I fail to understand what has overtaken your ingenuity. You seem hypnotized 
to the world of Mr. Parrikar when all have now realised his Art and tactics 
in politics. I did have high regard for you and I still feel you are an apt 
person.

Talking about the arguments that you have in store about the way Neri was 
given a chance to defend himself and not the Davliker brothers, one must 
understand that It's no use giving someone a chance to speak if one already 
has a prejudiced mind against the other. In Parrikar's case he was already 
against Neri and was hell bent in disqualifying Neri to win somehow that 
battle. So givin Neri a chance to defend was of NO consequence at all. It's 
right enough for the Speaker to use the same yardstick as it was Parrikar 
himself who started this defense mechanism and no matter how much he cries 
foul he wont win the battle. And even if he does Goans won't forget it.

I am always having an argument with Goans from abroad, who refuse to call 
themselves Indians.  I can agree with Goans who have lived during the 
Portuguese regime and migrated to Portugal/Brazil after liberation. Most of 
them call themselves Portuguese.

I encountered this in Brazil, in Australia, etc.  Goans refuse to call 
themselves Indians and argue with me saying I should call myself Goan and not 
Indian.  

Do the Goans in Britain call themselves Britishers even thou they have British 
passports?

Mind you most of the goans I've encountered were not born in Goa, but in some 
part of India and yet refuse to call themselves Indians.

Indeed sir, you are absolutely right. Goa's political scene is disgusting.
It is also agreed that young people with sound moral character must be
elected and  the existing ones must be consigned  to the dust bins.

And it is also agreed that these new entrants must not have any party
affiliations. What you mean to say is:  no affiliations to the Congress, the
BJP, the UGDP, the MGP, the NCP, the SGF, all of whom have let Goa and Goans
down.

But do you know that our Panchayats, our  Zilla Parishads, our
Municipalities are grooming a lot of young people who will be our next
generation politicians?. That these people are actually worst than the
politicians and have learnt the tricks of the trade which is to make money
by being the chamchas of the politicians?. That most of them do not have any
party tags and that they are freelance looters?. [ Example is the Sancoale
Panchayat of 11 members, ruled by 6 of Mauvin Godinho's chamchas)

Young Lourenco has been elected in Curtorim on the charisma of Churchill
Alemao's SGF.  He must be of good moral character. Otherwise he would not
have been elected. But if he had contested as an 'independent', he would
have hit the dust.

It is imperative for Goa to elect young people of good moral character. But
they must belong to a SYSTEM of governance which is built on GOOD MORAL
CHARACTER TOO and spelt out in detail in writing as to  how this SYSTEM will
work, what this SYSTEM will achieve, what inbuilt safe-guards that this
SYSTEM has which will not allow any young person of very good moral
character, after getting  elected,  will not abuse it or take advantage of
it. What are the PUNISHMENTS  the SYSTEM will dish out in case of such
happenings. And foremost, it is imperative to find out  WHO are the
engineers, authors  and propagators of this SYSTEM. Do they themselves can
be counted as persons of GOOD MORAL CHARACTER and STANDING?  who do not
change their stances like the 'WIND SOCK' does, just like Churchill Alemao,
Manohar Parrikar, Atanasio Monserrate et al?. Have they proved themselves to
assure the people that what they are propagating is what they actually do?
And most importantly, have these persons included or will include into the
SYSTEM they have designed or will design an ELEMENT OF SELF-SACRIFICE? i.e
'cut their own legs' so to speak?

Sir, for your kind information, such a SYSTEM has been put in place some 7
years ago. And it is the GOA SU-RAJ PARTY.

We shall give you an example as to what can be expected of this SYSTEM when
put to test.

This Party sought an electoral alliance  with  Goa's regional parties for
the 2007 elections. Talks broke down with the MGP because it was not ready
to put a temporary lid on the MARATHI-KONKNI issue for these elections and
go  collectively against the national parties on the issue of corruption and
communalism.

During the first meeting with the UGDP,  we made it clear  that if UGDP has
decided to accept Babush Monserrate back into the party, Goa Su-Raj will not
have talks at all and that we will go home. Assurance was given by its Gen.
Secretary  (Anacleto) that no such proposal was there and we could take it
or leave it. At that point Auda Viegas made this point by telling us that we
should not put MORALITY on high pedestal. That POLITICS and MORALITY does
not mix. That POLITICS is all about contesting elections and winning.

To  that we asked her the following questions: (1) If UGDP was able to
retain its winning candidates with the exception of Mathany Saldanha. (2)
What was the use of getting candidates elected if they couldn't be retained.
( She had no answers)

Further,  we told her that a time has come that POLITICS and MORALITY must
come as close together as possible if it cannot entirely merge as one. That
what is happening in Goa's politics today is because of her recipe that
POLITICS and MORALITY must not mix.

At the end on the day, UGDP and Goa Su-Raj had a loose electoral alliance.
But this was called off by the Goa Su-Raj Party as soon as Babush Monserrate
joined the UGDP.

I constested on my Party's ticket in the Aldona Constituency. The fight was
between Dayanand Narvekar/Congress, Kunda Chodankar/BJP, Floriano Lobo/
GSRP, Vasudev Haldankar/MGP, Vishwanath Halankar/JD and 4 Independants.
Results (votes): Narvekar/ 9251 , Kunda/6217, Floriano/433, MGP/97, JD/103,
Fermina Kaunte (IND)/5298 and the rest 57/144&154.

Panjim by the citizens of Sancoale. M-tech Builders from Delhi have
compromised with the ruling Panchayat members headed by the lady Sarpanch
who is  a migrant and Goa's politicians ( read Mauvin Godinho) and
bureaucrats to deforest the Green Belt Zone beautiful Sancoale hill to make
room for approximately 250 high ended bungalows which are marketted on the
Internet already. The ex-sarpanch who asked too many questions is in the
lock-up on fabricated charges of molestation. If this can happen in Goa, it
can happen anywhere.

The test is not whether something is scientific or
not. The test is whether its assertions are true or
false - whether the knowledge being imparted under it
is bogus or not. Nothing bogus is being taught under
music. Music is recognized as a wonderful creative
art, and being taught as such. One does not have to
make excuses or post-hoc rationalizations for teaching
it.

This is another contrived post-hoc justification. If
now the new claim is that astrology is taught in
universities because it might be of value for
psychological counseling, then one has to establish
the validity of that claim first. We already know that
it can be disastrous for marriage counseling. Many a
young couple have had to break their amorous alliances
because one of them was branded with the abominable
astrological stamp of mangalla.

Pornography is highly successful by this measure of

I reiterate that this is not an issue that depends on
whether a subject is scientific or not. It is one

Hi Kevin,

I do not equate anthropology with theology. But I
understand that both these fields deal with
comparative aspects of religion and ethereal beliefs
of primitive cultures, without presuming them to be
true. Astrology would fall under this category, as
would witchcraft, sorcery and exorcism. The new UGC
excuse about providing vocational training at the
university level for budding astrologers is
interesting. It makes one muse about the possibility
of providing university level "education" for other
ancient vocations.

It depends if the 2 sqmts of land you own is yr own (bought with your
hard earned poixe and taken pains to grow the coconut trees)
or if you have inherited the land from your ancestors..

Now my answer to you is if I inherited the land from my ancestors...I will
NEVER sell it...rpt..I will never sell it...cause I know the pains taken
by my ancestorsif you are a true goan you will know the hardships they
have taken.

If the land is brought by me for investment or my children, I wouldnt
hesitate to sell it legally to any Indian irrespective of caste, religion.

Now pls answer the same but with a slight change...the question is

If  you are a landowner and you have say 2 sqmts land in
bambolim covered with coconut trees and a Muslim builder
approches you with a good offer what do you think you should do?

Not much neurological research lately, as far as I
know. But Vikram Patel has done some psychiatric
research.

Regarding popular science books about brain research
on emotions in general, Joseph LeDoux's "The Emotional
Brain" is a good start. Perhaps, Antonio Damasio's
"Looking for Spinoza", as well.

  People from Goa have always been Indians geographically and ethnically. 
Unfortunately, the Portuguese tried to persuade the Goans that somehow they 
were not Indians and some gullible ones bought such nonsense. Further, Goa is 
being mainstreamed before our very eyes into India after 451 years of foreign 
rule.
  I am sure some pro Portuguese people of Goan origin will take umbrage at what

BICHOLIM AUG 2: Bicholim police today reported two unnatural deaths.
 According to the Bicholim police in the first incident a 48 year Yatappa
Bassapa Chalwade was found by the road side at Amona Bicholim on July 21,
today succumbed at GMC Bambolim. As per the reports the person died due to
respiratory failure.
 In the second incident a person from Uttar Pradesh died in an accident in a
cement company at Maina Bicholim. The police are further investigating the
case.

Dear Sirs,
I do agree with the comments made by Goa's Expats/Gulf News,
I myself am very much disappointed with Goa's politics, especially at 
Panchayat level. It is so difficult
to get form 1&14 in order to raise a house or a building, unless you fill 
the pockets of the connected
people. I had told my lawyer to arrange for it, he told me that he requires 
Rs.10,000.00 and after
three months he says 20,000.00 and the form is delayed now for 6 months, and 
myself being in
Canada, I am unable to guess anything.
How is it possible for us to invest our money and make progress? Why is the 
facility of this form given
to the Panchayats? Couldn't it be raised to the higher level like the 
Mamlatdar's office or anywhere else, to speed up the process? Please forward 
this mail to Mr.Eduardo Faleiro or anyone else who can solve this matter and 
facilitate the progress of sons of Goa.

On Political Turmoil - I

THE political turmoil witnessed in the last couple of days in Goa, triggered 
by the withdrawal of support to Mr Digambar Kamat ministry by self-seeking 
and opportunistic alliance partners is loathsome to say the least. In the 
recent past Goa's political track record has been abysmal and appalling due 
to frequent defections and shifting of alliances. People's mandate is being 
derisively sabotaged and subjugated by iniquitous and devious methods to 
satiate politicians' own interests. The common man's welfare is gambled on 
for huge gains and the expected progress of the state remains in a miserable 
status of dormancy. Such unprincipled politics and the lamentable state of 
affairs cries for tough legislation including sanctions to arrest 
politicians from switching loyalties under the pretext of saving Goa and 
betraying the electorate who elected them on a particular party in which 
they have reposed their trust. The electorate should exercise their 
constitutional right not only to cast their sacred vote during election time 
but also dissuade them from and pull up their representatives in the event 
of the latter forging unholy alliances which are detrimental to secular 
traditions and common welfare.

THE recent game plan enacted by out politicians is a stigma on the citizens 
of Goa who are most respected in India and around the world. Hardly has time 
gone by since the assembly elections. The indelible ink on the middle finger 
is yet to go away and the greedy politicians have started their destruction. 
A small state of Goa can well do with President's rule to flush out these 
politicians. It's also time to ponder on the two party system for our

SUNDAY, July 29 was the day of intense horse trading and speculation whilst 
the gods opened up the sky in grief, to add to the tears of the electorate 
and fears of the elected representatives. The results serves us all right! 
Public memory is not so short to forget the forgery and disqualification of 
a MLA by the Bharatiya Janata Party's partial speaker to stay in power. This 
time it is the Congress dirty tricks department paying them back likewise. 
The people who vote the same incumbents to power again and again can now 
only suck their thumbs and pray that we get a stable government or the 
President takes over the reigns to give everyone a time to stabilise and 
rethink, whilst the Goa administration can continue progress in sustainable 
development to lessen the citizens' woes.

New Delhi: The Supreme Court will hear on August 6 petitions filed
by two Goa MLAs challenging Speaker Pratapsinh Rane's decision of
disallowing them to vote in the floor test in the Assembly on July 30.

A three-judge Bench, comprising Chief Justice K.G. Balakrishnan,
Justices R.R. Raveendran and Dalveer Bhandari fixed the date following
a 'mention' by senior counsel Mukul Rohatgi for early listing of the
petitions filed by Pandurang alias Deepak Dhavlikar and Sudin Dhavlikar
of the Maharashtrawadi Gomantak Party.

Senior counsel Fali Nariman represented the Speaker. The petitioners said 
they were questioning the legality of the last minute ex parte interim order 
of the Speaker on the disqualification petitions presented by Agnel 
Fernandes, ML
A.

They alleged that no opportunity of hearing was given to them and
they were not even served the copies of the disqualification petitions.
Congress MLA Victoria Fernandes, whose resignation was not accepted,
was also not allowed to vote.

They pointed out that as 'no-confidence motion' was given against
the Speaker and the Deputy Speaker by the Goa Democratic Alliance,
comprising 20 members, it was obvious that not only the Government but
also the Speaker and the Deputy Speaker would have been voted out.

Further, even the interim order restraining them from voting was
announced just before the floor test began and the motion in favour of
Chief Minister Digambar Kamat was declared carried by voice vote by the
Speaker.

They alleged that the Speaker's action was intended to aid and abet
the continuance of a government which had demonstrably lost majority in
the House.

They said the petitions raised questions of great constitutional and
public importance which were fundamental to the governance to the
Indian polity and the functioning of democracy and safeguarding the
basic structure of the Constitution.

They sought a direction to quash the interim order of the Speaker on
July 30 and to stay their operation till the disposal of the writ
petitions.

A direction to the Speaker to produce all papers concerning the 
disqualification proceedings against them was also sought.

Indian American neurosurgeon donates $20 million to native village

New York, July 31 : An Indian American who made millions as a neurosurgeon 
and lived a lavish life, once owning a Rolls-Royce, five Mercedes-Benzes 
and an airplane has donated $20 million to his native village in Kerala.

Kumar Bahuleyan, 81, who was born to a Dalit familly in India, decided to 
donate his personal fortune as a gratitude to his village, to establish a 
neurosurgery hospital, a health clinic and a spa resort in Chemmanakary, in 
Kottayam district of Kerala.

"I was born with nothing; I was educated by the people of that village, and 
this is what I owe to them," Bahuleyan said in Buffalo where he has lived 
since 1973.

"I'm in a state of nirvana, eternal nirvana," he said. "I have nothing else 
to achieve in life. This was my goal, to help my people. I can die any 
time, as a happy man."

The urge to do something for his village arose some 20 to 25 years ago, 
when Bahuleyan returned to Chemmanakary and was struck by how little it had 
changed.

"The village remained absolutely the same - not a road, no school, no water 
supply, no sanitary facilities," he said. "I looked in the (people's) faces 
and saw the same people living in the same miserable conditions I had grown 
up with."

Bahuleyan has come full circle: from dire poverty in India, to the 
lifestyles of the rich in America and back to his native village, where 
he's traded his Mercedes for a bicycle, The Buffalo News reported.

The Indian American doctor lost two younger brothers and a sister to 
water-borne disease in 1930s.

"I was the oldest, feeling very helpless, listening to the screams of these 
dying children, one by one," he told the paper. "Their cries stuck in my 
psyche. Even now it haunts me."

As a former 'untouchable', belonging to the lowest strata of Hindu society, 
Bahuleyan had to take a roundabout route to school because he wasn't 
allowed to pass within a few hundred yards of the Hindu temple.

A star student, he went to high school, then a premedical school run by 
Christian missionaries before attending medical college in Madras, now 
called Chennai.

Later he went to the United Kingdom for neurosurgical training at a college 
in Edinburgh, Scotland, where he spent six years before returning home. But 
he couldn't land a job in his specialty.

"They (government) didn't know what to do with me," he said. "There was no 
position available for a neurosurgeon. Many people didn't know what 
neurosurgery was."

So Bahuleyan went to Kingston and then Albany Medical College, before 
coming to Buffalo in 1973 to work with neurosurgeon Dr. John Zoll.

Bahuleyan never saw ice cream until he was in medical college in his early 
20s. And he remembers buying his first pair of shoes as a young adult; he 
put the right shoe on his left foot and realised it didn't fit.

During his 26-year career, Bahuleyan served as a clinical associate 
professor in neurosurgery at the University at Buffalo before retiring in 
1999. And he made millions.

"I didn't ask for the money," he told The Buffalo News. "The money came to 
me. My secretary said to me, 'Dr. Bahuleyan, you're making too much money.' 
I had never had any money. So I went berserk with money."

In 1989, he set up the Bahuleyan Charitable Foundation, which built a small 
clinic in India for young children and pregnant women in 1993 in south 
India. Bahuleyan's foundation built the Indo-American Hospital Brain and 
Spine Centre in 1996, starting with 80 beds.

None of the facilities carries his name.

In 2004, the foundation opened the Kalathil Health Resorts, offering luxury 
rooms, health spas and exercise rooms.

Bahuleyan's latest idea, East India Seven Seas Sailing company, plans to 
invite applications from Americans willing to spend a few weeks in India, 
to volunteer in Bahuleyan's hospital and to teach sailing.

Bahuleyan, who lives with his wife, pathologist Indira Kartha, spends half 
the year in the US, the other half in India where he oversees his 
foundation's work, gets around on a bicycle and still does almost daily 
surgery.

Farce in Goa



No words are too strong to condemn the pre-meditated conspiracy to snuff out 
the last traces of constitutionalism from the precincts of the Goa Assembly. 
Determined to cling to power by hook or crook, the State Congress 
leadership, with the active encouragement of their central bosses, 
overturned all canons of democracy. And thus foiled a fair and objective 
test of strength on the floor of the House.



The Speaker, Pratapsinh Rane, played a stellar role in the conspiracy. He 
openly colluded with Chief Minister Digambar Kamat to deny the opposition 
front a certain victory. The two Congress stalwarts in Goa snatched a 
fraudulent victory from the jaws of a certain defeat when Rane most 
arbitrarily disallowed three members from voting.



Indeed, in his enthusiasm to ensure that Kamat did not lose the test of 
strength, Rane himself voted with the Government. Only when it dawned on him 
that the Government did not require his casting vote, since he had already 
done it a great favour by barring the three members from voting, did he 
admit his lapse. Now, he said that he `expunged' his own vote cast in favour 
of the Government.



Such tragic\comedic conduct from the Speaker, who is supposed to be 
custodian of the House, upholder of its dignity, power and privileges, can 
lead to only one conclusion. Which is that in their quest for power, 
Congressmen would trample over the Constitution itself. If the leader of the 
opposition-led front, Manohar Parrikar, has called the farcical vote in the 
Goa Assembly the `murder of democracy', for once he seemed to be speaking 
the pure and unvarnished truth.



As we wrote in this space on Monday, authoritarianism is in the DNA of the 
Congress Party. How else would one explain the stout defence offered by the 
Congress Party spokesman, Abhishek Singhvi. Even while making due allowance 
for the fact that as a fully paid-up member of the party, which has rewarded 
him with membership of the Rajya Sabha, Singhvi was expected to bat for the 
party, yet to defy commonsense in such a brazen manner is unbecoming of a 
seemingly educated Congress megaphone.



A casual reading of the anti-defection law would have sufficed for the 
self-serving spokesperson to realize that the actions of the Goa Speaker had 
no legal legs to stand on. Good lawyers even while defending bad briefs take 
care not to resort to absurd and wholly irrelevant arguments. But as a 
Congress Party spokesperson, it is not rare for Singhvi to park his legal 
acumen, nay, even minimum reasoning faculties, in his lawyer's chamber 
before entering the holy precincts of the AICC. It ought to be recalled that 
not long ago the great Singhvi had described Rahul Gandhi as ` a born 
leader.'



Without going into minute details of the provisions of the antidefection 
law, let it be noted that the three members could not be lawfully barred 
from voting in the test of strength on the pretext that the matter of their 
disqualification was pending before the Speaker. It is obligatory under the 
law for the Speaker to examine each complaint after duly following the 
laid-own due process.



In his anxiety to save the Government, the not-so-honourable Speaker most 
unabashedly short-circuited the due process. Singhvi as a lawyer might not 
be able to say a word in defence of Rane's action in the light of the 
existing law, but as the Congress spokesperson he can probably out-Rane 
Rane. Which is such a shame. For one expects that educated professionals 
upon entering the `dirty' business of politics would try and steer it 
towards less dirty alleys. Singhvi only seems to be competing with 
traditional Congressmen in the `sycophancy and loyalty' department.



Rane is a former Congress Chief Minister of Goa. He was a contender for 
chief ministership last time too but the party high command nominated Kamat 
for the post. With Kamat finidng himself in soup less than two months after 
being installed in the `gaddi', Rane might assert his claim yet again to the 
CM's post.



What next? At the time of writing there was no indication of the Governor S. 
C. Jamir's response to the farce enacted in the Assembly on Monday. If even 
vaguely he recalls his oath to the Constitution while being sworn in as

entire developments in the state.

Congress had earlier come out in strong support
of Kamat, saying that the assembly proceedings were conducted according to 
the
Constitution.

MGP MLAs Ramkrishna and Pandurang Dhavalikar,
who switched loyalties from the Congress to the BJP, had challenged the 
Speaker's
decision to debar from voting during the confidence motion in the Supreme 
Court

Mumbai needs a fully empowered 'manager' Percy Mistry

...If Mumbai had good governance it would not have the infrastructure
deficit it has today. And, the new investments in infrastructure being
planned would be wasted if the city's governance deficit were not fixed
firstMumbai's becoming a successful IFC will require concerted efforts
by the central, state and city levels of government. All three will need to
dovetail efforts to transform Mumbai into a city that offers infrastructure,
amenities and a quality of civic governance similar to other IFCs. Many
commentators and critics see this as 'dreaming' on the part of the
High-Powered Expert Committee (HPEC). My response is simple. If Mumbai
cannot offer those standards, then the globile (globally mobile) community
of professionals, that make IFCs what they are, will choose not to locate in
itIt is not easy to create and govern a first world global city in a
third world environment. Nor is it impossible. Malaysia has managed to do
that with Kuala Lumpur. China has Hong Kong, Beijing and Shanghai. South
Africa has Johannesburg and Cape Town. Brazil has Rio de Janeiro and Sao
Paulo. Chile has managed to do that with Santiago, and so on.
The problems faced in Mumbai are not new. They have been solved by dozens of
cities; many in the third world.
To accomplish the task of making Mumbai a global city, policymakers may have
to consider the short-term perpetration of an inequity quite deliberately,
as an investment in the futureA host of PPP solutions, based on user
charges, can be rapidly rolled out in order to alleviate infrastructure
constraints such as transport, power, water, sewage, drainage and so on. The
exorbitant cost of real estate in Mumbai could inhibit its emergence as an
IFC. Solving this problem involves repealing the Urban Land Ceiling Act and
new thinking on FSIUnlike Delhi, the other metropolitan centres in India
are handicapped by not having their own revenue base or autonomous status
within our three-tiered structure of governance. Thus they become
step-children of state governments that rely on the rural majority vote
rather than the urban minority voteMumbai needs a fully empowered if not
elected 'manager' for the city, who can be held accountable for everything
that goes right or wrong in Mumbai...There is a need in Mumbai to create a
fully empowered city government to manage urbanisation with political and
financial accountability. International experience suggests that without
reforms in the institutional framework for urban governance, central and
state level funds directed into urban infrastructure will not have the
expected economic and social returns.Municipal governance needs to coalesce
under an urban development authority properly accountable to the city's
electorate. Municipal services in Mumbai are fragmented across many
different corporations, agencies, and local government bodies with
conflicting lines of accountabilityTransforming urban infrastructure in
Mumbai, therefore, has dimensions of institutional, fiscal, financial and
regulatory reform to ensure good governance. Finally, becoming an IFC
requires a city to exude genuine cultural tolerance and pluralism. A healthy
and hospitable city environment that can attract expatriates requires
open-mindedness, good residential facilities, office space, leisure and
entertainment facilities catering to international tastes, smooth enrolment
processes at good schools, hospitals, colleges, universities and sports

Dubai: Non-resident Indians from Goa residing in the UAE have
lambasted the fall of the Congress-led government in the
western state.

Most were disgusted with the constant battle for power,
defections from parties and dislodging of governments.

"Our politicians in Goa are horrible. It looks like the Chief
Minister [Digambar Kamat] managed to make at least Rs490
million (Dh 45.5 million) during the 49 days he was in power
heading the coalition," Anthony Fernandes, a UAE-based
journalist told Gulf News.

"It is ironical that the government lasted just 49 days as
Indian television channels were showing old clippings of
Kamat in the company of Churchill Alemao and Babush
Monserrate last night. Goa will never be able to have a
stable and steady government as long as the elected members
have shady backgrounds," Fernandes stated.

"Most of the breakaway MLAs have a gangster track record, or
go through the Customs files and see who has got what case
registered against him," he added.

Liban Dias, a hotel industry executive said, "Politics in Goa
is all about making money. Politicians are not concerned
about the common man. They exert all their energies into
staying in power. If they are not in power, their only focus
is to topple the ruling party. It is disgusting"

Nandita D'Costa, an advertising account manager had one word
to say: "Again!" D'Costa said, "The political situation is so
unstable. I don't have any faith in the government.
Politicians jump parties at the drop of a hat. Everyone is so
fed up."

Vivian Silva, a shipping operations manager said: "It is
always happening. I don't understand too much of politics,
but it is not the right thing to happen as it affects
stability and development of the state. They are not humans,
they are just politicians like anywhere in the world."

"Our politicians are a bunch of jokers. They have learnt to
circumvent the system and the ones to suffer are the people
of Goa," said Shirley Carneiro, a senior banker.

"If they were genuinely interested in the welfare of the
people then they would have opted for a government that is
stable so that there is all-round development and prosperity.
Our politicians are only interested in making money at the
cost of the ones who vote for them," she added. Tony
Fernandes, a promotions executive said: "The situation has
gone from bad to worse. These politicians only want money and
power. They are not bothered about the electorate."

Goa’s is not only India’s renowned tourist destination
but has now gained notoriety for being India’s
laboratory for political experiments. It was one such
experiment that was carried out on July 30 at the
Legislative Assembly, which has brought Goa acute
disrepute. 

Speaker Pratapsingh Rane by conducting the legislative
business in the most improper, unconstitutional and
illegal manner created history of sorts in India’s
parliamentary and legislative history.

A Speaker has to follow legislative rules and
procedures and cannot conduct himself the very
partisan way Pratapsingh Rane did to save his party’s 
government from collapsing. Rane’s tactic and bad
manoeuvre to achieve the devious goal by subverting
the provisions of legislative business cannot be
condoned. 

The principles of natural justice were thrown to the
bins by not even giving the Dhavlikar brothers an
audience before restraining them from voting. This
case cannot be placed on par with the earlier case of
the Velim MLA because Filipe Neri Rodrigues was given
two hearings before the order was then passed.

The three decades of Mr. Rane’s legislative assembly
experience bit the dust by what he did on July 30th.
Such conduct was not expected from a person who has
had vast legislative experience as Chief Minister,
Speaker of the Legislative Assembly and even Leader of
the Opposition.

It is only Mr. Rane who would know in what frame of
mind he was when he murdered democracy on July 30th
and under whose duress he put the democratic process
to sleep.

All we know is that just a few weeks ago Mr.
Pratapsingh Rane was unanimously elected as Speaker of
the Goa Legislative Assembly and that it was due to
the lobbying of Mr. Sudin Dhavlikar that Mr. Rane
became Chief Minister the last time around.
So how could Mr. Rane stoop so low and commit such a
blatant illegality on his family friends, the
Dhavlikars.

After a mere glance of the legislative proceedings of
July 30th it is the common man’s perception and
opinion that Mr. Pratapsingh’s Rane conduct was a
disgrace, most undemocratic, an a assault on democracy
that will not stand legal scrutiny.

The Courts will now decide whether the acts and
actions of Mr. Pratapsingh Rane were in accordance
with parliamentary procedures. And if the Courts
decide that Mr. Rane exceeded his limits he should be
made to pay a heavy price to ensure such trampling on
democracy is never repeated.A fit case to disqualify
Mr. Rane himself.

Dear Santosh:

The point i was truying to make was that the press was
dishonest and purposely created confusion in order to
discredit the BJP.

That being said , i think it is illogical to expect
every thing to pass the " scientific or not " test
especially if something is classified as art
while we are at it , has anyone proven scientifically
the claim that music is entertaining? yet we teach
music , dont we?

Astrology which i believe is more of a psychological
and interpersonal counselling kind of thing can only
be evaluated by how it meets the needs of its
individual clients ,both psychologically and
emotionally much like religion (which incidently is
hogwash for  many too)

The measure of the success of astrology should be
gauged by how many people actually avail those
services and not by any scientific method

Onc again i am just trying to play Fred here, by
trying to present a counterview...

PS: as regards Kevins question I think santosh was
trying  to say that astology is equally pertinent
to anthropology and theology as would be witchcraft,
socery, exorcism,etc.?
i am sure Santosh does believe that anthropology is
much more legitimate and useful course of study than
astrology
