are:

  -Rs.9 lakhs cash  at a star hotel at Bogmalo beach belongs to Janata Dal(S) 
party workers.
  -Rs, 2 Lakhs at Ponda
  -100 sarees from Speaker Sardinha's constituency  party worker.
  -30 cartons of Kingisher beer at St. Inez at contruction site godown
  -Many other cases of beer cartons seizes reported.
  -Whisky Cartons at Verna
  -13 Whisky cartons at malbhat-Margao SGF
  -Two person arrested Curtorin found distributing food items to congress 
workers..
  -Another one arrested for housing Congress workers and serving them with 
bananas
  - Over 30 Bar & Restaurant  Licences suspended. Over 222 Excise related cases 
booked
  -Visvajit Rane (CM son) distrubuted wrist over 4000 wrist watches having his 
printed photo
and election symbol Aeroplane on it and that BJP has in its possession quite a 
number of these
watches to show to EOs.
  -Parrikar also faces FIRs for poll offences. It seem he sent personal letters 
by post to too
woo DSS beneficiaries. Also, BJP office raided for T-Shirts. Their recent 
promise of
unemployment doles also land BJP in trouble.
  -Notice to Bandekar Canacona congress Candidate for he was found with more 
than 200
people/supporters during house to house compaigne without taking prior 
permission.
  -So many vehicles seized which were found violation election rule. Mr. Uday 
Palyekar, an
independent Siolim , 23 vehicle seized from his supporters alone.

In an unprecedented action, constituting a gross assault on academic
and individual freedom, the Goa administration, after threats and
allegations by right-wing elements, through an order passed by the
Margao SDM and Electoral Returning Officer, Derek Neto, stopped a
public talk on "Communal Threats to Secular Democracy in India" by
noted speaker and advocate of secularism, Prof. Ram Puniyani. This
talk was taking place in collaboration with Kare Law College, Margao,
and on the premises of the college.

Margao must say 'no' to communal forces

How dangerous are people like IIT Professor Ram Puniyani, woman
activist and lawyer Albertina Almeida, and Ramesh Gauns? Can they
single-handedly start a riot in Margao? Can they provoke the citizens
of Margao into taking law into their own hands? Can they, with their
speeches incite the people of Margao into a communal frenzy? Can they
create a situation where Margao will have to be closed down for two
days? Can they generate enough communal tension for a mob to run amok
damaging vehicles and shops like in Sanvordem and Curchorem? Does the
police and the sub divisional magistrate expect us to believe that a
lecture on "Communal Threats to Secular Democracy in India" would hurt
the sentiments of people in Margao and cause them to disrupt life in
the city? One only has to go through the sequence of events to know
how one person, by force of threat, coerced the state authorities into
stopping a perfectly legitimate meeting organised by the Citizen's
Initiative for Communal Harmony (CICH) in association with the Goan
Ramnath Kare Law College in Margao. Albertina Almeida and Ramesh Gauns
were the convenors of this lecture which never took place thanks to
the conniving police of Margao. We laud the courage of the management
of Kare Law College who, inspite of severe pressure from
fundamentalist forces in Margao to cancel the lecture, opted to pursue
the agenda of peace and harmony.
After Sanvordem and Curchorem, the communal forces in the state have
shifted their attention to Margao because they believe that the only
way to defeat Digamber Kamat is by polarising the vote of the majority
community. An attempt was made some weeks back when these communal
forces used the new market vendors to close down the city for two days
on a flimsy reason that a girl of the majority community was eve
teased in the market by a member of the majority community. Thursday's
decision of the Margao police to halt the lecture will only encourage
these communal forces. What is distressing is that the police, instead
of providing protection to the forces of peace, succumbed to the
legend of hate and stopped the meeting. Worse still, even when no
complaint was filed by the cowardly communal forces, the police
inspector of Margao, ordered the PSI to lodge a complaint on behalf of
the state on grounds that it was cleared by the higher ups. And what
was the basis of this complaint? The basis was one sentence in a
pamphlet outlining the conviction of the CICH. The offending sentence
reads as follows: "The ideology of the right-wing Hindutva has been
growing at a furious pace leading to a feeling of insecurity among
minorities."
When an election observer in North Goa requests a police officer to
lodge complaint for wrongful use of a car in campaigning, the cops
refuse on grounds that the observer has to first file a complaint.
However, in Margao, the police go out of their way to lodge a
complaint against a peaceful gathering of people dedicated to
preserving communal harmony in the state. This is the third time that
communal forces in the state have been allowed to get away with their
agenda of hate and segregation. The first time was when the Congress
government slept on the magisterial inquiry report on the riots in
Curchorem and Sanvordem; the second time was when these forces were
allowed to close down Margao city for two days and the third occasion
occurred on Thursday when the police and sub divisional magistrate,
instead of confronting these vested interests succumbed to their
threats. The people and voters of Margao are now at crossroads – one
route will lead them into the crushing embrace of communal forces,
while the second will strengthen the traditions of tolerance and
harmony. The voters of Margao must choose the pathway of peace.

I am sorry to hear the death of Mrs.Eugenia the mother of footballer Francis 
de Souza. My association with that family was from childhood. Newton, Nelson 
Rolland and Francis were my companions at Lourdes Convent where we all did 
our primary education and later at Monte de Guirim where some of her sons 
studied along with me. But most time we met at Tollem near Peggy's corner 
for a football game. As a child I used to visit her house at sequira vaddo 
sometimes and was attracted by her sweet nature and smiles.One would meet 
her for mass early in the morning at Lourdes convent. Soft spoken but daring 
woman who did not get scared to bring her children after the death of her 
husband. She brought all of them with iron hand and instilled in them the 
fear of God. The hand that rocked the cradle rules the world. She had a very 
good name in the locality. I do not think she ever fought with anyone or 
rather anyone ever thought of fighting with her. She was a simple lady, and 
her face full of smiles .She always wished people, inquired about them. She 
was a very loving person. Everybody in Sequeira vaddo and sonarbhatt knew 
her as a good person. May her soul rest in peace.

Case of Minguel Fernandes – Accident Victim

In an unfortunate incident Mr. Minguel Fernades, met with an ill fated 
accident while returning home from duty.


The matter was brought to the notice of the Managing Committee of the Goan 
Welfare Socitey- Kuwait by one of the community members.  On hearing of the 
ill fated incident the President of GWS personally moved to get first hand 
information of the accident and to find ways and means to afford relief to 
the distressed victim.  He visited the Victim at Al Adan  Hospital.  In the 
course of the investigation, the President met with Mr Minguel Fernandes and 
his brother Mr.Alex Fernandes and assured them all possible help and 
assistance to pursue their case with the concerned authorities in accordance 
with the local law.  All possible measures have been taken to ensure the 
safety and well being of the victim as also filing claims for financial 
compensation to which the victim is entitled in accordance with the Law 
governing accidents resulting in death or permanent disability.  Mr. Minguel 
and his brother Alex are fully convinced that their case is in safe hands 
and there is nothing to worry about it.


It may be noted that as a gesture of goodwill and to serve as immediate 
relief, the staff of his company contributed generously to Mr. Minguel 
Fernandes besides Company assisting him to seek admission in Apollo 
Hospital, Margao-Goa at Company’s cost.  His case, for adequate claims and 
compensation, under the Insurance Law is being pursued by a duly appointed 
Lawyer associated with the Embassy of India and is closely being monitored 
by GWS, hence there is nothing to worry about it.  The Law will take its own 
course and the victim will be duly awarded his dues.  Right now the victim 
is safely back home and is under treatment.  The reports coming from Goa are 
positive.

Shame on an NRG like you. You may be being realistic about the Goa
situation. After all, we all know how clumsy it is in running electricity
transmission & distribution, water supply, garbage collection & disposal,
sewerage, drainage in cities etc etc. But miracles do happen. The phone
system works pretty well nowadays (except for a ridiculous 24 hour outage
recently!). But at least on goanet you should sound optimistic about Goa's
ability to learn and progress and should contribute some thoughts in this
direction from time to time. You mean there arent any places in the world,
including where you live, whose clean up acts Goa cant learn from?

You must draw a distinction between "brown" and "dirty". It may be perfectly
OK to have brown sand --  if it is clean. I dont know where you find white
sand. Goa's beaches (the few I have seen) are "grey"! Not good at all.

The problem of dirty beaches is two fold. One is the fairly reversible
problem of garbage. The other is the more serious one of illegal discharge
of waste water, oil spills etc from shipping. Judging by the grey tinge I
have a hunch that Goa has suffered a lot from the latter. The Navy and the
Coast Guard may have been derelict in their duties in this regard. The local
government may also have been too timid in taking up this issue with the
concerned authorities.

Good luck with your little stock market ploys. But what I plan to do is
figure out how to stop Goans from having knee jerk reactions of the kind you
are counting on! That's a tall order, no doubt, but Goa needs it direly.

Tuesday night, the Herald-Tribune Book Club hosted Tony D'Souza,
author of "Whiteman," for a reading and discussion of his book, which
is a novel about a young man's experiences as a Peace Corps-like
volunteer in West Africa.

While "Whiteman" is a novel, it draws its inspiration from D'Souza's
three years in a village in Ivory Coast, where he worked as a Peace
Corps volunteer, teaching villagers how to prevent HIV/AIDS. It was a
large effort in futility, he said, given that the villagers have a
minuscule income of maybe a dollar a day, and condoms cost 30 cents
each.

D'Souza spoke freely of the cultural differences between American life
and the life of the village, where he planted and harvested crops and
learned to speak the native language. Asked about the practice of
female circumcision, held in revulsion by Western women, he said the
young women in the village viewed the procedure with apprehension but
also with pride; it's a rite of passage into adulthood.

Living in Africa also gave him a new view of poverty. Were the
villagers poor? By any Western standard, yes. But they fed themselves
with the food they grew and had homes to shelter them from the
weather. Electricity, phones and running water were nonexistent; women
carried water on their heads from quite a distance every day.

D'Souza leaves Sarasota this weekend for six months in Japan, where he
will study oral storytelling traditions. After winning multiple awards
for "Whiteman," his next novel, "The Konkans," is due out in February.
It also will be based in fact; it explores the Portuguese-Catholic
population of Goa, India, where D'Souza's father is from.
