retrospectively and prospectively. But we have to be vigilant against the next scam and next Regional Plan. There are also the issues of the SEZs and communidade conversions, and illegal transfer and sale of land to launder crime and drug money. I urge Save Goa/Goa Bachao Abhiyan to set up a Trust so Goans can contribute financially. This fight requires filing PILs, transportation costs, posters, media, etc. We cannot expect those in Goa who are fighting for the benefit of all Goans and the worldwide community to bear the brunt of costs. http://www.GOANET.org This month's Goanet operations sponsored by Mrs. Daisy Faleiro Dears, It has been unanimously decided to mark Martyr's Day on 30 January, 2007 with solemnity and to re-dedicate ourselves to the empowerment of the people while acknowledging the gains of the awakening launched as the SAVE GOA Campaign from the Azad Maidan, Panaji, where it all began on 18 December, 2006. The programme will be three pronged: 1. A fast by volunteers of GBA at the Martyr's Memorial, Azad Maidan, Panaji. 2. A rally to acknowledge the gains of the people's movement that is GBA and 3. A call to re-dedicate ourselves to the empowerment of the people at every level, from the Gram Sabha to the Legislative Assembly of Goa. The GBA members present noted that the Goa Government has yielded to the people's demand articulated by the GBA and committed to de-notify the Regional Plan 2011 with retrospective effect from 10 August, 2006. The battle has been won and we will publicly acknowledge this while re-dedicating ourselves to continue the war against anti-Goan activities. We will also wait to read the text of the notification before commenting on it. The reports from the GRAM SABHAs conducted today all over Goa are very encouraging. Across the state the people have stated their demand for the scrapping of the notified Regional Plan 2011 in no uncertain terms. Whether it was Taleigao or Soccoro, Benaulim or Chicalim, Goa Velha or Velim the Gram Sabhas have passed the Resolution asking for the de-notification at the special Gram Sabha on Republic Day. Unwilling or hesitant Sarpanch and Panchas were made to convene the Gram Sabha after the flag hoisting and the resolutions passed. Truth triumphs over all lies. The minutes books of the Panchayats now bear testimony to this truth. The action of the Chairman of the Flying Squad, Adv. Aires Rodrigues, of holding a press briefing and using the name of the GBA was also discussed. The Core Committee members disagreed with the suggestion of Adv. Satish Sonak that each NGO/group be allowed to nominate 3 or 4 members to the Core Committee and thereby expand it. This matter was discussed earlier also and it was agreed that the present Core Committee size be retained and a larger group, including the Taluka Co-ordinators and activists be invited for planning affirmative actions, as may be needed. Members were also requested not to hold press briefings on behalf of the GBA without the express consent of the Core Group. They are free to express their personal opinions as their personal opinions, not of the GBA. The Convenor and the Secretary will speak on behalf of the GBA. About a dozen members have agreed to join the 10 A.M. to 5 P.M. [7 hours long] fast on 30 January, 2007 at Azad Maidan. Any one else willing to join, may please indicate this by 29 January. Viva Goa. Mr Parrikar later told the pressmen that he brought to the notice of Ms Netto about 2,400 instances of manipulation of the electoral rolls and bogus voters cards. More documents would be submitted to her in due course, he informed. It may be recalled that Mr Parrikar had recently lodged complaints with the Chief Election Commission, during his visit to New Delhi on the same issue, with the Congress party in turn, charging the BJP of trying to eliminate the names of the voters belonging to the minority communities, from the voters list. "Ms Netto, who is also the Chief Election Officer of Kerala gave me a patient hearing," Mr Parrikar said. She later received complaints from the general public from North and South Goa, besides hearing various political leaders on the election related issues. Meanwhile, the state unit of the BJP has reconstituted its South Goa district committee. The new committee will be headed by the Sanvordem MLA, Vinay Tendulkar as its president, while Mr Kalidas Khandeparkar has been appointed the general secretary. Mr Digambar Amonkar, Mr Ulhas Desai and Mr Satish Madkaikar are the vice-presidents. Mr Parrikar admitted to the media that the BJP was weak in the Salcete taluka which is dominated by the Catholic population. Efforts were underway to strengthen the party in the taluka, he said. Aires Rodrigues sells his property is his prerogative. He has every right to defend himself and any right thinking person would support him in defence of his action. Adv. Aires Rodrigues, however, is not a spokesman for the GBA. His role is limited to interacting with the authorities regarding violations of land use laws and illegal or unlicenced tree/hill cutting or land filling. If he is being hauled up for sale of his property it is incorrect to impute his association with the GBA's Flying Squad as the reason. Other members have not dragged the GBA in their transactions that are not directly connected with the GBA. We had ignored a previous statement to the pres that the Save Goa Front had merged with the GBA although no such proposal was discussed by the GBA, nor any merger of an organisation [?] possible with what is essentially a People's Movement. Adv.Aires Rodrigues has stated, "I have also requested Goa Bachao Abhiyan (GBA)Convenor Dr. Oscar Rebello to relieve me of all GBA related work till the Collector of North Goa completes his inquiry into the matter." But sadly, there were not more than 1000 people to listen to Madkaikar speech who is the president of ST Mahamelava besides Transport minister. I am sorry -- in my haste to compile the list, I forgot my very close friend whom I played with for Bombay in the Jr. Nationals, Indian Airlines and in the Patiala and Banglore NIS camps right-inner Merwyn Fernandes. Merwyn wth his body-serve and excellent finish was an exceptional forward. His father uncle Joe Fernandes was also an exceptional mid-fielder. They both played for Machine Prototype Factory (MPF) Ambernath (a Services outfit) while I was playing for Indian Airlines in Bombay in the late 70s and then Merwyn came over to Indian Airlines and his name became synonymous wth the India and Indian Airlines teams of late. Merwyn is from Parra, Goa and has been resident in Bombay (Santa Cruz / Bandra) for the last few years. My coach Balbir Singh Sr. also reminded me that left winger Lawrie Fernandes from the 1948 team was also excluded from the list. He was a versatile winger - could also play right winger according to Leo Pinto. His daughter Lorraine also played hockey for India in recent years. Dilbahra Singh another hockey record-keeper in the UK also told reminded me that Sikhs and Goans made up a majority of the Kenya and Uganda national teams in the last century ! It is interesting to note that both Vece Paes (Velim) and Rui Saldhana (Saligao) leared and played hockey in their youth in Africa, they both played high school/college-level hockey together in Bangalore in the late 60s/early70s and in the 1972 Olympics they were both center halves for India and England respectively. Two Goans played their hockey together but ended up representing Two countries in the Olympics ! Quite disappointing, I am sorry to say. It is hard to understand why anybody would want to use such transparent sophistries to hide the fact that she is agnostic. In today's self-occupied, post-invasion Goa we Indians can and do express our genuine convictions freely and fearlessly. The invasion and self-occupation have not created any terrorists, insurgents, sectarian strife or any type of autocratic heavy handedness such as warrantless wire-tap or suspension of habeas corpus, that would make people live in fear. The level of incompetence, ignorance and mendacity of the chief public servant are still not high enough to visit an unmitigated disaster upon us. I believe all those on your list below are Goans except: 1. Center Halves Leslie Claudius who was an Anglo-Indian from Calcutta and his son the late Bobby Claudius. I played hockey with Bobby in Kharagpur, West Bengal before his untimely death in a traffic accident in Calcutta in the late 70s. He was a gem of a person ! 2. Goalkeepers Charles Cornelius and Manuel Fredricks (Services) were from South India 3. Goalkeeper Leslie Fernandes from the victorious 1975 WC team may have been a Mangalorean - I am not sure 4. Goalkeeper Romeo James (Services) who was my roommate in the 1979 Camp at NIS Patiala was a Punjabi Christian 5. Goalkeeper Mark Patterson of Air India was the son of the famous goalkeeper Ted Patterson of Air India was an Anglo Indian from Bombay. Ted played for Air India when I played for Indian Airlines in Bombay in the late 70s. 6. Jude Felix was from Bangalore 7. I am not sure about Edward Aloysius - I think he was also from South India 8. Gavin Ferreira may be an East Indian - I am not sure, I think his father was also a famous hockey player. 9. Viren Rasquinha who was also an academic rank holder in the SSC or HSC of the Maharashtra Board is a Mangalorean (from Bandra, Bombay) as is current India goalkeeper Adrian D'Souza and former India goalkeeper Jude Menezes. Its been over 10 years since the Mangloreans took over the coveted job of India Hockey Goalkeeper from us Goans and most of our Goenkars have not even realized it ! GOANS 10. If I am not mistaken, Reggie Rodrigues was a prolific goal scoring center-forward and was a Goan from Pakistan. 11. Like many others (Leo Pinto, Cedric Pereira, Viren Rasquinha, Joaquim Carvalho, Marcellus Gomes, etc) center-forward Francis D'Mello (who is a Goan) is from my school St. Stanislaus, Bandra. He was still in high school when he was selected to represent India in the First World Cup in Barcelona in 1971. I dont think India has had a school boy hockey international after Francis D'Mello. 12. Rui Saldanha (center-half for England in 1972 Munich Olympics) and Trevour Fernandes (center-forward for USA in 1984 Los Angeles Olympics) are also Goans. I am shocked and surprised that your list does not include the great goalkepers Cedric Pereira (1972 Munich Olympics - ex Anjuna/Bandra) and Leo Pinto (from Camarcazana, Mapusa and Bandra, Bombay) - He was the genesis of the Great Goan Goalkeeper tradition having played in the 1948 Olympics and Dr. Vece Paes (from my village of Velim, Goa and Calcutta) who represented India and won a Bronze Medal in the 1972 Munich Olympics - His son Leander won a bronze medal in the 1996 Atlanta Olympics and two golds in the 2006 Doha Asiad in tennis and with Dhyan Chand / Ashok Kumar, they are the only father/son Olympic Medallists in India Sports History. Your list also excludes my Bandra neighbour goalkeeper Cedric D'Souza (of Uccassaim, Goa) who also coached the Indian team recently. 1980 Olympic gold medallist center half Joaquim Carvalho is another Goan missing from your list. I am copying my aging coaches Balbir Singh Sr. and Leo Pinto on this note - perhaps they may be able to add to your list. Additionally, you may note that in 1948, Abel DeSales (of Western Railway) a Goan from Bandra was also one of the top hockey goalkeepers in India and Leo's rival for the India goal. Unfortunately he did not play for India. One of the reasons why you are not able to dig up the records of Goan hockey players so easily is because Goans are a very parochial community. They only care if the sportsmen are from their parts of Bardez or Salcete or from their village or sub-village in Goa and do not recognize the feats of our other fellow Goenkars ! Also hockey is often given step-child treatment in soccer-crazy Goa although we have more Goan hockey players who have won international medals donning India colors, than soccer players !
